Study of the Risk of Ignition due to Internal Combustion Engines in Areas with Potentially Explosive Gas Atmospheres (잠재적 폭발위험장소에서 내연기관에 의한 점화 위험성에 관한 연구)

  • Safety management in hazardous areas with potentially explosive gas atmospheres (here in after referred to as hazardous areas) in large scale facilities dealing with combustible or flammable materials at home and abroad is very important (significant) for the coexistence of the company and local society based on business continuity management (BCM) and reliance. For the safety management in hazardous areas, two systems are mainly used: (1) the control system for the prevention of combustible or flammable substances and (2) the explosion proof system for the elimination of ignition sources when flammable gases are leaked to inhibit the transition to fire or explosion accidents. While technology and regulations on explosion proof facilities or devices for electrical ignition sources are well developed and defined, those for thermal ignition sources need to be more developed and established. In this study, the internal combustion engine in hazardous areas was investigated to determine the risk of ignition. For this purpose, document searches were conducted on the relevant international standards and accidents cases and risk analysis reports. In addition, this study assessed the application cases of the diesel engine's safety equipment, such as spark arresters regarding the site of process safety management (PSM) system in central Korea. To practically apply these results to the hydrocarbon industry, the safety management method for explosion prevention in hazardous areas was provided by risk identification for ignition sources of internal combustion engines, such as diesel engines.

  • 우리나라는 그동안 가스산업에서 고속성장을 이룩해 왔으나, 근래에는 중대가스산업사고가 빈번하게 일어나고 있다. 그런 이유로 1996년도에는 중대산업사고 예방제도가 전면적으로 실시되고 공정안전보고서를 자성하여 제출하도록 함으로서 위험성 평가의 중요성이 점차 높아가고 있으며, 위험성 평가 기법들에 대하여 여러 연구 단체에서 연구${\cdot}$ 시도되고 있다. 또한 이러한 연구${\cdot}$보고된 위험성 평가 기법들을 프로그램화하고 적용하려는 시도가 많이 있어 왔다. 본 연구에서는 기존에 연구${\cdot}$개발된 위험성 평가 기법들에 최근 컴퓨터 산업의 발달에 힘입어 각광을 받고 있는 지리정보시스템을 적용하고자 한다. 이러한 가스산업시설의 위험성 평가 시스템은 위험성을 평가하기 위해서 필요한 여러 가지 정보들을 지리정보시스템이 속성 데이터로서 저장하고 있으며, 가스산업시설에 관련된 주변의 도민들을 공간 데이터로서 저장하고 있다. 그리고 위험성 평가 시스템의 세부적인 기능을 모듈화하였다. 우선 위에 언급한 속성 데이터와 공간 데이터를 관리하는 모듈과 이러한 데이터를 가지고 사고영향 범위를 산출해내기 위한 모듈, 그리고 산출된 사고 영향 범위를 도면에 나타내는 모듈로 나뉘어져 있다. 이렇게 지리정보시스템에 구축되어 있는 도면에 위험성을 평가한 결과치를 나타냄으로서 위험성 평가 숙련자가 아니더라도 위험성 평가를 할 수 있고 결과를 분석하도록 도와 줄 수 있도록 할 수 있다. 또한 향후 재난관리시스템에서는 도면상의 도로에 교통량 가중치와 인근 소방서와 경찰서등의 위치를 관리하도록 지리정보시스템을 적용할 수 있으며, 가스시설물 관리시스템에서는 최근 대형가스사고의 대부분이 타공사에 의한 것임을 고려하여 가스배관망을 포함하여 기타 다른 지하배관망을 관리하도록 지리정보시스템을 적용할 수 있다.기질로서 이용하지 못하므로 invertase 및 ${\alpha}-glucosidase$ 활성이 없는 것으로 나타났다.)의 모양은 배양에 의해 형성된 균핵(菌核)의 모양과 다소 차이가 있었다. Politics of Knowledge of Asbestos Activism in South Korea: Settled Dust Analysis and the Controversies over Asbestos Pollution Measurement (한국석면운동의 지식 정치: 먼지 분석법과 석면오염 측정 논란을 중심으로)

  • This paper examines asbestos activism in South Korea by focusing on the politics of knowledge between the asbestos activist group and regulatory agency on the risk of asbestos exposure. Asbestos activism has contributed to establishing asbestos pollution an important safety and public health agenda in South Korea. Asbestos pollution investigation is key to core argument of the activism that asbestos pollution is pervasive especially in urban environment and a serious environmental health problem with its worst consequences has not yet seen. A distinctive characteristic of such asbestos investigation is the use of "settled dust analysis," non-standard, non-legislated analysis method. In this paper, literary technologies used in asbestos investigation report written by activists and controversies over asbestos pollution measurement in Samsung's head office building. Asbestos activists successfully concentrated media's attention on their argument and mobilize resources needed to make policy decisions, by using settled dust analysis data. Regulatory agency and expert group, however, neither saw settled dust analysis nor activists argument persuasive enough to make policy changes, base on their evaluation on the use of standards and evidentiary context for analyzing measured data. While its explanatory power is partially acquired, through the dispute between asbestos activists and regulatory agencies unspoken assumptions of regulatory science was revealed and became the matter of social debate. Settled dust analysis captures the characteristic of asbestos analysis which combined social movement and science to challenge the regulatory agency and expert group.

Risk Ranking Determination of Combination of Foodborne Pathogens and Livestock or Livestock Products (식중독 세균과 주요 축산식품 및 가공품 조합에 대한 위해순위 결정)

  • This study was performed to determine risk ranking of the combination of pathogen-livestock or livestock products to identify the most significant public health risks and to prioritize risk management strategies. First, we reviewed foodborne outbreak data related to livestock products and determined main vehicles and pathogens according to the number of outbreak and case. Second, expert's opinion about management priority of pathogen-livestock product pairing was surveyed with 19 livestock experts in the university, research center, and government agency. Lastly, we used the outcome of Risk Ranger (semi-quantitative risk ranking tool) of 14 combinations of pathogen and livestock or livestock products. We have classified the combination of pathogen-livestock products into group I (high risk), II (medium risk), and III (low risk) according to their risk levels and management priority. Group I, which is the highest risk for foodborne outbreak, includes Salmonella spp./egg and egg products, Campylobacter spp./poultry, pathogenic E. coli/meat and processed ground meat. In conclusion, the results of this study will provide the specific guideline of mid- and long-term planning for risk assessment and risk management prioritization of the combination of pathogen and livestock, or livestock product.

Potential Contamination Sources on Fresh Produce Associated with Food Safety

  • The health benefits associated with consumption of fresh produce have been clearly demonstrated and encouraged by international nutrition and health authorities. However, since fresh produce is usually minimally processed, increased consumption of fresh fruits and vegetables has also led to a simultaneous escalation of foodborne illness cases. According to the report by the World Health Organization (WHO), 1 in 10 people suffer from foodborne diseases and 420,000 die every year globally. In comparison to other processed foods, fresh produce can be easily contaminated by various routes at different points in the supply chain from farm to fork. This review is focused on the identification and characterization of possible sources of foodborne illnesses from chemical, biological, and physical hazards and the applicable methodologies to detect potential contaminants. Agro-chemicals (pesticides, fungicides and herbicides), natural toxins (mycotoxins and plant toxins), and heavy metals (mercury and cadmium) are the main sources of chemical hazards, which can be detected by several methods including chromatography and nano-techniques based on nanostructured materials such as noble metal nanoparticles (NMPs), quantum dots (QDs) and magnetic nanoparticles or nanotube. However, the diversity of chemical structures complicates the establishment of one standard method to differentiate the variety of chemical compounds. In addition, fresh fruits and vegetables contain high nutrient contents and moisture, which promote the growth of unwanted microorganisms including bacterial pathogens (Salmonella, E. coli O157: H7, Shigella, Listeria monocytogenes, and Bacillus cereus) and non-bacterial pathogens (norovirus and parasites). In order to detect specific pathogens in fresh produce, methods based on molecular biology such as PCR and immunology are commonly used. Finally, physical hazards including contamination by glass, metal, and gravel in food can cause serious injuries to customers. In order to decrease physical hazards, vision systems such as X-ray inspection have been adopted to detect physical contaminants in food, while exceptional handling skills by food production employees are required to prevent additional contamination.
