A research and management institution plays a middleman role between government departments and research institutes. Research records collected from research institutes are important not only as evidence for research tasks but also for knowledge and information sharing. In this study, the key research records collected by research management institutions are identified, and problems are analyzed to present efficient measures to improve key research management.

국내 정부부처 및 지역자치단체에서 수행하고 있는 연구개발 프로젝트의 선정과 평가에 관한 연구는 광범위하게 이루어지고 있다. 그러나 각 정부 부처별로 실시하는 평가프로세스와 지표의 경우 부처별 특성과, 과제의 특성을 반영하기 위한 프로세스와 지표를 개별적으로 보유하고 있으나, 과제의 평가를 수행하는 조직의 규모나 지역적 특색을 반영하기 어렵다.본 연구는 C 지역의 테크노파크(TechnoPark) 사업자가 수행하는 지역 자치단체 중심 R&D 프로젝트의 특성과 지역적인 특색을 반영한 평가관리 시스템을 개발하고자 한다. 본 연구에서는 먼저 국내 출연연구기관 및 정부부처에서 수행하는 평가시스템의 특성을 파악하고, 각 기관에서의 평가프로세스와 평가지표들을 조사하여 공통적/개별적 특성을 분류하였다. 분류된 프로세스와 지표들과 C 지역의 지역/산업적 특색을 분석하고 C 지역에서 수행한 3년간의 모든 과제에 대한 분석을 수행하여 지역적인 특색을 반영한 평가프로세스와 지표를 도출하였다. 또한 연구개발 프로젝트의 선정평가를 위한 사전 기술성 평가를 위한 기술가치평가와, 프로젝트의 수행결과 이후 나타나는 부가적인 효과를 분석하기 위하여, 프로젝트단위의 균형성과지표를 적용하여 프로젝트의 사후/추적관리 방안을 제시하고자 한다.

이 논문은 ${\lceil}$제2차 건설산업 진흥 기본계획의 기본과제와 중점과제을 검토하는 것이다. 우선 외환위기 이후의 건설 산업환경과 여건을 살펴보았고 이를 기초로 2차 기본계획이 수립되는 기간의 건설산업정책의 기본방향과 중점과제를 도출하였다. 그결과 건설산업 정책은 과거의 온정주의에 근거하여 건설산업을 구성하는 업체들의 형평성을 제고하는 것에서부터 경쟁에 근거한 효율성을 제고하는 것으로 전환되어야 하며 건설업체에 대한 엄격한 평가와 무제한적인 경쟁과 그리고 건설공사의 품질에 대한 무한 책임을 담보하는 국제기준(Global standard)의 건설산업이 형성될 수 있는 기반을 조성하여야 하고 이를 고려한 건설산업의 정책과제는 첫째, 건설산업의 효율성의 제고, 둘째, 국제규범의 건설체계의 구축, 셋째, 건설산업의 세계화 기반의 조성하는 것이고 이를 달성하기 위해서는 건설기술개발(정보화 포함), 건설인력육성, 건설공사 안전${\cdot}$환경 및 품질확보, 중소건설업 및 중소건설 용역업의 육성, 건설공사의 생산성 향상, 건설자재의 품질향상 및 규격표준화, 건설사업관리제도의 발전 등이 이루어져야 한다.

국가개발사업 연구개발관리차원에 대한 패러다임은 객관적 연구과제의 선정 ${\cdot}$ 진도관리 ${\cdot}$ 성과관리 중심에서 기술수요조사 및 예측, 자원배분 등 사전기획과 같은 R&D 전략수립 방향으로 변화하고 있다. 본 연구에서는 생명공학분야를 중심으로 미래 유망기술의 R&D 전략수립을 위한 절차를 제시한다. 먼저 전체과제의 중요도와 연구개발수준을 고려한 포트폴리오 구성을 위해서는 델파이방법을 사용하였다. 다음으로 앞으로 시급히 연구개발에 착수해야할 과제들의 우선순위를 설정하기 위해 AHP방법을 사용하였다.

지방중소기업의 애로기술을 지역대학의 우수한 인력과 자원을 활용하여 현지 업체 가 해결할 수 없는 기술을 지도하고 지원하여, 지방공과 대학이 당해 지방소재 중소기업의 공동 연구소로 활용될 수 있도록 산학연 공동 기술개발 지역 컨소시엄 사업이 통상산업부의 지원하에 많은 학교와 지방 중소기업이 현재 진행중이거나 추진 중에 있다. 본 연구 개발 과제는 산,학,연 지역 컨소시엄 개발 과제로서 96년 초부터 시작되어 97년 6월중에 완료 예정으로 현재 모든 테스트가 완료되고 현업 업무와 병행 가동 중에 있다. 그리고, 이 연구 개발 과제는 밸브 제조 산업을 중심으로 한 생산 공정 관리와 기타 기존에 개발되어 있는 Module 간에 데이터공유와 Interface에 중점을 두고 개발하였으며, 특히 공정 관리에서 Job Schedule을 효율적으로 처리하기 위한 표준 모델을 정립하는데 중점을 두고 개발하였다.

평가위원추천시스템은 평가대상과제와 전문가간의 과제일치도와 평가위원의 공정성 및 전문성을 고려하여 평가대상과제에 대한 평가위원후보를 선정하기 위해 개발된 시스템이다. 본 시스템 개발 및 활용을 통해 평가 전문기관으로서의 위상 및 신뢰성을 강화하였고, 자동화된 업무 프로세스를 진행할 수 있어 평가관리 업무의 효율성이 획기적으로 향상되었다.

The purpose of this study is to investigate the current status and causes of misclassification of school records and to suggest the directions to improve the School Records Management Criteria Table(general disposition authority for school records), which will lead to misclassification reducement. This study begins with analysing the records created or received in four schools sampled for one year to investigate the status and causes of misclassifications. A advisory group including four administrative officers and seven records managers was formed and group meeting was held twice to identify the causes of the misclassification and to suggest alternatives. In this study, 33 unit tasks(transactions) with frequent misclassification were identified, and the cause of misclassification was analyzed based on focus group interviews. The main causes of misclassification were categorized into two types. This study concludes with suggesting the improvement of the School Records Management Criteria Table for addressing the causes, including commentary reinforcement and the addition of workflow to complex tasks.

연구과제를 평가하는 시스템을 설계하기에는 많은 어려움이 내포되어 있다. 첫째, 수시로 발생하는 연구과제 종료시점에서 곧바로 평가위원을 구성하고 어느 기간 내에 적절한 평가가 이루어걱야 한다. 둘째, 단계적 평가에 따른 평가방법이 다르게 적용되어야 하고 상대평가, 절대평가에 대한 평가척도 역시 달라져야만 한다. 셋째, 평가요소가 수시로 변화함에 따른 적절한 대응방안을 적용할 수 있어야 하며 보안관리가 철저히 이루어져야만 한다. 본 연구에서는 인터넷 기술을 활용하여 효율적인 연구과제 평가시스템을 개발하고 발생되는 문제점 그리고 그 해결방안을 제시하였다.

This study intends to develop R&D policy agendas that are required to prepare a smart library/smart society in Korea libraries. To the end, methodology was established to explore policy issues and agenda for library R&D, and the preliminary agendas were drawn from informetrics, subject analysis, and brainstorming techniques. Then, the preliminary agendas were revised through supplementary works, such as the comprehensive investigation into research papers and the recent research projects. Based on the results, evaluation for the R&D agendas was performed. The Analytic Hierarchy Process (AHP) method was used as a structured technique for analyzing the importance and the priority of the agendas. This study can be used for improving and/or expanding quality of information services in Korean libraries and for exploring the requirements to play a crucial role in the future society.
