공정경쟁규약은 공정거래위원회의 행정력을 절감하고 사업자들의 자율적 법 준수의식을 제고할 수 있다는 점에서 바람직한 면이 있다. 따라서 현재 공정경쟁규약이 도입되어 있지 않은 분야에도 공정경쟁규약을 도입하여 운용하는 것이 타당하다고 생각된다. 그리고 이미 공정거래위원회의 승인을 받은 공정경쟁규약 중에서도 현실에 맞지 않는 내용에 대하여는 현실에 부합하는 내용으로 개정하여 공정경쟁규약의 실효성을 제고할 필요가 있다고 본다.

일본의 경우 제약업체는 공정경쟁규약을 법률과 동일한 수준으로 인식하고 있으며, 동 규약의 준수여부를 공취협에서 수시로 점검하고, 규약위반시 신문공표 등 엄중한 제재조치를 하고 있기 때문에 아주 모범적인 자율공정경쟁규약으로 자리매김을 하고 있어 우리에게 시사하는 점이 크다는 것을 밝혀두고 싶다. 아울러 지난해 12월에 개정된 우리나라의 $\lceil$보험용 의약품 거래에 관한 공정경쟁규약$\rfloor$ 내용은 일본의 공정경쟁규약보다 한 단계 선진화된 규약으로서 효율적인 운용여부에 따라 일본보다 못하지 않게 동 업종에서의 선진화된 경쟁질서 확립에 도움이 될 것으로 기대된다.

Today, the competition for hub-port is getting fierce and the shipping liners have enjoyed the increased bargaining power over the terminal operators through the mergers & acquisitions (M&A) and strategic alliances. This result leads the competition among terminal operators to attract liner companies and cargoes in their terminals. In demand side, however, there is a limited container cargo volume to handle because of a steady growth of cargo traffic. While, in supply side, continuous development of port terminals increased more competition among ports or terminals for cargoes. In particular the terminal operating market of Busan port is distorted because of the cargo competition between Busan North-port and Newport. The main purpose of this study is to suggest the stabilization measures of container terminal operating market in Busan port through analysis of the terminal operation market structures and market survey analysis method. For stabilizing the container terminal market, this study suggests the improvement of the legal and institutional system such as improvement in determining and reporting system of stevedoring tariff, establishment of fair competition rules etc., the introduction of port pooling system and adoption of volume-linked terminal lease system with cargo volume ceiling system for each terminal operator.

The area of security service has been maintaining the high growth curve annually by improving security consciousness from increase of the income and the progress of public services's level by the accomplishment in the info-communication field, recently the demand for unmanned security system is extended form commercial purposes into public offices and individual's houses. In addition to, the possible distance of offering services is scheduled to magnify. At the period when security company's influence has been becoming significant, the injustice transaction is the serious factor which obstructs the development of security companies. Therefore, it is urgent thing to devise counterplans to extirpate injustice transactions. There are the legalistic approaches of the breakthroughs against injustice transactions. One thing is settling the standard of the judgment and the other is renovating the provision of injustice transactions. Utilizing the principles of the fair competitions and importing self-obedience programs within the range of trade actions which is permitted by law, acted as the system approach. Moreover, there are such three things which can achieve mutual balances as establishing the range of the permitted action toward business corporations, applying spontaneously the fair competition principles and introducing the system of standard agreements. Gong further, this can establish order of security service areas and control them. Besides, it is possible for every organizations to make and operate the system appropriately by importing the self-observance system.

본 논문에서는 전자 패키징의 고밀도 실장 프로세스와 관련하여 많은 연구와 개발이 이루어지고 있는 무연 솔더의 양산적용시의 문제점 침 도전성 접착제 및 3차원 패키징 기술과 신뢰성 평가방법 등을 개략적으로 소개하였다. 현재 국제적 규약에 의한 무연 솔더의 사용이 의무화되어 가고, 이에 따라 기존 솔더의 전기적 접속성, 열 도전성, 접합성 등의 특성을 확보하기 위한 새로운 재료 및 공정에 대한 연구 및 개발이 필요한 시점이다. 또한 기존의 접합 방법에서의 고집적화 및 미세 피치의 한계를 넘기 위한 3차원 패키징 기술 등이 시도되고 있다. 따라서 신소재 개발 및 공정 변화에 맞는 새로운 신뢰성 평가 방법의 도출도 필요하다. 아울러 국내 대학 및 관련 연구소에서도 국제 경쟁력을 향상시키고 차세대 첨단 산업 분야의 신기술을 확보하고 이를 선도하기 위한 체계적인 연구 활동이 요구된다.

전자패키징을 포함한 마이크로시스템 패키징의 재료 및 어셈블리 기술에 관련한 도전성 접착제 및 접속 기술을 개략적으로 소개하였다. 이와 같은 도전성 접착제 및 접속 기술은 종래 사용되어 왔던 Pb 솔더의 환경, 인체에의 악영향 등으로 인한 무연(Pb-free) 솔더의 개발과 함께 차세대 솔더의 대체 재료 및 접속 기술로서 주목받고 있다. 도전성 접착제는 이미 반도체 집적회로를 기판에 접합하는 등 널리 사용되고 있지만 최근 도전성 접착제에 대한 수요와 시장 규모가 증가하는 추세이며 더 나아가 그 응용 범위가 점차로 확대되어 가고 있다. 특히 국제적 규약에 의한 무연 솔더의 사용이 의무화됨에 따라 전기적 접속성, 열 도전성, 접합성 등 기본 솔더에 버금가는 특성을 확보하기 위한 새로운 재료의 개발 및 공정에 대한 연구가 필요하다. 선진국에서는 이러한 기술의 필요성을 인식하고 많은 연구 인력, 시설 및 정보 공유 등을 통해 활발한 투자와 연구개발이 진행되고 있다. 이에 한국에서도 국제 경쟁력을 향상시키고 차세대 첨단 산업 분야의 신기술 확보를 위해 체계적인 연구 활동을 위한 노력이 절실히 요구된다.
