Big Data Platform for Public Library Users: Focusing on the Cultural Programs and Community Service (이용자를 위한 공공도서관 빅데이터 플랫폼 구축 방안 연구 - 문화프로그램 및 커뮤니티 서비스 정보를 중심으로 -)

  • Most public library websites provide unstructured cultural program data, which cannot be produced and utilized systematically as bibliographic information. It is not sufficiently used in existing library big data research or cases, and there is a risk of disappearing when the website is reorganized or the person in charge is changed. This study developed a data schema that can be used in conjunction with bibliographic data by collecting and analyzing cultural programs and community service data produced in an unstructured manner and proposed to share and utilize public library cultural programs and community service data, and establish a library big data platform that can serve as an information channel between librarians who are cultural program planners. Library program data posted on the library website can be integrated and managed through the platform, securing continuity of work, and systematically managing and preserving the specialized service history of individual libraries.

  • The Korean government has made it a major national task to contribute to the revitalization of the creative economy, such as creating new industries and jobs, by encouraging the private opening and utilization of public data. The Korean government is promoting public data quality improvement through activities such as conducting public data quality management level evaluation for high-quality public data retention. However, there is a difference in diagnosis results depending on the understanding and data expertise of users of the public data quality diagnosis tool. Therefore, it is difficult to ensure the accuracy of the diagnosis results. This paper proposes a public data quality management level evaluation domain rule mapping model applicable to validation diagnosis among the data quality diagnosis standards. This increases the stability and accuracy of public data quality diagnosis.

  • The purpose of this study is to propose the performance measurement model for open big data platform. In order to develop the performance measurement model, we have integrated big data reference architecture(NIST 2018) with performance prism model(Neely et al. 2001) in the platform perspective of open big data. Our proposed model consists of five key building blocks for measuring performance of open data platform as follows: stakeholder contribution, big data governance capabilities, big data service capabilities, big data IT capabilities, and stakeholder satisfaction. In addition, our proposed model have twenty four evaluation indices and seventy five measurement items. We believe that our model could offer both research and practical implications for relevant research.

  • In current society, the digital era that makes enormous amount of data, and the diversified city, the smart space, which has characteristics of creating, collecting and representing data, is appeared. After 2012, in the social media environment called hyper-connected society with wide-spread smart phone, people started to get interested in public data and big data by generalized mobile device and SNS. At first, development of forming platform of data was focused, but now, many different idea from diverse area have been suggested about data analysis and usage to visualize the space intellectualization service. To focus on the visualization process to increase the usage of this public data for ordinary people more than specialized people, this research grasps the present condition of open data and public data service from the current public data portal and considers the applicability of them. As the result of research, the analysis and application of data to ordinary people decrease the use of paper documents, and this research will help to develop the application which is fast and accurate about individual behavior and demand to utilize public data service in intellectual space.

재난정보관리를 위한 재난안전데이터 표준화 기술 개발

  • 본 연구를 통해 재난안전데이터의 공동활용을 위해 다양한 관점에서의 데이터 표준화가 필요하다는 것을 확인하였다. 향후 4차 산업혁명에서의 데이터의 위치와 빅데이터에서의 데이터 융합, 공공데이터 이용에 대한 패러다임의 변화에서도 볼 수 있듯이 재난안전정보 뿐만 아니라 데이터는 수요자 중심의 활용과 이용으로 새로운 데이터의 가치를 얻을 수 있음을 알 수 있다. 이러한 재난안전정보의 효율적이고 체계적인 공동활용을 위해 재난안전정보 관점에서 비정형 자료의 데이터 수집, 데이터베이스의 관리 및 데이터의 표준(안), 재난안전정보의 교환 표준(안) 및 공동활용 전략을 제시하였다. 이러한 연구를 통해 재난안전정보의 공동활용 체계를 구축하여 정보공유 및 재난안전정보의 추적, 활용이 가능하게 하여 신속하게 대국민 재난정보를 제공할 수 있는 체계를 구축하여 경험기반의 재난관리 및 지능형 재난관리의 의사결정을 지원할 수 있는 시스템으로 확장할 수 있을 것으로 기대한다.

  • Recently, the rate of openness of public data has increased and related development is also increasing. As recent government policies have also focused on opening public data, the Public Data Index among OECD member nations has been ranked first for two consecutive years. However, despite the government's interest and active support, the post-start-up survival rate was the lowest among the OECD countries. The lowest survival rate was found to be the biggest failure factor for consumers to exhibit unwanted products. In this study, we analyze the desired parts of the consumers that are lacking in the start-up and propose the service of location analysis. In this process, we utilize data related to entrepreneurship among various public data supported by the government.

  • This study developed an artificial intelligence education program using localized public data as an educational method for improving computing thinking skills of elementary school students. According to the ADDIE model, the program design was carried out based on the results of pre-requisite analysis for elementary school students, and textbooks and education programs were developed. Based on localized public data, the training program was constructed to learn the principles of artificial intelligence using machine learning for kids and scratches and to solve problems and improve computational thinking through abstracting public data for purpose. It is necessary to put this training program into the field through further research and verify the change in students' computational thinking as a result.

  • 한국은 지리적 특성상 매해 태풍과 호우에 의한 침수 피해를 보고 있다. 또한 기후변화와 도시화 등으로 인하여 피해가 대형화되는 추세이다. 본 논문에서는 자연재해 중 침수피해를 최소화하는 대안으로 공공데이터를 활용하여 관련 정보를 시각화한 프로토타입의 앱을 설계 및 구현한다. 구현한 앱을 통하여 침수 피해를 미리 대비하고 침수 시 피해를 줄이는 효과를 기대할 수 있다.

  • In South Korea, systems related to the provision of public data were recently implemented. As a result, policy changes have been made that are headed in the direction of actively providing open access to data held by public institutions, such as government agencies and local municipalities. The purpose of the open I will be divided into two broad. To ensure the transparency of government operations, and is intended to satisfy the right to know the people. The other one is to create national interest by utilizing the public data as one country endowment assets. In this study, we analyze the open situation of public data, were presented the improvement measures.   • 최근 울산, 경주에서 5.0규모 이상의 지진이 발생하면서 이제껏 안전지대라고 여겨왔던 한반도에도 대형 재난이 일어날 수 있다는 불안감과 우려가 확산되고 있다. 이런 위험상황에 대비해 재난 시 이용할 수 있는 대피소에 대한 관심이 높아지고 있지만 대부분 정확한 위치를 모르고 있는 것이 현 실정이다. 실제 재난이 발생했을 때 우왕좌왕하는 사이 더 큰 피해로 이어질 수도 있으므로 이를 해결하기 위해 재난 대피소 애플리케이션 개발을 생각하게 되었다. 재난대피소 안내 애플리케이션은 부산시 공공데이터를 활용해 가장 가까운 대피소의 위치를 찾아주고 국민안전처의 재난에 대한 SMS를 수신 시 해당 앱의 강제 부팅 기능을 제공한다.
