법령과 고시 - 표준시장단가(실적공사비) 제도 관련 계약예규 개정

  • 국가 발주 공사는 3월 1일, 지방자치단체 발주 공사는 3월 9일 예정가격을 작성하는 사업부터 표준시장단가 제도가 적용된다. 대한설비건설협회(회장 이상일)를 비롯한 건설관련 유관단체에서는 실적공사비의 불합리한 공사비 산정 기준 및 운영관행에 대해 폐지 건의를 지속적으로 해왔다. 정부는 이같은 건의를 받아들여 지난해 12월 17일 실적공사비 제도개선을 위한 공청회를 개최하고 개선안을 발표했으며, 이번 계약예규 개정을 통해 개선됐다. 이에 따라 실적공사비 제도를 대체하는 새로운 공공공사비 산정 방식인 표준시장단가 제도가 지난 3월 1일부터 시행에 들어감에 따라 기획재정부는 국가계약예규를, 행정자치부는 지방계약예규를 개정해 각각 지난 3월 1일과 3월 5일 공포하고 시행에 들어갔다. 각 개정 계약예규는 실적공사비의 명칭이 표준시장단가로 변경됨에 따라 용어를 수정했고, 실적공사비 제도 적용배제 범위를 신설했다. 또한 적용배제 공사범위는 300억원 미만 공사 중 100억원 미만 공사는 실적공사비(표준시장단가) 적용을 폐지하고, 100억원 이상부터 300억원 미만 공사는 2016년 12월 31일까지 한시적으로 적용하지 않는다. 정부는 100억원~300억원 공사에 대한 '실적공사비 적용 배제제도' 연장 여부를 2016년 하반기에 실적공사비 현실화 수준 등을 평가하여 재검토할 예정이다. 한편, 표준시장단가 제도는 공사비를 산정할 때 현행 계약단가 외에도 시공단가와 입찰단가 등 다양한 시장 거래가격을 반영하는 제도로, 지난 1월 22일 국가정책조정회의를 거쳐 확정된 '공공건설 공사비 적정성 제고방안' 후속조치의 일환으로 공공공사비 예정가격 산출방식의 하나인 실적공사비제도를 개선한 것이다.

2006년 하반기 건설공사 실적공사비 적용 공종 및 단가

  • 정부등 공공기관에서 시행하는 건설공사 예정가격 작성시 적용되는 2006년 하반기 실적공사비 적용대상 공종 및 단가 931개(기계설비 216, 건축 335, 토목 350)가 지난 8월 14일 공표되었다. 실적공사비 단가는 재료비, 노무비, 직접공사 경비가 포함된 공종별 단가를 계약단가에서 추출하여 유사공사의 예정가격 산정에 활용하는 방식으로 공공건설공사의 예정가격 작성시 적용되고 있다. 또한 실적공사비 단가는 공공건설공사의 설계조건이 유사한 공종을 대상으로 계약단가가 설계단가 대비 ±25% 범위 내의 단가로 2006년 하반기 실적단가 설계가 대비 평균 낙찰률이 70% 수준이다. 대부분의 공공기관에서 예정가격 작성시 적용하고 있는 실적공사비 단가는 종전의 표준품셈에 의한 예정가격 작성시보다 공사예정가격이 낮게 산정되고 있다. 따라서 설비건설업계도 이를 감안하여 반드시 적정공사비를 확보할 수 있는 금액으로 입찰에 참가해야 한다.

  • 정보통신공사의 공사비 산정은 그동안 원가계산 방식으로 이루어져 왔으나, 최근 들어 건설 및 전기분야에서와 같이 실적공사비를 활용할 수 있도록 제도 시행을 추진하고 있다. 그러나 실적공사비를 적용하기 위해서는 과거 공사비 실적자료를 현가화 할 수 있는 지수의 개발이 전제되어야 함에도, 그동안 정보통신공사는 한국건설기술연구원의 통신공사비지수(기타 특수건설의 최하위지수)나 한국은행의 생산지물가지수를 이용할 수밖에 없는 한계를 지니고 있었다. 이에 본 연구에서는 실적적산 데이터를 기반으로 정보통신공사의 특성을 고려한 정보통신공사비지수를 제시하고자 한다. 개발된 지수는 실적공사비 자료의 현가화 뿐 아니라, 물가변동에 따른 계약단가 조정(Escalation), 정보통신분야의 거시적인 동향을 파악할 수 있는 주요 지표로 정보통신공사의 사업비산정 및 관련 분야의 기초자료로 활용될 수 있다.

A Compensation Method and Comparative Analysis of Historical Unit Price Considering Work Types for Large and Small-Scale Projects (공종별 특성을 고려한 대·소규모 공사의 실적공사비 비교 및 보정방안)

  • Recent historical unit price is presented by the Korea Institute of Construction Technology (KICT) and it is analyzed by data from large-scale projects. Therefore it has problem applying to small-scale projects. To indicate the problem, the study compared historical unit price of large-case project and small-case project in the case of civil engineering work, building construction, and mechanical facility work. As a result, average historical unit price of small-scale project was 26.6% higher than large-scale project. On the other hand, difference on the labor cost was 18.4%, difference on material cost and overheads were 8.18%. Moreover, the study proposed compensation method to correct to apply recent historical unit price to small-scale project.

  • Historical cost data estimating system has been introduced since 2004 in the construction industry. Based on contract prices of past projects, this estimating system estimates construction cost according to work types. The Korea Institute of Construction Technology (KICT) announces the historical cost data twice a year annually. The unit price of a small construction project is higher than large construction project due to the increase on production cost per work unit, equipment and labor cost, etc. However, the historical cost data estimating system is applied to project estimation uniformly regardless the construction project's size. This study compared and analyzed the historical cost data of large and small construction project to indicate the problem of historical cost date estimating system. The study derived that the unit price of a small construction project is 21.8% higher than that of large construction project.

  • This study has conducted case studies in order to suggest alternatives to the historical data-based estimate system. Price fluctuation calculation methods based on historial cost indexes, standard estimate and construction cost indexes were applied to 9 road construction sites in Jeju for an analysis. As a result, in 5 construction sites (about 56% of 9 sites), the index control rate calculated based upon historical data-based estimate system was higher than that calculated based upon standard estimate and construction cost indexes. Thus the establishment of the requirements for the adjustment of contract price due to price fluctuation delays, which leads to a significant difference in price fluctuation amount. And, in an analysis of construction cost indexes, the indexes for road construction were used for calculating index control rate which ranges from 2.0 to 9.4 percent, indicating the time of construction amount and price fluctuation application has a significant influence on index control rate.

  • This research is a preliminary one to investigate transitional problems of actual-cost-date-based contract cost estimation method and suggestions for counteracting them. As parts of it, in this paper, the brief background and methods of the new method and contract costs estimated by introducing it are presented. The results of five projects' contract costs are compared to those estimated by the conventional quantity-based method. Comparison of the both is conducted in terms of total contract costs and contract costs according to type of sub-contracts. Finally, the propositional differences of the later to the former are analysed.

  • The government wants to apply the construction cost estimating method based on historical data published in the first six months of 2004. Construction companies, however, require the proposed cost estimation model, to be improved which makes it difficult to predict a reasonable construction costs. This paper presents an improved historical data selection model after analyzing the problem of previous method throughout comparing contracted unit prices of reinforced concrete works selected by the previous model to market prices. The model which can select more feasible data would assist participates such as general contractors and sub-contractors to earn a proper profits.

  • This study aims to find a proper construction cost calculation method by comparing unit prices of cost estimate in landscape construction among other public ordering construction projects. There were 7 out of 12 items from the actual work cost in the first half of 2011 were compared. The 12 items were classified as landscape Architectural construction and the 7 items were the approximate standard. As applied construction types, the comparable 35 items out of the 80 actual work cost items applied to 5 sites were compared to the unit price of the standard quantity per unit in March 2011, which was the approximate standard. Actual construction rate of the 7 items in the category of landscape sector was 104.86% for each item and 92.09% as a total construction cost. The high actual construction rate was caused by the high rate of seed spray depending on the status of applying rocks. However, there were more fundamental reasons for the cost generated from aslope treatment for grass and seed spray. So, it requires more detailed regulations on the modification factors for each soil type, the standard and needs to improve theillogical standard quantity per unit system. Actual construction rate of the 35 items in the applied sectors of civil engineering and architecture was 78.65% for each item and 71.31% (70.17%) as a total construction cost. This shows that actual unit cost cannot reflect actual cost structurally and standard quantity per unit system lacks practicality in terms of construction due to thelabor force. 85.1~91.2 % actual construction rate announced by the Ministry of Land and Maritime Affairs referred to the newly switched items. So the result was estimated as actual construction rate. This requires supplementation after verification in order to make the actual work cost produce at a proper rate. Also, standard quantity per unit system needs complementation with these actual data and so on.

  • The importance of early project planning is broadly recognized for construction projects. From the planning step, If extensive historical data related with the project is applied effectively, It can be major resource for estimating cost and project scope. However, The accumulation, analysis, and application of historical data is not sufficient in Korea. So useful information of construction project has disappeared. In order to solve the problems, Project Historical Data Management Systems is need to be developed. The purpose of this study is to analyze current problems and to find the method to utilize historical data in similar project.
