SNA Pattern Analysis on the Public Software Industry based on Open API Big Data from Korea Public Procurement Service (조달청 OPEN API 빅데이터를 활용한 공공 소프트웨어 산업의 SNA 패턴 분석)

  • This study investigated the ecological change of public software industry, comparing the pre and post structure of industry network based on the application of the regulation restricting large company participation in public software market. For this purpose, we used big data of the software market from Korea Public Procurement Service and used the SNA(Social Network Analysis) methodology which is being actively used in the area of social science recently. Finally, we highlighted the contribution of open public data. By analyzing order and contract data of the public software industry for 3 years - from 2013 to 2015 - we found out two main things. First, we observed that Power Law distribution had been going on in the public software industry, regardless of the external impact of regulation. Second, despite the existence of such Power Law distribution, we also observed the ecological change of industry structure from year to year. We presented the implication of such findings and discussed the advantage of open public data as the original motivator of this study.

  • 최근 범죄예측, 교통관리, 신원확인 등 다양한 목적으로 치안 분야에서 ICT 기술이 개발 이용되고 있다. 사물인터넷의 등장으로 인해 생성되는 데이터의 양이 폭발적으로 증가하고 있으며, 이를 통해 만들어진 빅데이터는 범죄분석 및 예방, 치안수요의 예측, 범죄 수사에 있어서 새로운 변화를 가져올 것으로 예고되고 있다. 새롭게 부각된 치안분야에서의 빅데이터 활용 서비스 사례로는 범죄 예측 서비스, 교통 관련 서비스, 영상 분석과 통합 관제 서비스, 웨어러블 폴리스캠 활용서비스, 신원 확인(바이오 인식 기술)서비스 등이 있다. 선진국에서는 이들 서비스를 개발하고 활용하기 위한 다양한 공공 연구조직이 설립되어 운영되고 있다. 본 고에서는 치안분야에서 빅데이터를 기반으로 한 국내외 서비스 사례와 함께 이를 수용하기 위한 바람직한 공공 연구조직에 대한 논의를 전개한다.

  • 이 논문은 공공 빅 데이터를 활용하여 '서울자전거 따릉이'를 기반으로 자전거 교통 데이터베이스 시스템을 제작하고, 제작한 데이터베이스 시스템을 활용하는 예시를 보여주고 있습니다. 데이터베이스 시스템의 제작 과정을 통하여 데이터베이스 설계, 데이터 수집, 제작 및 가공 과정, 데이터베이스 시스템의 유용한 활용 예시를 확인할 수 있습니다. 버스, 택시와 같이 따릉이와 연계할 수 있는 다양한 대중교통 데이터를 추가로 활용한다면 더욱 정확하게 따릉이의 발전방향과 혼잡한 교통 환경 개선을 제시할 수 있는 유용한 정보를 도출할 수 있을 것이다.

  • 정부 3.0이 출범하면서 공공 데이터들의 개방이 활성화되기 시작했다. 공공 빅데이터로부터 다양한 분석을 수행하고 의미 있는 정보들을 도출하기 위해서는 빅데이터 분석 도구를 이용한 복잡한 분석들을 수행하여야한다. 본 논문에서는 빅데이터 분석을 이용한 식품 정보 분석 시스템을 설계하고 구현한다. 설계한 시스템은 식품에 대한 정보를 분석하여 특징에 따라 분류하고, 빅데이터 분석을 통해 실생활에서 구매자에게 유용한 서비스를 제공하는 것을 목적으로 하고 있다.

  • Big data, an important element of the 4th industrial revolution, is actively opening public data in public institutions and local governments. In the public data portal, everyone can conveniently search for data and check related data, but only those in ICT-related fields are using public data. Although data held by public institutions is open to citizens, it is difficult for anyone to easily utilize public data to develop applications. In this paper, data provided in open API format from public data portals has XML and JSON formats. In this study, we are a method of modularizing public data in XML format into a part that can be easily developed by linking it to a GUI interface. Based on the necessary public data, we propose a way to easily develop mobile programs and promote the use of public data.

  • Horizon scanning that one of the methods for future prediction is adaptable way of establishing the policy strategy based on big data. This study aims to understand the social problems scientifically utilized horizon scanning technique, and contribute to public policy formulation based on scanning analysis. In this paper, we proposed a public opinion framework for public policy based on social bigdata, and then confirmed the feasibility this framework by analysis of the relationship between public opinion and results after implementation of public policy. Consequently, based on the analysis, we also drew implications of policy formulation about 'free childcare for under 5-years of age' as an object of study. The method that collects public opinion is very important to effective policy establishment and make contribution to constructing national response systems for social development.

  • Since small and medium-sized enterprises fell short of the securement of technological competitiveness in the field of big data and artificial intelligence (AI) field-core technologies of the Fourth Industrial Revolution, it is important to strengthen the competitiveness of the overall industry through technology commercialization. In this study, we aimed to propose a priority related to technology transfer and commercialization for practical use of public research results. We utilized public research performance information, improving missing values of 6T classification by deep learning model with an ensemble method. Then, we conducted topic modeling to derive the converging fields of big data and AI. We classified the technology fields into four different segments in the technology portfolio based on technology activity and technology efficiency, estimating the potential of technology commercialization for those fields. We proposed a priority of technology commercialization for 10 detailed technology fields that require long-term investment. Through systematic analysis, active utilization of technology, and efficient technology transfer and commercialization can be promoted.

  • Nowadays, many small businesses have experienced the failure of business or hardship. In this point, specific and integrated information for startup business should be required to decrease the rate of failure and to increase the rate of success. This study is to suggest the integration of various data which various public institutions have separately. For this purpose, it is to classify the data types in constructing big-data for start-up business and to suggest a way of data integration, analysis method, and web or services of information system for supporting startup businesses.

  • This study aims to identify which factors affect successful big data system construction, identify the relationship between the factors, and identify the success model and success factors necessary for public institutions to build big data systems. Therefore, the preceding and related studies related to this study were reviewed, and success factors for the establishment of a big data system were derived based on this. As a research method, a survey was conducted on users of institutions that have established or planned to build a big data system, and a structural equation (AMOS) was conducted to verify the impact relationship between success factors. As a result of the analysis, organizational support factors, development support factors, user support factors, information quality, service quality, system quality, use, and net benefit were derived as success factors for building big data systems, and a success model was presented. This can be seen as significant and academic contributions in that it is the first study of the success model for building an information system reflecting big data characteristics, and it is expected that this study will be used as basic data for building a big data system in public institutions in the future.

  • IoT, 소셜미디어, 스마트 폰, 웨어러블 기기의 등장함에 따라 발생하는 데이터가 폭발적으로 증가해 바야흐로 "빅 데이터" 시대가 다가왔다. 이에 정부와 기업에서는 빅 데이터를 효율적으로 사용하기 위한 정책을 추진하고 전문 인력 양성에 힘쓰고 있다. 그 중 빅 데이터를 이용한 시각화는 빠른 의사결정을 도와주고, 자료로부터 데이터를 얻는 시간을 단축하고 즉각적인 상황판단이 가능해지는 등 다양한 장점을 가지고 있다. 그러나 무수히 많은 데이터 중 공공데이터를 활용한 시각화에 관한 연구는 현재까지 잘 이루어지지 않고 있다. 따라서 본 논문에서는 공공데이터를 기반으로 데이터 가시화의 활용방법에 대해 제안한다.
