Selecting Target Items and Estimating Volume Size for the Port Hinterland from the Transshipment Containers: Focusing on Trusted Processing (환적화물의 항만배후단지 유치 가능 품목 선정 및 물동량 추정: 수탁가공을 중심으로)

  • Port hinterland has been experiencing difficulty in generating new cargo volume and high value-added activity. It will be able to contribute to create new cargo volume and high added-value if transshipment cargo can be switched to trusted processing and then attract to port hinterland. This paper estimates items and volume size that can be the appropriate to attract in port hinterland and also be able to switch to trusted processing based on the trade data and manifest of transshipment container. The 50 items were classified from the result of trusted processing trade and the 33 items of them were suggested as the appropriate to attract in the port hinterland. The result shows that the 3.2 times transshipment cargo volume which is large than the total volume of trusted processing trade in Korea is transshipped at Busan port. This study is the first research to compare trade data and manifest of transshipment container, and thus it contributes to attracting firms in the port hinterland for the port authorities and the government.

Methodology for Estimating Highway Traffic Performance Based on Origin/Destination Traffic Volume (기종점통행량(O/D) 기반의 고속도로 통행실적 산정 방법론 연구)

  • Understanding accurate traffic performance is crucial for ensuring efficient highway operation and providing a sustainable mobility environment. On the other hand, an immediate and precise estimation of highway traffic performance faces challenges because of infrastructure and technological constraints, data processing complexities, and limitations in using integrated big data. This paper introduces a framework for estimating traffic performance by analyzing real-time data sourced from toll collection systems and dedicated short-range communications used on highways. In particular, this study addresses the data errors arising from segmented information in data, influencing the individual travel trajectories of vehicles and establishing a more reliable Origin-Destination (OD) framework. The study revealed the necessity of trip linkage for accurate estimations when consecutive segments of individual vehicle travel within the OD occur within a 20-minute window. By linking these trip ODs, the daily average highway traffic performance for South Korea was estimated to be248,624 thousand vehicle kilometers per day. This value shows an increase of approximately 458 thousand vehicle kilometers per day compared to the 248,166 thousand vehicle kilometers per day reported in the highway operations manual. This outcome highlights the potential for supplementing previously omitted traffic performance data through the methodology proposed in this study.

  • Electrical construction cost index has been applied fixed-weighted method. But fixed-weighted method can't faithfully reflect industrial structure changes. Because the weighted value and price index of fixed-weighted method is fixed on the basic period. Electrical construction cost index is composed of the cost of labor and material. So it fluctuates sharply whenever the construction association of korea announces the laborer's wage of electrical construction. And it depends on only the producer price index changes that is related to electrical construction since then. So a study is focused on developing electrical construction cost index applied chain-weighted method. Because chain-weighted method can reflect the realities of the electrical construction and alleviate the sudden changes of labor cost with link index. We verify that chain-weighted method relieves the step states of electrical construction cost index applied fixed-weighted method.

Necessity of Improvements on Code of Practice at the Demolition Work considering Building Structure Type : Based on Demolition work of Permission and Registration (건축물의 구조유형을 고려한 해체공사 제도 개선 방안 필요성 - 해체공사의 허가 및 신고를 기준으로 -)

  • To prevent incident of demolition work the Building Management Act was implemented to manage demolition work. According to this law, buildings with the scale upper than 500㎡ of floor area are classified as permission to conduct the demolition work, however it may be hard to perform safety management at demolition work. In addition, the risk level of demolition work is varied with related to the structure type. So, the purpose of this study is to suggest the improvements of criteria on demolition work considering building structure types including small-scale structures such as masonry, wooden, and other structure. The research process was conducted by three steps. (I) Application of Building Management Act; (II) Analysis of demolition work by structure types; and (III) Subdivision of permission targets by building structure types. The result of this study, permission ratio was only 10% for total demolition work and 2.43% for masonry. Because the masonry, wooden, and other structure types are concentrated on a floor area of small-scale, the separate criteria of demolition work is need to prevent the accident and fatal incident. Through the results, the decision maker can be utilized (1) For the special building structure types, the criteria of enhanced safety management are applied by referring to the overseas law ; and (2) The demolition work can be considered by the criteria of separate permission in terms of structure types.

국가계약관련 회계예규 개정

  • 기획재정부는 최근 중소건설업계의 경영환경 악화에 따른 경영애로를 완화하고 불합리한 제도를 개선하기 위해 국가 계약관련 회계예규를 개정하고 지난 11월 1일부터 시행에 들어갔다. 개정된 회계예규는 원자재 가격급등시 계약금액의 10% 범위 내에서 선금을 추가지급하게 해 이 돈을 자재확보 용도로 우선 사용할 수 있게 했다. 또한 원자재 가격급등으로 인한 계약금액의 조정을 원활하게 하기 위한 기준도 신설했다. 물가변동이 5% 이상물품구매는 10% 이상 상승하는 등 원자재 가격급등시에는 계약일로부터 90일 이내라도 계약금액을 조정할 수 있도록 했다. 현행 원자재 가격급등으로 인한 계약금액 조정은 일반적으로 계약일로부터 90일이 경과하고 물가변동이 3% 증감한 경우 기능하게 돼 있다. 대한설비건설협회는 자재가 급등으로 설비건설업계기 어려움에 처하자 자재가격 급등에 따른 계약금액을 변동시켜 줄 수 있도록 관련법 개정을 요청한 바 있다. 이에 따라 기획재정부기 회계예규 개정에 대한설비건설협회의 의견을 수용, 반영한 것이다. 개정된 회계예규는 또 종합건설업과 전문건설업간 겸업제한 폐지 및 실적인정에 따른 영업기간 인성 규정을 마련, 새로 등록한 업종으로 공공공사 입찰에 참여할 수 있게 해 종합 전문건설업간 상호 진출에 기여토록 했다. 지역중소업체 입찰참여가 쉽도록 1천억원 이상 대형공사(턴키 등) 에서 공동수급체 구성원수를 10 인 이내로 확대하기로 했다. 또한 300억원 미만의 적격심사낙찰제 대상공사 입찰시에 기업의 경영상태 평가는 원칙적으로 1년 이내 기업신용평가등급으로 평가하기로 했다. 이밖에 공동수급체 대표자 또는 수급인이 선금을 수령하고도 정당한 이유없이 공동수급체 구성원 또는 하수급인에게 배분하지 않는 사례를 막기 위해 계약담당공무원이 선금 배분여부를 확인하도록 하고 선금 사용 용도도 명시적으로 규정했다.

  • Productivity is important to evaluate an efficiency of performed work and organization in construction industry. The productivity should be defined as activity level rather than macro level in order to effectively use productivity data and manage a project. The primary objective of this study is to develop a construction productivity management system using data warehouse, OLAP and data mining technologies which enables to easily accumulate the construction productivity data and perform multi layer analysis. Finally, it is anticipated that the effective use of the developed system would be able to measure the result of project and make a plan of the similar project with reliability.

집단에너지사업 수도권 네트워크 경제성 분석

  • 한국지역난방공사는 '87년 여의도에 최초 연공급을 시작한 이래 수도권 신도시 및 서울 강남 지역을 중심으로 지역난방 열공급을 지속적으로 확대하여 왔다. 안정적이고 경제적인 역공급을 위하여 분당, 고양 및 중앙의 CHP를 중심으로 연계배관망을 구성하였으며 '98년 기준 수도권 연계 공급량이 총 공급량의 61%를 차지하게 되었다. 또한 장기적으로 본 공사는 열공급의 신뢰성 및 경제성 향상을 위하여 급열센타 설치를 비롯하여 종합적인 네트워크를 구성하여 운영할 계획이며 분당과 고양의 CHP를 기저부하로 삼아 피크수요를 감당할 소규모 분산형 열원을 설치하여 수도권 열공급을 확대하여 전 수도권을 지역난방 배관으로 네트워크화할 계획을 가지고 있다. 따라서, 구체적인 세부계획을 수립하기 위하여는 수도권 네트워크 사업의 장기적인 경제성 분석이 필수적이며 이러한 분석은 기존의 열원 및 열배관시설은 물론 향후 건설될 열원 및 배관, 수요개발전망 등 제반요소를 고려하여 종합적으로 이루어져야 하다. 본 연구는 이에 앞서 분당과 일산CHP를 독립된 수용범위를 갖는 열원으로 간주하여 각각의 CHP를 중심으로 열공급량의 증가에 따라 피크용 열원인 HOB 건설을 증가시킬때의 경제성을 그 대상으로 하여 기본적인 모델을 제시하고 대략적인 추세를 파악하고자 하였다. 데이터는 본 공사 고양지사와 분당지사의 '98 운영실적으로 기준으로 하였으며, 수도권 전체 네트워크를 대상으로 하는 실제 경제성 분석은 다음 과제로 계속 추진될 것이다.

Cost Prediction Model for Building Demolition Work by Using Regression Analysis (회귀분석을 이용한 건축물 해체공사비 예측모델)

  • While the scale of the domestic market for demolition work is steadily increasing, research on cost prediction for demolition work is insufficient. Thus, this study proposes a cost prediction model for demolition work that reflects various attributes influecing the fluctuation of demolition cost. 13 influencing factors and historical cost data were collected based on literature review and experts' advice, and two prediction models were constructed through regression analysis and the prediction accuracy was evaluated. As a result, it showed an average error rate of about 6 to 12%, and it was possible to explore the possibility of use as a reliable prediction model. The results of this study can contribute to estimating appropriate construction cost and improving related standards for domestic demolition works in the future.

  • Construction companies have been interested in the construction duration which importantly affects the performance and the success of the construction projects in accordance with the systemic changes such as five days per week system, introduction of construction duration reduction bidding system and post sale system nowadays. It is also very important to estimate and forecast properly the construction duration as the construction companies compete for the projects in the situation of construction market reduction and the lowest bidding system. Recognizing the importance about the construction duration, the researches about comparing and analyzing or estiamting the construction duration have been performed. However, comparing studies about the construction duraion have been limited to the apartment and office building in domestic area. Many studies about forecasting construction duration have been performed through stochastic analysis and simulations. Little research has been addressed the comparison analysis of the real construction duration about the mix-use building and officetel building which occured according to the changes of the building requirements. Therefore, the objective of this study is to compare and analyze the real construction duration and the hypothetical construction duration about the mix-use building and officetel building of the domestic companies. Moreover, we select the most competitve construction company to get the strengths and analyze the competitive advatages of the construction companies about construction duration.

  • The material lift-up and procurement management for high-rise buildings is complex and critical key to the success of projects. It has been hardly managed by the heuristic or rule-of-thumb techniques which are adapted in usual construction building sites. Especially in downtown high-rise residential building project sites, the limit of heuristic management techniques is critical. It has space constraint for materials loading and site transportation especially in finish work phases in which construction period diverse work trades struggle for their own material and manpower transportation. Hence, it is essential to adapt JIT(Just-In-Time) concept in these particular types of building construction project sites. According to the analysis of the case project sites, the communication and flow of relevant information regarding material lift-up and transportation in project sites is the key factor for successful performance. Therefore, this study analyzes the flow and site transportation of the key materials and provides the system, PLUTO(Procurement & Lift-Up for material Transport Optimizing system). This study also applies the system in the case site and verifies the model validation in actual project.
