Problems on personnel management of civil-servant librarians. (사서직 공무원 인사체계의 문제점: 1996 교육법전에 근거하여)

  • 사서직 공무원에 대한 법적 근거는 시간의 변화에 따라 계속되어 왔다. 본 논문은 1996년 교육법전에 근거하여 사서직 공무원의 전문성 및 자격에 대한 제도적 문제점을 분석하고, 사서직 공무원의 직급 및 임용시험에 따른 인사체계의 법적인 모순을 지적한뒤, 사서직 공무원의 전문성과 공무원 신분에 대한 개선방안을 제시함으로써 사서직 공무원의 인사체계에 대한 합리적 운영을 도모하고자 한다.

  • 본 연구에서는 횡단면 즉 지방자치단체별로 "고정된 효과"를 가지고 있다는 전제하에 시의 공무원 정원을 산정하였다. 본 연구에서 주장하는 시의 공무원 정원은 시 공무원 1인당 업무량에 기준한 적정정원에 대한 산출은 아니나 도시형태별로 - 일반시와 도농복합행태의 시 - 동종 시가 평균적으로 고용하고 있는 현정원에 가까운 평균 인력규모를 타단체와의 비교를 통하여 평균적인 추세를 파악했다는 점에서 의의 있는 일이다. 그러나 공무원 정원산정의 거시적 모델을 학문적으로 논의하는 것은 가능할 지 모르지만 계량적 방법의 한계가 있기 때문에 이를 현실에 적용하는 것은 정치적.사회적으로 타당성에 한계가 있다.성에 한계가 있다.

  • 한국보건복지인력개발원은 지난 9월 5일 개발원 서래당에서 유시민 장관 초청 사회복지직 공무원 간담회를 개최하였다. 이날 간담회는 유시민 장관, 한국보건복지인력개발원 이태수 원장, 사회복지직 공무원 과정 수강생 40명 등이 참석한 가운데 사회복지직 공무원들이 가지고 있는 현안에 대해 대화를 나누는 시간으로 80여분가량 진행되었다.

  • This study has aware of the seriousness of public official. and come up with an effective counterplan about public official. This research is a study on previous research on government and officer crime. And understanding is the status about public official. It proposed ways to solve the problem Drunk driving is illegal to drive a vehicle while drunk act. Drunk driving is likely the potential to cause a traffic accident. As a result, drinking and driving is decreasing since the mid-2000s. The cause of the change is to strengthen social awareness, regulations for drunk driving. and public official was decreased. However, it did not disappear. Cause of drunk driving is wrong, such as dinners and cultural distrust of the deputy driving, drinking after misjudgment on his physical condition. public official is a bigger influence. It is a social problem. Personally great damage to organization. Therefore, this study is an analysis of international practices and domestic best practices. Officials drunk driving drunk driving prevention measures are proposed to strengthen preventive measure, it is proposed the organization of internal control measures, union officials supporting the improvement of company dinner.

  • This study started to diagnose the perception of 'public official' who are exposed to various tasks through public institutions in our daily work. In particular, among the public officials in various fields, public officials engaged in social welfare, health and welfare, and administration were diagnosed with the attitude of public officials to be equipped. For analysis, Q method, which is a qualitative research method, was used to diagnose and typify perceptions. First, the analysis results were derived into four types. In each type, shows the uniform distribution of public officials in health, administration and welfare fields and is named "General Type". is named as "Administrative Public Official Type" because the distribution of administrative civil servants is high. has a high distribution of welfare officers and is named as "Welfare Official Type". is composed mainly of public health officials, and is named as "Health Official Type". The public officials who are subject to this study should be responsible for "public service", that is, the unique work for the state and the public. In order to do this, we emphasize the accountability of the public officials themselves, and expect to expand into empirical research in future research.

  • 공무원 교육시스템에서 역량 개발의 관심은 공공부문의 우수인재 양성의 측면과 개인의 역량 개발을 통한 국민의 눈높이에 맞는 행정서비스를 위해 매우 필요하다고 할 수 있다. 인터넷과 통신 기술에 기반을 두어 대규모 학습자에게 무료로 제공되고 있는 MOOC의 도입과 2015년 한국형 무크(K-MOOC)의 시작으로 평생교육, 대학교육, 기업교육은 물론 공무원의 교육훈련 프로그램에서도 MOOC의 필요성이 대두되고 있다. 이에 본 연구에서는 공무원의 역량 개발의 관점에서 K-MOOC의 활용방안과 현재 진행 중인 Gov-MOOC에 대한 활성화 방안을 토대로 공무원 교육훈련제도의 개선방안을 제언하고자 한다.

  • Various education programs using cyber education in the age of knowledge informatization were introduced to schools, corporate education, military service, lifelong education facilities as well as public employee education and training system. In the case of the national government officials, the education and local civil servants are organized by 15 cities and provincial public officials training institutes, which are organized by the national civil service personnel development center cyber education center. The purpose of this study is to find out the development plan through questionnaires of the students who are in charge of cyber education in the chungcheongnam-do local civil servants.

Comparative Study of Educational Needs between Public Officials and Private Employees for Health and Welfare (보건복지전담 공무원과 민간 보건복지종사자의 교육요구 비교)

  • The purpose of this study is to compare the educational needs of public officials and private employees for health and welfare in order to improve education program. Data were collected from 2,290 public officials and 1,991 private employees and were analyzed using frequency analysis and independent sample t-test. Private employees recognized that education and training are more enough than public officials. In addition, private employees took the gathering training classes more than public officials. Private employees reported that they are more satisfied than public officials with regard to leader consideration, peers' will of participation and institutional conditions. However, public officials reported that they are more satisfied than private employee officials with regard to the degree of sharing of information and education for new policies. Public officials preferred three or two days of training, but private employees preferred one or two days. Both public officials and private employees preferred gathering training classes and blended learning as an effective education type. Based on this research, invigoration of health and welfare education and the management of its plan were discussed.

The Meditating Effects of Public Employees Professionalism on the Relationship between Public Occupational Ethical Awareness and Organizational Commitment (공무원 직업윤리의식과 조직몰입의 관계에서 직업전문성의 매개효과)

  • Occupational ethical awareness is a system of norms and standards of behavior and an important component of professionalism that affects organizational performance and commitment. The purpose of this study is to examine the mediating effect of professionalism on the relationship between job ethics and organizational commitment of civil servants. A survey was conducted on 300 central government officials with more than one year of employment. 261 copies were used for the final analysis. The results are as follows. First, the vocational ethics of civil servants had a significant effect on professionalism. The higher the years of service, the higher the level of ethics. Second, the work ethic of public officials had a significant effect on organizational commitment. These results can be interpreted as the internal commitment of civil servants to the state of work ethic. Third, the mediating effect of professionalism was verified in the relationship between public morality and organizational commitment. Based on these results, the public ethics of public servants are the basis for accepting public values and goals. Vocational expertise with embedded codes of conduct and value systems influences organizational commitment. As a practical implication for improving the ethical ethics of public officials, education programs for improving ethical consciousness according to job titles and duties were provided, and the ethical ethical competence was presented.

  • In the age of knowledge informationization, various educational programs utilizing cyber education were introduced to schools, corporate education, military service, lifelong education facilities as well as public education and training programs. In the case of the national government officials, the education and local government officials, which are organized by cyber center in the national civil service personnel development center, are organized by 15 cities and provincial public service training institutes. In 2008, it became to be mandatory for them to receive education and training over a certain period of a year through the introduction of the regular learning system of public officials, and cyber education got active in the education and training of public officials. The purpose of this study is to suggest the development plan of cyber education based on the results of the analysis of the trainees of the civil servants of Chungcheongnam-do who participated in the cyber education in the viewpoint of the public education and training system.
