A Qualitative Analysis on the Success Factors in Technology Transfer of Korean Government Sponsored Research Institutes (공공연구기관의 기술이전 유형별 성공요인 사례연구)

  • This paper aims to uncover success factors in technology transfer of Korean government sponsored research institutes. It presents an analytical framework of technology transfer integrating factors concerning actors, object and process. Qualitative analysis mainly based on In-depth interviews is designed and conducted to examine characteristics, similarities and differences of three types technology transfer including a supply-push model, a demand-pull model, and an interactive model. Empirical results show that capabilities and experiences of researchers, capabilities and willingness of the company and active communications in the technology transfer appear to be important factors. In particular, it was found that technology transfer was led by TLO in the demand-pull model. In addition, the demand-pull and interactive approaches tends to be more effective in the technology development and transfer process compared to the supply-push model. In other words, market-oriented R&D is needed instead of technology-driven R&D. This paper also pointed out that one of the major factors in successful technology transfer is the enhancement of TLO capacity, and the improvement of recognition about TLO.

  • This The purpose of this study is to propose a Technology Transfer Commercialization Model(TTC Model) that reflects the domestic background of R&D, technology transfer and its commercialization. This study outlines the existing technology commercialization model, examines the background of domestic technology transfer, presents TTC Model, and introduces the application of this model. As a result of this study, the TTC Model suggested the role of each participant in each stage and divided into the provider-led domain and the consumer-led domain. The use of this model can be applied to a technology provider in a way that progressively reduces its role. In the case of technology users, it can be used a corporate innovation model that gradually expands leading to commercialization and profit realization. This study is meaningful in that it clarifies the roles and the level of leadership of technology transfer entities.

  • This paper aims at analyzing ways to utilize the capital market for expanding housing welfare, focusing on the case of the affordable housing REITs in the United States. The main results of this study are as follows. First, the United States converts the keynote of its housing welfare policy to the provision of affordable housing, through private operators, and operates various support systems, including the LHITC program for them. Second, under this institutional framework, the use of capital markets for affordable housing is actively carried out, especially through the provision of affordable housing REITs such as CDT and AIMCO. Third, the public- driven housing REITs model and the private-led housing REITs model were proposed as ways to utilize the capital market through affordable housing REITs in Korea. Finally, policy improvement ways were proposed to promote the use of the capital market of affordable housing REITs.

  • 오늘날 정보기술(IT)은 다양한 산업분야 융화되어 기존 산업의 경쟁력을 강화하고 생산성 및 품질 향상의 견인차 역할을 수행하고 있다. 특히 생산 및 물류 분야에서 IT 융합을 통한 새로운 시너지 창출을 시도하고 있는 것이 RFID 기술이라 할 수 있다. 이미 정부 주도의 시범사업이 끝났으며, 2008년 공공기간 확산사업이 성공적으로 마무리되면, 본격적으로 산업분야 확산이 기대되고 있다. 본 논문에서 자동차 산업에서의 RFID 응용 모델로서 RFID 기반 지능형 직서열 생산시스템의 설계 및 구현에 대하여 기술한다. 직서열 시스템은 완성차 생산라인의 조립시간과 순서에 맞춰 모듈과 부품을 공급하는 협업 생산시스템이다. 자동차 조달물류 프로세스 혁신을 위하여 RFID 기술을 도입함으로써 협력기업간 정보 교환을 원활하게 지원하며 실시간 추적관리 체제의 구현을 이루고자 한다. 본 논문에서 제안하는 시스템은실시간 재고 파악 및 생산물량 예측이 가능하며, 이기종 부품 장착에 의한 조립불량률을 현저히 줄일 수 있는 장점이 있다.

After Design HPAdaptor can use for data and service provider record storage, mobile platform and analytics platform need data service or platform relying reference model.

  • The purpose of ICT Healing platform is the prevention of chronic disease. It is intended to early warning of the disease through the information such as the bio-signals and lifestyle. In this paper, we provide a 2-Step open system(TOS) for personalized health data access. TOS is connected between the personal health related data providers and service providers of individuals ICT Healing platform, a software engine for relaying personalized health data. The proposed system, to operate in isolation to 2 step in personal health document repository Inbound module and Outbound module to provide an inquiry service to external organizations. Therefore, we propose a personalized editable Manifest concept for defining data exchange between Step. This can be used as a reference model to collect the personal health information is scattered in many health related service institutions (Hospitals, Fitness Centers, Health Examination Centers, Personal Health Device, etc.) and under private-led liberalization.

  • 중국은 향후 2020년까지 1000MW급 경수로를 중점적으로 35기이상을 건설할 것으로 예상되는 최대 잠재시장이다. 따라서 현재 1000MW급 원전기술자립을 95% 확보한 한국은 중국 및 인근 아시아지역 원전건설 시장에서 외국과의 경쟁력 확보를 위하여 주도적인 참여방안을 모색해야 한다. 이러한 관점에서 원자력기반기술이 우수한 중국과 한국은 한국형표준원전(KSNP)을 기본모델로 하여 중국 및 아시아의 원전건설에 적용할 표준원전(CSNP, ASNP)을 공동개발 하기 위한 협력체계 구성방안을 제안하였다. 또한 한국이 원자력기술 수출국으로 위치를 확고히 하고, WTO 출범에 따른 원자력시장 개방화에 경쟁력을 갖추기 위해서는 원자력 선진기술을 보유하고, 건설자금조달 및 사업관리 능력과 함께 폭넓은 해외협력 관계를 갖춘 세계적인 원전공급자(Nuclear Vendor)를 육성해야 한다.

Distribution and Sources of Pb in Southern East/Japan Sea Sediments using Pb isotopes (동해 남부 해역 퇴적물에서 Pb동위원소를 이용한 Pb의 기원 추적 연구)

  • In order to identify the Pb pollution and its sources in continental shelf and slope areas, Pb concentration and Pb isotope ratios ($^{207}Pb/^{206}Pb\;and\;^{208}Pb/^{206}Pb$) were determined far 6 box corer sediments collected from the southern East/japan Sea. Pb concentration, and $^{207}Pb/^{206}Pb\;and\;^{208}Pb/^{206}Pb$ ratios were constant at around $25\pm5 ppm$ and 0.842 and 2.092 from 1700 to 1930 year, respectively and increased steadily up to $40\pm5 ppm$ and 0.867 and 2.123 at the beginning of 1990s', respectively. The increase of concentration and isotope ratios in the labile fraction (leached by 2M HC1+0.5M $HNO_3$) explains their increase in bulk sediments, while Pb concentration and isotope ratios in the residual fraction were nearly constant during 300yrs. Temporal variation of Pb isotope ratios was explained by simple two end-members mixing of geo-genic and anthropogenic sources because isotope ratios and the inverse of Pb concentration showed the good linear relationships. Using Pb isotope ratios, we can constrain two Pb sources in the study area. The one is atmospheric particulates, compared with mean values of isotope ratios in atmospheric particulates collected at Jeju and Oki ;stands, based on the history of Pb emmission in Korea and China, and judged by oceanographic processes capable of homogenizing many sources. The other is local sources related to iron mills, refineries of Pb ore and of petroleum located at the coast of the study area. Isotope ratios of anthropogenic Pb can be estimated using two end-members mixing equation and were $0.879\pm0.005\;and\;2.144\pm0.008$ before 1950s' while they increased up to $0.900\pm0.008\;and\;2.162\pm0.011$ after 1980s', respectively.
