A Study on Policy for Exploiting Public Information in Private Sector (공공정보자원의 민간 활용 방안 연구)

  • As recently the information industry has been emphasized as a national basic industry, it Is the key for the growth and success of information industry to maintain information resources of high quality. In this context, exploiting public sector-held information could be not only the basic work for keeping information resources but also the motive of development in future information industry. To cope with these trends, this study suggested policies for exploiting public information in private sector. This is the process that offering public information resources to the private business sector, making value addition and commercialization of public information, and servicing to end-users. This enables promotion of the information industry and realization of the universal service through share of roles between public and private sector.

  • As the volunteer activity has become universal, volunteers of public libraries have also grown both quantitatively and qualitatively. In this context, this study builds a theoretical background on the volunteer activity of public libraries; examines the volunteer activity management of public libraries using survey method including its planning, personal management and administration; and suggests some recommendations to promote the voluntary activity of public libraries. By so doing, this study aims at enhancing our understanding on the volunteer activity management of public libraries.

  • 정보서비스의 기본목적은 신속 정확하게 최적의 정보를 이용자에게 제공하는 것이며 이러한 목적을 달성하기 위해 다양하고 효과적인 서비스 방법을 적용하려는 노력이 계속되어 오고 있다. 이러한 맥락에서 본다면 정부 정보소재 안내 서비스(GILS)는 공공부문 정보자원의 특성을 가장 정확히 파악하여 이에 대한 정보를 가장 효과적으로 제공할 수 있는 방안이라고 할 수 있다. 1998년 서비스를 시작한 '한마당'은 GILS를 기반으로 하여 구축된 시스템으로 국내의 공공기관 정보자원의 소재정보를 파악할 수 있는 창구로서의 역할을 수행하고 있다.

A Study on the Perceived Importance of Digital Information Resources in Public Libraries (공공도서관 디지털 정보자원요소 중요도 연구)

  • The purpose of this study is to portray the current condition of digital reading rooms in public libraries in specific terms of information resource constituencies. With the growth in numbers of public libraries in Korea, emphasis was also put on digital information services using digital reading rooms in public libraries. However, it is also recognized that these digital reading rooms are merely traditional reading rooms with equipment. In this regard, the objective for the study was to identify and describe the types of electronic information resources in order to determine the rationale for the development of digital information resource management in public libraries. The focus was especially put on investigating the quality and the degree of perceived importance of electronic resources. Data for this case study was collected from four relatively big public libraries in three cities. The investigation was conducted by the document reviews and surveys and interviews with librarians and patrons. The study found that digital resource management should be put on a new stage, especially in terms of education and reliable information for the regional community. The study also added some suggestions for the future development and refinement of electronic resource management in public libraries.

  • In order to promote the volunteer activity management of public libraries, the need on the standard manual for volunteer activity of public libraries has become inevitably urgent. In this context, this study builds a theoretical background on the volunteer activity of public libraries, on its management and on its standard manual; examines the volunteer activity management of public libraries including its planning, personal management and administration; and classifies them into twelve domains and six work flows based on the literature review and case studies; and develops the standard manual for volunteer activity of public libraries. By so doing, this study aims at enhancing our understanding on the volunteer activity management of public libraries.

  • 올해 초 한국 전자정부가 유엔에서 연속 세계 정상수준으로 평가 받았다. 이는 지난 20여 년간 약 20여조의 예산을 정보화 부문에 투자한 결과라 해도 과언이 아니다. 다른 한편에서는 그동안 국가정보화를 추진하면서 기투자한 정보자원에 대한 운영부담이 가중되고 있다. 이제 정보자원들을 어떻게 관리하고 활용할 것인가는 공공부문에서 중요한 현안이 되고 있다. 이는 주위 환경변화에 따른 정보자원의 의미와 가치를 재점검할 필요성과 바뀐 상황에 맞게 체계화가 필요한 시기임을 시사하고 있다. 본 고에서는 이러한 문제의식을 갖고 공공부분의 정보자원관리에 대한 전반적 상황에 대한 개관과 함께 대응방안을 제시하고자 한다. 이를 위해서 지금까지는 정보자원을 조직 활동을 위한 투입요소의 시각에서만 접근했지만, 향후는 조직 활동 수행에 필수적인 정보자산의 개념으로 접근해야 할 필요성이 있다. 이를 위해 공공부문 정보자원관리에 대한 제반현상을 문서중심으로 조망하고 이에 따른 대응방안을 살펴보고자 한다. 이 연구결과는 정보자원 관리와 관련된 업무 및 연구를 할 때 정책적 시사점으로 참조하거나, 향후 실증적인 관련연구를 위한 기초자료로 활용되기를 기대한다.

A Study of Internet Filtering for Public Information Resources (공공정보자원에서의 인터넷 필터링에 관한 연구)

  • Illegal and harmful information on the Internet have been a great concern not only for regulatory authorities, but also all the public institutes, such as public libraries and schools, that provide Internet access service. In particular, for public libraries which play an important role in organizing, opening and providing information resources in the information society, providing Internet access service are indispensible. Therefore, any changes of Internet content regulatory system may have direct effects on services of public libraries. Due to unique characteristics of the Internet, content refutation on the Internet has made a best use of various regulatory methods, ranging from governmental regulation to self-refutation and technical regulatory methods. However, nation by nation. technical regulatory methods on the Internet have been developed in quite different ways. Applying them on public library has been strongly criticised for violating freedom of expression and rights of access to information. This article begins with a theoretical discussion about free speech rights and refutation on Internet. Then it examines filtering software which is one of the most popular technical regulatory methods based on both technical and socio-humanities' prospects and analyses several governments' regulatory approaches to Internet filtering. As a conclusion, issues concerning Internet filtering at public institutes are critically apprised.

유비쿼터스 환경하에서 지식정보자원의 활용방안 분석;부산지역 시민들을 대상으로

  • 이 연구는 공공부문이 구축/관리중인 지식정보자원의 시민활용 실태를 점검하고 유비쿼터스 기술을 활용한 지식정보자원의 시민활용성 제고방안 모색을 목적으로 한다. 이를 위하여 부산광역시의 시민 200 명을 대상으로 설문조사를 실시하여 지식정보자원에 대한 인지도/활용도/활용장애요인과 유비쿼터스 기술에 대한 인지도/활용도/유용성을 조사하였고, 향후 유비쿼터스 기술을 활용한 공공행정, 교육학술, 사회문화/복지, 생활경제 등 4 대부문 16 개분야 32 개의 지식정보자원에 대한 시민활용 의향을 분석하였다. 분석결과 지식정보자원에 대한 인지도와 활용도는 보통보다 낮은 수준에 있으며, 그 이유로는 개인정보유출에 대한 불안, 지식정보자원 소재에 대한 정보부족, 지식정보자원 활용 비용의 부담 및 활용의 불편 등으로 나타났다. 향후 유비쿼터스 기술을 활용한 지식정보자원 활용의향에 대해서는 실생활과 밀접한 관련을 갖고 있는 교통/기상정보, U-Care 및 U-Health 정보, 금융, 공연예술, 관광여가 등의 정보에 대해서는 높은 의향을 보이나, 실생활과 직접 관련이 적고 전문적인 능력이나 관심이 요구되는 행정정보공개, 정책참여, U-학술연구 등에 대해서는 낮은 의향을 보이는 것으로 나타났다.

A Model to Utilize the Volunteer Service in Public Libraries (공공도서관의 자원봉사 활용실태 및 관리모델 연구)

  • Utilizing volunteers is one of the essential strategies to enhance and diversify the library service. especially in public libraries which have limited human resources. The purpose of this study is to explore a guideline which can be applied to recruit and manage volunteers in public libraries. To prepare a guideline. library volunteerism in foreign countries was discussed through the literature and the internet, and an empirical survey was conducted to analyze the volunteer management condition in 422 public libraries. Based on these surveys, a guideline composed of eight steps was recommended. This guideline can help libraries recruit, train, retain, and supervise volunteers in effective manner.
