  • 항공 여행객 수의 증가로 인해 공항 보안 검색대에서의 처리 시간이 길어지고 있으며, 반입 금지 물품에 대한 인식 부족이 시간 지연을 초래하고 있다. 본 논문은 YOLOv5 객체 탐지 모델을 활용해 항공기 반입 금지 물품을 자동 식별하는 AI 시스템을 제안하며, 사용자가 사전에 기내 반입 물품을 확인함으로써 보안 검색 과정에서의 시간 지연을 최소화하고, 처리 속도를 개선할 수 있음을 목표로 한다.

  • The airport processes are restricted by some limits of performance objects as size of airport, ability of human resources, capacity of facilities and operational rules. These limitations make passenger handling difficult when passenger numbers increase. In order to solve this problem, we modeled the airport process and analyzed departure passenger arrival, scheduled security manpower under specific customer service level maintenance with mixed integer programming and validate the efficiency with simulation with adapting smart airport framework. We concluded that the airport management with information techniques can reduce waiting time within security and immigration process.

  • Soon after September 11 attacks in 2001, there were strong demands in Korea on making relevant laws and regulations on aviation security, and Korean parliament legislated "Aviation Safety and Security Act"to fulfill the demands on safety and security of aircrafts during aviation. However, the current Aviation Safety and Security Act seems to have many problems which do not meet the practical needs in Korea, because there were not enough considerations on the practical needs and extinguishable national circumstances on civil aviation system in Korea, but only regarded the relevant international conventions and foreign practices on it. In this context, it is necessary to amend several provisions in Aviation Safety and Security Act to enhance more practical efficiencies in its implementation through systematization of the provisions on crimes which may happen during aviation. In this context, this article argues two main issues. First, Article 39 of Aviation Safety and Security Act does not express whether it is possible to punish the attempt of crime of causing damage to aircraft. Therefore, regarding a principle of legality, it is impossible to punish the perpetrator even when coincidently failed to destruct or damage aircraft. In this context, this article argues that the necessity to introduce the possibility to punish the attempt of crime of causing damage to aircraft. Second, regarding Article 160 of Civil Aviation Act of Korea, current Aviation Safety and Security Act should be amended by guaranteeing the culpability of negligence of crime of causing damage to aircraft.

Increasing Transnational Threats and Terrorism and Establishment of Integrated Border Security Systems: Focused on U.S., Canada and Australia (초국가적 위협 및 테러리즘 증가와 통합국경안보체계 구축: 미국, 캐나다, 호주를 중심으로)

  • Since the September 11, 2001, transnational crimes and terrorism have increased, the importance of border security has been emphasized and integrated CIQ capability has been required. The U.S., Canada, and Australia are consolidating CIQ to strengthen border security, focusing on strengthening travelers and goods immigration control and airports, ports and land border security. In 2003, the U.S. established the Customs and Border Protection(CBP) under the Department of Homeland Security. Canada also established the Canada Border Services Agency(CBSA) under the Public Safety Canada in 2003. The Australian Customs and Border Protection Service was integrated with the Department of Immigration and Border Protection(DIBP) and the Australian Border Force was established in 2015. However, Korea operates a distributed border management system for each CIQ task which is unable to respond to complex border threats such as illegal immigration, entry of terrorists, smuggling of drugs, and gun trade in the airports, ports and land borders. In order to solve this problem, it is possible to consider integrating sequentially the customs and quarantine services which have high similarities, and to integrate the entire CIQ tasks with the Korea Customs Service delegated to the immigration control duties in the mid to long term. There is also a plan to benchmark the CIQ single accountability agencies in the U.S., Canada, and Australia in accordance with the Korean situation and to establish a new integrated border security organization.

  • Recently, there have been cases in which counterfeit foreign ships have entered and left domestic ports several times. Vessels have a ship-specific serial number given by the International Maritime Organization (IMO) to identify the vessel, and IMO marking is mandatory on all ships built since 2004. In the case of airports and ports, which are representative logistics platforms, a security system is essential, but it is difficult to establish a security system at a port and there are many blind spots, which can cause security problems due to insufficient security systems. In this paper, a port security system is designed using deep learning object recognition and OpenCV. The security system process extracts the IMO number of the ship after recognizing the object when entering the ship, determines whether it is the same ship through feature point matching for ships with entry records, and stores the ship image and IMO number in the entry/exit DB for the first arrival vessel. Through the system of this paper, port security can be strengthened by improving the efficiency and system of port logistics by increasing the efficiency of port management personnel and reducing incidental costs caused by unauthorized entry.

  • The purpose of this study was to investigate the factors affecting the behavior intention of smartphone mobile banking service among tourists. Currently, due to the development of mobile Internet technology and the spread of smartphone all over the world, interest and spread of smart phone based mobile banking is popularized. Thus, we analyzed the relationship among performance expectancy, social influence, facilitating conditions, perceived financial cost, perceived habit, perceived security level, and user's behavioral intention as a dependent variable. In this study, 203 respondents were interviewed about Chinese tourists at Jeju International Airport, and the influence of independent variables was determined by Smartpls 3.0. The results showed that the perceived security level and habit had a positive effect on the behavior intention. Especially, perceived security is a major issue of smartphone-based mobile banking in recent years. This study is meaningful in that it is an analysis of behavior factors of smartphone-based mobile banking service for tourists.

  • Airports and civil aviation authorities have recently utilized and expanded the use of biometric technologies to respond proactively against the rapid changes in aviation terrorism due to scientific development. The Global Security Plan (GASeP) developed by the International Civil Aviation Organization (ICAO) is regarded as precondition for sustainable development of the global air transport industry. Thus GASeP has sought to improve aviation security system using biometic technologies. The purpose of this paper is to realize the equivalent access of aviation security system throughout the world with biometric technologies. First, this paper reviewed the current biometric-security system operated by the EU, USA and international society. Second, legal and institutional processes regarding personal biometric information were analyzed to suggest political implications. This paper concluded that ICAO should propose a global standardization and prepare guideline materials among its 193 member states to prevent aviation security breaches and to share related information on a real-time basis because time is required to utilize biometric technology to improve aviation safety and to develop global air transport.

Improvement Measures for Enhancing Professional Safety Sheriff's Specialty (안전보안관 전문성 제고를 위한 개선방안)

  • The purpose of this study is to examine the role of safety sheriffs and their necessity in order to improve the activation of safety sheriff's professionalism. Seven security sheriffs were finally selected to discuss their activities and discuss ways to improve their effectiveness. We conducted semi - structured interviews and conducted in - depth interviews with limited data and inadequate prior research. The results of this study are as follows. First, the government should get the help of citizens, citizens and residents. If the state wishes to reduce the number of safety accidents and bring positive results to the public, it should not rely solely on the utilization of institutions. Second, in order to be a safe sheriff with a positive response from the local residents, the activities of the sheriff's sheriff are not only aimed at preventing risks in the environmental domain and reducing the number of accidents, Publicity should be provided to the landlord, tenant, and residents to inform them that the activity is preventive of accident prevention. Third, under the current law, it is necessary to disclose public facilities such as roads, airports, and harbors to the private sector in order to make it possible to monitor school facilities and youth training facilities. Fourth, the safety sheriff is expected to put forward the expectations and positive results of prevention through the beginning of the inspection activities, and the role of the Korean people in becoming psychological stable and efforts to be born as safety experts are required. Finally, it is necessary to establish a concrete manual, strategic safety inspection plan.

Perceptions of the Security Management at Critical Facilities in South Korea: College students' attitudes toward increasing demand for security personnel and the alternatives to police (공공부문 정규직 전환 및 의무경찰제도 폐지에 따른 보안산업 변화에 대한 인식)

  • With the government policy on converting contract workers to full-time employees, there have been significant changes about the security personnel at the nation's critical facilities, including the National Assembly Building and airports. Moreover, the scheduled disbandment of the conscripted police force in 2023 has raised concerns about security management at different government agencies. To examine the college students' perceptions on the possible alternatives to fill the expected security gap, 234 undergraduate students of security management and protection in the Seoul metropolitan region were surveyed. Particularly, a comparative analysis was conducted on the legal bases and supervision, the employment types and salaries, and the scopes of responsibility and authority of suggested alternatives were compared. The results showed that utilization of private police forces was thought to be the most effective option. Based on the research findings, the university departments should develop and maintain a quality curriculum to educate their students to be prepared security professionals with a focus on emergency response capabilities and martial arts, including the courses on private police law and emergency rescue and cardiopulmonary resuscitation (CPR).

  • 병원의 X선 및 CT 영상, 반도체 소자 내의 결함분석, 공항의 보안검색 등 다양한 분야에 X선이 사용되고 있다. 지금까지는 이러한 X선을 발생시키기 위해 고온으로 가열하여 전자를 방출시키는 열전자원이 사용됐으나, 높은 소비전력과 디지털 구동의 어려움 등의 단점이 존재한다. 이러한 한계를 극복하기 위해 전계방출원 기술, 특히 탄소나노튜브를 이용한 나노전자원의 제조 및 디지털 엑스선 튜브 응용 기술에 관한 연구가 최근 활발히 진행 중이다. 이 글을 통해 디지털 시대에 부합하는 탄소나노튜브 기반 나노전자원 및 이를 이용한 디지털 엑스선 튜브의 개념 및 제조기술을 소개하고, ETRI 및 다른 기관들에서 개발 중인 최신 기술개발 동향을 소개하고자 한다.
