  • This paper presents a new classification and code system on the Archives of the Government-general Museum of Joseon in the National Museum of Korea. Three points were noted that since the Museum belonged to the Government-general of Joseon, the classification system of the Archives should be established to comply with the Archives system of the Government-general of Joseon; based on the concept of the functional provenance, it is necessary to establish a classification system in accordance with the organization structure of the Government-general Museum of Joseon; a systematic and simple classification codes should be given based on the classification system to improve the convenience of searching and using the official document. The classification system and its code are proposed in the order of major function, medium function, small function, and detailed function. The major function of the Archives is 'A-Educational affairs', medium function 'Museum.' The small function may be divided into General affairs (01), Temple (02), Scenic Spot and Natural Monument (03), Historical Site (04), and Museum (05). The detailed function and detailed sub-functions are categorized by the various work assignments in each work units. I hope that this new classification system will make a contribution to organizing and utilizing the Archives of the Government-general Museum of Joseon in the National Museum of Korea.

  • The historical value of the official documents of the Government General of Choson preserved as permanent archived documents has long been recognized. However, the fact that only parts of the overall documents were preserved and that the contents of the existing documents is not uniform, results in many problems regarding the evaluation and usage of such documents as archives. This study attempts to appraise a series of archival documents related to urban district planning compiled during the colonial era. Although limited in terms of its applicability to the development of an evaluation method for the official documents of the Government General of Choson as a whole, by evaluating the value of these documents based on the background of the documents produced during the Government General of Choson's implementation of its colonial policy, this study provides an important indicator of how such documents should be used in the future. On the other hand, the assessment of historical records such as the official documents of the Government General of Choson which have already been designated and preserved as permanent archived documents should not be perceived as an attempt to dispose of the relevant documents. With regard to the appraisal of historical archives, it is necessary to consider measures to link such documents with existing databases or information contents in order to heighten access to and usage of the relevant documents in the future.

  • The national records management system of the Korean Government has been developed in a close relationship with changes in the administrative system. The national records management system established immediately after the establishment of the Korean Government, began to be reformed as a system with a new feature during the quick transition of the administrative system during the early 1960s. Particularly this new system holds an important meaning in that it began to cope with the mass production system of records and was established on the government level for the first time since the establishment of the government. Also this was a basic framework that defined the records management pattern of the Korean Government for the later 40 years. Therefore, this study aims to identify the origin and the meaning of the national records management system established during the early 1960s. At the time of establishing the government, the administrative system of the Korean Government was not completely free from the framework of the administrative system of the Chosen General Government. This was mainly because the Korean Government had no capability to renovate the administrative system. This was not an exception also for the national records management system. In other words, the forms and preparation methods of official document, an official document management process, and the classification and appraisal system used the records management system of the Chosen General Government without any alteration. Main factors that brought about the reform of the national records management system as well as the change in the Korean administrative system during the early 1960s, were being created in Korean society, starting from the mid 1950s. This resulted from the growth of Korean Army, public officers, and students of administrative science as being the intrinsic elites of Korean society through their respective experience of the US administration. In particular, the reform of the creation, classification, filing, transfer, and preservation system shown during the introduction of a scientific management system of the US Army in the Korean Army was a meaningful change given the historic developing process of Korean records management system history. This change had a decisive effect on the reform of the national records management system during the early 1960s. As the Korean Army, public officers, and students of administrative science, who had posted growth beginning in the mid-1950s, emerged as administrative elites during the early 1960s, the administrative system of the Korean Government brought about a change, which was different from the past in terms of its quality, and the modernization work of documentary administration pursued during the period, became extended to the reform of the national records management system. Then, the direction of reform was 'the efficient and effective control' over records based on scientific management, which was advanced through the medium of the work that accommodate the US office management system and a decimal filing system to Korean administrative circumstances. Consequently, Various official document forms, standards, and the gist of process were improved and standardized, and the appraisal system based on the function-based classification were unified on the government level by introducing a decimal filing system.

  • Form design for information registration should consider and classify various possible cases and each user case and reflect it in the design. In this paper, I analyzed the visual and emotional factors of information design that elicit positive emotions from the user experience point of view, focusing on the birth certificate of among other public documents issued by the government. In order to derive problems and supplements from the user's overall writing experience point of view, Keller's Motivational Behavior Construction Model was used. The process of writing the birth registration form creates recognition, reasoning, relationship, establishment, achievement, expectation. In order to more actively draw an emotional point of view, it is essential to set of information and to materialize the information experience. It is hoped that this will be a good guideline in the process of presenting a new perspective on information design and improving the experience.

  • The Office of Crown Properties was established to manage the property of royal properties as an institution belonging to the Department of the Royal Household in April, 1895. However, as the Great Han Empire established and various policies enforcing the power of the emperor became introduced, the Office of Crown Properties came to be expanded to a large financial agency that would be in charge of various financial sources such as Public Land and Maritime Tax. As the Office of Crown Properties came to manage various income sources, it classified the documents dealing with various government agencies in the Capital and other countryside regions by the unit of Section. The Office of Crown Properties classified the documents by Section and filed them according to Sending/Receiving subject. Sometimes, it filed one kind of document only but sometimes many different kinds of documents were filed together. The types of the document can show the characteristics of the document and the hierarchy of the related agencies through the document name. The fact that they filed the documents with different grades in one file shows that the hierarchy of the agency they dealt with was not the primary standard of the filing and that they did not file the documents by its type. The Office of Crown Properties did not file the related documents in the same file, either. We can say the documents are related if they were corresponded with other agencies while they dealt with a specific item. However, they did not file the related documents in the same file but distinguished sending documents from receiving documents. The reason why they filed different kind documents in the same file and separated the related documents in different file was they took 'whether they were sent or received' as the primary filing standard. They separated the sending documents from the receiving documents first and then filed them according to time regardless of the region or institution. The Office of Crown Properties primarily classified the documents by Section, classified the documents with the standard of whether they were receiving documents or sending documents and then filed them in a file according to the time. It means that the Office of Crown Properties came to create the Official Document Classification and filing system.

  • In the latter half of the 1980's, Systematical Western Archival Science theory was introduced in Japan especially, provenance principle which is fundamental theory in arrangement, original order principle and understanding in level of archives groups. However, they just confirmed public records arrangement theory having done in each Prefectural Archives(文書館) in Japan since 1960's and embodied it. Among them, National Archives of Japan(國立公文書館) just followed arrangement method each ministry and office did. And Saitama Prefectural Archives(琦玉縣立文書館) grasped changes of the name of department, class, standard by class and organization and its affairs before public records arrangement. On the one hand, Japan Center for Asian Historical Records(JACAR: アジア歷史資料セン夕-) is attending on public records by web which National Archives of Japan. The Diplomatic Record Office of the Ministry of Foreign Affairs(外務省外交史料館). The National Institute for Defense Studies(NIDS : 防衛廳防衛硏究所) have. • This article provides the base in relation to the classification system of public records of Japan and Tiwan which the original order of the classification system of public records of Government-General of Chosun is reconstructed and the efficient classification system is prepared. The classification system of public records at the period of Meiji(明治) in Japan was classified two forms, one is function-based classification, the other is organization-based classification. Each ministry(省) was fundamentally based In function-based classification and organization-based classification, adopted them in changed forms as its condition and situation had been changed. Government-General of Tiwan adopted Japan's archival management system and put its classification system and life schedule In operation. The classification system of Government-General of Tiwan adopted function-based classification of the ministry of foreign affairs in Japan, changed its forms as the organization and business activity were transformed. As a result of arrangement and analysis of examples for the classification of public records of Government-General of Chosun from 1910' to the middle area of 1930', the classification of public records of Government-General of Chosun was constructed on level order; 'organization of ministry(部) or department(局)--business activity of ministry or department--low function of business activity of ministry or department'. But this classification system had two sides, flexible and unstable in that the classification system had exeptional parts and the breadth of items was changed greatly. The classification system of Government-General of Chosun, which had adopted organization-based classification of the ministry of home affairs in Japan, result in expanding the breadth of items and causing great change of items for the organization and business activity were vast and its change was very great.

  • The Retained documents disposal project, promoted in 1968 and 1975, was executed as part of administrative plans for prompt movement of the government in case of national emergency. It was main contents that archival documents were re-appraised and reduced the least, and then moved rearward. The Retained documents disposal project denied The Records Management System of Korean Government that had been founded in 1964, promoted reduction of documents physically for convenience to dispersion of the government.
