Program-level Maintenance Scheduling Support Model for Multiple University Facilities (프로그램레벨 다수 대학시설물 유지보수 일정계획 지원 모델)

  • The university facility is made up of multiple buildings and has many maintenance items. In addition, administrative constraints need to be handled within a limited period. Most maintenance work is small scale and multi-work construction, such as waterproofing, needs to be organized. The facility manager makes annual unit price contract with a maintenance company and carries out the maintenance work. On the other hand, delay and rework is occurring because existing maintenance work performed without scheduling based on the manpower input. This study proposed a scheduling model that can support the facility manager to manage maintenance works of multiple university facilities at the program level. The model consists of three stages in order. In object analysis, details of the maintenance items were analyzed and the quantity is calculated based on the quantity takeoff sheet. In resource analysis, the craftsmen and construction period of detailed works are derived for the effective input of craftsmen. In scheduling, the priority of each work and the optimal manpower input are derived. The optimal schedule is selected according to the goodness of fit. The applicability and effectiveness of the prototype was evaluated through a case study and interviews with case participants. The model was found to be an effective tool to support the scheduling of maintenance works for the facility manager.

  • 지난 11월1일 부정방지대책위원회(위원장, 이세중 대한변호사협회 회장)는 감사 원장에게 문민정부가 추진하고 있는 부정$\cdot$부패척결을 위한 사정차원에서 건설제도 개혁이 이뤄져야 한다는 의미가 담겨있는 $\ulcorner$건설부조리 실태 및 방지대책 보고서를 제출했다. 이 보고서에서 (1)건설사업의 기본절차 법제화 (2)정부공사단가 현실화 (3)도급한 도액의 분리 (4)최저가낙찰제 정착 (6)입찰정보누설 제재 강화 (6)담합적발기구 설치 (7)담합카르텔 형성 방지 (8)계열화에 대한 인센티브 부여 (9)주택사업자의 하도급법 적용 (10)하도급직권 실태조사 강화 등이 건의 되었으며, 특히 불공정거래 근절을 위해 현행 하도급대금 직불요건에 대금 결제 지연가능성이 높은 덤핑낙찰공사를 추가하고 하도급실태조사결과 대금지급관련 위법사항이 적발되면 관계기관 직권으로 일정기간 직불케 하는 등 하도급대금 직불제도를 확대해야 한다고 밝혔다.또한 하도급계약에 있어 대금지급 문제를 근원적으로 해결하기 위해 원도급업자의 하도급대금 지급을 보증하는 지급보증제도도 확립해야 한다고 밝혔다.

  • 기존 해상구조물의 위치결정은 조류나 바람, 안개, 비, 눈, 일조시간 등의 기상조건으로 인한 장해요인과 지상 기준점 좌표값을 쉽게 이용하기가 곤란하기 때문에 정확한 위치결정을 할 수 있는 기법이 필요하다. 기존의 측량방법은 해상의 가설측량대 설치 및 철거에 따른 시간과 예산이 소요되고, 기상조건에 따라 시준이 불가능하여 작업 중단과 공기가 지연되며, 시준오차와 자료 오기오차 등이 발생하는 문제점을 가지고 있다. 본 연구에서는 GPS측량방법을 이용하여 현장 Calibration을 수행하여 위치정확도를 향상시키고, 해상에서의 기상조건에 따른 문제점과 상시 Monitoring에 의한 자동제어시스템을 개발함으로써 측량 정확도 향상과 해상구조물 공사기간 단축, 공사비 절감 등의 효과를 가져 올 수 있도록 하였다.

"건설경기 어렵다고 하도급업체 힘들게 해선 안돼!" - 공정거래위원회, 하도급실태조사 실시 -

  • 공정거래위원회가 지난해 말 20개 건설업체를 대상으로 하도급 현장조사를 실시한 결과 조사대상 업체 모두 법위반 행위를 하고 있음을 적발, 약 4억원의 과징금 부과와 총 51억원 상당의 위반금액을 936개 관련 하도급업체들에게 지급하도록 조치했다. 확인된 법위반 유형으로는 $\triangle$부당하게 하도급대금 결정 $\triangle$하도급대금 지연이자 미지급 $\triangle$어음할인료 수수료 미지급 $\triangle$선급금 지급 위반 $\triangle$지급보증 불이행 등이 대부분이다. 특히, 하도급공사 입찰시 입찰최저가가 이미 자기 실행예산보다 낮음에도 불구하고 이보다 더 낮추기 위해 금지되어 있는 재입찰 방식이나 추가 인하 수단을 동원한 바 있고, 자기 회사는 공공기관 등 발주자로부터 현금으로 공사대금을 받고도 하도급업체들에게는 현금이 아닌 장기어음 등으로 지급하는 등의 사례가 적발됨으로써 나쁜 관행이 여전히 만연되고 있는 것으로 나타났다.

  • Development of industries and increasing population demand civil engineering projects of various types and sizes to be looated along the ooastal aaaas where extremely soft marine sedirnents are encountered. These sediments present settlement and stability problems, among others, and consequently, cost increase and schedule delay are resulted.Insulfident understanding of the basic nature of the soft formations dulling design and construction phases result in catastrophicfailures all too often. In order to provide safe and economic solutions to these problems, utilization of various related disciplines should be made for analyses. However, this paper will primarily rely in portions of paleoclimatology, sedimentology, and soil mechanics to define the problems and to provide basic understanding of the sediment, and the directions and methodology for the analyses.

  • The existing tunnel survey method contains many problems of taking much measuring time, increasing construction expenses, and delaying a term of construction. Therefore the site survey system for an improvement efficiency is developed. This system will be able to solve the ewer factor and the problem of curtailment of time and expenditure. In order to solve these problems it connected a measurement equipment and a notebook computer, and developed the system which simultaneously with tunnel measurement it will be able to decide locations and errors from site at real-time. The development or the tunnel survey system minimize the error occurrence as measuring tunnel, and the probability of more or less excavation. Therefore this site survey system leads to the effect of the improvement execution quality of work, the cost reduction and the construction term reduction.

  • It is important to know the activities itself exactly and to control the activities correctly so as to assure timely progress and the quality of any project. In order to progress smoothly in accordance with construction schedule, it is important to systematize the preliminary arrangements necessary for each process and then manage them. In this study, in order to progress smoothly the qualify and schedule management of the construction, We can make systematically preliminary works in accordance with construction schedule by the architecture construction items of the apartment house construction. We suggested important preliminary control item by the workers through experiential method of construction engineers in accordance with network schedule. should not use "we" in technical sentence.

Risk Assessment Model for the Delay Protocol in the Conditions of Contract of International Construction Projects (해외 건설공사 공기지연사건의 합리적 대응을 위한 계약조건 리스크 평가 방법)

  • Recently, many Korean major construction companies are suffering from profit loss mainly due to a direct impact from delays in their overseas projects. In general, changes are inevitable in a large-scale project, and most of changes are directly linked to construction delay. Therefore, in the event that an extension of time is necessary due to a change, the contractor must manage the delay based on the condition of the contract to effectively manage risks from delay to the completion date. Thus it is important to understand delay protocol defined in the condition of the contract early in the project, but there have been few or no study to propose methodology or tool to support this effort. This paper presents a review on the project planning and controling practices of major Korean construction companies along with the issues on delay claims and disputes in mega-international projects and suggests a tool to assess delay risk in the condition of the contract. To propose a delay risk assessment model for international construction projects, major standard conditions of contract have been reviewed including FIDIC Red Book(1999), PSSCOC(2014) and SIA 9th Edition(2010). To reflect recent trend of major international owners, standard conditions which they are utilizing for their projects also have been reviewed including those of ARAMCO and QP. The model provides a categories of risks to be reviewed on the condition of the contract along with standard level of the risk which is common in the international standard form of the contracts. This study also performed a case study on an actual international project to confirm the effectiveness of proposed model to identify and respond to a delay risk of a project.

Extraction and Analysis of Construction Phase Risk Factors in High-rise Construction Project (초고층 건설공사 시공단계 리스크 요인 도출 및 분석)

  • High-rise buildings construction project have various risk factors. Major risk factors are negative results such as time delay and increase of costs. Therefore, this study was analyzed risk factors in construction stages of high-rise buildings using by PROMETHEE technique. For this, this research were identified risk factors through experts Focus Group Interview(FGI). And, PROMETHEE was used to setup evaluation standard for analysis of high-rise building construction risks. Next, the standard of evaluation index calculation was composed by using the definition level in PDRI. Preference function and evaluation index were identified through questionnaires. Through these processes, this study has calculated the importance of high-rise building construction risks using by PROMETHEE technique. As a result, high degree risk factors were as following. These are 'Operation plan of material lifting', 'Outrigger & Belt Truss Construction', 'Foundation work plan of high-rise building' and 'Considering a Structure concept of high-rise building'.

  • The purpose of this study is to present a systemized flow of temporary facility(TF) planning information. The current TF planning tends to be established by subjective decision making of field workers. Therefore TF planning needs more systemized information flow to provide a reliable schedule. The study was implemented through interview with experts for reliable TF planning. The main contents of the study are as follows; 1) TF planning process model(IDEF0) are established. 2) Various information flow diagrams proposed to support TF planning decision-making. The study recommends that, as a future research, the computer system be developed for application of the information flow.
