Recently, as new paradigm for government operation called government 3.0, government is actively operating policy opening and sharing public data. In addition, the Ministry of Land are operating an open platform integrated map service (the VWorld) which provides a variety of video contents such as the country's national spatial information, traffic information and three-dimensional building for the public. According to W3C Foundation's Open Data Status Report(2013), our country has the evaluated results that the part of the government's policy support and planning is good while the part of the data management is vulnerable. So our country needs the quality improvement for the data management. In addition, a digital aerial photograph image data is required to be up-to-date for the three-dimensional spatial object data. In this paper, we present the method for enhancement of the accuracy of vertical position and for maintainment of up-to-date vertical position. Our methods evaluate the data quality and analyze the cause of error of measurement utilizing the national standard quality assessment method. The result of research shows that the accuracy of vertical position is improved if the height of the building captain is adjusted by the quality assessment values and a three-dimensional model has up-to-date data if reconstruction and extension information of construction register is utilized.

After the revision of the Enforcement Decree of the Public Records Act, the archives created a management standard table for data set records management and performed management and control. Therefore, in this study, the data set record identification procedure and evaluation index were developed for systematic data set record management of archives. By applying this, a management standard table was prepared after identifying the records of 8 datasets in kr's electronic procurement system, and the evaluation was carried out according to the evaluation index, and the retention period, transfer, and collection were determined. It is hoped that this case study will be of practical use to the archives at a time when concrete examples of procedures for the management of dataset records are lacking.

사회 전반에 걸쳐 많은 영역에서 빅데이터 기반의 기술이 개발되고 활용됨에 따라 이러한 기술이 가져올 다양한 문제들에 대하여 인식하기 시작하였다. 이에 본 연구는 현재 공공도서관이 제공하고 있는 빅데이터 기반 정보서비스 현황에 대해 정리하고, 이러한 정보서비스를 위한 데이터 수집 및 활용 과정에서 일어날 수 있는 전반적인 윤리 문제에 대해 영국의 데이터 프레임워크 등을 적용하여 5가지 측면으로 살펴보았다.

This study focuses on the management of the news production system in broadcasting companies. This paper concentrates on the process of data registration and metadata management in order to examine whether the currently produced news can have value as a 'public record' in the long term, and whether reliable and accurate information is preserved. In addition, the user experience in the current system is analyzed through in-depth interviews with Ingest Managers, Editors, and Archive Managers, who are closely related to metadata creation compared to other members of the its News Department. Finally, a sustainable metadata quality management method is sought to increase the value of news footage as a 'public record'. In this study, these points can be found out: the metadata of the news agency footage is input manually according to the user's will or working style, that is, the user-friendly metadata input system is insufficient. Accordingly, it can be seen that the quality of the metadata of the news video continues to deteriorate. As an alternative to overcome this, it is found that work flow improvement, system improvement, classification system and metadata improvement plan, etc. are definitely necessary in the short and long term.

To understand the present status and the development of the digital reference service in Korean public libraries, a nationwide site observation was attempted in 2007. The collected data was analyzed, then compared with the previous analysis based on a 2003 data. For the 404 sites offering digital reference, operational characteristics, such as access level, service mode, link description, policy, web form, and FAQ, are analyzed, Performance analysis focused on the presence of question posting, volume of usage, response rate, and types of the questions, for the data collected for 15 days through question and answer transcript recording. Results reveal findings on the present situation as well as changes over 4 years. Related problems are identified. The conclusion includes suggestions for improving digital reference service.

The intensification and acceleration of severe competition among companies due to the advancement of the service industry have raised the quality level of services required by consumers, and these circumstances also have a significant impact on the public fields' service provision environment, which has to take into account the rapidly changing technologies along with the special situation of COVID-19. Thus, this study examines the applicability of the educational material based on the framework for public service quality management in accordance with 『ISO18091:2019』 developed by MOIS(the ministry of interior and safety), through a survey after training workers in public institutions. This study also provides some implications and guidelines that should be considered to increase the level of public service quality from the following three perspectives: i) data utilization and verification, ii) broadness of public services, and iii) the size and capability of service provider according to the results of field studies conducted with public sector employees who participated in actual improvement activities.

The maintenance expenses of public rental housing have drastically been increased as facilities become obsolete. As an effective means of managing such a situation, accurate estimating of maintenance expenses and securing financial resources are crucially important. It, therefore, is necessary to analyze major factors affecting on maintenance expenses of public rental housing's facilities, and develop an effective instrument to estimate them. On the other hand, the U.S.A, where approximately 60 percent of public rental housing's operating costs are supported by the state, has already developed an effective tool to forecast operating costs based on several years' actual data. As a result, public rental housing has been operating with a reasonable level. However, there have been no remarkable researches and studies in this field in Korea. In this context, this study attempts to examine principal determinants of maintenance expenses of public rental housing's facilities, and their influence based on the latest five years' actual operating costs. This study may contribute to develop an objective and precise tool to forecast maintenance expenses of public rental housing.

In this study, in order to understand the characteristics of the users' information needs for each public library unit, the user needs were analyzed based on the various attribute information of the books loaned to 11 public libraries in 8 districts in Seoul. As a result, the prominent book use patterns of the libraries were revealed, specifically related to the target user groups, purpose/motivation, interests/preferences, book genre, and subject. In addition, there was a preference for authors, and a difference in the role of the preferred authors in each library was also revealed. The results of this study will help to provide guidelines for the development of differentiated collections and service programs based on user needs.

본 연구의 목적은 우리나라 공공도서관에서 활동하는 강사간의 연결망을 분석하여 이들의 네트워크와 도서관 운영 참여에 관한 상관관계를 분석하는 것이다. 연구 데이터는 우리나라 A시의 7개 공공 도서관에서 활동한 강사를 대상으로 설문조사하여 수집하였다. 데이터 분석은 우리나라에서 개발한 연결망 분석도구인 NetMiner4를 사용하였다. 분석결과 네트워크의 Betweenness Centrality, Eigenvector Centrality, 그리고 In status Centrality가 다른 중심분석 유형보다 상관관계가 높은 것으로 나타났다. 그러나 운영참여에 관한 모든 문항의 평균값으로 한 분석 결과는 In Degree Centrality의 관계가 가장 높은 것으로 나타났다.

본 연구는 한국 공공도서관의 소셜 미디어 마케팅이 실제로 어떤 효과를 나타내고 있는지를 실증적으로 검토하기 위해 수행되었다. 분석에는 공공도서관의 2012년 트위터 사용 데이터, 국가도서관 통계를 사용하였다. 트위터를 활용한 그룹과 활용하지 않은 그룹 간의 대출량 및 이용자량 변화에 대한 t검정, 트위터 활동 데이터와 대출량 및 이용자량 변화 간의 선형 회귀분석이 수행되었으며, 그 결과 두 분석 모두 유의한 결과를 도출하지 못하였다. 이를 기반으로 표본 문제, 트위터 계정 활용 문제, 성과 지표 문제를 제시하였다.
