제도 & 시행 (3) - 친환경 인증 "모든 신축건축물로 확대"

  • 국토해양부(장관 정종환)와 환경부(장관 이만의)는 6개 용도의 신축건축물에만 가능했던 친환경건축물 인증을 모든 용도의 신축건축물에 가능토록 하는 "친환경건축물의 인증에 관한 규칙" 개정안을 지난 5월17일 개정 공포('10.7.1 시행)했다. 이번 개정안은 저탄소 녹색건축물의 공급을 활성화하기 위해 모든 용도의 신축건축물에 대한 친환경인증[공공건축물(1만$m^2$ 이상)은 의무화, 민간건축물은 자발적 참여로 운영] 평가기준 마련과 인증기관의 전문성 강화 등을 주요내용으로 하고 있으며, 취 등록세 감면 등 인센티브 제도가 원활히 시행될 수 있도록 인증시기 및 절차를 개선하고, 인증등급을 세분화(2 $\rightarrow$ 4등급)하는 내용도 포함됐다. 국토해양부와 환경부는 이번 조치로 민간분야의 경우 본인들이 인센티브를 받기를 원하는 경우에는 친환경건축물 인증을 받을 수 있도록 하는 등 민간분야의 친환경설계를 적극 유도할 수 있는 기반을 마련했으며, "친환경건축물의 인증에 관한 규칙"의 차질 없는 시행을 위해 7월 1일까지 "친환경건축물 인증기준" (국토해양부, 환경부 공동 고시)을 개정할 계획이다. 한편, 내년부터는 기존 건축물도 친환경건축물 인증을 받을 수 있도록 그 대상범위를 확대해 나갈 예정이다.

  • 지능형 건물 인증제도의 적용대상은 건축물의 용도에 따라 크게 주거용 건물과 비주거용 건물로 나눌수 있으며 건축시점에 따라 신축건물과 기존 건물로 나누어 고려해 볼 수 있다. 또한 시행주체에 따라 공공발주 건물과 민간발주 건물로 나눌 수 있으며 건물의 규모 및 집합형태에 따라 적용대상을 단일건물, 복합건물 등으로 구분할 수 있다.

  • As abnormal climate phenomena frequently happen due to the after-effect of the global warming, all nations suggest climate change response policies in many different fields to prevent global warming by reducing greenhouse gas. Especially, these days, the realization that the greenhouse gas from city buildings should be decreased is growing, and it is because that buildings are accounted for a quarter of national greenhouse gas emission and it is more than half the percentage of emissions within the city. Accordingly, Korean government sees the need to take an initiating role to fulfill low-carbon green policies and promotion strategies in the public sector, and wants to facilitate greenhouse gas reduction in the private sector as well. In this background, this study tries to examine the low-carbon planning element in public buildings and figure out the amount of carbon reduction and economic analysis centering Cheongju city as case study. Lastly, we propose some suggestion for low-carbon and greening of public buildings.

  • Green remodeling proposed in the Korean New Deal is a project to build or remodel eco-friendly and energy-efficient buildings using renewable energy facilities and high-performance insulation for public buildings. The government intends to achieve the carbon emission reduction target by conducting green remodeling. Major overseas cities that conduct green remodeling are actively promoting technology support and promotion along with energy performance evaluation according to building characteristics, subsidies for private revitalization, and tax benefits. With this background, the analysis of the current status and problems of the green remodeling project was performed and the Activation factors of Green Remodeling were derived from survey results. This study suggested strategic measures such as a participation of civil society, promotion, and priority selection of administration and policy measures such as a leading role of the public sector, expanding support for the socially underprivileged, and financial support and tax benefits. And this study results are expected to be utilized as basic data to promote the green remodeling project.

  • In accordance with the implementation of the Zero Energy Building Certification System, it for the activation and expansion of the private sector is being steadily upgraded. Also The government has set up a step-by-step mandatory roadmap until it is expanded to the private sector, starting with the public sector. We analyzed the energy requirements of existing buildings from 2016 to 2017 and the by load relationships of major factor. Of the existing buildings, 714 buildings in central and southern areas excluding residential buildings such as apartments and officetels were classified and their primary energy requirements were analyzed. As new design technologies are applied, the demand for energy from the passive side is steadily declining. In addition, there is a need to interpret various methods to improve the zero energy building certification standard in the point that the zero energy building pilot project is continuously carried out in relation to the activation of renewable energy supply.

A Study on the Simple Criteria to distinguish being or not facilities of Consultation about Energy Use Plan (에너지사용계획 협의대상 시설여부를 판별하기 위한 간편한 기준에 관한 연구)

  • In order to set the simple criteria to distinguish being or not facilities of Consultation about Energy Use Plan, data analysis and case analysis were carried out. This paper proposes that building, one of the facilities, is being object of the Consultation about Energy Use Plan when in the public project, its gross area is more than 75,000 $m^2$ or main transformer capacity is more than 9,000 kVA and when in the private project, its gross area is more than 100,000 $m^2$ or main transformer capacity is more than 11,500 kVA. Also shows that factory, another of the facilities, is being object when in the private project, its main transformer capacity is more than 6,000 kVA or boiler capacity is more than 24 ton/h and when in the public project, its main transformer capacity is more than 3,000 kVA or boiler capacity is more than 12 ton/h.

  • The supervision system due to the Building Law was introduced in 1963. As the building came to be more various from the side of use, efficiency and the size, it came to be complicated. Construction Technical Managemen Law started in 1994. and it introduced a responsibility supervision system. And Residential Building Promotion Law improved quality of Buildings. But these facts are limited in part in the supervision objective building, and supervision system is restricted. This research investigates the current problem of supervision system, and the improvement program will go far toward solving the problem.

A Study on the Link of Building Information and Cadastral Information as Spatial Information (공간정보로서의 지적정보와 건물정보의 연계에 관한 연구)

  • Regarding to the cadastral information and building information as a spatial information, studies on linking between cadastral records and building information, or integration methodology on 2D based building map and land information were proposed. Cadastral information has grown its values by cadastral resurvey project and cadastral confirmation survey. There is a tendency of BIM in the design stage which is not just simple 3D dataset and BIM is spreading in public and private sectors. However, studies on the linkage between building information and cadastral information is relatively weak comparing to the BIM spreading. One of the main features that have been improved in IFC4 is the interoperability with GIS. In this regards, the researcher propose several revision methods to link cadastral information to building information. Cadastral information needs to improve the quality of the dataset's such as unifying the different coordinate systems and preparing continuous cadastral map. For buildings, standardization of BIM in the public and private sectors is urgent task. IFC4 and upcoming IFC5 are international standards which need to be considered and BIM reverse engineering for the existing buildings is necessary for the public utilization in the near future.

The Economic Comparision through LCC Analysis on each Graded Alternatives for Green Remodeling of Public Building (공공건축물의 그린리모델링 수준별 LCC (Life Cycle Cost) 분석을 통한 경제성 비교)

  • Since the ratification of the Paris Agreement (COP21), the government is continuously strengthening policies for the reduction of greenhouse gas of the construction industry in accordance with the growing importance of reducing greenhouse gas and obligation of the government. Especially, the government emphasizes the need to improve the energy performance of old public buildings. Since 2014, the government is running a pilot project in which the government supports the construction cost of the green remodeling project of old public buildings and it is intended to develop the best practice of green remodeling and activate the green remodeling in the private sector. In this study, we analyzed the economical efficiency of the old public buildings by each level through green remodeling and conducted building related investigation and equipment measurement to plan the alternatives of the corresponding buildings. The improvement plan is a green remodeling plan that integrates alternatives. Five improvement plans were developed for each level to analyze the economic feasibility of each plan. As for the analysis method, the first energy demand amount calculation and the LCC analysis were performed through ECO2. In the LCC aspect, the improved 3/4 plan (middle level plan) was the most excellent and results were obtained in the order of the highest cost plan followed by the lowest cost plan. As a result, it is expected that it can be utilized as a basic data for future green remodeling performance plan and economic feasibility analysis in the future.

  • There is a growing interest and need for adaptive reuse and remodeling as a method for sustainable urban regeneration and residential improvement. The purpose of this study was to suggest implications for the remodeling of detached house for adaptive reuse in Korea. To this end, a theoretical review and case analysis was conducted on the remodeling in 'Gupo-Saetulmaul' and 'Haeridan-gil' in Busan City. The implications through the study are as follows. (1) Programs for residents participation and sustainable management of buildings are needed. (2) Coexist between residential and commercial use is needed. (3) A guideline for planning and designing street and building remodeling is needed at the level of the entire detached housing site.
