여성(女性) 고비문제(雇備問題)에 대한 제도적(制度的) 접근(接近)

  • 본고(本稿)에서는 고용구조조사(雇傭構造調査) 1986년 및 1992년 테이프를 활용하여 여성(女性)의 학력별(學歷別) 연령별(年齡別) 경제활동(經濟活動)및 실업(失業)과 취업구조(就業構造)에 대하여 분석하였는바, 여기서 확인된 우리나라 여성 고용문제는 크게 세가지로 요약할 수 있다. 첫째, 여성의 연령별 경제활동참가율이 중졸 이하 학력 여성의 경우 M자형(字型), 고졸 이상 학력 여성의 경우 단봉형(單峰型)으로 나타나 연령에 따라 큰 기복을 보이고 있다. 둘째, 여성 중에서도 고학력 고연령층(경제활동참가율과 고용률의 악화)과 저학력 저연령층(실업률의 증가)의 고용문제가 심화되고 있다. 셋째, 저학력 여성의 제조업(혹은 생산직) 취업이 고령화(高齡化)되고 서비스업 취업이 전통적 부문(도 매소 음식 숙박업)에 집중되고 있으며, 고학력 여성의 사회 개인서비스업, 관리 전문직, 파트타임 등에서의 취업이 활성화(活性化)되지 못하는 등 여성 취업구조(就業構造) 고도화(高度化)의 한계(限界)를 보이고 있다. 본고(本稿)에서는 이렇게 실증적으로 확인된 문제점들이 결국 우리나라 여성 대부분이 '생애직업경력(生涯職業經歷)(lifetime job career)'을 가지지 못하는 제도적(制度的) 문제점(問題點)으로 귀시(歸蓍)되는 것에 주목하고 이러한 제도적 문제를 해소하기 위한 제도(制度) 개선(改善)의 방향을 제시하고자 하였다. 여성 고용문제 해소를 위한 바람직한 '제도건설(制度建設)(institution building)'의 방향으로 본고에서는 (1)여성을 위한 고교 교육 및 직업훈련의 개편, (2)여성을 위한 전문대학 및 대학 교육의 개선, (3)여성을 위한 고용서비스의 강화, (4)출산 및 육아에 따른 여성 부담의 경감, (5)여성에 대한 고용주로서의 정부 역할 재정립 등을 강조하였다.

The Effect of Education Level on Job Satisfaction among hospital workers: Moderating Role of Job Position (병원 근로자들의 최종 학력이 직무 만족에 미치는 영향: 직급의 조절효과)

  • Higher education has become a global phenomenon. Although existing research on the effects of education level have been carried out, most studies were conducted before the year 2000 in a western context. In addition, the research sample was collected mainly from the manufacturing and police sectors. Furthermore, previous studies did not consider various moderating variables. Therefore, this study investigated the direct effect of education level on job satisfaction and the moderating effect of the job position between them. To test the hypotheses, a cross sectional research design with data from a sample of 377 full-time nurses, medical technicians, and administrative staff in one hospital located in the Northern part of Kyunggi province was used. The results showed that the education level was positively related to job satisfaction and job position alleviated the positive relationship between the education level and job satisfaction.

Trend and Differentials in Youth's Labor Force Participation and Employment over the Last Two Decades (청소년 인구의 경제활동참여와 고용구조)

  • 본 논문은 우리나라 청소년 인구의 장기적 경제활동참여율 변동추이와 고용(실업)구조에 있어서의 변화에 관한 연구이다. 청소년층의 경제활동참여와 취업은 학교교육의 이수, 군복무, 결혼·출산을 통한 자신의 가족형성 등 일련의 생애전이과정(life-course transitin)과의 긴밀한 연계속에서 이루어지며 따라서 집단적으로는 연령단계에 따라서 큰 변화를 보인다. 본 논문에서는 먼저 지난 20여년간(1980년대-1990대) 청소년층의 연령단계별 경제활동참여 및 취업률이 어떻게 변화해 왔는가를 살펴본다. 청소년기에는 학교에서 노동시장으로의 진입과정(school-to-work transition)을 포함하고 있기 때문에 청소년층의 경제활동참여율 및 취업률은 무엇보다 동 연령집단의 취학률 및 진학률의 변화와 직접적으로 연결되어 있다. 본 논문에서 제시되는 자료에 의하면 지난 20여년간 우리나라 청소년층의 고등학교 및 대학진학률은 지속적이고 급격하게 상승하고 있었던 것으로 나타나고 있으며, 따라서 이러한 변화가 그들의 경제활동참여율 및 고용구조에 있어서의 변화에 미친 영향을 경험적 자료를 통하여 살펴본다. 1980년대 초반이후 우리나라 학교교육체제에 있어서의 변화가 청소년층의 취업구조에 미친 가장 주요한 영향 중의 하나는 높은 대학진학률에 따른 청소년 노동력의 고학력화와 그에 따른 고(高)실업의 문제이다. 본 논문에서는 사회구조적 요인과 고실업을 낳는 노동시장에 있어서의 불평등한 기회구조에 관한 이론적 논의와 경험적 증거들을 제시한다.

  • 한국사회가 저출산 고령화와 고학력화의 추세, 전지구화, 지식정보화라는 세계적인 흐름을 고려할 때 앞으로도 향후 지속적인 이주인구의 유입은 불가피한 실정이다. 특히 결혼이민자들은 한국사회에서 적응하기 위한 언어와 문화적 적응을 극복하지 못한 상태에서 그들 자녀들을 교육해야 되는 열악한 환경적인 문제에 봉착하게 된다. 더구나 다문화가족 자녀는 2008년 5월을 기준으로 58,007명으로 전체 외국인 주민의 6.5%를 차지하며 다문화가족의 자녀 중 6세 이하가 57.1%로 상당히 높은 비율을 차지함을 고려해볼 때 현재 초 중등학생들을 대상으로 하는 연구는 시사점이 크다고 하겠다. 특히 전남지역의 다문화가족은 전국 최고의 비율을 차지하고 있으며 총 5,919 가족 중 영유아기와 학령기에 포함되어 있는 다문화가족 자녀 재학생수는 1,479명으로 집계되고 있다(행정안전부, 2008). 이렇게 교육대상자로서 점점 증가하고 있는 다문화가족의 학생들이 전남지역에 상당수 집중되어 있다. 이렇게 유입되는 이주자 중 결혼이민으로 인한 그 자녀의 자아존중감과 학교생활적응은 주요한 사회문제로 대두되고 있다. 그간의 연구들의 대부분은 이주여성의 생활실태와 일상에서 겪는 다양한 문제점에 초점을 맞추고 있을 뿐 그들 가정의 자녀들에 대한 연구는 미흡한 편이다. 이 연구는 2차 사회화 과정에 결정적인 영향을 미치는 학교생활에서 다문화가족 학생들의 자아존중감과 학교생활적응에 관하여 전남 동부지역 일부를 초 중등교사들을 대상으로 어떻게 인지하고 있는지를 연구하였다. 연구방법은 교사들을 대상으로 구조화된 설문지를 이용하여 인구학적 특성, 다문화가족 학생들의 자아존중감 및 학교생활적응 관련 인식들을 조사하였다. 자료분석은 SPSS Win 12.0을 사용하여 빈도분석, t-test 및 일원배치 분산분석을 실시하였다. 교사의 성별, 학교급 별, 농촌과 도시지역, 학교규모, 학년, 교육경력에 따라 유의미한 차이가 있는 것으로 나타났다.

Industry-specific skills and Wage (산업특수적 숙련과 임금)

  • It is expected that labor mobility and inter-industry labor turnover would rise due to the rapid changes in the industrial structure and legal institutions of layoffs after the 1997 economic crisis in Korea. One aspect of economic costs of labor mobility is demise of accumulated skills of workers. Workers' skills could be decomposed into three parts, general skills, firm-specific skills, and industry-specific skills. Using data from the panal data of Korea Labor Institute(KLIPS), I show that the net return to seniority is markedly reduced once industry-experience are controlled for. The returns to industry-specific experience are relatively high. Particularly, the experience in one-digit industry is more important for the white-collar workers, while the experience in three-digit industry is also important for the blue-collar workers. Therefore, it seems that the economic cost of labor mobility would be diverse between the skills and between the working classes.

  • Facing reconfiguration of world economic order in the process of globalization and changes in domestic economic and social conditions, Japan has experienced a rapid inflow of foreign immigrants and hence a restructuring of labor market and ethic and cultural mixture. This paper explores contexts of inflow and social and spatial characteristics of immigrant workers in Japan. Uneven regional development on the global level and shifting to flexible accumulation regime, depletion of previously underutilized labor resource, better-educated youth and shrinking and aging of Japanese populace on the national level can be pointed out as important elements of immigration contexts. This paper also explains the hierarchizaton of labor market and differentiation of spatial distribution of immigrant workers in Japan in terms of visa condition and nationality. In particular, focusing on the case of Hiroshima prefecture, this paper analyzes residential differentiation of immigrants according to their nationality. Finally, it finds out some problems which immigrant workers have confronted in Hiroshima region.

Population Aging and Wage Structure: An Empirical Study of Cohort Size Effect on Korean Male Worker since 1990 (인구 고령화와 임금구조: 1990년대 이후 한국 남성 근로자의 세대규모효과에 대한 실증분석)

  • Recently Korea is expected with the decrease of population in working ages and also population structure, especially age structure, has changed as aging goes faster. This study focuses on the relationship between age structure and wage structure to analyzes the cohort size effect on the change of age-earnings profile. Our empirical analysis based on Wright(1991)'s model takes weighted OLS regression using the male worker's data of Ministry of Labor 'Wage Structure Survey'($1990{\sim}2006$). In pooled data, we take the conclusion that the cohort size effect was found in high school and college graduate workers, but the effect is different between them. The labor market entry effect of high school graduate workers is negative(-) and his persistent effect is positive(+). On the other hand, the cohort size effect of college graduate workers have appeared the opposite directions in contrary with the existing results of Welch(1979) and Wright(1991). This results are seen as the possibility that college graduate worker has the benefit of wage level by his relative cohort size in spite of high unemployment of young graduate. It will be the sign of need that we should interest in the change of age structure with balancing the labor supply side approach and the demand side study which the previous studies was mainly tended to focus on.

Labor Market Participation among Young College-Educated Women (젊은세대 고학력여성의 노동시장참여)

  • In 1987, the Equal Employment Opportunity Law was enacted, which indicated the institutional regulation against gender-discriminatory labor practices. Until the late 1980s, women were forced to quit upon marriage. It had influenced negatively on women status in the labor market. In this paper, 1 try to examine how the institutional change affects young educated women's work behaviors. The change of the education and family effect on work will be examined. For analysis, data from 2002 Women's Work Survey is employed. The results show the followings. Among women of young generation, negative effect of education has disappeared and turned out to be positive among the never married. But, marriage and the family responsibility still influence negatively on young women's participation into the labor market. In making a decision to work, husband's attitude is more important than wife's own. But, among the single, women's own attitude toward work plays an important role. In overall, women of young generation is also influenced by the family responsibility as much as the previous generation. The negative effect of marriage and the family responsibility on women's working is stronger among the college educated women.

An Analysis on Human Capital Externalities Using Hierarchical Linear Model (위계선형모형을 이용한 인적자본의 외부효과 분석)

  • In the knowledge-based economy highlighting the importance of human capital, there has been a growing interest in human capital externalities as a fundamental engine of growth and development of a region. The purpose of this study is to analyze human capital externalities using 3-level hierarchical linear model(3-HLM), decomposing determinants of wages into three levels involving workers(level-1) nested within firms(level-2) nested within regions(level-3). This study separately estimates the effect of the average education level on the wages by three different schooling groups on the assumption that the intensity of knowledge spillovers varies with each group's schooling level. The main results are as follows; First, the coefficient of the average education level of a region shows 0.044, indicating that one-year increase in the average level of schooling could increase average individual earnings by 4.4%. Secondly, the external effects of human capital on three different schooling groups are considerably different, raising less than high school graduates' wages by 3.0%, college graduates' wages by 4.7%, and graduate schools' wages by 11.8%, respectively. Thirdly, well educated workers are much more sensitive to the variation of the regional education level than less educated ones when we apply the shares of each schooling group as alternative measures for the average level of education. Such findings of this study draw an implication that local governments could speed up regional economic growth in the knowledge-based economy by not only raising total human capital stock in a region but building the close networks that promote productivity-enhancing human capital external effects.

The Cause and Economic Effects of Overeducation (과잉교육의 원인과 경제적 효과)

  • This article examines the reasons for the observed discrepancy between worker's actual and required levels of schooling and the resulting economic effects in wage and labor mobility using KRIVET's Graduates Economic Activities Survey in 2005. Overeducated workers in Korea are estimated to be 10.1%-20.7% among junior college graduates and 18.8% among university graduates for their first job according to job analysis method and worker's self-assessment method each. The effects of school quality-measured by the student/teacher ratio, school building area/student ratio-on the overeducation of their graduates are found to be mostly insignificant not only junior colleges but also universities. This founding implies that the increase of education investment from schools does not acquire any recognition from the labor market. Also, the effects of overeducation and school quality on wages are found to be insignificant and job mobility has little effects on improving overeducated workers' job match.
