Development of Freelance System for Private Security Work (민간경비업무 프리랜서제도 발전방안)

  • The private security industry in Korea has developed considerably with the development of economic growth and IT technology. The purpose of this study is to explore the development method of the freelance system for private security work based on the problems of the freelance system that CEO of the security company in the private security work field recognize. To accomplish the purpose of this study, we interviewed 3 professors and 6 CEO of the security company to analyze the data. They suggested the development of the freelance system of private security work as follows. First, the systematic management of freelance security guards is needed. Secondly, the training for the manager of the freelance security guards should be done. Third, a minimum wage compliance check is required. Fourth, the contents of freelance system should be added to the reality in accordance with the security law. Fifth, the social security system of freelance security guards should be improved. Sixth, the establishment of a freelance security guard cooperative is necessary.

  • As year passes, terrorism is gradually increasing. Its target has becom various and arbitary, and recently, terrorists are aiming for national major facilities wich include multiplex facilities. Although special security guards took charge of its defence system from 2002, they have failed to establish its system firmly due to some institutional inertia. And 'Professionalism' appeared to be the mattter, according to the spot-probe and interviews. The purpose of this essay is to devise measures to develop sepecial security system including its specialization through investigating current educational training system. In order to attain professionalism, establishment of new proffessional school, division of current education system(into common education and full-course education), and reinforcement of substantial inspection activity should be preceded. Moreover, inspection activity should include standards for engaging instructors, establishment of compilation committee for editorial supervision, and establishment of clear educational policy. I hope the developmental measures in this essay to be speedily actualized with endeavor from police, security association, academic circles.

The Process of Occupational Socialization of Special Guard Firstly Appointed (초임 특수경비원의 직업사회화 과정 분석)

  • The purposes of this study are to investigate various experience factors that special guards firstly appointed calculate during the occupational socialization and suggest the preliminary data which is necessary to the establishment of educational service strategy of preliminary special guard and security guard. So, in-depth interviewing and ethnographic study were conducted for 4 special guards firstly appointed. As the result, the occupational socialization process of special guards firstly appointed are quickening period, preparatory period, adaptation period and conflict/maturity period. The first, quickening period is a decision of family background, exercise experience and university entrance. The second, preparatory period is certificates and mentor of department vision, university curriculum and occupational preparation. The third, adaptation period is occupational specialty, occupational professionalism, occupational satisfaction, motivation and company colleagues. The forth, conflict/maturity period is job stress, turnover, conflict in company, efforts for self-development and prospect of job. Therefore, this study will be able to be applied as a guide for special guard's performance improvement and provide educational preliminary data for following-up studies.

The Influence of Improved Question and Check Education Program of Private Security Guard on the Job Satisfaction and Job Performance (개선된 질문검색 요령 교육 프로그램이 민간경비원 직무성과 및 직무만족도에 미치는 영향)

  • This is a follow-up research of Oh Jae Hwan(2010) aimed to confirm the influence of the educational program of improved question search methods on the duty and job satisfaction of private security guards. For this research, a survey was conducted on a sampling of 170 private security guards living in Seoul and Gyeonggi province, as selected in the research of Oh Jae Hwan(2010). A frequency analysis, correlation analysis and multiple regression analysis were conducted on the collected data by using the SPSS 15.0. The Cronbach's ${\alpha}$ value of the reliability of the survey was over 0.800. The analyzed result of the research is as follows. It was found that when there was an increase in the content of educational training of the program there was also an increase in the job satisfaction and performance. This signifies that the contents of the improved educational program includes scientific and systematic techniques such as METT and action promoting questions, the adequately constructed practical skill education allows private guards to have confidence in their duty, the research reflects the current trends and has a high possibility of utilization due to its high relevance to the duties of private security guards.

  • The Private Security Industry of Korea began after served security service for the United States army of 8 division. The industry grew up after establish private security regulation on December 31th of 1976. Early 1980's the industry was accelerated from bringing technical knowledge of developed nations rapidly. Also, private security was gotten into the spotlight by one of futurity industry instead public security after companies performed 86 Asian game and 88 Seoul Olympic successfully. Therefore, the industry became to increase qualitatively and quantitatively. From late 1990's the private security regulations were revised fifteen times and created about education system, bodyguard, and leader of security. 3,836 private companies and 150,030 private guards had operated until 2012. However, some of companies received administrative measure, because of the companies ran immorally. The minor companies are continuously closed down from the leader's inefficient operation. Approval standard of establishment has imperfect law. Solutions of problems are to provide high quality service, to expand company affairs, to attract specific customers through efficiency expert, to change standard of leader of security guards, to establish security education institution through the government and to intensify requirements to establish the company.

A Study on Job Analysis and Physical Fitness of Special Security Guard in Nuclear Power Plant (원자력발전소 특수경비원의 직무분석과 체력에 관한 연구)

  • Special security guards play the role to safely operate and manage nuclear power plants from unintended internal and external threats. Physical fitness management of special security guards is one of the most important factors for improving and maintaining the level of physical protection. Thus, the purpose of this study is to analyze the physical fitness factor and physical fitness level required for mission accomplishment through job analysis of special security guards. The special security guards of Nuclear Power Plant in Korea were performing 7 jobs, 26 duties, 159 tasks. In order to accomplish theses tasks, the following physical fitness were required: muscle strength and muscle endurance of the hand, upper limb, lower limb and core, quickness, agility and Cardio function. The duties that require a lot of physical fitness were in the order of conducting arrest and self-defense, conducting unarmed defensive tactics, demonstrating proficiency with semiautomatic rifle, using protective equipment, performing emergency plan and defensive strategy, etc. The results of this study are expected to provide basic data necessary for establishing guidelines for fitness qualification and training of special security guards in the future and contribute to enhancement of physical protection of nuclear power plants.

Development and Evaluation of Physical Fitness Program for Special Security Guards in Nuclear Power Plant (원자력발전소 특수경비원을 위한 체력훈련 프로그램의 개발 및 효과검증)

  • Special security guards working at nuclear power plants, one of the country's major facilities, serve as human protection to safeguard from threats to nuclear facilities and nuclear materials. The purpose of this study was to develop a physical fitness program for fitness management that is essential for the completion of missions of special guards. This program was designed to prepare the physical fitness test proposed by Jeong et al. (2019). Researchers conducted literature analysis, research meetings, expert meetings and pretests, and developed a 90-minute physical fitness program for 6 weeks, 3 times a week. In order to verify the effectiveness of the developed physical fitness program, the experiment was conducted on 29 subjects(control group: 15, exercise group:14). Specifically, a six-week physical fitness program was conducted for exercise groups, and the fitness test for a special security guard was conducted for all subjects before and after the experiment. As a result, it was found that the physical fitness program was effective in improving the performance of 20m shuttle run, leg tuck, 20m sprint & carry, and medicine ball back throw. Until recently, problems of neglecting fitness management of security guards have been pointed out. It is expected that the physical fitness program proposed by this study will be a practical alternative for security guards' fitness management.

The Effect of working hours on fatigue and immune function in private security (시큐리티 종사자들의 근무시간이 피로도 및 면역기능에 미치는 영향)

  • The purpose of present study was to examine the effects of working time on fatigue and immune function in private security. The number of private guard on which this study has been conducted in 153, who work at large companies, medium or small companies and the like as located in Seoul and kyonggi. In this study blood T-lympocyte, Natural T-Killer cell and immunoglobulin(IgG, IgA and IgM) were measured to see the level of working hours. There was significant difference in Natural T-Killer cell and immunoglobulin(IgG, IgA and IgM) and fatigue between working hours(P<0.05). in view of the results of this study, it can be thought that fatigue and immune function is more affected by working hours In summary, these results are interpreted to mean that fatigue levels and immune function (Natural T-Killer cell, and immunoglobulin) decrease due to a rise in working hours.

A Study on development of general hospital security service (종합병원 경비업무의 발전방안에 관한 연구)

  • The purpose of this study is to find the development of the general hospital security business plan based on the problem that guards are now aware of general hospital security service. To achieve the purpose of this study, the interview was conducted by interviewing interviews with nine field specialists who are currently engaged in the hospital for more than six years. The guard who perform general hospital security service proposed a development plan of general hospital security services as follows. First, the security guards at the General Hospital must complete a new education program suitable for the nature of the workplace. Second, the job training of the comprehensive hospital guard service is also needed to improve the quality of the program in accordance with the actual situation. Third, general hospital security guards should be provided with CS training, CPR and use of defibrillators, etc., and how to respond to infectious diseases. Fourth, there should be a detailed description of the extent to which aggregations and violent acts at the General Hospital should be addressed. Fifth, the Security Association needs to develop active programs for security guards and various efforts to improve the security of hospitals. Sixth, it is necessary to change the recognition of general hospital' security services, and the form of direct employment is required rather than the subcontract contract.

A Study on the Improvement Measures for Training of Special Security Guard (특수경비원 교육훈련의 개선방안에 관한 연구)

  • Currently, the security operations in nation's key foundations in Korea are performed by private police and special security guard in accordance with the Private Police Act and Security Business Act, respectively. In 1960s, The Korean Government introduced the private police system in terms of the national security issues, but it was just a hurriedly-set plan on the basis of Japanese Sunsa system as by that time there was no such system revitalized. However, the special security guards could offer wider range of security services including those of the private police with the enactment and revision of the Security Business Act 1976 and April 2001, respectively. Moreover, the expectations and interests rose over the special security guards in nation's key foundations after 9.11Terror Event in the U. S. 2001. However, as we investigated the current education/training system for the special security guard, we found that such education/training which is not activating the specialty of special security guard will not respond to the social demands. Special security guard owns its own characteristics other than those of general security guard as they are in service in nation's key foundations. Thus, the effcient management and training for the special security guard is the most important matter for the safety and security of nation's key foundations. Therefore, the well-educated special security guard through the reorganized and specialized education/training for the protection of nation's key foundations is expected to offer qualitatively improved security services.
