  • 본 연구의 목적은 지역별 농업가뭄의 평가를 위하여 농업가뭄지표의 적용성을 분석하는 것이다. 가뭄발생 상황에 분석은 SPI, PDSI, SWSI, CMI, Decile 및 Percent of Normal에 대하여 농업가뭄에 대한 적용성을 검토하였다. 기존 가뭄지수에 대한 가뭄발생시기 및 심도에 대한 분석을 통하여 농업가뭄을 잘 나타낼 수 있는 농업용 저수지 저수율과 3개월 지체된 표준강수지수, 평년강우비율, 무강우일수 등 4가지를 농업가뭄지표로 선정하였으며, 이들 지수를 통하여 가뭄평가에 적용하였다. 농업가뭄 평가를 위하여 평시대비단계, 가뭄우려단계, 가뭄확산단계의 3단계로 구성된 기존의 가뭄단계를 가뭄진행상황의 판단을 위해 6단계로 세분하여 이에 대한 기준을 정립하였다. 농업용 저수지의 저수율에 따른 농업가뭄의 판단은 영농시기에 대한 농업용수의 공급에는 적당하지만, 겨울에서 봄으로 이어지는 영농준비시기 및 논에서의 영농이 끝난 후의 가을철 이후의 가뭄에 대해서는 대표적인 기준으로서는 미흡한 것으로 나타났다. 농업용 저수지의 저수율에 따른 농업가뭄의 표현은 저수율의 지연효과, 저수율과 가뭄심도의 일반화된 상관성을 수립하기 어려운 단점이 있으므로, 영농상황에 따른 시기별 저수율의 고려할 수 있도록 구성하고, 표준강수지수, 평년강우비율 및 무강우일수 등의 지수를 이용하여 보완하도록 하였다. 이를 통해 제시된 농업가뭄지표 및 가뭄단계에 의한 농업가뭄 평가 결과 농업가뭄 발생시기, 지속기간 및 심도에 대한 적용성이 우수한 것으로 분석되었다. 농업가뭄지표 및 농업가뭄단계는 농업가뭄 평가 및 웹기반 정보제공시스템의 구축을 통하여 농업가뭄 분석 및 판단에 이용하고 있다. 농업가뭄의 분석 및 평가를 위한 농업가뭄 평가시스템은 가뭄분석을 위한 자료의 수집 및 분석, 농업가뭄심도의 분류, 지역별 농업가뭄 상황의 도식화 등을 수행하도록 구성되어 있다. 농업가뭄 평가시스템을 통해 구축된 시기별, 지역별 분석결과는 DB를 통하여 관리되며, 홈페이지를 통하여 실시간 분석결과를 제공할 수 있도록 웹기반 정보제공시스템을 구축하였다. 이상과 같은 농업가뭄 평가 및 웹기반 정보제공시스템은 현재 한국농촌공사 농어촌연구원에서 시범운영중에 있으며 농업가뭄의 평가 및 대책수립을 위한 지원수단으로 효율적으로 활용될 수 있을 것으로 판단되었다.

  • A description of the "phytohydrography" in the southwestern waters of the East Sea is given from concurrent measurement of temperature, chlorophyll-a, nutrients, and phytoplankton and also from the calculated primary production during the two cruises in May and October, 1984. Past history of water mass is relatively well reflected in the distribution of phytoplankton species, but such a reflection is rarely shown in the distribution of physical and chemical parameters in general. Upper layer of the waters around Ul-gi and Gampo is typically characterized by the high chlorophyll-a, high primary production, and low nanofraction ratio due to the continuing supply of nutrients from the nutrient-rich cold water underneath. Water of Tsushima current shows poor standing crop in terms of cell numbers and chlorophyll-a concentrations, extremely high nanofraction ratio, and very low primary production. The overwhelming importance of the nanofraction is confirmed in phytoplankton cell numbers, chlorophyll-a concentration, and possibly enough in primary production. This emphasizes the exceptionally strong inflow of warm water into the study area from south among all the waters around the whole Korean peninsula.

Plastic Marine Debris Used as Nesting Materials of the Endangered Species Black-Faced Spoonbill Platalea minor Decreases by Conservation Activities (멸종위기종 저어새의 둥지 재료로 사용되는 플라스틱 해양 쓰레기가 보호 활동으로 줄어들다)

  • Disturbance to marine wildlife is a serious negative impact of marine debris. In this study, the percentages of Black-faced Spoonbill nests that included plastic marine debris were calculated from surveys conducted on an islet named Suhaam off the western coast of South Korea. The percentages of nests including plastic decreased from 71% in 2010 to 37% in 2011 to 33% in 2012. The total number of nests increased from 28 in 2010 to 38 in 2011 to 43 in 2012. These differences in nests and nesting materials were possibly due to natural nesting materials such as tree branches and rice straws that were provided at the breeding site as a protective action in 2011 and 2012. Additional conservation efforts should be made to prevent further negative impacts from marine debris.

Evaluation and Analysis of Scheduling Algorithms for Peak Power Reduction (전력 피크 감소를 위한 스케줄링 알고리즘의 성능 평가 및 분석)

  • Peak power reduction is becoming increasingly important not only for grid operators but also for residential users. The scheduling of electric loads tries to reduce the power peak by splitting the power-on period of an electric device into multiple smaller ones and by interleaving the on-periods of every device in a holistic way. This paper analyzes the performance of EDF, LSF, TCBM, and lazy scheduling algorithms and proposes the enhancement schemes. For analysis, we have implemented the scheduling policies in a simulation environment for distributed control systems. Through extensive experiments using real power traces, we discuss their performance characteristics in terms of power deviation, switch count, and temperature violation ratio. To prevent excessive switching, we propose to employ the concept of limited preemptibility and evaluate its effect on performance. It is found that the best performance is achieved when the scheduler capacity is dynamically adjusted to the actual power demand. The experiment results show that, by load scheduling, the probability of having a power deviation greater than 150W is reduced from 21.5% down to 3.2%.

Temporal Adjustment of Channel Geometry and Spatial Changes in Riverbed Materials along the Downstream Channels of Large Dams in the Geum River basin (금강유역 대형댐 하류 하도지형 경년변화 및 하상재료 종적변이 연구)

  • This study investigated longitudinal changes in riverbed materials properties and temporal alteration of river channel geomorphology in the Geum River basin, where two multipurpose dams(Yongdam Dam and Daecheong Dam) were built in upstream area. We carried out grain size distribution analyses and measured soil organic matter contents of riverbed materials taken at the upper and lower sites of the two large dams. We also estimated the channel width, bar area and vegetation encroachment using the oldest map and aerial photographs taken before and after the construction of the dams. The results can contribute to increasing understandings of dam induced habitat alteration in river ecosystem.

A Study on the Effective Combining Technology and Credit Appraisal Information in the Innovation Financing Market (기술금융시장에서의 신뢰성있는 기술평가 정보와 신용평가 정보의 최적화 결합에 관한 연구)

  • This study investigates the components and rating system of reliable technology credit information for a technology finance donor who is a consumer of the information and aims to create an effective and optimal technology credit appraisal system to enlarge technology finance supply. Firstly, we calculate the optimal TCAR which becomes the maximum AUROC through the combination of ratio change, verify the substitution possibility between TAR and CR through the existing CR and system gap simulation, and propose a rating system by which financial institutes can utilize the TCAR as a credit rating. As a result, 70% : 30% is the most suitable as the weighted combination ratio of credit rating : technology rating. As a result of this study, we confirmed the possibility that the technical credit rating information could be substituted by the credit rating or the technology appraisal rating. Furthermore, it also suggests that sophisticated risk management is possible through using technology credit rating that are combined with credit and technology appraisal rating.

Combustible gas production from waste tire pyrolysis process by thermal plasma (열플라즈마에 의한 폐타이어의 열분해 공정에서 가연성 가스 생성)

  • Waste tires have both sides which are contamination and reuse concern with environmental problems. In this study, tire pyrolysis was conducted to convert combustible gases using thermal plasma. Production of combustible gases was found by gas chromatography after thermal plasma pyrolysis of waste tires without oxygen. The combustible gases consist of low molecular hydrocarbons such as $CH_4$, $C_2H_2$, $C_4H_{10}$ etc. As tire feed rate increased, the composition of $CH_4$ in the gases was increased. As plasma power increased, the composition of $C_2H_2$ was increased. $C_2H_2$ and $C_4H_{10}$ were dominant and had the ratio over 70% in the gases. On the other hand the trends of pyrolysis was characterized in the thermal plasma from the results of TG analysis which shows the currents of decomposition of the char according to the temperature.

An Estimation of the Congestion Tolls Considering External Costs in Seoul (외부비용을 반영한 도시내 도로의 혼잡통행료 추정: 서울시를 대상으로)

  • This paper formulates the methodologies to estimate optimal congestion tolls from long-run and short-run perspectives and applies them to the highways of Seoul. An optimal long-run congestion toll is estimated with an optimal volume-capacity-ratio to minimize the total costs which consist of two components: road construction and maintenance costs and traveler costs. By contrast, an optimal short-run congestion toll is estimated with a supply-demand equilibrium which is determined by using a speed-flow function and a disaggregate modal choice model. The results of a long-run analysis for the Seobu urban expressway suggest the optimal volume-capacity-ratio of 1.35 and the optimal congestion toll of 503 Won per automobile kilometer. By contrast, those of a short-run analysis for the Mia-ro urban arterial suggest 1.31 and 420 Won, respectively. Although our results are to some degree dependent on the interest rate and time value assumed, one basic conclusion holds up: the congestions toll tested could generate substantial gains in social welfare if applied to Seoul.

  • 에너지 위기후(危機後) 천연자원(天然資源)이 점차로 고갈(枯渴)되여 가고 있는 요즈음 고무산업(産業)에도 이의 여파(餘波)로 몇가지 영향(影響)을 받고 있다. 한 예(例)로 일반적(一般的)으로 널리 사용(使用)되고 있는 23.5% 스티렌 함량(含量)의 SBR제조(製造)에 있어 값싼 부타디엔 및 스티렌 단량체(單量體)를 만들기에는 세계적(世界的) 자원부족(資源不足)으로 인(因)하여 심각(深刻)한 위치(位置)에 놓여있어 장차(長次) 안가(安價)이며 충분(充分)한 량(量)의 합성(合成)고무를 공급(供給)하기에는 SBR과 다른 고무와의 부분적(部分的) 또는 완전(完全)히 다른 합성(合成)고무로 대치 사용함이 타당(妥當)할 것이다. 확범위(擴範圍)한 실험(實驗)끝에 $50\sim55%$ vinyl함량(含量)의 폴리부타디엔 고무가 제조(製造)되였는데 이것은, 자동차용 트레드 부분과 wet skid resistance애 많이 이용(利用)되고 있는 유화(乳化) 또는 용액중합(溶液重合)의 SBR과 매우 유사한 물리적(物理的) 특성(特性)을 나타낸다. 그리고 $45\sim50%$ vinyl함량 폴리부타디엔 고무는 오히려 SBR보다 내마모와 crack growth가 더 좋음을 알았다. 45% vinyl함량 폴리부타디엔 고무와 SBR, cis-플리부타디엔 고무(30/35/35)의 3성분(成分) 혼합체(混合體)는 65/35비율(比率)의 SBR/cis-폴리부타디엔 고무보다 트레드의 마모성이나 미끄럼성이 더 좋았으며 또한 45/20/35 비율(比率)의 혼합체(混合體)도 역시 내 마모성이 좋은 것으로 나타났다. 이와같은 medium vinyl 폴리부타디엔 고무는 SBR로 이용(利用)되고있는 (非)타이어 산어(産業)에서도 SBR대신 단독(單獨) 또는 일부분(一部分) SBR과 혼합(混合)해서 사용(使用)할 수 있다. medium vinyl폴리부타디엔 고무는 낮은 발열성(發熱性)(heat build-up) 그리고 내(耐)빵구성(性)이 우수(優秀)하며 SBR과 유사(類似)한 물리적(物理的) 특성(特性)을 가지고 있으므로 스티렌의 생산(生産)이 활발(活發)해지고 값이 저겸(低謙)하드라도 위와같은 장점(長點) 때문에 장차(長次) 계속 사용(使用)될 것이며 더욱더 개발(開發)될 것이다.

Analysis of U.S. Port Efficiency Using Double-Bootstrapped DEA (이중 부트스트랩 DEA 활용한 미국항만 효율성 분석)

  • Due to increased competition in supply side to reduce operational costs, port professionals have experienced extreme pressure, which demanded academicians to develop the model for efficient port operations from the industry perspective. Among many ports in the world, U.S. ports are our primary interest to analyze in our study for its high volume of cargoes transacted in the U.S. ports. We primarily employed DEA (Data Envelopment Analysis) technique to research the productivity of U.S. ports and applied the algorithm of double bootstrapped DEA proposed by Simar & Wilson (2007) to further investigate the driving forces of the performance of U.S. port operations. The external variables employed in our study comprise onDock Rail, Channel Depth, Location, Area, Acres, ForeignCargoRatio, and TEUChange, out of which onDock Rail, Acres, ForeignCargoRatio, and TEUChange were significant. In order to evaluate the effects of methodology selection, we conducted the same analysis applying the Censored model (Tobit) and contrasted the outcomes drawn from the two different techniques. Based on the findings from this work we proposed managerial implications and concluded.
