A Study on Development of Public Library Services to People with Disabilities by Types of Disability in Korea (공공도서관의 장애유형별 장애인서비스 개발에 관한 연구)

  • To achieve public library services for all by including those with disabilities, librarians have to think of them in new ways, and be knowledgeable about various types of disabilities and how to best assist the patron. And public libraries must provide them with services designed by types of disability. This study analyzed the characteristics of Korean disabled people by types of disability and proposed the directions to develop of public library services for people with disabilities by types of disabilities.

  • The purpose of this study is to explore the ways to improve public library community information services in the Internet environment. It first examines the concepts and current contexts of community information flow, illustrates successful cases of public library community information services, and then, suggests public libraries provide gateways to the community information on the Internet. The needs for research to guide public library community information services and continuing education for public librarians are also presented.

  • Public institutions and governments develop discussions on the premise that they can facilitate smooth public communication with the socially vulnerable by promoting citizens' welfare by providing voice-based service chatbots to citizens. The purpose of the study is to propose a plan for intelligent governments to provide quick and efficient administrative services by efficiently managing knowledge and information within and outside government organizations based on ICT and facilitating access and use of information for citizens, especially vulnerable groups. This paper confirms that citizens' attitudes, perceptions, and expectations for public institutions ahead of voice-based service provision are positive through small surveys and interviews with experts with knowledge of artificial intelligence, discuss the technical aspects of voice-based services, the significance and necessity of public institutions. In addition, the government and public institutions are considering the implications of using and providing voice-based services. As a result, chatbot's voice-based service is of great significance in providing an opportunity and platform for wider citizens to participate in intelligent government, to strengthen information accessibility, guarantee and strengthen human rights and basic rights of the socially vulnerable.

The Research on the Development Potential of Smart Public Facilities in Public Design - Focusing on examples of public facilities in smart cities - (공공디자인에서 스마트 공공시설물의 발전 가능성에 관한 연구 -스마트 도시의 공공시설물 사례를 중심으로-)

  • Background: In modern society, the importance of Public Design has become increasingly significant in contributing to the enhancement of urban functionality and the quality of life of citizens. Smart Public Facilities have played a pivotal role in enriching user experience by improving accessibility, convenience, and safety, and in elevating the value of the city. This research recognizes the importance of Public Facilities and explores the potential of Smart Public Facilities in solving urban challenges and progressing towards sustainable and Inclusive cities. Method: The literature review comprehensively examines existing theories and research results on Smart Public Facilities. The case study analyzes actual examples of Smart Public Facilities implemented in cities both domestically and internationally, drawing out effects, user satisfaction, and areas for improvement. Through analysis and discussion, the results of the case studies are evaluated, discussing the potential development of Smart Public Facilities. Results: Smart Public Facilities have been found to bring positive changes in various aspects such as urban management, energy efficiency, safety, and information accessibility. In terms of urban management, they play a crucial role in optimization, social Inclusiveness, environmental protection, fostering citizen participation, and promoting technological innovation. These changes create a new form of urban space, combining physical space and digital technology, enhancing the quality of life in the city. Conclusion: This research explores the implications, current status, and functions of Smart Public Facilities in service and design aspects, and their impact on the urban environment and the lives of citizens. In conclusion, Smart Public Facilities have brought about positive changes in the optimization of urban management, enhancement of energy efficiency, increased information accessibility, User-Centric design, increased interaction, and social Inclusiveness. Technological innovation and the integration of Public Facilities have made cities more efficient and proactive, enabling data-based decision-making and optimized service delivery. Such developments enable the creation of new urban environments through the combination of physical space and digital technology. The advancement of Smart Public Facilities indicates the direction of urban development, where future cities can become more intelligent, proactive, and User-Centric. Therefore, they will play a central role in Public Design and greatly contribute to improving the urban environment and the quality of life of citizens.

Evaluation the Web Accessibility to Elementary school Web sites (초등학교 웹사이트 웹 접근성 평가)

  • 웹 접근성은 주어진 웹사이트를 이용할 때 전문적 능력에 관계없이 웹 사이트에서 제공되는 모든 정보에 편리하게 접근하고 이용 할 수 있도록 보장하는 것이다. 최근 전 세계적으로 웹 접근성에 대한 많은 관심과 관련 기술들이 개발되고 있으며, 국내에서도 인터넷 웹 접근성 콘텐츠 접근성 지침이 한국정보통신 표준으로 제정 되어 이를 기준으로 한국형 웹 접근성 평가프로그램이 개발 보급되었다. 또한 웹 접근성 향상을 위한 국가표준 기술 가이드라인이 정해져 공공부문 및 민간 부문에 웹 접근성에 대한 지침 준수를 단계적으로 적용하고 있다. 이에 초등학교는 2011년까지 웹 접근성 지침을 준수해야 하는 상황에 있다. 이에 본 논문에서는 국내 지역별 초등학교 홈페이지의 웹 접근성을 평가 비교하여 국내 초등학교 홈페이지의 웹 접근성에 대한 실태를 확인하였으며, 웹 접근성에 대한 관심을 증가시키고, 웹 접근성의 향상 방안을 제시하였다.

  • The article aims to elaborate on the fundamental insights of Hegel's political philosophy from a 'public freedom theory and public philosophy' perspective. The article is based on the understanding that Hegel's theory of freedom desires public freedom, and explains the contemporary meanings of the theory of freedom. The article critiques two subjects based on the interpretation of Hegel's public philosophy-the first is atomistic individualism and the other is the absolute alterity theory supported by Levinas and Derrida. In other words, through this article the author emphasizes that Hegel's public freedom theory clearly illustrates the limitations of atomistic individualism, and goes on to provide a subject theory that includes a dual/multiple theory on 'the other' that is distinct from the Levinas-Derrida approach.

  • The purpose of this study is to suggest IC concepts and some basic ideas of construction of public library's application model based of NDL IC Model. In order to successful introduction and construction of IC in public library, it should be preceded that some ideas of IC space concepts and constructual direction, physical space and facilities plan and gradual progress that introduce to the IC concepts.

  • This study is for a small sized library to expand the functions of public libraries in the community. This study aims to encourage local residents utilizing information and public libraries by opening parted facilities to public and naming it a substitute. It is expected to contribute to richer welfare system. In detail, the study discusses progression of the small sized library as well as budgeting and hiring staffs in Committee on Library and Policy. However, there is limitations in terms of capabilities because school library is different from public library target users, space, unit plans. Therefore, this study investigates a small sized library as a function to find out type, plan, and space availability and size of ideal open school library.

The Roles of Public Libraries for the Formation of Digital Capital (디지털 자본의 형성을 위한 공공도서관의 역할)

  • This research categorizes the factors of digital capital accumulated both in personal and social level into digital access and digital competence, and empirically analyzes how the use of public libraries effects on the formation of digital capital. As a result, it was found that participation in public library programs, the use of information services, and the utilization of digital collections had positive effect on the formation and accumulation of digital capital at the personal and social level. In contrast, it was analyzed that the use of digital collections in public libraries did not significantly affect the creation of digital contents or reciprocal collaboration based on online networks. Therefore, in order for public libraries to fully support the formation of digital capital, they should not only provide knowledge and information which is a traditional role of public libraries, but also play a role as a digital-based cooperative system.

  • 최근 인터넷 웹 콘텐츠의 접근성에 대한 표준화의 준수와 웹 접근성 향상을 위한 노력이 정부와 공공기관 그리고 기업까지 확산되고 있다. 이 논문에서는 한국형 인터넷 웹 접근성 지침에 대하여 살펴보고, 웹 접근성 평가도구인 KADO-WAH 프로그램을 다운 받아서 프로그램을 활용하고 일선 학교에서 적용할 수 있는 방안을 제시한다. 또한, 웹 접근성 평가 도구를 활용하여 교육 관련 홈페이지를 웹 콘텐츠 접근성 지침에 따라서 평가하는 방안을 제시한다. 평가 결과에 따라 나타나는 검사 항목 통계 보고서를 토대로 웹 접근성 준수 여부를 분석한다. 마지막으로, 평가 결과 나타난 오류와 경고 항목을 평가보고서에서 요구하는 방향으로 수정하여 교육용 홈페이지의 웹 접근성을 향상시키는 방안을 제안한다.
