The Capacities of Current Facilities and the Policies for the $2^{nd}$ Phase of Construction in Incheon International Airport (인천국제공항의 현 시설용량과 2단계 사업의 정책 방향)

  • 지난 2001년 3월 말 개항된 인천국제공항은 대규모의 현대화된 시설을 갖춘 첨단공항이지만 일부 시설은 수용 목표 연도인 2005년보다 훨씬 빨리 그 용량이 포화상태에 이를 것으로 전망되고 있다. 특히 44개에 불과한 탑승구는 개항과 동시에 첨두시간의 수요에 미치지 못하여 항공기가 원격주기장에 대기하는 경우가 발생하고 있다. 탑승구와 원격주기장을 합한 전체 주기장 60개도 2002년에는 포화상태에 도달할 것으로 예상되어 현 인천국제공항 1단계시설의 처리능력 향상을 위한 시설별 용량 불균형 해소 방안이 시급히 요청되고 있다. 이 연구에서는 현 인천국제공항의 시설별 용량을 점검하고 조기 포화가 예상되는 시설을 밝혀낸 후 2002년부터 건설에 착수하는 2단계 건설계획의 투자방향을 제시한다. 아울러 현재의 인천국제공항이 안고 있는 시설과 운영상의 문제점을 분석하고 이를 보완 또는 개선할 수 있는 정책방향을 제시한다.

Estimation of Annual Runway Capacity for Jeju International Airport Considering Aircraft Delays (항공기 지연시간을 고려한 제주국제공항 활주로 연간용량 산정)

  • Jeju International Airport has become the most delayed airport in Korea, due to increased demand in air passengers and unexpected local weather condition. Observing the demands continuously grow for a decade, the airport is expected to be saturated in the near future. As a part of effort to prepare effective and timely measure for this expected situation, airport planners seeks the annual runway capacity, i.e., the appropriate number of flight operations in a given year with tolerable delay. In practice, the FAA formula is frequently adopted for the capacity estimation. The method, however, has intrinsic issues: 1) the hourly capacity imbedded in the formula is not clearly defined and thus the estimated value is vulnerable to be subjective judgement, and 2) the formula doesn't consider aircraft delay resulted from runway congestion. In this paper, we explain a novel method for estimating the daily runway capacity and then converting to the annual capacity taking into account the aircraft delay. In this paper, average delay of aircraft was measured using microscopic air traffic simulation model. Daily capacity of the runways were analyzed based on the simulation outputs and the method to assess the yearly capacity is introduced. Using a microscopic simulation model named TAAM, we measure the average aircraft delay at various levels of flight demand, and then estimate the practical daily runway capacity. The estimated daily and annual runway capacities of Jeju airport are about 460 operations a day which is equal to 169,000 operations year. The paper discusses how to verify the simulation model, and also suggests potential enhancement of the method.

Peak-time Characteristics and Parking Apron Requirements of Korean Airports (국내공항의 항공기 운항 첨두 특성과 첨두시 주기장 소요에 관한 연구)

  • The basis for planning airport development is the specific demand at peak hour among various aviation demands. The demand at peak hour is regarded to be the source which enables us to estimate the size requirement and capacity of an airport facility. The distribution type of peak hour-operation depends on the difference of aircraft route, geographical location of airport, passengers and cargo. The demand at peak hour is calculated with peak hour factor. So far, the features of peak hour adopted for domestic airport construction plan have been based on the foreign research results. However, it is officially unconfirmed whether the various peak hour characteristics or peak hour factor suggested from foreign studies can be compatible with Korean state or not. In this study, the aircraft operation pattern and the peak hour characteristics are analyzed with hourly data using the operation schedule of an airport for the last 5 years and the actual result statistics of Korean air transportation by airport through the recent 10 Years. After the peak hour factor of the airports is calculated and compared with existing research results, peak hour factor by annual operation frequency is suggested for Korean airports.

  • 공항의 용량측정은 수요군의 흐름에서 발생하는 소비시간분석을 요구하며 공항체계 의 대부분 시설에서는 흐름의 시간변위를 연속대기례에 의한 비효율적방법으로 예측할수도 있으나 청사내의 여객동선에 대해서는 여러 시설을 활용하려는 여객의 선택선호로 인하여 확률적 접근이 바람직하다. 본 논문은 공항의 청사내에서 부대시설에 의하여 소비되는 여객 의 이완시간을 예측하는 모형을 개발하였다. 총이완시간은 여객이 각 시설을 이용하는 확률 과 이용시간의 기대치에 대한 함수로서 계산되었으며 정상적인 여객의 동선이 이들 시설에 의하여 영향을 받을 경우에만 정의되도록 하였다. 이 이완도는 연속된 청사의 기능시설에 대한 여객동선분포의 입력과 출력을 설명하는데 쓰이게 되며 나아가서는 청사전반의 용량산 정을 위한 지표를 제공한다. 모형 검증을 위한 자료는 매표대와 보안검사대 사이의 부대시 설을 중심으로 수집되었으며 자료의 특성과 모형의 심요성이 논의되었다.

  • Demand for air transportation in Korea keeps increasing, and the number of airport operations also grows as a result. The major two airports in Korea, Incheon International Airport and Gimpo International Airport, share the metropolitan airspace, which is crowd with air traffic. As air traffic increases in the metropolitan airspace, the demand for the airport operations would outnumber the capacities of these airports. However, there is a room to efficiently manage the shortage of the airport capacity due to the different distributions of operations in these airports. This study presents a dynamic slot allocation that allows exchanging slots according to the traffic demand. The dynamic allocation mitigates the airports' capacity problem but the airspace capacity itself should be increased in order to tackle the problem fundamentally.

  • Runway and taxiway is base facilities for aircraft take off and landing and runway capacity is one of major factor for airport capacity. Runway occupancy time is affect on the runway capacity. The identification of aircraft using taxiway by analysis of airport ground surveillance data and the measurement of pass time on the points is general method for the confirmation of the runway occupancy time. This study is runway occupancy time analysis of landing airplane using ADS-B message, in this study we surveyed landing aircraft runway occupancy time and analysis of serviced record using taxiway include rapid exit taxiway. The result of analysis is to confirm the different of landing direction and aircraft category on the same runway caused by structure of airport. Also the result of runway occupancy time analyzed data, it is base input data for the air transportation simulation.

  • In the power distribution panel installed in airport or industrial facilities, MCCB has been used for main switch and ELCB for branch switch to perform human body and leakage-inducing fire protection as well as overcurrent and short circuit protection. Especially for the airport panel, increase in accident protection is needed for stable power supply due to rapid modernization with fast-growing users, higer capacity and diversification of equipment, the increase of power capacity and the breaker made slim is a main issue for now because the issue for installation space is standing out by making panel with two-row arrangement connection method, etc. due to a many use of branch ELCBs. In this thesis, we designed arc extinguishing mechanism, considered movement direction change of contact in mechanism design. Also, we designed the breaker to work stably in case of miniaturization of leakage detection circuit and reverse connection. We conducted short circuit test to verify its function and developed the breaker that can be improved protection against accidental current with slim size operating leakage function when reverse connection to help solve the problem in using space that is increasing in the airport distribution panel.

Air Passenger Demand Forecasting and Baggage Carousel Expansion: Application to Incheon International Airport (항공 수요예측 및 고객 수하물 컨베이어 확장 모형 연구 : 인천공항을 중심으로)

  • This study deals with capacity expansion planning of airport infrastructure in view of economic validation that reflect construction costs and social benefits according to the reduction of passengers' delay time. We first forecast the airport peak-demand which has a seasonal and cyclical feature with ARIMA model that has been one of the most widely used linear models in time series forecasting. A discrete event simulation model is built for estimating actual delay time of passengers that consider the passenger's dynamic flow within airport infrastructure after arriving at the airport. With the trade-off relationship between cost and benefit, we determine an economic quantity of conveyor that will be expanded. Through the experiment performed with the case study of Incheon international airport, we demonstrate that our approach can be an effective method to solve the airport expansion problem with seasonal passenger arrival and dynamic operational aspects in airport infrastructure.

  • Simultaneous parallel approaches in all weather conditions should be applied to manage efficiently increasing volume of air traffic flow and solve the problem of delayed arrivals. But All of the airports which have closely-spaced parallel-runways in Korea don't meet the interval-standards for IFR parallel approaches. In that regard, more accurate and safer System should be applied for the Korean airports. GNSS was adopted as an international standard of the next-generation navigation system and many studies and master plans have been activated by stages in Korea. In this paper, the current state of the domestic airports will be analyzed focusing on the interval of parallel runways and future specification of both flight operation system and air-side management will be recommended.

  • Air transport demand is on a sharp rise due to growth in the aviation market. To prepare for this rapidly growing demand for aviation, airport operators are interested in the processing airport capacity. Airport throughput is determined to be the smallest of the facility capacities that make up the airport, but it is customary to determine the cost and time consuming runway capacity as airport capacity. Previous studies have shown that while recent studies have been conducted on airport capacity, there is little research on the criteria for determining capacity. In this study, we would like to determine the extent to which airport capacity is affected by the airport's operating hours and the resulting delays.
