현재의 예방정비계획 운영 방법은 KPX에서 발전 사업자들로부터 희망하는 자신들의 발전기 예방정비계획 일정을 받아서 공급예비력 기준을 만족하면 승인을 해주는 방법으로 진행되고 있다. 이는 경제적인 부분을 예방정비계획 수립에 반영하지 못하고 계통의 신뢰도 측면만을 판단하는 것으로 생각할 수 있다. 따라서 발전비용을 최소화하는 예방정비계획 최적화 모델을 적용하여 예방정비계획 수립 시 경제성을 반영하려 한다. 이를 통해 연발전비용을 낮추면서 연평균 SMP 또한 낮춤으로서 한전과 발전사업자 모두에게 이익을 가져다 줄 수 있는 것이다. 따라서 본 연구에서는 비용 최소화를 목적함수로 하는 tool을 적용한 예방정비계획 최적 값과 기존의 예방정비계획을 공급예비율, 계통한계가격(System Marginal Price, SMP), 발전비용 세 가지로 나눠 비교하고 신뢰도와 경제성을 고려한 최적 예방정비계획을 수립하였다.

건설부장관은 수도권정비번의위원회와 국무회의의 번의를 거체 대통령승인을 얻은 수도권정비기본계획을 지난7월 11일 건설부 고시 제254호로 공시했다. 동계획은 82~91년까지 10년간 서울 ㆍ인천 및 경기도 전역을 대상으로 인구, 산업, 교육, 도시정비등 전반적인 부문에 걸쳐 정비하려는 기본계획이므로 관심을 끌고 있다

The goal of this study is to investigate the achievement of street improvement projects based on district unit plans aiming at improving the urban streetscape. Post assessments are conducted for three streetscape improvement projects - Noyu street improvement project, Hanaro street improvement project next to Sungshin women's university, Chatgoshipun street improvement project in front of Ehwa women's university. The results of the post assessment indicate that the initial quality of streetscape has been improved after the projects. The long-term sustainability of the streetscape, however, was not achieved for the street improvement project applied at the street next to Sungshin women's university due to the lack of support from the community. It is found that the key component of success for the street improvement project is the strong cooperation between public and private parties.

본 연구에서는 하천정비기본계획의 수립현황과 실시공사에 다른 현황을 비교하여 문제점을 검토하였다. 대상유역으로는 충청북도의 제천천을 대상으로 기본계획의 수립과 실시현황을 조사하였으며, 재수립기간이 지난 10년후에 실시된 현황을 조사한 결과 하천확폭은 40정도가 진행중에 있으며, 보강 구간의 경우 27%정도가 진행된 것으로 조사되었다. 하천정비기본계획의 수립율이 94% 이상인 국가하천 및 지방 1급 하천에 비해 지방 2급 하천의 정비기본계획 수립율이 57%정도로 저조하고 사업의 시행여부도 미비한 점에 따라 실제 시행되는 시기와 기본계획 수립시기의 시간적 차이에 따라 많은 문제점을 내포하고 있는 것으로 나타났다.

정부는 자전거 이용활성화에 관한 법률」을 1995년에 제정하여 지자체별 자전거이용시설의 정비계획을 수립하도록 하였지만 실제적으로 수립되고 있는 많은 정비계획들이 아직 초기단계기고, 사전에 충분한 시간을 갖고 세밀한 분석과 연구 없이 수립되다보니 상위계획과의 연계성부족과 지역적 특성에 부합되는 계획안 부족, 도로설계기술의 부족 등 많은 부분에서 문제점들이 지적되고 있다. 따라서 보다 발전한 연구내용의 계획으로 실제적으로 자전거 활성화에 기인하기 위해서 도출되는 문제점들을 진단하고 수정 분석하여 보완하는 작업이 필요하다. 본 연구에서는 1995년부터 1998년 상반기까지 내무부에서 검토된 자전거이용시설 정비계획 보고서 중 10개 도시에 대하여 각도시별 정비계획의 문제점을 현황조사부분과 분석부분 계획부분으로 분류하여 분석하고 이의 개선방향을 제시하였다.

원자력발전소 계획예방정비시 발생하는 방사성폐기물 작업공정 및 특성상 단기간에 방사성폐기물이 집중적으로 발생한다. 계획예방정비 기간중 발생하는 방사성폐기물의 종류 및 내용물은 약$60{\sim}80\%$ 이상이 철재류, 비닐류, 면류, 종이류가 차지하고 있다. 기존 방사성폐기물에 대한 감용 및 재활용등 처리방법을 개선하고 일련의 작업공정을 표준화할 필요성이 있었다. 이에 따라 계획예방정비시 발생하는 방사성폐기물의 종류 및 특성을 고려하여 작업절차를 개선하고 표준화 공정을 적용한 사례 및 실적을 소개하고자 한다.

Gosan Yoon, Sundo's Gumswae-dong Garden Heritage has been designated as a National Historical Site 432 including Hyunsan old fortress wall. The site requires maintenance planning. For the plan, it also requires the consideration of Gosan's written documents describing the garden heritage and the site survey with on-site inspections for authentic maintenance approaches. It should be based on the thorough comprehension of historical remains. The site is a traditional ancient garden, so its approaches should be different with a historic structure and building. For the planning, the study conducts the interview of residents and experts, literature review, the investigation of historical materials, site survey, and the analysis of aerial photography. The results are following:5) Firstly, the paper suggests three types of an excavation area selection: core, recommend and investigation. Secondly, of 22 landscapes named by Gosan, it has the plan of guidance facilities, vegetation maintenance, safety facilities, landscape maintenance as view points, pathway maintenance, deck, and halting place. Thirdly, it also suggests pathway plan for authentic garden promenade according to the literature of Gumswaedong-Gi, an old map and aerial photography(1967, 1976, 1990), and interviews with residents. Fourthly, it suggests vegetation refurbishment at the site to check erection time and to require a preservation plan. In a case of no historic remains part, it also has a plan of amenities for visitors and wetlands for biodiversity of ecology and landscape. Finally, although it requires excavation and more historical evidences for the Hyunsan fortress wall, it suggests a maintenance plan of Pyeonchuksseong and Hyeopchuksseong partially.

Regional construction management offices and local administrations have set up the fundamental plan for river improvement works respectively for the national level, and local 1st and 2nd level rivers for the purpose of river management, use, development, disaster mitigation, and water quality conservation on the annual basis. Enormous number of reports and river registers have been produced. However, the products before 2003 are not well managed so that frequent users have toubles in using these information. In this paper, Information Service System on the Fundamental Planning Report for River Improvement Works developed in 2005 is introduced.

일본 정부는 지난 2002년 8월 2일 각료회의에서 ‘어린이 독서활동 추진에 관한 기본 계획’을 결정하였다. 이 기본 계획은 어린이가 자주적으로 독서활동을 할 수 있도록 그 환경을 정비한다는 관점에서, 2001년 12월에 의원입법되어 공포.시행된 ‘어린이 독서활동 추진에 관한 법률’의 규정에 따라, 정부가 수립하지 않으면 안 되게 된 것이다. 이 계획을 2002년부터 2006년까지 5년에 걸친 시책의 기본 방향과 구체적인 방안을 제시한 것으로, 그 개요는 다음과 같다. 1. 가정, 지역사회, 학교를 통하여 어린이가 독서와 친해질 수 있는 기회 제공 가정교육에 관한 학습기회를 통하여 부모에게 독서의 중요성을 이해시킨다. 도서관에서의 어린이 독서활동을 추진하여 민간단체 활동을 지원한다. 학교에서의 학습활동을 통하여 독서습관을 확립하고 독서활동을 추진한다. 2. 도서자료 정비 등 제반 조건의 정비 및 충실화 도서관과 공민관 도서실 등 지역사회의 독서환경을 정비한다. 도서관 자료를 정비하고 정보화를 추진하며 사서 연수를 충실화한다. 학교도서관의 도서정비 5개년 계획, 정보화 추진, 사서교사 발령을 촉진한다. 3. 학교, 도서관및 관계기관, 민간단체의 연계.협력체제 추진 4. 사회 분위기 조성을 위한 보급.계발 어린이 독서의 날(4월 23일)을 중심으로 전국적으로 홍보한다. 홈페이지 개설로 관련정보를 광범위하게 제공한다. 일본 문부과학성은 이 기본계획에 기초하여 관계부처 등과 긴밀히 협조하여 어린이 독서활동 추진에 관한 시책을 더욱 충실히 하기로 하였다. -편집자주
