Research on the Awareness of the Local Officials for 3D GIS Construction (3D GIS 구축에 대한 지자체 공무원의 의식에 관한 조사연구)

  • The purpose of this study is to find the policy implications for carrying out the 3D GIS in local governments. For this, we made up questions to the local officials related to GIS in local governments and analyzed the questions by the hierarchy of local government. As the result of this, we found that the recognition about 3D GIS concept and the necessity of 3D GIS development was shown at the high rate without the hierarchy, but 3D GIS construction and propulsion was differently shown by the hierarchy. In conclusion, we found it was necessary to develop the 3D GIS with the different approach by the hierarchy of the local government. Especially, the 3D GIS applications has to be focussed on the improvements of the existing GIS in local government. In carrying out the 3D GIS, the support programs considered the local government's peculiarity should have to accompany.

Ecological Landscape Evaluation for the Planning of River Rehabilitation: The Upper Areas at the Mangyeong River in Jeollabukdo, Korea (하천복원계획을 위한 생태경관 평가: 전북 만경강 상류지역을 사례로)

  • Nature rehabilitation has become a major theme in river management in South Korea. An analysis and evaluation of the landscape is a crucial step to select the suitable tracts for developing or conserving land use in the process of landscape planning. The purpose of this paper is to establish a hierarchical procedure for the setting of the landscape units on the various scales at which field biologists performed their observations and to select the preserves through by a suitability model for synthesizing the ecological empirical, and biophysical data. An evaluation process needs to be performed according to the landscape scales: site, local, and regional scales, at which the environmental data were collected, analyzed, and synthesized. Introducing of three level scales was crucially necessary for evaluating the various multi level ecological data for zoning of preserves in river corridors. The evaluation level at different scales are hierarchically established into three phases. The first evaluation phase can be performed by the long length units defined by the ranges of stream widths at regional scale. Secondly, each of these long units can be divided into two or more segments according to its landscape homogeneity at local level. Finally the segments at the last phase can be designated according to the location of the reservoir weirs and bridges at site level. The conceptual model components are adopted for collecting, evaluating, and interpreting the biological and abiotic data at site level. Three preserves are selected, having high potentials for being intensely managed as the Ecological Education Areas in the river. Despite a lot of assumption the results are expected to facilitate discussion and decision making about which frameworks of evaluation are desirable and adaptable for integrating the ecological data into the rehabilitation design process in South Korea.

Analysis on Efficiency of Hierarchical Structure for a Grid Transit Network (격자형 대중교통 노선망의 위계구조 효율성 분석)

  • This study analyzed whether a transit network with hierarchy is efficient or not, and if transit network hierarchy has cost efficiency, then which condition guarantees the efficiency of the transit network hierarchy. The authors modeled the total cost of the transit network and suggested the conditions in which the transit network hierarchy has cost efficiency through comparing the cost of the transit network with and without hierarchy. The efficiency of transit network hierarchy is guaranteed when the travel cost savings induced by using a higher hierarchy transit network is larger than the increasing non-travel cost, which is the sum of access cost, waiting cost, and operating cost, induced by the introduction of a higher hierarchy transit network. This result is consistent with common sense and with the concept of cost and benefit analysis. If a passenger traveling within the area divided by a higher hierarchy transit network uses only a lower hierarchy transit network and the passenger traveling out of the area divided by the higher hierarchy transit network uses both lower and higher hierarchy transit networks, the travel demand using the higher hierarchy transit network is inversely proportional to the square of the line spacing. This means that the transit network becomes more efficient and small increases of travel demand guarantee the efficiency of the transit network hierarchy as the connectivity of the network becomes higher. This result shows that transit networks have economies of aggregation. This study is the first analytical research on transit network hierarchy and is expected to be a basis for numerical research. However, numerical research should complement this study, since analytical research has some limitations for considering a real network.

Consideration of the Spatial and Physical Planning and the Role of Participants for Ubiquitous City (u-City의 공간개념과 도시건설의 주체별 역할)

  • Recently, the concern of ubiquitous City(u-City) in each level of governments is on the increase, and they are professing themselves to follow the u-city concept on constructing new urban development or urban renewal project. But the u-city plan and construction proceed as the simple sets of advanced technology without fundamental space concept or space plan of the u-city. Therefore, the u-city as a citizen's living space and a basic urban environment is defined in this article, the viewpoint of the space plan and the recent trends of u-city in korea are reviewed. On the basis of this review, this article proposed an approach of the spatial plan for a u-city construction, here the approach consisted of the 3 stages of planning, constructing, and maintaining of the u-city, and finally the role of the participant in the each stage and spatial hierarchy was proposed.

Analysis of Central Place Hierarchy Change in Daejeon Metropolitan City (대전광역시 중심지 위계 변화 분석)

  • This study was performed to determine the central place hierarchy in Daejeon metropolitan city by examining its central place systems for the existing central place analyses through formation of urban spatial structure and GIS method. The central place structure and hierarch for the year of 2000 and 2005 were analyzed by using the model of W. K Davis modified, in which $1km{\times}1km$ GRID was applied. The analysis results showed the establishment of one CBD(existing center of Eunghaeng-dong and Sunhwa-dong) and two Subcenters (tourist resort of Yusung-dong and administrative center of Dunsan-dong) in Daejeon metropolitan city for the year of 2000. For the year of 2005, established were two CBD(existing center of Eunghaeng-dong and Sunhwa-dong and administrative center of Dunsan-dong) and two Subcenters (tourist resort of Yusung-dong and bus-terminal of Yongjeon) in Daejeon metropolitan city. The analysis results are expected to play a pivotal role in supporting the urban spatial policies in near future.

Explore the Activation of Marine Sports Experience by Applying the Extended Planned Action Theory (확장된 계획행동이론 적용을 통한 해양스포츠 체험 활성화 탐색)

  • This study examines the relative usefulness of the TPB and Extended TPB with the addition of the "Battery" variable to participants in marine sports experiences. The characteristics of behavioral theories (attitude, subjective norms, perceived behavioral control, and revisit intention) were compared. A total of 420 questionnaires were distributed and surveyed using the convenience sampling method to the general public who participated in the marine sports experience in S city in 2019. Finally, 385 copies of valid samples were extracted, except for the questionnaire. The following analyzes were performed using SPSS 21.0 and AMOS 21.0. Frequency analysis, confirmatory factor analysis, concept reliability, AVE value, Cronbach's α correlation analysis, hierarchical regression analysis, and independent sample t-test were performed. First, in the TPB, three predictors were found to have a positive effect on revisit intention. Attitudes, subjective norms, and prior knowledge, except for behavioral control, were found to have a positive effect. Second, the explanatory power to explain the return intention was 51.8% (3.3% more than plan behavior theory, p = .000). It can be seen that when prior knowledge is added as a new variable, it is an important factor in explaining intention to return. Third, prior knowledge variables were classified into high and low groups to compare the characteristics of the extended planning behavior theory. The results of the analysis showed that the group with higher prior knowledge had a higher mean value for the constituent variables of the extended planning behavior theory.

A Study on the Improvement of Legal Policies for Activating Public Open Space in Urban Environment Improving Project of Seoul City (서울시 도시환경정비사업 내 공개공지 활성화를 위한 제도개선에 관한 연구)

  • The district units planning suggests not only detailed standards of building as parts of the whole plan in the district but also a guideline of the arrangement, shape and pavement of the public open space, in order to move away from the rigid image of an institution which causes the formal creation of it. This triggered various problems. While the basic plan for adjustment of urban environments(established in 2005) was being reorganized in order to reflect changed conditions of the city center, the sector of public open space was subdivided according to the guidelines of development by district. We conducted a comparative analysis of conditions before and after the adjustment, so as to examine whether or not the reorganized institution is effective for the plan of public open spaces. The analysis showed that there was no remarkable change between the basic plan and the reorganized institution in that items which were not any different from the existing building codes were established due to lack of guidelines related to public open space under the law of urban and residential environmental improvement. Low regulations should set up criteria for establishment from a concrete, effective microscopic aspect appropriate to the significance of public open space by the linking of public open space and the surrounding environment, whereas high regulations such as building codes should specify essential components.

Determinants of the Digital Divide using Hierarchical Generalized Linear Model (위계선형모형을 이용한 개인의 정보화 격차 결정요인)

  • The purpose of this study is to analyze the determinants of the digital divide at individual level and regional level in Korea, considering interaction between individual and the regional variables. Following results are obtained. First, individual level digital devide in the 16 different regions has been found in terms of Internet use, implying the needs for further analysis on impact of the regional factor in individual Internet use. Second, the result finds the impact of level-l individual variables, "gender, age, education, income and jobs" on digital divide, significantly at level 10% level. Third, the regional variables influencing the individual digital divide were not found at state level. However, regional factors might affect digital devide at county level. Study suggest some plans to reduce digital divide. First, the digital devide at individual level should be remedied by focusing on neglected class of people. Second, we need to approach the digital divide by analyzing in more detail, reflecting interactions of the regional variables and individual variables. Third, we should come up with a policy for mending the digital divide at regional level.

An Empirical Analysis of Non-fishery Work Participation as a Risk Management Strategy for Fishery Households (어가의 위험관리 전략으로써 어업 외 활동 참여 행태 분석)

  • 기후변화 및 수산자원 보호 등으로 인한 어획량 감소 그리고 어업경영비의 증가에 따라 어가의 어업 소득 의존도는 낮아지고 있다. 2020년 어업총조사에 따르면 62.9%의 어가가 어업 외 경제활동에 참여하고 있는 것으로 나타났다. 본 연구는 어업 외 활동이 대체 소득원으로서의 역할 뿐만 아니라 어업 생산에서 발생되는 위험을 관리하는 수단으로도 기능할 수 있는지를 분석하였다. 어가의 경우 외생적 위험을 직접 통제하는 것에는 한계가 있으나 어업 외 활동 등 소득원 다각화를 통하여 어가경제의 총괄적 위험도를 관리할 수 있다. 본 연구에서는 생산 위험의 대리변수로 가격 위험을 사용하고 위계선형모형을 적용하여 가격위험 변화에 따른 어업 외 소득 비중의 조정 여부를 분석하였다. 분석 결과, 어업 외 활동이 어업 생산과 관련된 위험을 관리하는데 활용되고 있음을 확인하였다. 또한 어가의 규모에 따라 대응 양상이 다르게 나타났는데, 소규모 어가가 대규모 어가에 비해 어업 외 활동에 더 많이 의존하는 것으로 나타났다. 이는 어업 외 활동의 확대가 어업 생산의 축소 및 지속가능한 수산자원 관리의 직·간접적인 방법이 될 수 있음을 시사하기도 한다. 본 연구는 어업 부문의 생산 위험 관리 전략으로써 어업 외 활동의 잠재적역할을 분석한 최초의 연구라는 점에서 의의가 있다.

An analysis on the street weaving system and its design characteristics in Seattle (시애틀 도심가로 구성체계 및 계획특성 분석)

  • The urban streets as a featured and well performing public space for people should be organized in a way that can work as a whole system through network as well as that can provide amenities fur pedestrian. This is a study on Seattle's 'Blue Ring' project for an analysis focused on how its street weaving system organized and what are the design characteristics of the streets. The results are as followings. (1)Pedestrian oriented design, (2)Urban street as a part of open space that can accommodate human activities, (3)Integrated, not isolated with outer/ other open space, (4)Organically networked in a hierarchical manner that can promote pedestrian movement, (5)Utilization of regionally identical design elements. And Smart Growth concept lies in the core of 'Blue Ring' project.
