A Study on Improvement Measures for Increasing Cancellation Rates at Ulleung Airport (울릉공항 결항률 증가조건에 따른 개선방안 연구)

  • Improving transportation accessibility on islands is closely related to regional development. Currently, the government is constructing Ulleung Airport as part of the 6th Airport Mid- to Long-term Development Plan. Similar to the case of Jeju Airport in 2016, severe congestion occurs at passenger terminals upon flight resumption after cancellations at airports on islands. Therefore, considering the cancellation rate at island airports is important. This study investigates the conditions leading to increased cancellation rates at Ulleung Airport, with the research results predicting frequent cancellations during the winter season. The research methodology involved examining airport construction plans, aircraft performance, airport de-icing capabilities, and also included consideration of weather conditions. Ulleung Island is a representative snowfall area, and sufficient snow removal capacity must be secured. However, the current plan's snow removal capacity is insufficient, leading to anticipated high cancellation rates. Therefore, measures to mitigate passenger inconvenience caused by increased cancellations and methods to reduce the cancellation rate are explored. With Ulleung Airport scheduled to open in 2027, there is ample time to implement supplementary measures to reduce the cancellation rate and minimize passenger inconvenience.

A Study on Ways to Improve Hub-Airport Competitiveness Through Forming Economy Zone: Focus on the Incheon International Airport (공항 경제권 형성을 통한 허브 경쟁력 향상 방안에 대한 연구: 인천국제공항을 중심으로)

  • The purpose of this study is to find factors that Incheon International Airport should focus on and improve in order to have hub-competitiveness through economic zone centered on airport. Text analytics was conducted on online review written by passengers who used world class transit airport to derive environmental factors. After that, we select 15 major factors among the derived environmental factors based on the previous studies. This study used IPA analysis for experts in aviation field to investigate the importance and performance of the factors. Results showed that performance was evaluated to be lower than importance in all factors, and accessibility(convenience, diversity, cost and time), free economic zone and various shopping facilities were top 3 factors to be specifically improved. This study is meaningful in that it can understand passengers' perceptions by using the advantages of text analysis and surveys method. The result of study can be used to establish policy and strategic directions to solidify the position of hub airports in the future.

Air-traffic dispatching scheduling in terminal airspace (공항접근영역 항공교통 Dispatching 스케줄링 연구)

  • An air traffic management (ATM) has been studied in a variety of fields to utilize an air traffic capacity efficiently and solve a congested air traffic situation due to an increment of an air traffic demand. In this paper, an air traffic management, which is related with controlling and determining the sequencing of an aircraft approaching to an airport, in terminal control area is studied. This paper focuses on scheduling algorithms with a given problem for the air traffic management with operational constraints, such as a space separation, an overtaking on the same air-route, and a route merge point (a scheduling point). For a real-time calculation, the presented algorithms focus on dispatching heuristic rules which are able to assign tasks in a fast time period with an adequate performance, which can be demonstrated as a proper and realistic scheduling algorithm. A simulation result is presented to illustrate the validity and applicability of the proposed algorithm. Each scheduling rule is analyzed on the same static and dynamic air traffic flow scenario with the ATM Monte-Carlo simulation.

A Study of the Development Model for the Aerodrome Traffic Control Simulator System (국내 공항별 비행장 관제 시뮬레이터를 위한 구축 모델에 대한 연구)

  • This paper proposes the development model of the aerodrome traffic control simulator (ATCS) System for the domestic airport. The application of the ATCS is used as a OJT training function for the air traffic controller and research function for a new control procedure. In order to perform those functions, we classified the ATCS in three types such as education, research and integrated management system, and the ATCS types analysed by the working and OJT training condition in domestic airport. Therefore, we proposed the ATCS models such as uniform type, differential type, and center type, and analysed the merits and demerits of the proposed models. Also we looked up ATCS's application in terms of the building and maintenance costs, operational utilization and scalability. So, we proposed the differential type which was suitable for the developing ATCS for the domestic airports.

A Comparison of Single and Multi-matrix Models for Bird Strike Risk Assessment (단일 및 다중 매트릭스 모델의 비교를 통한 항공기-조류 충돌 위험성 평가 모델 분석)

  • Bird strike accidents, a collision between aircraft and birds, have been increasing annually due to an increasing number of aircraft operating each year to meet heavier demand for air traffic. As such, many airports have conducted studies to assess and manage bird strike risks effectively by identifying and ranking bird species that can damage aircraft based on the bird strike records. This study was intended to investigate the bird species that were likely to threaten aircraft and compare and discuss the risk of each species estimated by the single-matrix and multi-matrix risk assessment models based on the Integrated Flight Information Service (IFIS) data collected in Gimpo, Gimhae and Jeju Airports in South Korea from 2005 to 2013. We found that there was a difference in the assessment results between the two models. The single-matrix model estimated 2 species and 6 taxa in Gimpo and Gimhae Airports and 2 species and 5 taxa in Jeju Airport to have the risk score above "high," whereas the multi-matrix model estimated 3 species and 5 taxa in Gimpo Airport, 4 species and 5 taxa in Gimhae Airport, and 2 species and 3 taxa in Jeju Airport to have the risk score above "very high." Although both models estimated the similar high-risk species in Gimpo and Gimhae Airports, there was a significant difference in Jeju Airport. Gimpo and Gimhae Airports are near the estuary of a river, which is an excellent habitat for large and heavy waterbirds. On the other hand, Jeju Airport is near the coast and the city center, and small and light bird species are mostly observed. Since collisions with such species have little effect on aircraft fuselage, the impact of common variables between the two models was small, and the additional variables caused a significant difference between the estimation by the two models.
