A Study on the Next Generation Identification System of Mobile-Based using Anonymous Authentication Scheme (익명 인증기법을 이용한 모바일 기반 차세대 본인확인수단에 관한 연구)

  • The cases of identification forgery and counterfeiting are increasing under the current identification system, which was established based on social conditions and administrative environments over 20 years ago. This leads to an increase of various criminal acts including illegal loan using fake ID and a number of damages caused out of good intentions that result in interference with the operations of public organizations. In addition, according to the advancement of information society, privacy protection has emerged as an important issue. However, ID card exposes individuals' personal information, such as names, resident registration numbers, photos, addresses and fingerprints, and thus the incidents associated with illegal use of personal information are increasing continuously. Accordingly, this study aimed at examining the issues of ID card forgery/counterfeiting and privacy protection and at proposing a next-generation identification system to supplement such weaknesses. The top priority has been set as prevention of forgery/counterfeiting and privacy protection in order to ensure the most important function of national identification system, which is user identification.

  • 기후변화의 영향으로 전세계적으로 이상 기후 및 자연재해가 증가하면서 재난을 효과적으로 관리하기 위한 법체계 및 제도에 대한 관심이 높아지고 있다. 그럼에도 불구하고 재난관리의 법과 제도적 측면에 대한 연구는 공학 및 기술적 연구에 비해 충분히 이루어지지 않고 있다. 특히 재난관리에 대해 많은 경험을 축적해온 선진국가의 재난관리체제에 대한 연구는 아직 미비한 수준이라 할 수 있다. 따라서 본 연구는 영국의 재난관리체제를 법과 제도를 중심으로 분석하고 한국에 필요한 시사점을 도출한다. 영국의 재난관리 체제는 지방정부가 재난대응에 있어서 주도적인 역할을 수행하고 중앙정부는 대응 가이드라인을 제시하고 지원 및 조정업무를 수행하는 분산적 재난대응체제라 할 수 있다. 중앙정부에는 재해를 전담하는 조직이 별도로 구성되어 있지 않고 지방행정조직이 지역특정에 맞게 위기관리계획을 수립하고 집행한다. 지역별로는 지방정부, 기업, 시민단체로 구성된 민관협력체인 위기관리포럼을 형성하여 재난에 대처한다. 반면 한국의 재난대응체제는 중앙집권적이며 국민안전처가 재해전담조직으로서 역할을 하고 있으나 영국과 같은 민관협력체는 발달하지 않았다는 차이점을 발견할 수 있다. 영국과 한국의 재난관리체제를 비교해 볼 때 다음과 같은 법 제도적 개선방안을 제시할 수 있다. 첫째, 분산되어 있는 재난관리 기본법을 하나로 통폐합할 필요가 있다. 둘째, 지방정부의 재난대응권한을 강화해야 하며 특히 인력과 예산이 재난에 적절히 대응할 수 있는 수준으로 조정되어야 한다. 세째, 지방수준에서 재난대응 관련 기관들간 조정 및 협력을 할 수 있는 체제가 강화되어야 한다. 네째, 민간단체를 재난대응체제에 조직적으로 참여시킬 수 있도록 해야 한다. 이를 위해서는 주민단위의 방재조직이 공공부분과 효과적으로 협조할 수 있도록 할 수 있는 제도적 틀이 필요하다. 다섯째, 재난대응단계 설정에 있어 예방에 앞서 지역의 특성에 따라 예방업무를 효과적으로 수행할 수 있도록 진단하는 평가단계를 추가하는 것을 고려해야 한다.

Redesigning Disposition Authority Template for the Records Produced in Complex System Environment : A Case Study of Factory Founding and Registration Activity in Local Government (복합적 기록 생산 환경에서의 평가를 위한 기록관리기준표 개선방안 A구 '공장설립 및 등록' 업무를 사례로)

  • Currently, the appraisal system for public records is mainly based on the disposition authority named 'Records Management Criteria Table,' which has many limitations in digital environment. Especially, it does not apply to other systems than the 'Business Management System' and does not adequately reflect the complex environment of records creation. The purpose of this study is to suggest ways to improve the 'Records Management Criteria Table,' so that it can be applied to appraisal of records created in a complex work environment. For this purpose, this study investigates a case of 'Factory Establishment and Registration' activity performed by local governments. For this activity, related laws and regulations, business processes and systems for those processes are analyzed and types of records are examined by each business process and system. Based on these analyses, the development procedure and structure of a new 'Records Management Criteria Table' are suggested, so that it can be applicable as disposition authority in the complex environments of records creation.

A Study on Transferring Electronic Records from Record Production System to Record Management System Using Cloud Storage (클라우드 저장소를 활용하여 기록생산시스템에서 기록관리시스템으로 전자기록물을 이관하는 방안에 관한 연구)

  • In this study, we propose a logical transfer method of records using cloud storage to solve the integrity problem of digital component, which is generated when electronic records are transferred from the electronic record production system to the record management system. This method, which produces electronic records using cloud storage from the production stage and transfers them to the archives, has the following advantages. First, as a record management method, it can be effectively applied in public institutions by utilizing cloud computing technology, which has been the trend recently. Second, unlike the existing method of copying and physically transferring electronic records, the proposed method can reduce various risk factors that may occur in the transfer of electronic records by logically transferring the storage. Third, the method can prevent errors of the digital component according to the physical transfer of the electronic record; hence, the integrity of the electronic record can be guaranteed. Fourth, administrative power and cost that are wasted because of the electronic transfer of electronic records can be reduced.

  • As artificial intelligence develops, AI chatbot systems are actively taking place. For example, in public institutions, the use of chatbots is expanding to work assistance and professional knowledge services in civil complaints and administration, and private companies are using chatbots for interactive customer response services. In this study, we propose a scenario-based AI voice chatbot system to reduce museum operating costs and provide interactive guidance services to visitors. The implemented voice chatbot system consists of a watcher object that detects the user's voice by monitoring a specific directory in real-time, and an event handler object that outputs AI's response voice by performing inference by model sequentially when a voice file is created. And Including a function to prevent duplication using thread and a deque, GPU operations are not duplicated during inference in a single GPU environment.

Historical Observation and the Characteristics of the Records and Archives Management in Korea (한국 기록관리의 사적 고찰과 그 특징)

  • This paper introduces the characteristics of the records and archives management of Korea from Joseon dynasty to now. This paper also explains historical background of making the records and archives management in Joseon dynasty. This paper introduces the process of establishment of modern records management system by adopting records management system and public administration of USA after liberation in 1945. The Joseon bureaucrats established systematic methodologies for managing and arranging the records. Jeseon dynasty managed its records systematically since it was a bureaucratic regime. It is also noticeable that the famous Joseonwangjosilrok(Annals of Joseon dynasty) came out of the power struggles for the control of the national affairs between the king and the nobility during the time of establishment of the dynasty. Another noticeable feature of the records tradition in Joseon dynasty was that the nobility recorded their experience and allowed future generations use and refer their experiences and examples when they performed similar business. The records of Joseon period are the historical records which recorded contemporary incidents and the compilers expected the future historians evaluate the incidents they recorded. In 1894, the reformation policy of Gaboh governments changed society into modernity. The policy of Gaboh governments prescribed archive management process through 'Regulation(命令頒布式)'. They revised the form of official documents entirely. They changed a name of an era from Chinese to unique style of Korean, and changed original Chinese into Korean or Korean-Chinese together. Also, instead of a blank sheet of paper they used printed paper to print the name of each office. Korea was liberated from Japanese Imperialism in 1945 and the government of Republic of Korea was established in 1948. In 1950s Republic of Korea used the records management system of the Government-General of Joseon without any alteration. In the late of 1950's Republic of Korea constructed the new records management system by adopting records management system and public administration of USA. However, understanding of records management was scarce, so records and archives management was not accomplished. Consequently, many important records like presidential archives were deserted or destroyed. A period that made the biggest difference on National Records Management System was from 1999 when was enacted. Especially, it was the period of President Roh's five-year tenure called Participation Government (2003-2008). The first distinctive characteristic of Participation Government's records management is that it implemented governance actively. Another remarkable feature is a nomination of records management specialists at public institutions. The Participation Government also legislated (completely revised) . It led to a beginning of developing records management in Republic of Korea.

A Research on the Relationship between the Perception of Administrative Regulation and Odor Acceptance among Residents who live in Ochang Industrial Complex Area (오창산업단지 주변지역 주민의 행정규제에 대한 인식과 악취수용성의 상관성 연구)

  • It would be the most effective way to have government take care of social problems and hazardous material danger due to odor. It is also well known that odor acceptance and their willingness to pay for resolving the odor problem vary person by person. This is why public sector's intervention is required to get ride of any possibility of market failure resulted from negative external effect of human. This paper has tried to do empirical research based on survey of residents who are currently living in the area of Ochang industrial complex in North Chong-chung province. According to the empirical research results, first of all, it was proven residents' perception of legal regulation has a negative effect on odor acceptance. That is, the more residents are aware of law and regulation, the less they tend to accept odor. In addition, resident's perception on need to improve odor regulation has a positive impact on their odor acceptance. Finally, residents' satisfaction on the legal complaints to local government has an interaction effect to causative relationship between the perception of improving odor regulation and odor acceptance.

  • Recently many countries around the world are actively promoting smart city projects to address various urban problems such as traffic congestion, housing shortage, and energy scarcity. Due to development of the Internet of Things (IoT), the development of a smart city with sustainability, convenience, and environment-friendliness was enabled through the effective control and reuse of urban resources. The purpose of this study is to analyze the technical trends of IoT and present a development plan for smart city which is one of the applications of the IoT. To this end, the news articles of the Electronic Times between 2013 and 2015were analyzed using the text mining technique and smart city development cases of other countries were investigated. The analysis results revealed the close relationships of big data, cloud, platforms, and sensors with smart city. For the successful development of a smart city, first, all the interested parties in the city must work together to create new values throughout the entire process of value chain. Second, they must utilize big data and disclose public data more actively than they are doing now. This study has made academic contribution in that it has presented a big data analysis method and stimulated follow-up studies. For the practical contribution, the results of this study provided useful data for the policy making of local governments and administrative agencies for smart city development. This study may have limitations in the incorporation of the total trends because only the news articles of the Electronic Times were selected to analyze the technical trends of the IoT.

RealTime Personal Video Image Protection on CCTV System using Intelligent IP Camera (지능형 IP 카메라를 이용한 CCTV 시스템에서의 실시간 개인 영상정보 보호)

  • For the purpose of protecting personal property and lives from incidents, accidents, and threats such as terrorism, video surveillance equipment has been installed and operates in many places. Video surveillance technology has gradually developed into high-quality, high-definition equipment, and a lot of products have been launched. However, closed circuit television (CCTV) equipment for security purposes can invade a person's privacy. In this paper, we propose a way to protect personal video images using meta-data in an intelligent Internet protocol (IP) camera. We designed the system to mask personal video information from meta-data, define the method of image-information access according to user privileges, and show how to utilize the meta-data during storage and recorded data searches. The suggested system complies with guidelines for CCTV installation and operation from Korea's Ministry of the Interior. Installed on only a single server so far, due to the limitations and technical difficulties of hardware performance, it has been difficult to find a method that can be applied to personal image information using real-time protection techniques. Applying the method proposed in this paper can satisfy the guidelines, reduce server costs, and reduce system complexity.

A Study on the Evaluation of Equality and the Direction of Location Selection for the Concert Hall in Jeju (제주지역 공연장 접근 형평성 평가와 입지선정 방향 연구)

  • Jeju has many out-of-town cultural areas owing to its low accessibility to concert halls. Based on data from Jeju in 2019, this study selected possible sites for concert halls and examined the location status of existing concert halls in Jeju by utilizing GIS analysis. As a result, directions on location selection are proposed for the western and eastern parts of Jeju, where accessibility to concert halls is relatively difficult. Considering the theory, prior research, and the regional characteristics of Jeju, the directions for location selection exclude residential areas and areas with little accessibility. They also list good points for accessibility within areas that have little of it, that are distant from administrative dong areas in Jeju-si and Seogwipo-si, that have friendly natural scenery, and that already have accessible public transportation. Accordingly, four places were proposed as possible areas for construction of a concert hall in 2020. This study is expected to contribute to cultural marketing that makes the Jeju area a Cultural Island.
