  • Dispute is construction itself. Serious difficulties ore occurred between contract parties when These disputes have occurred. Authority may fear the defective work if the requirement of contractor is fully reflected in the adjustment of contract. On the other hand the contractor may have fears that no payment or some payment of the extra work or the additional work done will be required. Therefore these problems must be resolved before these result in an enlarged riffle effect. To reduce the fear of the contract parties, ADR(Alternative Dispute Resolution) process were suggested.

  • It's necessary to judge between success and failure of a project in order to secure the objective evaluation index and the transparency of that. In case of the public works including a construction section, the large-scale budget input proceeds, but the awareness regarding the efficiency and usefulness of the public works is decreasing because it's hard to estimate benefit originated from the results of the budget input. Therefore, this study is to propose the measurement standard for the post-evaluation based on the list of the resident response degree and user satisfaction degree to systematically and quantitatively measure the results of the post-evaluation for the public projects within the range of quantifying the consumer satisfaction degree for the facilities which preform the post-evaluation among the public projects with 50 billion budget.

Development of the Qualitative Model for Post Construction Evaluation (건설공사 사후평가의 정성평가 모델 개발)

  • Various public construction projects have been performed for public welfare and appropriate evaluation of the effectiveness and efficiency has been required. In accordance with legislation of a post construction project evaluation in Construction Technology Promotion Act, all construction projects that exceed 30 billion won in budget are required to perform post evaluation. Korean Government provides post construction evaluation manual that includes both quantitative and qualitative criteria. However, it only provides general concepts and procedures not but detail guidelines for different construction project types and characteristics. Therefore, this paper developed a standard format for qualitative evaluation using survey through analyzing previous cases and research. As a result, the developed standard for survey can be applied for most civil and architectural facilities. However, it will need further research regarding establishment of detailed evaluation criteria for each type of facilities and data storage system for feedback.

  • 재정경제부는 지난 4월 28일 정부계약제도 개선안을 확정하고 29일부터 1천억원 이상 대형공사를 제외한 공공공사의 낙찰 하한율을 동전보다 2.8$\~$10$\%$ 상향조정토록 한 적격심사기준을 개정했다. 또 10억원 미만 소규모 시설공사는 시공실적을 평가하는 한편 기존업체와의 역차별을 해소하기 위해 시공실적에 가산점을 부여하게 된다.

  • With the current trend in the industry toward increasingly complex, diversified and large construction projects, advanced countries in the construction field have already introduced and applied a variety of methods for placing orders in order to cope with such changes in construction circumstances. In Korea, there have been efforts to continuously improve approaches to placing an order. With the aim of diversifying the methods of Delivery Systems, the "Technical Proposal Type Bid," and the "Design Competition and Technical Proposal Type Bid" were introduced through a revision of Korea's contract law enforcement ordinance. In line with the government's efforts, criteria for a method of placing an order that is suitable for a public construction project should be presented. This study enumerates the current issues using a survey for construction projects already placed and an analysis of the current status, and presents the selection criteria for Delivery Systems by business type as an improvement for the problem.

  • 최근 우리나라의 건설 분야에서는 생애주기비용(Life Cycle Cost;이하 LCC)/가치공학(Value Engineering; 이하 VE)을 적용한 구조물 설계가 실시되고 있다. 이는, 건설교통부에서 공공건설사업의 효율성을 제고하기 위하여 실시하고 있으며, 대통령령에 따라 "건설기술관리법시행령"을 제정하여 공공사업분 수행 절차와 기준을 법제화 하였으며 이후 시행령 38조 13의 "설계의 경제성등 검토" 실시를 의무화하는 시행지침을 작성하여 수행하고 있다. 이러한, LCC/VE의 검토에서 보수 보강 공사비 산정은 유지보수공사 프로파일링을 통한 보수 보강 시기를 산정(건설교통부, 2003)하여 교량 구성요소별 보수 교체 주기를 산정(건설교통부, 2001)에서 제시한 기간을 적용하여 LCC/VE를 평가하고 있다. 하지만, 이러한 보수 보강 공사비의 적용은 일괄적인 적용이며, 예전 국내의 교량 건설기술이 현재와 같이 발전된 상태에서의 현황이 아니므로 본 연구에서는 현재 고속국도에 완공되어 운용중인 교량 구조물을 시설물의 안전관리에 관한 특별법 시행령(2008)에 따른 "시설물의 안전점검 및 정밀안전진단 지침"에 의한 교량의 초기점검, 정밀점검 및 정밀안전진단 자료를 조사 분석하여 보수 보강 공사비 곡선을 추정하려 한다.

  • Change is inevitable and is a reality of construction projects. Change adjustment includes the cost associated with materials, labor, etc. However, the actions of a contractor can cause a loss of productivity and furthermore can result in disruption of the whole project because of a cumulative or ripple effect. Because of its complicated nature, it becomes a complex issue to determine the cumulative impact (ripple effect) caused by single or multiple change orders. Furthermore, owners and contractors do not always agree on the adjusted contract price for the cumulative impact of the changes. What is needed is a reliable method to identify and quantify the loss of productivity caused by cumulative impact of change orders. This study survey the change orders data in domestic area for public construction and analyze to quantify change order impact. This study developed concepts of "%CO", "%Delta", "%T" to capture change order effect on project and search the relationships between them. Finally, this study find strong relationship between change order and loss.
