National R&D Projects provide the central axis to weave the valuable information derived from variable projects and their participants. Thus to efficiently manage and utilize the National R&D information, the project-oriented management system has to be established and its information must to be articulated with each other. Using the connected relations the system can provide an efficient way to easily gain and share the information. To do this the National R&D information management systems and the identifier management system must to be builded and the common services and functions connecting the systems have to be provided. On this study, by defining these constituents and their relationships we're going to establish the base of promotion of National R&D Information utilization.

This paper is aimed to priority evaluation of preliminary cases for IMO -IMS(International Maritime Organization- Information Management System) using fuzzy TOPSIS(Technique for Order Performance by Similarity to Ideal Solution) and AHP(Analytic Hierarchy Process). To this solve, therefore, this paper extract 24 preliminary cases and select 4 major preliminary alternative cases after analysing the structure of its alternative cases using FSM(Fuzzy Structure Modeling). Also, the weights of evaluation factors determine using AHP which able to keep the consistency when decision-makers assess. In AHP method, but, the numbers of paired comparison incerase as much as the numbers of the comparison items increase and because this evaluation have the many of vagueness, the decision of final ranking is used to fuzzy TOPSIS method which is included TOPSIS and Fuzzy Set Theory. The result are developed as order as Management of IMO Convention Information, Delivery of IMO Convention Information, Total IMO Database, Knowledge Hub of IMO Convention Information in IMO-IMS.

지식의 창출이 조직의 핵심 전략과제로 등장하고 있다. 급박한 경쟁속도와 국제화 요구에 대응하기 위한지속적 혁신의 기반으로서 지식관리는 이제 기업뿐만 아니라 대학에서도 사활이 걸린 중대한 이슈로 인식되고 있다. 본 연구에서는 대학에서의 지식개념과 지식관리프로세스를 설명하고 나아가 통합지식관리를 지향하는 대학의 사이버 지식센터 구축을 위한 프레임워크를 제시하고자한다.

90년대를 맞아 정유업계는 해결해야 할 많은 과제를 안고 있다. 석유수요의 증가에 따른 안정공급기반의 확충과 석유수요구조의 경질화ㆍ가스화ㆍ저유황화에 따른 시설고도화가 당면과제로 등장하고 있다. 그러나 정유산업 허용이익의 절대규모부족과 적정이윤미현실은 성장발전의 제약요인이 되고 있다. 또 현행유가관리제도도 개선ㆍ보완 내지 폐지되어야 한다는 의견이 높다. 이에 석유협회에서는 설문을 통해 각계의 의견을 들어본다. <편집자 주>

현재 심각한 재해에 대한 임박성은 일부 관계자 이외는 감지하지 못하고 있는 것이 현실이다. 재해와 같은 위기에 관한 지식이나 이에 대처하기 위한 기술은 어린 시절부터 습득해 두어야 할 기초적 지식 및 능력이라고 생각한다. 그럼에도 불구하고 대지진 발생이 임박하고 있음을 타인의 일처럼 생각하고 있다는 점은 재해와 같은 위기를 자신의 일처럼 생각하고 어떻게 대처해야 할 것인가에 대해 스스로 생각할 수 있는 기회가 충분하지 않다는 것에서 유래한다. 즉 체계적 실천적인 방재 위기관리교육이 충분하게 실시되지 않고 있다는 점을 지적할 수 있을 것이다. 특히 지역주민의 생명 신체 재산을 보호해야 하는 지방자치단체의 소방담당직원의 실천적 대응능력은 말할 것도 없고 수장(首長)의 리스크 관리능력에 대해 의구심을 가지고 있다. 또한 지역 자체의 방재력 강화라는 관점에서는 자주방재조직 등의 지역방재리더나 지역주민 개개인의 방재능력을 향상시켜야 할 필요성이 강조되고 있다. 최근에 건설된 신관저를 계기로 변화된 방재 위기관리 시스템에 관한 정책적 동향을 살펴본다. 아울러 방재 위기관리에 대한 인재양성을 위한 교육의 일환으로 구축된 e-Learning System인 e-College의 구성 및 관련 내용을 살펴봄으로써 정책적 시사점을 도출하고자 한다. 지방자치단체의 방재 위기관리에 있어서 수장 등 간부직원의 의식과 자세가 지역의 방재력을 크게 좌우하는 것으로 볼 수 있다. 방재담당직원 소방직단원에 대한 교육과제를 들 수 있겠다. 고도로 도시화된 사회가 재해에 대한 취약성이 높아지고 있다. 지역의 방재리더, 재해자원봉사, 주민에 대한 교육과제로 도도부현, 시정촌, 대학에서 방재 위기관리 교육이 실시되고 있지만, 1999년 총리부(總理府)에서 여론조사를 보면 자주방재활동에 참가한 경험이 없는 사람이 전체 70%를 차지하고 있다. 기업에 대한 교육과제로 재해발생시에 사원이나 고객의 안전 확보, 사업의 피해경감 조기복구에 의한 경제에 대한 영향을 경감하기 위한 준비를 충실히 해야 한다.

In this study, legislative and policy issues related to advancing the maintenance system of water resource facilities were presented by investigating and analyzing the degree of aging and management status of water resource facilities. Data from the comprehensive Facility Management System (FMS) operated by the Korea Infrastructure Safety Corporation were collected and used to analyze the aging of water resource facilities. Using safety grade data categorized by facility, type, local area, and grade, the ratio of dangerous facilities and the aging rate were calculated to analyze the status of water resource facilities and guidelines and manuals related to water resource facilities were investigated. Through this, four required actions to address legislative and policy issues were presented: 1) Readjusting the scope of water resource facilities and supplementing guidelines and manuals, 2) Establishing a maintenance system considering changes in disaster conditions, 3) Improving the FMS and activating standard linkage services, and 4) Establishing a facility asset management system.

The Records Management Act was established by the result of the National Archive reformism in 1999. However, it could not have brought high-quality changes of recording management since recording management innovation was not continuously achieved. On the other hand, in 2006 the Records Management Act was completely revised as a part of recording management innovation. The records management innovation road map is created as an agenda in order to accommodate difficulties we face in the process of the records management reformism and to establish a norm in accord with international standards, a redesign of records management process and a development of records management system so that it can react quickly to rapidly changing situations on records management paradigms. The organization of the Records Management Act was revised by compensating the defect and applying in international standards. This is due to the fact that it is the highest priority assignment to be able to help promote those sorts of innovation to provide an institutional strategy. 'The National Records Management Advancement Strategy' of National Archives in 2009 seems to be an extension of the recording management Innovation road map. Nonetheless, this strategy cannot be considered a strategy of the consecutive national records management reform since it reflects the basis of the existing policy without any assessment with respect to the records management innovation. Government-level talks on records management innovation should be regarded so as to establish a national policy on records management and to be consistent in carrying Out the policy. This research focuses on how the records management innovation road map is reflected in the Records Management Act in 2006 and how international standards are applied in the act in the national records management regime and current records management system. Furthermore, several challenges will be illustrated to overcome a limit of the Records Management Act in the process.
