This study examined whether there is a correlation between the degree of the financial independence and the establishment and operation of public libraries in 25 local governments in Seoul. It was revealed that there is an inverse correlation between them. According to the results, differently than expected, the local governments with low degree of financial independence generally built and operate more public libraries and assign more library budgets than the local governments with high degree of financial independence. It can be concluded that the local governments with low degree of financial independence show more interest in building and operating public libraries.

This study suggests, based on analysis of current status, improvement plans for the local government's public mobile applications. Fist of all, this study selected analysis elements and established an analysis framework for public mobile applications. Then the study analyzed the applications developed by all local government and application management practices in Seoul-City. The status of public applications shows that there are no institutional guidelines and the practical use of the public application is low in relation to the invested costs. Additional problems are the imprudent development, non-reflection of demand, absence of systemic management. For the improvement plans, the study suggests understanding of exact demand, detailed examination of validity, offering of effective information and the utilization of double-way interaction application. The management side of the improvement plans addresses the preparing for public application ordinance, building proper management system, regular check, education and active promotion.

The public library is the local centre and gateway of knowledge and information. Therefore, the library should be funded and operated by local government and the governing body will be responsible for matters of policy of the library. However, recently public libraries in Korea have faced enormous policy challenges such as the damage of its identity, outsourcing or contracting-out of management, and the general chaos of its administrative system. This paper aims to analyze the current level of infrastructure and policies of public libraries and to review the wrong path and the right path of library policies focused on establishing a library foundation and outsourcing library management in Seoul and Incheon.

정부에서는 단체수의계약제도 폐지에 따른 대책으로 중소기업제품 판로지원제도 개편과 관련하여 중소기업제품 공공구매정보망 구축에 필요한 중소기업 생산정보 등에 대한 조사를 지난 6월에 우리조합에서 실시하였다. 중소기업제품 공공구매제도란? 중소기업의 안정적인 판로 확보를 위하여 중소기업이 생산$\cdot$제공하는 물품$\cdot$용역$\cdot$공사에 대하여 정부 및 자치단체,정부투자기관 등 공공기관이 우선구매 할 수 있도록 하는 제도로써 중소기업정책 기조가 보호위주에서 경쟁중심으로 전환함에 따라 단체수의계약제도를 2006년 12월31일 폐지하고, 중소기업자간 경쟁전환시 과당경쟁에 의한 영세기업 경영애로 발생을 방지하고 중소기업자의 수주기회 확대방안 마련, 연간 80조원대의 공공기관 구매력을 중소기업 경쟁력 강화 시책에 활용하기 위하여 중소기업기술개발 제품의 우선구매 확대방안 마련키 위한 제도이다.

This study examines the current state of library related data opened through public data portals, and analyzes how much data is being utilized according to the type of releasing organization, and open level. In addition, we analyzed the subject cluster of data and the centrality of data by performing PathFinder Network analysis using keywords assigned to data by dividing the releasing subject into local government and national/public institutions. Based on this, the subject area of library - related data disclosed by local governments and national/public organizations is understood. And identify the main open body that should be opened first by linking with data utilization analysis result and then suggest implications for future improvement in connection with library big data business.

As we enter the 21st century. Korean libraries have embarked on a journey of change. The reason that libraries in Korea have sought to achieve dynamic changes is that various citizens' organizations have analyzed the issue from their point of view deduced the problem. conveyed this to the general public and thus revitalized the structure of mutual understanding in reaching a solution. The two most notable civilian organizations active in the Korean library area are 'the National Union for Revival of School Libraries' and 'the Citizen Action for Reading Culture'. This study examined the history and activities of these organizations and investigated how they worked with the central and local governments for improving school and public libraries and for promoting reading.

"도서관법" 제2조에서는 "공공도서관이라 함은 공중의 정보이용 문화활동 독서활동 및 평생교육을 위하여 국가 또는 지방자치단체가 설립 운영하는 도서관 또는 법인, 단체 및 개인이 설립 운영하는 도서관을 말한다."라고 정의하고 있다. 서울특별시 공공도서관에 몸담아 온 지 30여년이 가까워 오는 사서로서 도서관 경영, 시스템, 이용자서비스, 프로그램 등의 영역에서 많은 변화를 경험하였고, 앞으로 더욱 빠른 변화가 예상되기에 현 시점에서 서울특별시 공공도서관의 변천을 돌아보는 것도 의미 있는 일이라 생각한다. 2010년 국가도서관통계를 기준으로 서울에는 총 666개의 공공도서관(작은도서관 등 포함)이 있고, 그중 서울특별시교육청 소속 공공도서관(평생학습관 포함)은 총 22개가 있다. 여기에서는 서울특별시교육청 소속 공공도서관 및 평생학습관의 변천에 대해서 개략적으로 살펴보되 도서관 설립과 통계 부문을 다루고자 한다.

본 연구는 지방자치단체의 웹사이트를 평가하는데 있어서 기준이 되는 요인들을 파악하는 것이다. 연구의 방법은 문헌을 통해서 공공 부문 웹사이트 평가의 일반적 영역과 각 요인들을 파악한 후, 이를 기반으로 지방자치단체의 특성을 반영하는 평가 모형을 제시하였다. 구체적으로 평가 영역은 크게 공공서비스 평가영역, 커뮤니티 서비스 평가영역, 행정지원 평가영역, 기술 및 정보인프라 평각영역으로 구분되며, 각 영역별로 다시 세부영역을 파악하였으며, 각 세부영역에는 3내지 5개 정도의 평가요인들을 포함하고 있다. 따라서 본 연구를 통하여 개발된 평가모형은 계층적 구조로 이루어 졌다.

This paper analyses the codes of ethics of eight engineering societies in USA and Korea focusing on fundamental canons, and major findings are as follows. Firstly, engineering societies in Korea began to make a code of ethics recent1y. Secondly, codes of ethics in USA have similar contents by mutual learning contrary to Korean cases. Thirdly, some codes of ethics in Korea are very poor and their presence are not well perceived. Fourthly, codes of ethics in Korea don't cover comprehensively responsibility to the public, to employers or clients, and to the profession. Fifthly, engineering societies in USA hold paramount the safety, health, and welfare of the public. Sixthly, new social issues including sustainable development are well discussed in the codes of ethics in USA.

The purpose of this study was to investigate how local governments implement and enforce library policies for their regional libraries to provide benefits to their community residents. To this end, this study analyzed public library polices of regional governments in Korea with their long-term and annual plans. According to the results almost regional governments included plans for public libraries in their long-term plans, however, organizations exclusively responsible for libraries were very rare. Main components of the policy mostly related with establishing public libraries. In addition, creating and supporting a small library, a library of building workforce capacity planning librarians, library cooperation system, whether to target the entire city reading promotion policies were included in the policy.
