Evaluation of Best Value for Safety Facilities on Highway Using Risk-based VE Approach - A Case Study of Median Barrier - (위험도기반 가치공학적 기법을 적용한 고속도로 교통안전시설 최고가치평가 : 중앙분리대 적용사레를 중심으로)

  • Since the concerns for safety of highway traffic safety facilities inherent in various environmental risk is increased, systematic performance, cost, and effect analysis process is needed for this. In case of median barrier among various traffic safety facilities, quantitative risk assessment is inevitable because it has lots of direct/indirect risk factors. Thus, this study suggests an advanced VE(Value Engineering) approach incorporating quantitative risk analysis. For the applicability, suggested VE approach considering alternative 1(140cm) and 2(127cm) is applied to median barrier in fields. Also, major improvement objects are extracted from governing factors of cost and performance based on functional analysis. It is concluded that the proposed risk assessment methodology will provide rational and practical solutions for best value and the approach could effectively applied for various traffic safety facilities by slight modification of suggest process.

Studies on Determining Optimal Downstream Loop Detector Location on Freeway Merging Section (고속도로 합류부 지점에서의 최적 검지기 설치 위치 산정에 관한 연구)

  • This study identifies the relationship between traffic data quality obtained from loop detectors and their location. Traffic data basically shows traffic flow conditions and thus, these information can be used as inputs for various transportation management strategies. Out study presents how to determine optimal downstream detector location on merging area in order to enhance the effects of ramp metering strategies. Microscopic simulation model, PARAMICS, is used as the main analytical tool. Assuming that detector location relies heavily on traffic flow characteristics in each roadway segment, we perform statistical analysis to identify homogeneous traffic conditions on merging area.

  • This study proposed a model to estimate traffic accident likelihood using real-time traffic data obtained from freeway traffic surveillance systems. Traffic variables representing spatio-temporal variations of traffic conditions were utilized as independent variables in the proposed models. Binary logistics regression modelings were conducted to correlate traffic variables and accident data that were collected from the Seohaean freeway during recent three years, from 2004 to 2006. To apply more reliable traffic variables, outlier filtering and data imputation were also performed. The outcomes of the model that are actually probabilistic measures of accident occurrence would be effectively utilized not only in designing warning information systems but also in evaluating the effectiveness of various traffic operations strategies in terms of traffic safety.

  • 교통혼잡의 묘사를 보다 구체적으로 하기 위한 Mesoscopic시뮬레이션 모형으로서 INTEGRATION을 소개한다. 모형의 기본구조가 설명되고, 특히 응용사례로서 경부고속도로 축을 중심으로 한 주거지역의 급속한 팽창으로 야기된 고속도로상의 교통대안을 평가하려는데 초점을 맞추고 있다. 교통대안은 혼잡을 완화시키는데 타당하고 기술적으로도 실현가능한 대안이 제시된다. 이러한 대안들은 거시 및 미시 모의실험모형을 통해 면밀히 분석 평가되며 또한 대안을 도출하고 평가하는 과정의 제시로서 교통량조사에 근거한 OD 도출, Subarea 네트워크 분석 및 통합된 네트워크 모의실험과 같은 새로운 기법들이 아울러 제시된다. 대안의 대부분은 네트워크 개선에 관련한 것이다. 반포 IC 진출입로 공사(Al), 위빙 제거를 기초로 한 서초 IC TSM(A2), 서초-양재 구간의 고속 저속 분리(A3), 헌릉 IC(A4)의 신설, 판교 JC 개선(A5), 백현 IC(A6)신설. 가장 자본 집약적인 대안은 A4, A6순이다. A1, A5, A6은 구간은 짧으나, 자본 집약적이며 어느 정도의 공사 기간이 소요된다. 가장 비용이 적게 소요되는 대안은 A2, A3이다. A2는 시행이 용이하나, A3의 경우 공사기간 중 교통분산 대책이 필요하다. A1, A6은 속도증가와 통행시간 절감의 측면에서 가장 비용대비 효율적인 것으로 분석되었다. 시뮬레이션의 한계 및 개선방안이 함께 검토되었다.

Comparison Before and After Implementation of Travel Speed in Shoulder-Use Lanes on Expressway (고속도로 갓길차로 운영 전후 소통개선 효과분석)

  • The objective of this study is to analyze the effect of the shoulder-use lane, which is a representative traffic management technique that increases the road capacity. The operation of the shoulder-use lane has been actively used as a countermeasure to improve traffic congestion, because it has the effect of improving traffic flow during rush hour. In Korea, the shoulder-use lanes are available at Gyeongbu, Yeongdong, and on the Seoul Outer Ring expressway, and their use is gradually increasing. Therefore, a comprehensive analysis was conducted to analyze the effects of the shoulder-use lane; including 1) analysis of individual shoulder lanes based on a time space diagram, and 2) analysis of shoulder lanes by road axis. These findings can contribute to the efficient installation and operation of shoulder-use lanes on expressways.

  • 과학의 발달과 인간의 편리성 추구 성향에 따라 다양한 분야에서 소리를 이용한 기계·전자 시스템에 대한 연구 개발이 진행 중이다. 아마도 소리를 감지할 수 있는 센서 가격의 저렴함과 인간에게 있어서는 가장 편리한 방법이기 때문일 것이다. 이러한 생각을 바탕으로 소리라는 변수를 교통분야에 응용할 수 있는 분야를 생각해 볼 때 본 연구는 검지기를 이용한 교통 신호제어 분야를 제안하고자 한다. 검지기를 중심으로 한 교통 제어 시스템은 교통관리 측면에서 매우 중요한 분야를 차지하고 있다. 기존 고비용의 검지기 시스템들은 실제 상황에서는 그 투자 비용의 가치만큼 역할을 수행하지 못하고 있으며, 주요 교차로나 고속도로만을 교통변수 측정 및 교통제어의 대상으로 삼고 이들에 대해서만 검지 시스템을 운용하는 등 실용화측면에서 많은 문제점을 가지고 있다. 따라서 저렴하면서도 주요 교차로를 제외한 여타의 비주요 교차로 등과 같은 어떠한 교통 여건에도 적용할 수 있는 소음검지기법의 개발은 실로 높은 연구 가치가 있다고 사료된다. 소음검지시스템은 교통상황변수중 가장 주용한 교통량과 도로 소음과의 상관 관계를 이용하여 신호제어를 하는 원리로 구성된다. 본 연구에서는 이러한 시스템의 제안을 위해 교통소음과 교통량이 어떠한 상관관계를 형성하는 가를 분석하였으며 이를 바탕으로 응용할 수 있는 신호제어 시스템의 일부 교통관련 분야를 제안하였다.

Longitudinal Control of Acceleration Lanes and its Impact on Congestion Alleviation (가속차로의 길이 제어와 고속도로 접속부 혼잡저감 효과)

  • This paper introduces the dynamic control of acceleration lanes at freeway-ramp junctions. The feasibility of operation with flexible length of acceleration lane was tested with most possible traffic conditions. The operational qualify was also evaluated using average speed and total thru-put at both ramp section and freeway section. A CORSIM microscopic simulation model was used to evaluate the operation quality with a variety or volume conditions and three acceleration lanes, each representing different length categories. In addition, tollgate O-D data including travel times were obtained for two sections on the Gyeong-bu Freeway where an effective merging distance has been largely reduced. Its effect was analyzed and compared to the simulation results. Finally, the effects of acceleration lane are discussed and operational improvement at junctions is presented as research findings.

A Study on the Crash Severity of Expressway Work Zones Using Decision Tree (의사결정나무를 이용한 고속도로 공사구간 사고 심각도에 관한 연구)

  • This study aims to identify factors that affect the degree of injury severity sustained in traffic crashes on work zone of Korean expressways. To this end, decision tree method was applied to identify influential factors on injury severity and compare characteristics of those factors between work zone and non-work zone. The results from the comparison show that the risk of severity was low when traffic volume and heavy vehicle ratio are high because the factors lower the overall section speed. On the other hand, when the traffic volume and the heavy vehicle ratio are low, the section speed increased and the tendency for high injury severity was confirmed. These findings are expected to help transportation planners and engineers understand which risk factors contribute more to severe injury in the work zones such that they can effectively prepare and implement safety countermeasures.

Development of an Effectiveness Analysis Tool for Freeway Tollgate Entrance Control (고속도로 톨게이트 진입제어용 효과분석 툴의 개발)

  • This paper aims at developing an active expressway entrance control effectiveness analysis tool which operators can utilize and manage traffic based on current traffic condition. For this, after identifying the current problems of tollgate-based entrance policy being used, a new set of decision element such as congestion index, decision criteria for congestion, and congestion management unit has been proposed together with the procedure of newly developed tollgate control policy. Three key parts developed are traffic condition identification module, tollgate metering module, and travel speed calculation module. Some measures of effectiveness were also identified and the newly developed effectiveness analysis tool produced better result. According to classification of traffic condition by reference speed as 80km/h, the improved tollgate entrance procedure increased 21.5% in average travel speed compared with Do-Nothing case and also increased 8.8% compared with current entrance control method.

Advanced Freeway Traffic Safety Warning Information System based on Surrogate Safety Measures (SSM): Information Processing Methods (Surrogate Safety Measures(SSM)기반 고속도로 교통안전 경고정보 처리 및 가공기법)

  • This study presents a novel traffic information system which is capable of detecting unsafe traffic events leading to accident occurrence and providing warning information to drivers for safer driving. Unsafe traffic events are captured by a vehicle image processing-based detection system in real time. Surrogate safety measures (SSM) representing quantitative accident potentials were derived, and further utilized to develop a data processing algorithm and analysis techniques in the proposed system. This study also defined 'emergency warning area' and 'general warning area' for more effective provision of warning information. In addition, methodologies for determining thresholds to trigger warning information were presented. Technical issues and further studies to fully exploit the benefits of the proposed system were discussed. It is expected that the proposed system would be effective for better management of traffic flow to prevent traffic accidents on freeways.
