A Measure of Academic Use of University Journals: Focussing on the Comparison between Discilpines and Each Journal in Lingusitics (대학논문집의 학술적 활용성 조사:계열간비교 및 언어학주제의 개별논문집을 중심으로)

  • At present we have access to a plethora of university journals. The purpose of this study is to estimate the use of these university Journals in research fields by focussing on the level of usage in each discipline in addition to the level of usage of each university journal in linguistics. The results indicate the level of academic use of each Journal in lingustics as well as of usage levels between disciplines. From these results, the follow-up measure is requested for differentiation and specialization of university journals.

  • Safety culture degradation signs in nuclear power plants with complex and diverse systems can lead to their equipments performance deterioration. If these signs are neglected, they become potential causes of accidents. Therefore, it is necessary to monitor safety culture in the point of view of organization and management as well as to evaluate safety performance of nuclear power plants. Therefore, This paper suggested a methodology to evaluate safety culture weakness contributing the accidents' root causes in the case accidents occur at nuclear power plants. After reviewing methodologies using at domestic and international industry, the methodology suitable for domestic nuclear power plants was determined.

  • Sn-Pb계 솔더는 용접, 접합성, 가격등과, 작업성이 양호하기 때문에 전자기기 실장에 사용되어 왔고, 모든 실장장치도 Sn-Pb 솔더용으로 만들어져 있다. 그러나 솔더중의 Pb는 사용할 수 없다는 분위기가 점차 확산되고 있다. 이것은 Pb가 인체에 들어가면 중추신경을 손상시킨다고 알고 있기 때문이다. Pb의 사용 규제 조치에 대해 서는 10년전 부터 미국 국회에 몇번이나 상정된 바가 있지만, Pb피해에 대해서 입증 할 수 없다는 이유로 입안이 되지 않았지만, 실제는 대체합금이 없기 때문에 입안이 되지 않은 것으로 알려져 있다. 그러나 앞으로 5년 이내에 유예기간을 두고 2000년 이후 부터 사용을 규제할 것으로 알려져 있다. 또한 북유럽에는 Pb 솔더 금지법이 의회에 제출되어 있는 것으로 알려져 있고, 곧 OECD에서도 상정될 예정이다. 결국 지구상의 환경보호 차원에서 앞으로 Pb사용이 규제될 것임은 틀립이 없다. 따라서 Pb 가 함유되어 있지 않은 솔더의 개발은 각나라 마다 핫 이슈임에 틀림이 없다. 미국 AT&T 등에서 이미 Pb Free 솔더와 공정개발에 들어가 특허화하고 있고, 특히 유럽은 연구 개발이 왕성하여 Pb Free 솔더로서 실장한 핸더폰을 생산하는 실적까지 있다. 일본도 이미 대학, 연구소, 회사로 구성된 Pb Free 솔더 연구회가 구성되어 솔더개발 에 박차를 가하고 있다. 국내에 기업체, 연구소, 학교 등에서는 이러한 긴박감을 느 끼지 못하는 것으로 사료된다. 본 해설에서는 Sn-Pb 공정계 대체 솔더인 Pb Free 솔더 의 개발 방향과 문제점을 정리하여 기술하고자 한다.

  • In this study, a scaled model chamber was built to investigate ventilation characteristics of the hood room in LNG carrier. Experimental study was performed in model by visualization equipment with laser apparatus. Four different kinds of measuring area were selected as experimental condition Instant simultaneous velocity vectors at whole field were measured by 2-D PIV system and its software adopting two-frame grey-level cross correlation algorithm. The flow pattern reveals the large scale counter-clockwise forced-vortex rotation at center area.

  • An experimental study was carried out in a vertical channel with square heat source by visualization equipment with laser apparatus. The image processing system consists of one commercial image board slit into a personal computer and 2-dimensional sheet light by Argon-Ion Laser with cylindrical lens and flow picture recording system. Instant simultaneous velocity vectors at whole field were measured by 2-D PIV system which adopted two-frame grey-level cross correlation algorithm. Heat source was uniform heat flux(5W). The obtained results show various flow patterns such as the kinetic energy distribution and the turbulent kinetic energy distribution.

  • 지구온난화와 그에 따른 기후변화로 수자원부족현상이 전지구적으로 나타남에 따라 세계 각국은 물부족 현상을 극복하기 위해 다양한 대처방안을 찾고 있다. 가상수 이론은 전세계적 차원에서 상품에 내재된 가상수를 통해 물을 공급하고 배분함으로써 물부족을 해결할 수 있다는 주장으로서 물부족현상에 처한 세계 각국의 관심을 끌고 있다. 특히 향후 국제적 수준에서 물거래에 대한 조치가 예상됨에 따라 이에 가상수가 국가간에 얼마나 어떠한 형태로 이동하는지 '가상수 이동'에 대한 정보가 필요하게 되었다. 그럼에도 불구하고 지금까지의 가상수 흐름에 대한 정보는 미국이나 일본 등을 중심으로 한 자료뿐이었다. 한국을 중심으로 한국의 관심사를 반영한 가상수 이동에 대한 연구결과는 충분하지 않았다. 따라서 본 연구에서는 전세계적 수준에서의 가상수 이동추이를 한국을 중심으로 분석하도록 한다. 분석수준은 전세계적 수준과 국가간 수준이며, 분석기간은 1989년부터 2014년까지 총 26년이다. 분석 대상은 가상수 교역이 활발한 주요 16개국의 11개 농축산물이다. 분석을 위한 자료로는 UN과 세계식량기구의 자료를 활용해 데이터셋을 구축했다. 분석결과 전세계적 수준에서는 콩, 옥수수, 밀, 보리가 주요 가상수 수출입 품목으로 밝혀졌다. 시기별로는 1999년 까지는 밀의 교역이 압도적이었으나 1999년 이후 콩 가상수의 교역이 증가하고 있는 것으로 파악되었다. 가상수의 유형과 관련해서는 녹색가상수의 교역이 청색가상수보다 압도적으로 많았으며, 국가간의 가상수 이동량은 지속적으로 증가하고 있는 추세임을 알 수 있었다. 가상수의 주요 수출국은 미국을 비롯해 브라질, 아르헨티나, 호주 등 농업대국이 상위권을 차지했고, 주요 수입국은 중국, 일본, 한국 등 동북아시아 국가들이었다. 가상수 수출은 미국이 분석기간 내내 우위를 차지하나, 2000년대 이후 중국의 부상이 눈에 띄는 변화라고 할 수 있다. 가상수 수입과 관련해서는 2000년대 이후 중국의 가상수 수입 증가 추세가 두드러졌다. 국가간 수준의 분석에서는 한국과 미국, 한국과 중국, 한국과 호주 등 한국의 주요 가상수 교역국가간의 흐름을 분석했다. 국가간 수준의 분석에서 특기할 만한 점은 미국에서 한국으로 이동한 전체 가상수의 81퍼센트를 녹색가상수가 차지하며, 한국에서 중국으로 이동한 가상수의 74퍼센트가 축산물 가상수라는 점이었다. 본 연구의 분석결과를 기반으로 해 향후에는 가상수 이동 데이터베이스를 구축할 것이 요구되며, 가상수 이동추이의 변화가 가져올 시나리오에 대한 연구도 필요하다고 할 수 있다.

Current Status and Management of Alien Turtles in Korea (외래거북의 국내 현황 및 관리방안)

  • Alien turtles belonging to Genus Trachemys have been designated as Invasive Alien Species since 2001 and their import has been banned in Korea. However, current status of import and distribution of the other alien turtles have not been reported. In this study, we aimed to investigate the taxa of alien turtles introduced into Korea, to assess their potential risks to the natural ecosystems and to suggest the future management directions of them in Korea. We identified 73 species of alien turtles belonging to 9 families. Since 2008, more than 6,000 kg of turtles have been imported annually and widely distributed through the pet shops, traditional markets and individual transactions. From the survey of natural habitats, we found that 8 species belonging to 3 families including Chrysemys picta, Pseudemys concinna, P. nelsoni, P. peninsularis, P. rubriventris, Mauremys sinensis, Macrochelys temminckii and Trachemys scripta have inhabited in 12 study sites. Out of 73 alien turtles, the potential adverse impacts of 13 species to ecosystems are serious when we considered status of designation of invasive alien species in other countries. For the management of alien turtles, it is required to register alien turtles in the import list and share general information such as import purpose, distribution and management condition among relevant authorities. The breeders and distributors must be obliged to identify turtles and to record management. The government must check transfer and migration of turtles periodically to prevent their introduction and spread into natural environments. The change of alien turtle populations in natural habitats should be monitored and their management plan should be developed to control the alien turtles in areas where the impacts are significant.

  • For policies and actions associated promotion of social and environmental benefits of forest in Korea, various polices have been progressed based on newly established ordinances along with full progresses of subdivision of the Forest Law since reorganization of regulatory system by functions focused on the Basic Forestry Act. In these policies, water resource conserving function and national land conserving function which have little close relation to the people's daily life including formation of forest for conservation of water supply and erosion control have continued to be promoted since 1970s. Especially in recently years, the policy of biodiversity conserving function according to importance of health and recreation function and conservation management of forest ecosystem and animal and plant are being promoted actively. Among them, the health and recreation functions is featured for various policies to be promoted in spite of small budget for responding actively to various forest recreation demands after settlement of 5-day workweek system. It seems because the health and recreation function could obtain visible results of governmental investment and high responses from the peoples as a function having close relationship with the people's daily life.

  • The increased concern about national security in the U.S. after the 9/11 terrorist attacks has influenced public rights of access to government information and its legal foundation, the Freedom of Information Act (FOIA). Public access to government information has been restricted at the policy level by a series of legislative and executive changes in FOIA after September 11, 2001, but the examination of statistics on FOIA implementation between fiscal years 1999 and 2004 shows that the strengthened national security measures did not have a considerable impact at the implementation level during this period. These contrasting findings might be due to the public officials' informal reaction to the criticism of the restriction on public access, bureaucratic inertia, and the use of new record categories not subject to FOIA.

Process Risk Assessment for a Batch Condensation Reaction of Polyester Resin using K-PSR Technique (K-PSR 기법을 활용한 회분식 폴리에스터 축합반응에서의 공정 위험성 평가 연구)

  • Risk assessment and analysis for a medium-to-small sized chemical plant that manufactures a polyester resin by the process of batch-type condensation reaction was conducted using K-PSR technique which is one of the risk assessment methods used to implement the Process Safety Management System (PSM). K-PSR is a risk assessment technique developed by KOSHA to compensate for difficulties caused by the lack of infrastructure of medium-to-small sized chemical plants in the re-evaluation. To apply the K-PSR technique, the entire process of a selected chemical palnt was classified in two review sections, i.e., the condensation reaction process and the dilution/filtration process, and the potential risks of the process about these review sections were identified and classified based on the four guide-words (release, fire.explosion, process trouble, and injury). As the results of the research, refer to recommend of risk rating has been confirmed that non-destructive testing of old facilities and the preparation of LOTO procedures for the electrical equipments are necessary as specific measures to prevent the risk of release and fire.explosion. It was also shown that pressure gauges and thermometers should be installed on the hot-oil supply piping to minimize the process trouble, and exhausting hood should be installed to prevent potential injury.
