International Trends on Internet Regulation (인터넷 규제를 둘러싼 최근의 동향)

  • ITU는 2012년 말, 개최된 세계국제전기통신회의에서는 '인터넷 규제' 관련 조항이 가장 큰 관심을 집중시켰다. 국제전기통신규칙 개정에는 193개 회원국 가운데 89개국이 서명하고, 55개국은 서명을 거부했다. 서명을 주도한 국가는 러시아, 중국을 비롯해 중동, 남미 국가들이며, 한국도 포함된다. 반면 미국, 영국, 캐나다를 포함, 유럽 국가들은 서명을 거부했다. 결국 서방 국가들의 반발로 개정조문에는 인터넷 규제 관련조문은 삽입되지 못했고, 정보보호나 스팸방지 등의 문제에 회원국들이 공조할 수 있다는 선언적 의미만 들어가게 되었다. 따라서 당장 인터넷 규제 방식에 큰 변화는 수반되지 않을 것으로 전망되며, 향후 국제회의에서 지속적으로 논의될 것으로 보인다.

Control Methods of the VAV Air Handling Unit for the Required Outdoor Air Demand (변풍량 공조시스템의 요구외기량 확보를 위한 제어방식)

  • Control algorithms of an air handling unit by using the mixing box plenum pressures were developed and verified by experiments. Control algorithms developed for this study were the setpoint algorithms for the outdoor damper position, the outdoor/fixed plenum pressure, and the return/exhaust plenum pressure. The outdoor/fixed plenum pressure setpoint was used to control the bypass damper position, and the return/exhaust plenum pressure setpoint was used to control the return fan speed. Experimental results showed the good control of the required outdoor air demand. Therefore, setpoint algorithms developed for this study may effectively be applied for the control of the VAV air handling unit.

An Experimental Study on the Ventilation Performance to Enhance Removal Efficiency of Indoor Hamful Gases (실내 유해가스 제거효율 향상을 위한 환기성능에 관한 실험적 연구)

  • The objective of this research is to analyze the ventilation performance of mechanical ventilation systems to enhance removal efficiency of indoor hamful gases. The ventilation performance is evaluated using a step-down method based on ASTM Standard E741-83. The ventilation performance is evaluated as a function of the ventilation rate and supply/extract locations using a tracer gas ($CO_2$) technique. As a result, the $CO_2$ concentration as a function of time is decayed exponentially and the ventilation performance is found to increase with increased the ventilation rate. The ventilation performance of the second type ventilation system is better than that of the first type or the third type. The ventilation performance without human occupancy increases up to 55% and the ventilation performance with one person increases up to 25% at the supply air of 570Lpm comparing with a natural reduction after one hour in the test chamber. The ventilation performance is better than 15% comparing with natural decay at the supply of 570Lpm in an office room.

  • The HVAC(Heating Ventilation and Air conditioning) system is controlled by two ways, one is ON/OFF control and the other is PWM inverter with V/F. Control of blower with the use of PWM inverter has quite some benefits such as the capability of changing speed, high efficiency and reduced noise level compared with ON/OFF control. But if blower is operated at low speed, high THD generated by decrease of ma, and output voltage lowered in proportion to frequency. To solve these problems, filter should be installed at the output stage of inverter, which can decrease THD but has problems such as increase of volume size and additional braking resistance. This paper proposes the PWAM method which can reduce THD instead of installing the filter at the output stage of inverter. The proposed PWAM method is an inverter modulation method that fixes the modulation index of inverter to reduce THD by varying DC link voltage of inverter unlike conventional PWM method. Finally, the validity of proposed PWAM methods verified by experiments.

  • 소형 공조장치용 냉매 압축기 부품인 기계식 제어 밸브는 에어컨 컴프레서의 핵심부품이고 년간 수백만 개가 국내에 수입된다. 이를 국산화 하기 위하여 진공로 속에서의 브레이징 공정이 수반되는 외국제품의 제조공정을 탈피하여 진공 속에서 DC 프로젝션 용접을 수행하는 기법을 개발하였다. 실린더 형상의 캡과 케이스를 맞대고 그 사이에 박판을 삽입한 상태에서 butt welding 방식으로 진행되는 본 공정에서는, 생산성이 높고 서보가압 장치를 사용하여 soft touch 를 구현하므로 프로젝션이 손상되지 않은 상태에서 통전이 시작되고 2 단 가압 및 프로파일 가압이 가능하므로 링(ring)형상의 너깃이 축대칭으로 안정적으로 형성되기 때문에 실린더 내부의 밀봉성능이 우수함을 확인하였다. 진공로 속에서 본 가압장치를 설치하여 간편한 방법으로 실린더 내부의 진공상태를 유지할 수 있기 때문에 진공로 속에서의 브레이징 공정이 적용되는 외국제품보다 생산성이 월등함을 알 수 있다. 본 연구에서 개발된 링 프로젝션(ring projection) 용접기법은 초소형 및 소형 실린더 형상의 부품 내부를 진공으로 유지해야 하는 산업현장에서 당장 적용될 수 있는 혁신적인 용접공정이라 판단된다.

A Filtered-X LMS Algorithm by New Error Path Identification Method for Adaptive Active Noise Control (적응 능동소음제어를 위한 오차경로 인식 방법을 통한 filtered-X LMS 알고리듬)

  • In this paper, a filtered-X LMS algorithm by new error path identification method is proposed for active noise control system. The proposed algorithm identifies accurately the error path transfer function using three microphones and the control of error signal through double loop scheme with on-line. In the computer simulation using the sinusoidal and the practical duct noise, the proposed algorithm reduces noise level about 29.1dB and 10.4dB, respectively. We can observe the improvement of about 0.5dB and 2.5dB in noise level compared with that obtained using the filtered-X LMS algorithm of Eriksson model.

Development of Bending Machine with High Efficiency and Precision Forming (고효율 배관용 정밀성형 벤딩머시인 개발)

  • Soft copper tube is one of the popular materials which are used for shipbuilding, automobiles, and freezing and HVAC equipment. However, these materials have problems that they cause occasionally outside wrinkle, spring back, wall thinning phenomena. In this study, to avoid these phenomena, was manufactured a mild materials devoted bending machine, which selected a bending method where the mandrel presses the pipe along with the sliding guide rail during bending process. During the course of confirming this performance, it was found that as the diameter of copper tube used for materials became smaller, the spring back phenomenon increased. And as the bending angle became larger, it became larger. In addition, we could manufacture mold products which scarcely generated wrinkle when bending copper tubes.

Effects of Zn Coating and Heat Treatment on the Corrosion of Aluminum Heat Exchanger Tubes (아연 코팅과 열처리에 따른 알루미늄 열교환기 소재의 부식)

  • The effects of zinc coating and heat treatment on the corrosion resistance of aluminum alloys including A1100 and the modified A3003, used as heat exchanger tube were investigated in this study. The grain size of the heat-treated specimen is larger than that of the specimen without heat treatment, but the grain size did not significantly affect the corrosion behavior. The concentration of zinc was noted at 11.3 ~ 31.4 at.% for the as-received Zn-coated samples and reduced to 1.2 ~ 2.4 at.% after the heat treatment, as measured by the scanning electron microscopy (SEM) with an energy dispersive spectrometer (EDS) on the surface. The concentration of oxygen is 22 ~ 46 at.% for the zinc coated specimens while noted at 7.4 ~ 12.8 at.% for the specimens after the removal of the coating. The corrosion behavior depended largely on the concentrations of zinc, aluminum, and oxygen on the specimen surface, but not on the Mo content. The corrosion potential was high and the corrosion rate was low for a specimen with a low zinc content, a high aluminum content, and a high oxygen content.

Performance analysis simulation for domestic application of heat pump by using sea water heat source (해수열에너지를 이용한 히트펌프의 국내 적용을 위한 성능평가 시뮬레이션)

  • Due to the development of human civilization, industrialization and urbanization, the human race demanded the food, clothing and shelter as well as a comfortable living environment. For the purpose of this, the refrigeration and air conditioning part was carried out research and development. However, high oil prices and environmental pollution having problems in the 21st century cannot be overlooked. As an alternative, thermal system was designed using the heat pump to applied sea water heat source. In this paper, outside and sea temperatures are analysed in 2010 and carried out the performance analysis simulation at All water and All Air heat pump system by HYSYS program for domestic use. As a result, total average COP of the system is 3.37 from All Water system and All Air is 3.48. It showed that high performance confirmed in both system.

  • This paper aim to propose and suggest for government to reinvent and re-steering the policy on the 4th industrial revolution in Korea. To do it, this paper annalize the advanced country's policies and hard-data sets from many international research institutes. So this paper emphasized the concept and frame of socio-technical system approach by Geels. According to this approach, this paper can get a conclusion that Korea government has to focus on the roles to solve the big social dilemma with high-tech tools from the 4th industrial revolution. And this paper point out the necessary of increasing the diversity and multidisciplinary in 4th industrial revolution policy of Korean government. These findings of this paper recommend for Korea to redesigns the governance mechanism and legislation platform and to design the future readiness.
