The Analysis on Promotion factors of Air Cargo Transportation in East-South Area (동남권 항공화물 활성화 요인 분석)

  • This study deals with the terms of three connection factors that promote air cargo transportation in the east-south area: a firm's subjective factors, industrial environment factors, and governmental policy factors. According to the analysis results, a firm's subjective factors (4.48) scored highest of the three promotion factors, followed by industrial environment factors (4.20) and government policy factors (3.88). Therefore, it is important to promote to air cargo transportation in the east-south area a firm's subjective factors (1) to procure concentrated market strategy and real market capacity, (2) to procure speedy satisfaction of customer needs and confidence, (3) to enhance aviation route development, and (4) to enhance business ability of airlines and forwarders. Next, air cargo transportation should be promoted in the east-south area by considering industrial environment factors and government policy factors.

  • After the deregulation of the aviation market in the United States in 1978, airlines took advantage of the possibilities of the liberalized market and reorganized their networks. Then, the hub-and-spoke networks became widely used in the aviation market. The framework of hub-and-spoke network made it feasible to amplify flight networks. Thus, a number of airlines were able to fly to more destinations than ever before through the networks. Amplification of networks can be implementing through the transfer of passengers, transshipment of cargo, or both most researches have been concentrated on the passenger aspect at airports worldwide. Air cargo, however, has become one of the most significant areas at hub airports to keep their leading position in terms of the provision of services and handling volumes. This paper investigates the connectivity of airfreight networks as the temporal concentrations in current network at Incheon International Airport. In order to evaluate airline flight schedule effects to stimulate hubbing at an airport, the indirect connectivity can be considered to be the number of direct frequencies, the minimum connecting times and the quality of the connection determine indirect connectivity. Therefore the connectivity of freight transshipment depends on both the quality of the connection at the hub airport and the quality of the indirect flight compared to the direct flight. In addressing these issues, this paper analyzes the connectivity of flight schedules using a temporal wave-system structure and estimates the degree of connectivity and quality of connectivity applying the NETSCAN model.

A Chronological and Legal Study on Mitigation of Height Restriction in Flight Safety Zone around Airports - Mostly Regarding Civilian Airports - (공항 비행안전구역 고도완화의 연혁적 고찰과 해결방안에 관한 정책적·법적 고찰 - 민간 공항 중심으로 -)

  • More than technical or academic matter, mitigation of height restriction around airports is about up-dating out-dated policies that have not kept up with rapidly developing aircraft and air traffic control technologies. Above all, instead of calling out 'flight safety' that the public do not comprehend, it is important to examine and carry out measures that can protect people's right of property. MOLIT(Ministry of Land, Infrastructure, and Transport) after reviewing ICAO's Obstacle Limitation Surface TF, made an announcement to provide further plans that would apply to contracting states from 2026. However, residents of redevelopment areas near Kimpo international airport asserted that MOLIT's policy overlooks the reality of the redevelopment zone. ICAO, UN's specialized agency for civilian aviation, recommends in Annex 14, 4.2.4 that contracting states conduct an aeronautical study to determine the flight safety of horizontal surface(45m), excluding approach surface, and to mitigate height restrictions if no threat is found. Numerous countries including the United States have been following this recommendation and have been able to effectively protect people's right of property, whereas the South Korean government have not following it so far. The number of height restriction mitigation cases in the recent three months (2019. 7. 15~10. 14.) FAA of the United States have allowed after conducting an aeronautical study reaches 14,706. Japan and Taiwan also reconstruct airspace around airports in metropolitan areas in order to protect people's right of property. Just as the United States is following, MLIT should follow ICAO's recommendation in Annex 14. 4.2.4(Vol. 1. Airport Construction / Operation) and protect people's right of property by first applying aeronautical studies to the horizontal surface(45m) of flight safety zones until the specifics of ICAO's 2026 TF materialize.

A Study on the Analysis of Relative Efficiency of Logistics Facilities in Korea (DEA기법을 이용한 한국 물류시설의 효율성 분석)

  • This paper aims to analyse the relative efficiency of logistics facilities and suggest the policy alternatives for exploring and activating them. This study also divides the logistics facilities into airport terminals, logistics complexes, container terminals, and trucking freight terminals. For this purpose, the CCR-DEA as well as the BCC-DEA techniques are employed to show which part explains the primary cause of inefficiencies of each DMU(Decision Making Unit). The empirical results indicate that the efficiency of logistics complex is the lowest of all, while freight trucking terminal has the highest efficiency. This study also reveals that operation inefficiency is greater than scale inefficiency in most of DMUs, showing that much more effort be done for alleviating the cost resulting from irrational management.

Study on Legal Position of Aviation Security Subject in Aviation Safety and Security (공항보안요원의 법적 지위에 관한 연구)

  • According to the Annex 17 to the Convention on International Civil Aviation, an appropriate authority of each contracting state has to define and allocate tasks and coordinate activities between the departments, agencies and other organizations of the State, airport and aircraft operators and other entities concerned with or responsible for the implementation of various aspects of the national civil aviation security programme. The airport has to take leading role in implementing security tasks at airport area because the airport operator is the provider of airport facilities and services to its customer and the security activities belong to its services. So Republic of Korea Government enact the Law, Aviation Safety and Security. The Purpose of this Act is to prevent any unlawful act in airport facilities with international conventions, including the ICAO to provide for standards, procedures and mandatory matters needed to ensure the safety and security of civil aviation. But the Act has some error. So is this paper to review the revision of aviation security regulation and the changes of aviation security responsibilities and task assignment. There is the term "aviation security personnel", who are charged with the task of preventing any act of disrupting the order and safety in airport. But there is no term "security screening personnel" who performs to detect or search for dangerous object, such as weapons or explosives, which may be used for the unlawful obstruction.

A Study on Legislation Related to Noise Countermeasures in Military Airfield (군용비행장 소음대책 관련 입법안에 대한 연구)

  • In Korea, a Law on Airport Noise Prevention and Noise Control Area Support has been in effect since 2010. And also, airport noise measures project and residents support project conducted following the Law on Airport Noise Prevention and Noise Control Area Support. However, a Law on Airport Noise Prevention and Noise Control Area Support does not apply to military airfield. Many city residents already complain about military airport noise, but there are no countermeasures. They claim the noise from the military airfield is an intrusion on their lives, and some people brought a class action against the government. In the 20th National Assembly, some congressmen already proposed some legislations that aims to support residents adjacent to the military airfield. Nevertheless, relevant legislations are currently pending at the 20th National Assembly. Legislation preventing aircraft noise and providing support measures is essential to residents life who near by military airfield. At first, this study looked at legislations proposed by congressmen in the 20th National Assembly. And also, this study looked at A Law on the Improvement of Living Environment around the Defence Facilities of Japan. Based on this study, we did an analysis of the problem of legislation and proposed improvement suggestion. I hope so that this study could someday help congressmen make a legislation about military airfield noise. We hope the 20th National Assembly will pass the legislation finally to help the residents who near by military airfield relieve their pain by noise and restore their human dignity.

The Effect of Applying the X-ray Screening Ability Rating for Security Screening Persons in Incheon International Airport (인천국제공항 보안검색요원 X-ray 판독등급제 적용 효과)

  • The purpose of this study verify to the effect of applying the X-ray screening ability rating for security screening persons in Incheon International Airport. Data collected through a evaluation score of 1,034 security screening persons in Incheon International Airport. Data analysis performed using paired sample t-test. The research results found that it was a statistically significant difference pre-test and post-test applying the X-ray screening ability rating. In this article, we asserts that the X-ray screening ability rating is effective in improving the X-ray screening ability of security screening persons. This paper contribute to the academic expansion of motivation theory and self-determination theory. This study is valuable as a preemptive empirical research that provides practical implications about the application of X-ray screening ability rating for security screening persons.

Air passenger demand forecasting for the Incheon airport using time series models (시계열 모형을 이용한 인천공항 이용객 수요 예측)

  • The Incheon airport is a gateway to and from the Republic of Korea and has a great influence on the image of the country. Therefore, it is necessary to predict the number of airport passengers in the long term in order to maintain the quality of service at the airport. In this study, we compared the predictive performance of various time series models to predict the air passenger demand at Incheon Airport. From 2002 to 2019, passenger data include trend and seasonality. We considered the naive method, decomposition method, exponential smoothing method, SARIMA, PROPHET. In order to compare the capacity and number of passengers at Incheon Airport in the future, the short-term, mid-term, and long-term was forecasted by time series models. For the short-term forecast, the exponential smoothing model, which weighted the recent data, was excellent, and the number of annual users in 2020 will be about 73.5 million. For the medium-term forecast, the SARIMA model considering stationarity was excellent, and the annual number of air passengers in 2022 will be around 79.8 million. The PROPHET model was excellent for long-term prediction and the annual number of passengers is expected to be about 99.0 million in 2024.

A Study on Ways to Improve Hub-Airport Competitiveness Through Forming Economy Zone: Focus on the Incheon International Airport (공항 경제권 형성을 통한 허브 경쟁력 향상 방안에 대한 연구: 인천국제공항을 중심으로)

  • The purpose of this study is to find factors that Incheon International Airport should focus on and improve in order to have hub-competitiveness through economic zone centered on airport. Text analytics was conducted on online review written by passengers who used world class transit airport to derive environmental factors. After that, we select 15 major factors among the derived environmental factors based on the previous studies. This study used IPA analysis for experts in aviation field to investigate the importance and performance of the factors. Results showed that performance was evaluated to be lower than importance in all factors, and accessibility(convenience, diversity, cost and time), free economic zone and various shopping facilities were top 3 factors to be specifically improved. This study is meaningful in that it can understand passengers' perceptions by using the advantages of text analysis and surveys method. The result of study can be used to establish policy and strategic directions to solidify the position of hub airports in the future.
