고시원 화재는 많지는 않지만 종종 발생되고 있으며 사회적인 문제로 대두되고 있는 실정이다. 고시원의 문제점을 분석하여 화제안전의 사각지대에 있는 고시원의 안전대책을 알아 보고자 한다.

This research compares and analyzes evacuation time depending on the change in stair width in case of fire at Goshiwons. For this, a simulation has been conducted based on possible evacuation time according to the calculation method for the number of people admittable to a specific target for fire fighting equipped with accommodation. Currently, Gosiwon, which is classified as an accommodation facility (a total floor area of 500 m² or more), uses blind spots prescribed by the Fire Services Act, Building Act, and Parking Act to build a high-rise building on a small area of land, and most Gosiwon is transformed into a modified accommodation. This is in line with the owner's operating profit, so it is expected to show a continuous increase. Securing the golden time of Gosiwon evacuation time is the last bastion of Gosiwon residents who belong to the economically disadvantaged in our society, and we hope this study will serve as a starting point for discussions on revising related laws and regulations to establish a social safety net As a result of the evacuation simulation analysis, the evacuation time was the least when the width of the group and the evacuation stairs were expanded to 200cm, and the evacuation time of the existing building was reduced by up to 166.3 seconds by comparing 648.4 seconds and scenario 6. This analysis can be meaningful, in that the width of the evacuation stairs revision of related laws and regulations for the safety of multiplex available premises.

최근 고시원은 저렴한 방값을 원하는 저소득층의 서민들이 주거하는 공간으로서 불특정 다수가 사용하므로 방화의 위험성을 안고 있다. 본 조사는 이 위험성을 검토하기 위해 SIMULEX 실험을 통하여 고시원 화재시 피난행동을 간접적으로 확인 하고 대비 하는데 도움이 되고자한다. 모형실험 결과 재실자들이 1층 출구 대피시 병목현상을 보였지만 연기의 유동은 위로 상승하기 때문에 3층 재실자들의 빠른 대피가 있다면 인명피해는 없을 것으로 판단된다. 만약 이번 실험 조건이 사람들의 인지능력이 떨어지는 시간 조건을 주고 대피시간이 늦는다면 4, 5층의 재실자는 연기의 빠른 확산으로 인해 많은 인명피해가 발생할 수도 있을 것으로 판단된다.

Purpose: The purpose of this study was to improve fire safety in Gosiwon, a residential space for the low-income class. Method: Problems appearing in the process of fire occurrence and damage were verified once again. In addition, we would like to suggest improvement measures through systematic discussions on blind spots. Results: As a result of examining the risk of cool fire, the causes of fire occurred in various ways. In addition, the possibility of radiant heat due to heat accumulation due to narrow rooms inside the Gosiwon was high. Also, it was found that the possibility of fire spread was high due to clothing and household goods. It was reconfirmed that the poor internal structure of a narrow indoor space had a significant effect on the spread of fire and the scale of damage as it tried to accommodate as many people as possible inside. Conclusion: It is necessary to complete the installation as soon as possible for Gosiwon where the simple sprinkler is not installed. For this, a stronger driving force from the government and local governments is needed. In addition, it will be necessary to discuss how to improve the spatial and structural fire vulnerabilities that appear due to the structural characteristics of the Gosiwon.

2011년 1월 '완구 인형 및 종합제품 EPS포장 사용 금지 규정의 삭제'로 EPS에 대한 규제가 완전 해제됨에 따라 국립농산물품질관리원은 "농산물품질관리법" 제4조 및 동법 시행규칙 제5조의 규정에 의하여 EPS 포장 상자를 포함한 농산물표준규격을 개정 고시(국립농산물품질관리원 고시 제2011-45호, 2011. 12. 21.)하였다.

2011년도 건설업 적용 각종 노무 요율이 고시되었다. 고용노동부는 국민건강보험을 비롯하여 국민연금보험요율, 고용보험요율, 건설업 산재보험요율, 건설업 월 평균 임금, 장애인 의무고용, 최저임금 등을 발표했다. 2011년에 적용될 국민건강보험요율은 5.64%이고 국민연금보험요율은 9%, 건설업 산재보험요율은 36/1,000, 건설업 월 평균임금은 3,007,852원, 장애인 의무고용은 공사 실적액이 70억4천9백만원, 장애인 고용부담 기초액은 560,000원(1인당/월), 모든 산업의 최저 임금은 4,320원이다.

The objectives of this study is analysis of the characteristics of fire risk and survey of narrow dwelling space(the Karaoke, Gosiwon etc). The narrow dwelling space has special structure characteristics; the narrow and the complex escape rote. Gosiwon have very separate and exclusive space room, so have the problem a suppression of fire. Furthermore almost Karaokes located in basement have a complex and limitary escape rote. Therefore we should research and development the exploration equipment that search a source of the fire and a emergency rescuer in the scene of the fire.
