With the growing international consensus regarding sustainable development of transportation, the plan of transportation infrastructure needs to meet various requirements toward enhancing environmental conditions. Accordingly, the upcoming long-term plan of high-speed rail network has to be reflecting the sustainability of transportation systems. In this paper, we propose methodologies based on multi-attribute utility theory for determining priorities of sustainable high-speed rail investment. The proposed methodologies identify indicators for sustainable transportation systems such as economic, environmental, social, and transportation-related ones and then, explain the way how to evaluate the overall sustainability by comparing the relative importance among indicators. This will help transportation agencies to prioritize high-speed rail investment toward sustainable transportation systems.

This paper introduced Railway Network Design Problem (RNDP) to provide priority decisions on high-speed railway investment scenarios defined by various network segments and train systems. The RNDP optimizes the objective functions of minimize total travel time. Results show that the priority of high-speed railway investment is found to be East-west, West-coast, and South-coast line respectively. An entirely new line built with 400km/h is found to be the best alternative to East-west line. Regarding West-coast and South-coast line, the combined alternative of upgrading Geolla and Kyeonjon line with 200km/h and building a new line with 400km/h and 350km/h for remains of each line is the best.

현재 철도는 기술의 발전과 함께 초고속 대량수송, 정시성, 안전성, 에너지효율성 및 친환경성 등의 장점을 가지는 새로운 교통수단으로 재조명되고 있다. 국내에서도 고속철도 개통과 G7고속열차의 개발 등으로 철도기술은 제 2의 도약기에 들어서고 있으며, 특히 도로교통망의 포화로 인해 철도건설수요가 계속적으로 증가할 것으로 기대되는데, 기존 수송량의 흡수 및 장기적인 관점에서 철도교통망의 확장을 도모하기 위해서는 열차의 중량화와 고속화가 제반기술의 발전과 함께 지속적으로 추진될 것으로 판단된다. 그러나 이러한 차량의 중량화와 고속화는 실질적으로 선로 주변에 발생되는 소음 및 진동의 크기를 증가시키게 되는데, 최근 들어 소음 및 진동관련 환경기준의 강화와 민원의 증가 등으로 인해 친환경적인 측면에서 적극적인 소음 진동 저감대책의 수립과 관련 기술의 적용이 요구되고 있는 상황이다.(중략)

본 연구는 호남고속철도 계획에서 검토되어야 할 쟁점들을 다룬다. 이 연구에서는 프랑스의 TGV 노선망을 검토하고, 호남고속철도 기점 역으로서 청주역과 천안역을 비교·평가하며, 그밖에 계획의 주요 쟁점을 정리하는 데 중점을 두고 있다. 연구결과를 요약하면 다음과 같다. 우선 프랑스의 TGV 경험과 IMF 체제라는 상황에 비추어 호남고속철도 계획은 경부고속철도와 기존 철도의 활용이라는 관점에서 출발해야 한다. 둘째, 노선대안을 비교·분석한 결과 대안 I (청주기점역)이 대안 II(천안기점역)에 비해 모든 평가항목에서 바람직한 것으로 판단된다. 셋째, 노선대안 외의 쟁점으로는 계획과정의 투명성 확보, 21세기 고속철도의 위상정립, 기존철도의 개량계획과의 조화, 수송의 효율성과 지역개발 간의 갈등 등이 있으며, 이에 대한 지속적인 논의가 필요하다.

This study analyzes the influence of the construction of a high-speed railroad on territorial organization in France. After development of a new transportation network, the French territorial organization has been largely modified. Many economic urban areas are modified by their position in the territorial hierarchy according to their condition of connection with the TGV network. At first, spatial convergence is the most important effect of the TGV network construction. Second, the development of a transportation network concentrated in the Paris area has influence as an intensified factor on metropolitan areas and as a weakening factor on middle- and small-sized cities. Thus, this system has risk in increasing territorial imbalance in France. Third, to implant an economic activity zone around new TGV stations, a new town or a new economic center starts to develop. This is going to grow into a second core outside of the old city center so that regional spatial organization is transformed from a mono-polarized(mono-centric) organization to a multi-polarized(polycentric) one. Lastly, the integration of the EU railroad system enhances the concentration of economic activity in European metropolitan areas as each metropolitan area tries to develop more competitive space for its rising position in the global urban hierarchical system.

본고에서는 미래창조과학부 공공통합망 주파수 (700MHz대역)를 사용하는 철도통합 무선통신망 (LTE-R)의 호남고속철도 익산~정읍간 시험선 구축을 통한 실용화 계획과 함께 국가 철도망 적용을 위한 노선별, 지역별 중장기 구축 계획과 최초로 사업화를 준비중인 원주-강릉 복선전철 시범사업에 대한 내용을 소개한다.
