Objective of this research is to point out problems of geographic division structure in current Korean Decimal Classification System and provide solutions. For this purpose key classification methods were divided to decimal and non-decimal classification methods and analyzed for geographical division principles. In addition, national institutes regional division standards from Korea, USA and Japan were researched. Through these analysis, we provided suggestions to improve the table of geographical division in KDC4 including public institutions administrative district classification structure relations and consistency, and other regional divisional standards (proposal) instead of typical administrative district reflecting various geographical conditions.

With the quantitative growth of research data, the issue of enormous preservation cost and sharing expansion, the organizations should prioritize the collections then select the data that are worthy of save. Therefore, today, it is important for the organizations to appraise the continuing value of produced records. Considering the universities and the public institutions such as governmentfunded research institutes as the heavy producer of the data, it becomes a rising problem for the records management that it does not go beyond the framework of "administrative records" and "public records". In this study, I looked into the background of the contention that the research records must be managed in a different perspective and checked the characteristics of research records in therms of the producers, research activities and records. Based on this analysis, I suggested the main issues and considerations about the subjects, criterias and methods in research records appraisal.

1995년부터 시작된 국가GIS 구축사업은 초기에는 공간정보기반을 확충하기 위하여 주로 중앙부처와 공공기관을 중심으로 추진되어 왔으나, 앞으로는 행정업무와 대민서비스를 수행하는 기초자치단체를 중심으로 추진될 것으로 전망된다. 그 이유는 지자체의 행정 업무시스템을 통해서 생산 관리 갱신된 지리정보 데이터가 중앙부처로 연계되어 활용될 것이기 때문이다. 이 연구에서는 향후 중요도가 높아질 것으로 예상되는 지자체 GIS정책 수립을 위해 지자체의 GIS 활용 및 운용실태를 조사하였다. 그 결과 지자체별로 GIS활용의 정도와 수준 차이가 매우 크게 나타났으며, 환경도 아직은 열악한 것으로 분석되었다. 특히 재정자립도가 낮은 지자체의 GIS구축 및 활용수준을 높일 수 있는 대책과 함께 지자체간 정보격차를 줄여갈 방안이 시급한 실정이다.

As data utilization becomes increasingly important, not only private companies but also public institutions are making great efforts to promote data utilization. The chief data officer is a key element of data governance, a driving system that achieves policy goals by adjusting the functions of each department in the organization responsible for data policy. With the enforcement of the Data-based Administration Law, all public institutions, including the Ministry of National Defense, have designated data officers, but it is not enough to play a practical role as it is still in the early stages of introduction. In this study, the current status of the operation of the defense data officer system is checked, and development strategy to play a practical role are presented.

공공기관이 고객을 위한 품질행정(품질경영)의 구현이라는 사명을 달성하는데 있어서 ISO 시스템이 큰 기여를 할 수 있지만 민간기업에 사용되는 ISO 시스템을 그대로 공공부문에 적용할 경우, 많은 무리와 저항이 따르게 되었고 이러한 문제를 극복하기 위해 KISTI는 다각적으로 노력하였다. 이에 KISTI는 2003년 국내 최초로 정보유통 분야에서 ISO 체제를 도입하여 콘텐트 유통(수집-분석-가공-입력-구축-서비스) 업무에 표준화된 포맷으로 업무 프로세스 표준화를 통하여 서비스 품질향상 및 고객만족을 위한 지속적인 개선기반을 구축하였다.

The Public Data Portal(data.go.kr) is a gateway for searching and using public data in South Korea. In 2021, the Ministry of Public Administration and Security established individual portal maintenance plans. Individual portals refer to portals built by public institutions in Korea other than the public data portal. According to the maintenance plan, the Korea Intelligence Information Society, the operator of the public data portal, needs to establish operating and data integration plans to link the public data portal and individual portals. In this study, we investigated the current operating status and data integration methods of the public data portal in South Korea, the United States, the United Kingdom, and France, and proposed that the adoption of a top-down approach is efficient when integrating data. In addition, we divided the specific procedures that should be pursued when integrating data into five stages: determination of data integration standard methods, analysis of metadata status, expansion of operating infrastructure, confirmation of data import, and launch of services.

The new administrative capital construction project is an important national project implemented to relocate the national administrative capital, and the records produced during the construction have high historical value. However, Korea's management of these records related to the construction of the new administrative capital is insufficient; thus, finding a management plan is necessary. In contrast, Brazil is a country that collects, builds, and maintains both public and private records produced during the construction of Brasilia, the new administrative capital. Thus, Arquivo Publico do Distrito Federal (ArPDF), the Brazilian records management organization established to manage Brasilia's construction records, was selected as the case analysis subject in this study. By analyzing ArPDF's website and official publications, this study investigated the overall matters related to the management of new administrative capital construction records and derived implications applicable to the management of new administrative capital construction records in Korea.

Many Korean schools are in danger of closure because of a decreasing school-age population, and cases of consolidation of educational institutions in the local community are on the rise. A number of educational records, particularly educational administrative artifacts (hereafter "Edu Artifacts"), are accordingly in danger of disappearing. Despite their historical, cultural, and educational value, systematic management is far from satisfactory. This study thus examines the characteristics of Edu Artifacts from the archival and cultural heritage perspectives and compares standard records management system, special type records management system, and historical manuscripts management system, which are currently used in public institutions, to see what is required to manage them effectively. By analyzing the Edu Artifacts possession status and management system of J University of Education, This study intends to verify the research outcome's effectiveness by presenting the essential functions of the management system of Edu Artifacts and the corresponding menu structure.

정보화발전과 함께 정보시스템의 투자규모가 확대되고 무분별한 점보시스템의 구축으로 인해 체계적인 정보화 투자 및 관리가 필요하게 되었다. 이로 인해 ITA의 도입 및 활용이 의무화되었다. 더불어 ITA의 지속적인 발전 및 고도화방향 설정을 할 수 있도록 하기 위한 도구로 성숙도 모델이 각각 정보통신부와 행정자치부에서 개발되었다. 2종의 상이한 성숙도 모델로 인해 개별기관에서 적용에 어려움을 겪고 있으며, 성숙도수준에 대한 서로 다른 측정결과가 도출되는 문제가 발생하였다. 본 논문에서는 2개의 상이한 모델의 장점을 통합하고 국내관점들 적극적으로 적용하는 등 문제점들 개선한 단일 성숙도모델인 범정부 ITA 성숙도모델을 제안한다. 또한 개별기관의 성숙도 수준들 단일 성숙도모델로 측정하여 ITA 수행 및 활용 능력을 파악하고 문제점을 사전에 발견하여 향후 범정부 차원의 지원방향을 결정하는 등 많은 효용성을 기대한다.

우리나라 공공건설공사에서 불필요한 행정업무·제도·환경 등을 개선하기 위해 발주기관은 건설현장 담당자를 통해 관련 개선사항들을 보고·취합하고 있다. 그러나, 현재 업무개선 노력들은 발주기관에서 건설현장으로 지시하는 수직구조로 되어 있어 업무개선결과에 대한 정보 공유와 활용이 이루어지지 않고 있는 실정이다. 따라서, 본 연구에서는 건설현장 감리원들의 업무개선 아이디어를 온라인으로 평가하고 이를 전체 건설현장에 공유할 수 있는 창구를 마련하고자 한다. 이를 위하여 국토해양부 지방국토관리청 및 관할 건설현장에서 사용중인 건설사업관리시스템에 개선 아이디어 평가·공유 기능을 구축하고자 한다.
