In this study, a study on the cooperative system of the Chungnam Library's joint preservation data center and a plan for the construction of the use service was proposed based on the analysis of the current status of the preservation library of the Chungcheongnam-do public library. In order to establish a cooperative plan for the joint preservation archive and to promote the provision of services, the current state of the collection of 62 public libraries in Chungnam-do and the status of the preservation archives that are operating separately were identified. As a result of the study, it was found that all matters related to the operation of the joint preservation archive should be made through agreements or consultations between the participants, and the operation of the joint preservation archive should also be made under a systematic cooperation system between the participants. To this end, it is necessary to establish a cooperative system for the Chungnam Library Joint Preservation Archives, and to form and operate the Joint Preservation Archives Steering Committee, a consultative body (cooperation network). In addition, all matters related to the operation of the Joint Preservation Archive, such as transfer criteria, must be regulated and implemented through consultation with the Joint Preservation Archive Steering Committee.

Regional representative libraries are installing joint preservation archives to solve the problem of lack of preservation space in libraries. This study conducted a survey of public library librarians through a questionnaire survey and an FGI method in order to prepare specific operational policies and implementation plans for the Chungnam Library Joint Preservation Archive, which is a regional representative library. Based on this, an operation policy and implementation plan suitable for the common preservation and use of printed and digital data, which is the goal of the Common Preservation Archive, was proposed. As a result of the study, first, the joint preservation library of the Chungnam Library should first transfer books and serials along with ownership in consideration of the condition and demand of the preservation space of participating libraries. Second, it is necessary to establish an operation management system that can be used by all participating libraries in order to quickly and conveniently operate the joint preservation data center and connect it with a cloud-based integrated data management system. Third, a plan for digitizing and archiving data that was judged to be digitized in the Common Preservation Archive was proposed.

This study was conducted to review the feasibility of establishing a joint preservation library centered on the Chungcheongbuk-do Office of Education. To achieve this, a survey and perception survey were conducted. The research results suggest the following: Firstly, the functions of the Chungcheongbuk-do Office of Education joint preservation library should focus on the preservation of valuable materials, the development of Chungcheongbuk-do educational and school-specialized materials, and prioritizing the digitalization of important transferred materials and providing services to the general public. Secondly, when determining the criteria for materials to be transferred in the future, priority should be given to materials that require preservation in their original form and those that need media conversion. Thirdly, when considering the types of materials to be transferred in the future, the operational plan should primarily focus on monographs but also consider other types of materials. Fourthly, regarding ownership rights of materials during the transfer process, it is advisable to establish detailed transfer guidelines, including ownership rights, through discussions between the Chungcheongbuk-do Office of Education and individual libraries via the Joint Preservation Library Operating Committee.

This study proposes the establishment of a joint preservation library in the Chungcheongbuk-do region. It aims to transfer low-utilization materials from various libraries in Chungcheongbuk-do to the joint preservation library, thereby improving the efficiency of existing spaces and actively supporting the educational curriculum of school libraries. To achieve this, the study conducted document analysis, a status survey, and case analysis. The research results indicate that a reasonable standard for the accommodating capacity of the preservation library space is calculated at 280 volumes per square meter. Specifically, an initial transfer of 45,580 volumes for public libraries and 121,894 volumes for school libraries is proposed, totaling 167,474 volumes. Depending on the saturation levels of Chungcheongbuk-do Office of Education-affiliated public libraries and school libraries, the initial volume is determined to be 167,477 volumes, with an annual increase of 10% calculated over 30 to 50 years after the library's opening.

The continuous accumulation of printed materials prompts rethinking of library space problem and systematic preservation of library collection. To respond to this challenge, this study provides actionable models for the National Repository library and the Cooperative Repository Network. The development of the models is based on the analysis of overseas best practices as well as data derived from current state of public library cooperative network administered by the National Library of Korea. This study also offers a range of strategies for the operation of repository library system.

We conducted a survey in collaboration with the Chungcheongbuk-do Office of Education to assess the current status of collections in public libraries affiliated with the Office of Education. The objective of this survey was to identify the current challenges and determine when these libraries are expected to reach a state of collection saturation. Libraries under the jurisdiction of the Chungcheongbuk-do Office of Education are currently facing significant challenges due to severe collection saturation. This underscores the pressing need for the systematic expansion and operation of a collaborative preservation library for a swift response. In the future, it appears that the focus during the transfer process will primarily be on transferring collection-oriented materials. Given the difficulty in providing preservation facilities at individual library levels, materials with preservation value, such as rare books and specialized resources, will need to be transferred to the collaborative preservation library. Additionally, the development of policies and regulations related to material preservation seems necessary. Furthermore, when transferring materials to the collaborative preservation library in the future, it appears that criteria for material transfer will be needed, particularly concerning issues such as a decrease in usage rates for less frequently accessed materials. Subsequent research should consider conducting a survey on the collection saturation status of public libraries under local governments in order to assess the overall need for collection expansion in all public libraries within Chungcheongbuk-do.

In this study, we aimed to examine the feasibility of establishing a shared preservation center with a focus on the Chungcheongbuk-do Office of Education. We conducted surveys to assess the current situation and gather perceptions. The research findings revealed the following: Firstly, the surveyed school libraries were already experiencing extreme levels of book saturation, necessitating the management of book saturation and proper book quantity. Secondly, very few libraries had the facilities required for book preservation. Thirdly, the research showed that in 78% of school libraries, book saturation already exceeded 75%, leading to a rapid increase in discarded books each year. Therefore, there is an urgent need for the systematic expansion of a shared preservation center. Moreover, given the difficulty of individual libraries in establishing facilities for preservation, valuable materials such as rare books and specialized resources should be transferred to a shared preservation center. Additionally, policies and regulations related to material preservation are deemed necessary.

This study conducted a awareness survey of librarians by type of library. analyzed the survey results to present the rationale for establishing policies for the collaborative preservation and effective use of library materials. As a result of the analysis, the general awareness of the librarians about the collaborative preservation archive was high regardless of the characteristics of each type of library. the regional Central library was suitable as the main body of the collaborative preservation operation at the regional level.

Deterioration and brittleness of resources on the shelves of institutions such as libraries and archives have been increased and accelerated as time passes in accordance with the preservation environment and the nature of their own material. It can be a loss of current information with little importance in prolong the life of valuable materials and to preserve them in security, integrated preservation programs should be developed and implemented according to missions, sizes, the nature of collections, users, and budgets of individual institutions. In reality, most institutions, however, are not able to implement perfect preservation programs due to lack of budget, human resources, and expertise. To solve this problem, some institutions in similar circumstances have planned cooperative preservation programs in various levels. Through cooperative systems individual institutions can not only pursue common interests but gain real benefits for themselves. Consequently institutions are recommended to collaborate with in development and implementation of various preservation programs at local, national, and international levels in addition to individual institutional programs.

This study was intended to present the need for building the library as a hub of the community memory preservation which provides the collection, sharing, and curation services of the locality specific historical and local data based on the policy task, namely supporting the collection, preservation, and management system of the community's life memory. To this end, the current status of data collection, management, and operation of institutions serving regional-based materials such as cultural centers and regional archives was grasped, and the cases and status of curation services in libraries were investigated and analyzed. The discussion proposed via the results of the study are as follows. First, to the culture center, external demand has been increased from the aspect of social education including festivals, cultural and art event, cultural and art educational business, art activities business of local residents and managerial business is to be carried out, which makes it difficult for the culture center to manage its businesses. Accordingly, it is necessary to collect and preserve regional various data at the pubic libraries playing various roles including provision of informative services, cultural programs and information sharing places to local residents and provision of services to vulnerable social group. As the existing libraries have a plan to collect data systematically, it is considered that those libraries will smoothly operate the data management through cooperation with existing culture centers and various cultural organizations. Second, it appears that a plan will be needed to set up all the data including the ones owned by libraries, local administrative agencies, individuals and other competent agencies in online database so that they are easily available to the public and always available in the libraries because there are a lot of data which cannot be moved to other place and it is actually difficult to concentrate and set up all the data to those libraries.
