"정보시스템의 효율적인 도입 및 운영 등에 관한 법률"이 제정된 이래 다수의 공공기관에서 개별적으로 범정부 ITA 체계를 기반으로 ITA 구축 사업이 활발하게 진행되고 있다. 공공기관, 특히 중앙행정기관의 경우 산하기관이 존재하는 특성으로 인해 ITA 구축 추진시 필연적으로 아키텍처 정보 구축 범위 및 대상 선정에 대한 문제와 산하기관의 아키텍처 정보와의 연계 및 통합이라는 문제에 직면하게 된다. 그러나 현재의 범정부 ITA 체계는 이에 대한 충분한 가이드를 제시하고 있지 못한 실정이다. 또한 산하기관들의 개별적인 사업 추진, ITA 구축의 목표의식 부재, ITA 기반의 IT 거버넌스 청사진 부재, ITA 연계 및 통합을 위한 컨트롤 타워(Control Tower)의 부재 등의 문제는, 각 기관의 정보자원 및 업무의 연계라는 ITA의 목적을 달성을 어렵게 하고 있다. 이에 국가정보화를 관장하는 행정안전부는 향후 3단계에 걸쳐 개별기관이 아닌 중앙행정기관과 산하기관을 아우르는 범정부 차원의 정보화 기본설계도(국가 EA)를 정립하고 개별 기관에 산재된 중복 유사 정보시스템을 연계 통합하기 위한 기준을 마련할 계획이다. 본 연구에서는 '07년 말부터 4개월간 진행된 보건복지가족부 ITA 구축 사례를 기반으로 아키텍처 정보 구축대상 및 범위를 결정하기 위한 분석 방안을 제시하고, ITA 연계 절차 및 모델을 제시하였다. 이는 향후 범정부 차원의 정보화 기본설계도 수립에 많은 시사점을 제공할 것으로 사료된다.

From 2004 to 2013, the annual investment for the ICT sector in Korea amounted to about 3.2 trillion won. Depending on whether the government policy allowed for budget increases and/or decreases, this impacted the investment in the ICT sector. In particular, the fixed costs of operation and maintenance lead to a reduced chance for a new potential demands in IT programs. Even though a situation may exist that there are insufficient funds available, there is a need for building a sustainable long-term IT investment management system. The purpose of this study is to conduct basic research for the arrangement of preparation to meet IT needs required in the public sector. For this, this paper introduces the concept of IT Investment Management based on prudent forecasting. After both foreign and domestic relevant cases are reviewed, implications will be derived from the aforementioned cases. Through this process, the direction of IT Investment Management based on forecasting for the IT projects decision making will be suggested. These research results could be used for helping to develop better policies and a more efficient management of the public sector IT budget.

본 연구는 국가정보화의 총괄적인 정보개발계획을 수립하기 위하여 일명 정보개발지도를 이용하여 국가의 정보개발 현황을 분석하고 국가 정보화의 방향을 제시하고자 한다. 이는 현재 국내에 개발되어 서비스를 제공중인 정보, 사업의 지원자금으로 개발을 추진중에 있는 정보, 혹은 아직 미개발되었지만 공공정보로써 개발이 가능한 공공기관의 정보자원을 조사하고 세부분야별로 분류하여 하나의 평면에 나타냄으로써 국내 공공정보 개발의 방위를 파악하고자 한다. 또한 해외의 정보개발, 서비스들을 평면에 함께 제시함으로써 향후 공공데이터베이스의 개발 과제를 파악하기 위한 기반자료로 활용될 수 있으며, 정보개발지도에 따라 년차별 개발분야 및 개발 우선순위 등을 결정될 수 있으리라 예측된다.

As the roles and interests or audit are growing with ITA law in operation from 2006, the interests about the way which makes project qualifies to improve is increasing through it. In this point of view, this study is trying to find the issue that can promote the efficiency and effectiveness of IT projects decreasing some trials and errors relevant to IT, when government or some public agency field promote e-Business. For this purpose, this study analyze IT application result about e-business project in some public agency field. And the case study will be checked out and evaluated by the quality-contents analysis study method on the point of view of the IT audit. The study result is expected to provide a more practical policy implications than traditional researches based on specific-element technology or business process model by making use of major review areas and improvement methods. In thus, it is expected that it will be helpful not only references of IT quality improvement but also policy promotions when the public promotes IT projects related with e-Business.

우리나라는 정보시스템의 효율적 도입 및 운영 등에 관한 법률에 의거하여 공공기관은 2006년 7월부터 EA/ITA를 의무적으로 도입하여야 한다. EA/ITA의 중요성에도 불구하고 사업대가 산정에 대한 합리적인 기준이 마련되어 있지 않아 소프트웨어사업대가 기준의 정보화전략계획(ISP) 수립비 산정 기준 등을 적용하고 있다. 이는 EA/ITA에 투입되어야 할 비용이 실제보다 낮게 산정되어 결국 프로젝트 성과에 부정적인 영향을 미칠 수 있다. 본고에서는 EA/ITA에 대한 이해, 현행 EA/ITA 사업대가 산정 방식 등에 대하여 고찰하고, EA/ITA 시범사업을 수행한 3개 부처의 사업대가에 대한 사례연구를 통하여 EA/ITA 사업대가 개선방안을 제시하고자 한다.

최근 공공기관이 정보화전략계획(Information Strategy Planning)을 수립 시 공공기관의 요구사항의 변화에 대하여 제안요청서(Request For Proposal)를 중심으로 분석해 봄으로서 최근의 동향인 EA(Enterprise Architecture) 기반의 ISP와 이에 대한 대응 전략에 대하여 연구하여 전통적인 ISP와 최근의 EA기반의 ISP와의 변화를 연구하여 IT컨설팅 기관이나 RFP를 작성하여 사업을 주관하는 공공기관에 필요한 대응 전략을 제시한다.

도서관정책을 총괄하고 있는 문화관광부는 2월 5일 「도서관 발전 종합계획」수립계획(안)을 발표하고 금년 상반기 중 관계부처와의 협의를 거쳐 동 계획을 확정할 예정이라고 밝혔다. 이러한 계획이 수립되면 도서관 육성과 진흥에 대한 도서관계, 시민단체, 언론 등의 여망을 기반으로 각 부문에서 산발적으로 추진되어 온 도서관 진흥 정책을 종합하여 관계부처간 협력을 통해 효과적으로 추진해 나가는 계기가 될 것으로 기대된다. 그 동안 문화관광부는 1991년부터 지난해까지 도서관 건립지원에 769억원, 공공도서관의 콘텐츠 확충에 228억원(1995~2001)을 투입하는 등 도서관 육성 및 진흥을 위해 지속적으로 지원해 왔으며, 그 결과 1991년 267관이던 공공도서관이 2001년에 485관(건립중 포함)으로 2배 가까이 증가하였다. 이처럼 절대 부족한 도서관의 확충과 함께 지식정보화시대 도서관을 지식정보유통의 핵심기관으로 확성화시키고자 2000년부터 관계부처와의 역할 분담을 통해 공공 및 학교도서관 정보화기반 조성 및 도서관 소장자료의 디지털화(콘텐츠 확충) 등 '도서관정보화 종합계획'을 추진하고 있다. 계획수립은 한국문화정책개발원이 주도하여 도서관계 전문인사와 공동연구로 추진하고 자문위원단을 구성하여 계획의 기본방향 및 내용에 대한 각계의 의견을 수렴하게 되며, 문화관광부, 국립중앙도서관, 한국도서관협회 등이 지원기관으로 참여하여 정부정책으로 연계되어 그 활용성을 높이는데 주력할 계획이다. 이번 계획에서는 기본적으로 국립중앙도서관 및 공공도서관의 발전방안을 중심으로 학교 및 대학 도서관 부분에 대해서는 관계부처간 효과적인 정책협의체계 구축을 통한 정책적 지원부분에 초점을 두고 정보화 시대에 부응하는 도서관의 역할과 기능 재정립, 도서관 관종 간의 협력 프로그램 개발을 통한 도서관 운영활성화 등 도서관의 조직ㆍ기능ㆍ인력ㆍ프로그램 등의 측면에서 현황분석을 통한 문제점 도출과 개선방안을 마련, 궁극적으로는 도서관및독서진흥법 개정 등 도서관발전의 법ㆍ제도적 지원 토대를 마련할 방침이다. 한편 도서관정보화 부문에 대해서는 2003년부터 2단계 도서관정보화사업 추진을 위해 관계부처와 협력하여 현재 민간 컨설팅업체를 통해 추진중인「도서관 정보화전략계획(ISP)」을 종합계획에 반영할 계획이다. 또한 교육인적자원부를 중심으로 정부 6개 부처가 '학교도서관 활성화대책 기획단'을 구성하고 학교 및 대학도서관 발전 계획을 수립 중에 있다. 그리고 대통령자문 교육인적자원정책위원회에서 4월 3일 '도서관 정보인프라 활성화 방안'을 대통령에게 보고한 바 있다. 우리 「도서관문화」에서는 도서관 및 관련 부문의 각계 인사들에게 정부 「도서관 발전 종합계획」등 계획 수립에 바라는 바를 알아보았다.

This paper limited the participation of large corporations in the mass information market by revising the Software Industry Promotion Act in order to increase business opportunity, equality of opportunity, and capacity building for small and medium sized IT companies. However, it is a fact that the medium and small SW companies have insufficient business capacity and expose various problems such as quality degradation of public information business, inadequate risk management, and deterioration of schedule management. In order to solve this problem, this paper derived the factors of quality deterioration in the system integration project and proposed to carry out the project by using some activities of VISUALIZATION, rigorous test management and Agile Methodology as a solution. Applying these measures to healthcare IT projects developed by midsize / small-sized IT companies has improved communications, improved quantitative progress management and improved project visibility. In addition, it contributed to minimizing defect resolution time, improving the requirement coverage ratio, and shortening unnecessary meeting time.

It is important to verify the validity of indicators assessing PMIS(Public Management Information System) effectiveness in academic research as well as practical affairs. As people invest in the field of Information Technology(IT) or IT system, private corporations are interested in investment in IT and it's business value. Moreover, the need of evaluating effectiveness on the investment in IT with the limited national budget are on the increase in public sector. Therefore, it is necessary to define the construct of PMIS(Public Management Information System) effectiveness so that we systematically compare and measure performance of public informatization project processed by each public organizations. It needs to develop indicators and verify the construct validity of them. we verified the construct validity of indicators assessing PMIS(Public Management Information System) effectiveness on the Administration DB Construction Projects.
