An Evaluation of the Public Library Cooperation System: A Library Survey (공공도서관 협력망에 대한 평가)

  • The purpose of this study is to evaluate current library cooperation system and to identify what fields should be cooperated with other libraries. A survey and group interviews are used for research method. The results show that only under 30% of respondents estimated the success of library cooperation system. The system needs to be changed. Online catalog and DB are evaluated as important fields, while the shared/cooperation acquisition is evaluated as less important field in current cooperation system. Also, education cooperation, the cooperation of education and culture programs, and advertisement cooperation are more necessary. The shared/cooperation acquisition is less necessary in library cooperation filed. The membership libraries of cooperation systems and library location are affected to responses as a factor. This study proposes two library cooperation systems: upload library cooperation system and download library cooperation system.

  • Cooperation between school libraries and public libraries is one of strategies to use the libraries'resources effectively and foster an educational role of librarians by providing good services to children and young adults. According to analysis results of the questionnaire on their cooperation, they sympathize necessary of cooperation between school libraries and public libraries and consider programs and materials as the most necessary part of mutual cooperation. They recognize that lack of awareness and attention obstructs their coordination in common. The teacher librarians promote the programs and services for children and young people of the public libraries, the public librarians also introduce their programs to the school libraries and discuss purchasing and providing educational materials with the teacher librarians. Finally, they assist that assignment of professional workforce and network operation are necessary to improve inter library collaboration.

  • Today, the importance of library services for children is well acknowledged by many. The children's rooms of the public library in addition to the children's library must be the place where the community's young ones grow up and learn to give back to their society. Also, the libraries are a life-long source of education. However, not all of the public libraries in our country have librarians specialized in children and young adults. The lack of specialized librarians prevents the public libraries from keeping up with the rapid change of society, which in turn prevents the libraries from meeting children's needs for information, culture, and recreation. The purpose of this research has two goals in mind. The first objective is to find out how to effectively build cooperative networks that will help the children's librarians of both public and children's libraries to better serve the children. The second objective is to solve any problems the librarians may encounter while serving the children by studying the formal and informal contents of the cooperative networks, and identifying which areas are in need of these cooperative networks.

  • 뉴욕공공도서관(The New York Public Library)은 전문분야로 특화된 대학원 수준의 4개의 연구도서관과 85개의 지역분관을 가리키는 복합관의 총칭이다. 뉴욕시는 인구 800만의 5개의 행정구역으로 이루어지는데, 뉴욕공공도서관은 맨해튼, 브롱크스, 스태튼섬의 3개지구 330만명을 서비스 대상으로 하고, 나머지 2개 지구를 브루클린공공도서관, 퀸즈공공도서관이 관할한다. 연간 예산은 2억8천만달러에 달하며, 2003년의 통계에 따르면 방문이용자가 150만명, 홈페이지 이용자도 1,000만명에 이른다고 한다. 놀라운 것은 운영이나 규모면에서 세계 제일로 손꼽히면서도 공립(公立)이 아니라 비영리민간단체(NPO)가 운영하는 공공(公共) 도서관이라는 것이다. 뉴욕공공도서관은 설립부터 독지가들이 기부 등을 통해 도서관 활동에 깊이 관여하면서 행정과의 독특한 협력관계를 발전시켜왔다. 이러한 전통에 의거한 퍼블릭 프라이빗 파트너십(Public Private Partnership)은 뉴욕공공도서관의 핵심으로 보다 풍부한 서비스의 제공을 가능하게 하였다. 이에 본 연구는 우리나라와 달리 예산확보를 위한 경비가 일정부분 상정되고 있는 뉴욕공공도서관의 자금조달 비즈니스 모델에 대한분석에 중점을 두었다.

A Study on Librarians' Recognition and Preference for Cultural Programs Between School and Public Libraries (문화프로그램 운영에 있어서 학교도서관과 공공도서관 사서의 인식 및 선호도 연구)

  • This study investigated librarians' perception and preference of cultural programs in the field of cooperation between school and public libraries. The findings are as follows: 1) Librarians and teacher librarians at school and public libraries perceive the importance of cultural programs in library service. 2) Online space was mostly preferred as a means of PR activities by librarians and teacher librarians at school and public libraries. 3) The preferred methods to cooperate projects between school libraries and public libraries were to implement programs through public librarians' field visiting, and to participate linkage program customized to individual school libraries. 4) Preferred types of cooperation were to sign MOU and to make a cooperative system between school libraries and public libraries.

  • As we enter the 21st century. Korean libraries have embarked on a journey of change. The reason that libraries in Korea have sought to achieve dynamic changes is that various citizens' organizations have analyzed the issue from their point of view deduced the problem. conveyed this to the general public and thus revitalized the structure of mutual understanding in reaching a solution. The two most notable civilian organizations active in the Korean library area are 'the National Union for Revival of School Libraries' and 'the Citizen Action for Reading Culture'. This study examined the history and activities of these organizations and investigated how they worked with the central and local governments for improving school and public libraries and for promoting reading.

  • 1997년 1월 22일을 전후하여 전국의 주요 언론매체들은 정부의 ‘경쟁력 10% 이상 높이기’추진 방안을 일제히 보도하였다. 그에 의하면 정부 기능의 민간위탁 가능분야로 상하수도, 청사건물 경비.관리, 공공차량 운영 등과 함께 도서관경연을 예시하였다. 우리 도서관에서는 이같은 정부의 느닷없는 발표를 보고 놀라움과 함께 비상한 관심을 갖게 되었다. 그러나 정부가 구상하고 있는 이른바 ‘도서관의 민간위탁’에 관하여 정부 구상의 내용은 아직 아무것도 밝혀진 것이 없고, 따라서 도서관을 민간에 위탁한다는 것은 도대체 무엇을 어떻게 한다는 뜻인지, 궁금증과 의구심맞 증폭되고 있는 형편이다. 다만, 일본의 도서관계가 이와 유사한 것을 경험한 것으로 보이는 자료들이 여럿 있다. 이에 '도서관문화‘는 그자료 가운데 하나인 ‘국립도서관의 자료와해설’(도서관문제연구회 위탁문제연구회 편집, 도서관문제연구회 발행 1996)중에서 우선 두 건의 기사를 번역하여 지난 호(제38권 제2호)본란에 게재하였고, 이어서 이 번 호에는 ‘공립도서관의 위탁에 대하여’(일본도서관협력회도서관경영관에 관한 기분문제검토위원회)를 싣는다. (이 기사의 번역 게재는 발행자의 동의를 얻었으며, 번역 작업에는 이번에도 국립중앙도서관 조재순 사서의 협력이 있었다.)

  • With changes of global environment, a growing number of people has entered America in recent decades, including immigrants, refugees, exchange students, and visitors. The influx of newcomers has brought great challenges to American public libraries to meet the needs and desires of diverse groups in the community. This paper discusses how public libraries can improve their services and programs for the ethnic, cultural, and linguistic diversities of community members. Especially, this paper comprehensively discusses that the public library's atmosphere for newcomers, community need assessment, library services and programs, multicultural collections, multicultural staff, collaboration with other organizations and groups, information and communication technology, and future challenges for public libraries.

A Comparative Study of Cultural Programs Offered by Public Libraries and Other Regional Public Service Institutions (공공도서관과 지역사회기관의 문화프로그램 비교 연구)

  • This study generated the suggestions to minimize the duplicated cultural programs offered by various regional public service institutions via promoting effective collaboration among the institutions with the limited local resources while making the public libraries as the center of the partnership. We measured the level of program duplicability; conducted statistical analysis of the cultural program offering; and analyzed program participation status as well as the participation surveys. This led to the following results: 1) public libraries focused on offering humanities general education related programs; 2) participants had high expectations on the reading and writing programs; and 3) social welfare organizations offered programs, which targeted the older population, and the corresponding participants had high satisfaction rate. According to the results, the institutions including the public libraries should take into account of the ages and preferences of the potential participants when offering various programs. In addition, the public libraries should continue to offer humanities general education as well as information use programs.

A Study on the Current Status and Development Strategies of Community Information Services in Public Libraries: Focusing on the Chungcheong Region (공공도서관의 지역정보서비스 현황과 발전방안에 관한 연구 - 충청지역을 중심으로 -)

  • This study aims to examine community information services provided by public libraries to explore strategies for their future development and enhance these services for the sustainability of local communities. The study categorized local information services into 17 categories and identified 60 detailed types. An analysis of 116 public libraries in the Chungcheong region revealed that 36% of the libraries offered community information services, while 64% did not. Among the 17 categories, the services provided were primarily concentrated on history/culture, employment, leisure, administrative information, education, and village communities. In eight areas experiencing population decline, the provision of community information services was notably lacking, highlighting the need to actively develop these services to support community sustainability. The study proposes expanding the concept of locality and diversifying service categories, conducting user needs assessments to reflect local residents' interests, strengthening human resource cooperation, and establishing digital archives of local materials in collaboration with related institutions.
