  • 보건복지부는 "보건복지 내부업무 포탈 및 EAM시스템 구축" 이라 명명된 Enterprise Portal 프로젝트를 공공기관 최초로 추진하여 기존의 정보시스템들이 업무 및 지식 기반 하에 유기적으로 상호 연계 및 연동되는 체계적이고 확장성이 뛰어난 포탈시스템으로 구축하였다. 본 논문에서는 보건복지부 정보화 비전 및 추진 현황에 대한 설명과 EP(Enterprise Portal)시스템 도입의 개념 및 장점에 대해 기술하고, 보건복지부가 Enterprise Portal 시스템을 도입하게 된 추진 배경과 기존 시스템(전자결재, 지식관리, 문서관리, 커뮤니티, 게시판, 검색)에 어떻게 적용하였는지에 대해 설명하고자 한다. 아울러 Enterprise Portal 시스템의 적용으로 인한 실제적 효과 및 고려해야 할 문제점에 대해 기술함으로써 향후 Enterprise Portal 시스템을 도입하고자 하는 공공기관/기업체에 추진 방안 및 대응 방안을 제시하고자 한다.

  • To achieve public library services for all by including those with disabilities, librarians have to think of them in new ways, and be knowledgeable about various types of disabilities and how to best assist the patron. And public libraries must provide them with services designed by types of disability. This study analyzed the characteristics of Korean disabled people by types of disability and proposed the directions to develop of public library services for people with disabilities by types of disabilities.

Web Accessibility of Healthcare Websites of Korean Government and Public Agencies: Automated and Expert Evaluations (정부 및 공공기관의 보건 관련 웹 사이트의 웹 접근성 - 자동 및 전문가 평가 -)

  • The purpose of this study was to identify Web accessibility issues of healthcare websites of the Korean government and public agencies by evaluating these websites' accessibility in accordance with the Korean Web Contents Accessibility Guideline. This study conducted both automated and expert testing to assess the accessibility of a total of 27 health-related websites. The results of the assessment which was conducted in two stages indicated that institutions such as the National Hospital and National Rehabilitation Center demonstrated almost no Web accessibility error. In addition, the Korea Health Insurance Review and Assessment Service, the Ministry of Health and Welfare, the Health Services Agency, the Ministry of Food and Drug Safety, and the Korea Medical Dispute Mediation and Arbitration Agency attained very high web accessibility. However, the results of an expert evaluation highlighted that there were considerable errors in providing appropriate alternative text, which was not found in the automated test, and the color contrast of the text content did not comply with Web accessibility standard. Therefore, these websites did not support web accessibility for the sight-impaired. Furthermore, the present study found that it was difficult to deliver accurate information to users due to errors in the default language display and markup, and also, issues of skipping repeated content, content linearization, and compliance with keyboard use were considered as challenges that might arise for people with sight, cognitive and mobility impairments with respect to Web accessibility. It is the first study that evaluated accessibility of healthcare websites of the Korean government and public agencies based on the Korean Web Contents Accessibility Guideline. The present study made a contribution to research on Web accessibility by conducting expert testing, which provided a more complete assessment that identified the degree and specific issues of accessibility errors when compared to automated testing.

  • Health is a fundamental human right and a sine qua non for happiness of people and for national development. Government has a responsibility for the provision of health services for their people. Recent changes of disease pattern, i.e. decrease of Infectious diseases and increase of chronic and degenerative diseases Including cancer and cardiovascular diseases, together with universal coverage of health insurance and improved living standard have prompted medical care utilization and skyrocketed the national health expenses. The goal of national health policy is improving the quality of life through the betterment of health level. To achieve this goal it is necessary to establish a healthcare system for lifetime, to improve the efficiency of healthcare delivery system, and to strengthen the public health services for disease prevention and health promotion. The current public health service programs are Inefficient due to an inconsistent policy for health service program, lack of health information system, irrational health program planning and evaluation, and Inadequate training of health workers. Local government has a legal responsibility for health service program planning and promoting the competence of health workers. Thus, municipal and provincial health departments should expand their roles and strengthen their function. The strategies for developing public health service programs at local level are ${\circled}1$ stipulating the goals of health policy, ${\circled}2$ promoting the ability for health program planning and evaluation, ${\circled}3$ establishing health information and surveillance system, ${\circled}4$ training of health workers, ${\circled}5$ establishing an institution for health information management and training of health workers, and ${\circled}61$ collaboration with local universities.

Spatio-temporal Analysis of Freeway Emissions for Establishing Public Health Policies Based on Transportation (교통기반 공공보건 정책 수립을 위한 고속도로 차량배출가스 시공간 패턴분석)

  • Vehicle emissions have been known as a critical factor to give a negative impact on the public health. In particular, particulate matters(PM) and NOx are highly related with respiratory diseases such as asthma. This study aimed at analyzing spatio-temporal patterns of PM and NOx generated from urban freeway traffic. MOVES, which is a well-known emission analysis tool presented by US Environmental Protection Agency(EPA), was applied to estimate PM and NOx based on traffic volume and speed data obtained from Seoul Outer Ring Expressway during January~June, 2012. K-means clustering analysis was used for categorizing the Level of Vehicle Emissions(LOVE) to support more systematical identification of the significance of emissions. Then, spatio-temporal analyses of estimated emissions were conducted by LOVE. Finally, this study proposed a set of strategies to reduce both PM and NOx to enhance public health based on analysis results.

  • 중대시민재해의 대상은 공중이용시설, 공중교통수단, 그리고 원료·제조물로 구성되고, 재해를 관리하기 위한 안전보건체계와 이에 대한 이행체계로 구성된다. 중대시민재해의 주요 대상 기관은 지자체와 공공기관, 그리고 다중밀집시설 사업장을 가진 업체가 주요 대상이 된다. 특히 지자체의 경우에 광범위한 시설물을 관리하기 때문에 그 관리체계의 복잡함이 발생하며 이에 따라, 이를 효과적으로 관리할 수 있는 시스템 관점의 체계를 본 연구에서 초점을 두었다.

  • 본 연구는 코로나19 발생 전·후 공공의료를 둘러싼 사회적 인식변화를 뉴스빅데이터를 통해 파악하고자 시도되었다. 뉴스빅데이터는 코로나19 확진자가 처음 발생한 2020년 1월을 기준으로 나누었으며, 코로나19 발생 이전(2018년 1월~2019년 12월, 총 24개월) 40,834건과 코로나19가 발병 이후(2020년 1월~2021년 12월, 총 21개월) 61,761건이었다. 수집된 빅데이터는 R 4.1.1 for Windows를 활용하여 단어 빈도 분석, 연관규칙분석을 실시하였다. 연구결과, 코로나19 발생 전후 뉴스기사에서 공공의료를 둘러싼 핵심어를 비교할 때 코로나19 발생 후에 발생 전보다 큰 폭으로 상승한 단어는 '확산'(664%), '대응'(658%), '의사'(518%), '상황'(504%), '공공병원'(486%), '의료진'(455%), '확충'(324%), '인력'(305%), '어려움'(272%), '정부'(247%)순으로 나타났다. 코로나19 발생 전후 공공의료를 둘러싼 키워드의 연관규칙 분석을 통해서 의료의 패러다임이 일자리 산업에서 감염증 대응을 위한 보건의료로 전환되는 것을 알수 있었다.

  • 보건 복지부, 병원, 동사무소 등의 공공기관에서는 업무 처리를 위해 사람들의 주민등록번호, 연락처, 주소 등 수많은 개인정보를 업무 처리를 위해 각 기관마다 사용하는 정보 시스템을 통해 다룬다. 그런데 이러한 정보 시스템을 통한 내부 정보 유출 사건이 지속적으로 발생하고 있다. 이와 같이 유출된 정보는 단순 유출자의 호기심으로 끝나기도 하지만 다른 영리 기관들에 팔려 악용되기도 한다. 이에 본 논문은 정보 시스템을 통한 개인 정보 유출을 방지하기 위해 블록체인을 활용한 시스템을 제안한다.

Probleme nach geltendem Recht „Richtlinien für die Verwendung von Gesundheitsdaten" ('보건의료 데이터 활용 가이드라인'의 현행법상 문제점)

  • Inmitten der Flut der privaten und öffentlichen Information gilt die riesige Informationsmenge als Schlüsselressource im Zeitalter der 4. industriellen Revolution, repräsentiert durch Big-Data. Das Interesse an diesen wächst weltweit. Es gibt eine aktive Diskussion darüber, wie man Daten sichert und akkumuliert und wie man die gesammelten Daten sicher und effektiv nutzt. Gesundheitsdaten werden vor allem als die wertvollste Ressource bewertet, für die Big-DataTechnologie eingesetzt wird. Um Gesundheitsdaten sinnvoll zu nutzen, müssen verteilte Gesundheitsdaten integriert und den Benutzern in einer Form zur Verfügung gestellt werden, die für Forschung oder Inspektion verwendet werden kann. In einer Situation, in der große Länder um den Aufbau bzw. die Führung der Datenwirtschaft konkurrieren, wurden im August 2020 auch in Südkorea die sog. „3-Daten-Gesetze" geändert, die das Datenschutzgesetz(DSG) enthälten. Das DSG führte das Konzept der pseudonymen Informationen ein und baute eine Rechtsgrundlage für deren Verwendung auf. Als Folgemaßnahme kündigte die, Kommission für den Schutz personenbezogener Daten(Personal Information Protection Commission: PIPC)' die „Richtlinien für die Bahandlung mit pseudonymen Informationen" und, Ministerium für Gesundheit und Wohlfahrt' die „Richtlinien für die Verwendung von Gesundheitsdaten" an. Gesundheitsdaten stehen direkt in Zusammenhang mit Leben und Körper des Menschen und damit enthalten viele sensible Daten. Es handelt sich also um ein System, das aus einer vorsichtigeren und konservativeren Sicht unter der Voraussetzung verwendet werden kann, personenbezogene Daten sicherer zu schützen. Um die Hauptinhalte der „Richtlinien für Verwendung von Gesundheitsdaten" zu analysieren, überprüften wir zunächst die Hauptinhalte des überarbeiteten DSG. Danach durch die Analyse der wesentlichen Inhalte der „Richtlinien für Verwendung von Gesundheitsdaten" wurden Probleme wie Konflikte mit anderen Gesetzen und Verbesserungsmaßnahmen überprüft.
