This study is designed to examine the effects of Dioscorea Quinqueloba extract as a natural radiation protection agent on the prostate and heart of male rats. Dioscorea Quinqueloba extract is well known to prevent the male-specific disease and heart disease. In this study, the Gamma-ray 10 Gy was irradiated in whole body of male rat to identify radioprotective effect by Dioscorea Quinqueloba extract. After irradiation, tissue change, SOD (Superoxide Dismutase) activity changes and hematological changes were observed. DQ+IR group showed higher lymphocyte, white blood cell, platelet levels than the IR group. In the NC and DQ groups, the number of prostate gland cells and the gap between cells were relatively narrow. But in the IR group, the cells died significantly and the gap widened. In the DQ+IR group, the gap between cells increased similarly to the IR group, but the number of dead cells was noticeably smaller. In the NC and DQ groups, the cardiovascular and myocardium are clearly separated, and cell nuclei are in good condition. But in the IR group, the cardiovascular and myocardium boundaries were disrupted, and the number of dead cell nuclei was high. In the DQ+IR group, although the boundaries were widened, but not disrupted and the number of dead cell nuclei was high. Therefore, Dioscorea Quinqueloba extract is judged to have radioprotective properties for the prostate and cardiovascular.

This study confirmed the radioprotective effects of a mixed extracts of Hottuynia, Perilla Frutescens, and Camellia Sinnensis as natural radioprotectors on the prostate, small intestine, and liver of SD rats. It is known that Hottuynia, Perilla Frutescens, and Camellia Sinnensis have antioxidant effects on the prostate, small intestine, and liver, respectively.In this study, SD rats were irradiated with 8 Gy of gamma rays to confirm the radioprotective effects of a mixed extracts of Hottuynia, Perilla Frutescens, and Camellia Sinnensis. After radiation irradiation, histological analysis of the prostate, small intestine, and liver was performed. After radiation irradiation, histological analysis of the prostate, small intestine, and liver was performed. In the case of the prostate, the HPC+IR Group had less prostate damage and better recovery due to radiation compared to the IR Group. It was confirmed that the prostate size of the HPC+IR Group was 11.48%p and 24.54%p higher than the IR Group on 1st and 7th days. In the case of the small intestine, the HPC+IR Group had less radiation-induced small intestinal damage and recovery was better than the IR Group. The length of small intestine villus in the HPC+IR Group was confirmed to be 23.73%p and 24.27%p higher than the IR Group on the 1st and 7th days. In the case of the liver, the HPC+IR Group had less liver damage due to radiation and had better recovery than the IR Group. This was confirmed through the hepatic portal vein and surrounding cells. The results of this study are considered to be used as basic data for research on natural radiation protection using mixed extracts.

This study analyzed official duties and personnel practices of Hyangcheong(鄕廳), administrative organization in which sajok(士族) participate this office, and Jakcheong(作廳), hyangree(鄕吏)'s office, of Anbyeon of Hamgyeong Province in the 19th century. Although there have beeen somewhat of case study of Gyeongsang, Honam, etc., study on Hamgyeong Province has been almost nonexistent because of the limitation of materials. Hence, this paper specifically examined Hyangcheong and Jakcheong's official duties and personnel practices through an article of 'a list of Hyangcheong and Jakcheong's officials' of Anbyeon, newly found, which is in the possession of this writer. Especially, this study virtually traced individual ststus and family by analyzing Hyangcheong and Jakcheong's 40-official duties and a list of 330-ofiicial duties for sixs years. And then by comparing it against Jokbo(族譜), I have grasped 19-Famlily of them. Executives of Hyangcheong could be grasped as they were status of Yangban(兩班), but members of Jakcheong were hardly identified because they were status of hyangree, thus most of them were not enscrolled in Jokbo. Hyangcheong and Jakcheong's official duties could be found by compare it with other area in Ehubgi(邑誌) Hamgyeong Province. the features of officiak duties are as in the following. On general administrative organization, Sajok's Hayngcheong, Jakcheong as general administrative organization and Jangcheong(將廳) as police work existed. As Pyeongando and Hamgyeongdo were border areas, Jangcheong was independent and led other institutions. However, in Anbyeon, Hojang(戶長) of Hayngcheong and Jakcheong divided dudies and commanded. Hojang'role was higher than any other areas, Because Hojang is in charge of Jangcheong's functions. Jakcheong was centrally operated by Hojang, Eebang(吏房), and Hyeongbang(刑房), so-called 'Samgonghyeong(三公兄)', Whereas Anbyeon was operated by Hojang, Eebang, Chunchong(千摠). In the general areas, While Juasu(座首) Byeolgam(別監), Executive of Hyangcheong, manages each warehouse(倉) where the nation's tax revenues are kept, In Anbyeon besides Joasu, Hyangso(鄕所). The principle of Hyangcheong and Jakcheong's personnel practices was one-period, but there were many consecutive terms, every other year terms, or tranference into other area. Police work was assumed by specific persons because it was relatively specialized job, However in case of Ghamsaek(監色) of each warehouse(倉), Hyangso(鄕所) of Hyangcheong or Hojang of Jakcheong had held plural offices, and was solely responsible it. On the overall features of its operation, Hyangcheong held plural offices, but rotation was made only within Hyangcheong. On the other hand, in the case of Jakcheong, Hojang, Eebang, and even Buriebang circulated their positions, but the other Hyangree rotated each Saek(色) and Guamguan of each warehouse(倉). This writer confirmed that unlike Gyeongsang and Hamgyeong, Hyangcheoung or duties of Hyangree were not handed from generation to generation by several families and, many families shared their work by circulating positions.

Large metropolitan areas in the US are distinguished by highly fragmented fiscally independent suburban municipalities and special districts. The suburban fragmentation implies the congregation of similar socio-economic groups escaped from central cities and the disparity of geographical resources among local government jurisdictions. This study examines St.Louis County suburbs as a case study for the implictions of suburban governmental fragmentation and the fiscal disparities across local governmental boundaries by analyzing their relationship with public service provision using police and public school services as examples. The distribution of fiscal resources across political boundaries, the processes which created them, and public service inequalities reproduced from the disparity of fiscal resources reveal the causes and consequences of suburban governmental fragmentation. The central part of suburban fragmentation is the segregation of public goods consumption reproduced from the disparity of local fiscal resources, and it acts as a basic geographical segregating force in the suburban spatial organization.

This paper studies changes in people's social security awareness during Lee Myung-Bak government, and based on the result, suggests future Park Geun-Hye government's social-security-related administration management plan. In specific, the changes in people's social security awareness in the period of 2008 ~ 2012 have been analyzed, and the result has been utilized to draw suggestions on the future social-security-related administration management plan The result is as the following: First, comprehensive social-security-related policy must be continuously pushed. In terms of the fact that social security is closely related to people's daily lives and life itself, every major component of social security cannot be overlooked. Therefore, comprehensive administration management and policies on each of those components are necessary. Second, social security policies must be reinforced enough for people to actually witness. In case of crime rate, 57.1% of people are pointing it as one of the main causes of social unrest; therefore, this national anxiety must be met with focusing awareness on the subject nation-widely and with thorough national defense preparedness. Third, mutual cooperation between social-security-related branches, and systematic management within the each branches are required. In order to systematically manage every aspect of social security, not only the big agencies - such as Ministry of Security and Public Administration, Ministry of National Defense, Prosecution Service, or National Police Agency -, but most of other parts of administration must cooperate as well. Fourth, consistency in social security policies is necessary. As Park Geun-Hye government's administrative slogans are, "secure and integrated society," "establishing a foundation for happy unification era," which are similar to that of previous administration, the administration should be consistent on its social-security-related politics, rather than differentiating themselves from the previous administration.

The Civil Contingencies Act 2004 in the United Kingdom provides a comprehensive definition of "Emergency", calling upon the Uk's emergency management to deal with any disaster risk regardless of cause or source. Old contingency plans for civil defense and peacetime emergencies have been integrated into current integrated emergency management. In the UK, emergencies are managed by emergency services and other responders at the local level without direct involvement of central government. On top of this, a classified assessment of the risks of civil emergencies is also conducted on a regular basis, not only at the local level but also at the national level. This research looks into the Uk's emergency management system, including recent changes, and its risk assessment systems. Finally, the research draws policy implications for the development of Korea's disaster management mechanism as follows: 1) Korea should adopt an integrated emergency management system and combine civil defense with peacetime emergency planning, 2) it should create inter-operability between emergency responding organizations such as police, fire and ambulance, and finally 3) it must develop risk evaluating tools, such as a Community Risk Register and National Risk Register, both at the local and the national level. Last but not least, the UK emergency management system cannot be directly lifted from the UK and applied to risks and hazards faced by South Korea. Therefore, cross-cultural synthesis of many national approaches to emergency management is further required particularly for customizing policy to the particular needs of Korea.

This study examines the roles of government and reasons of defeat on 9.11 terror, iraq war between 2001 and 2003. The administration functions critical role of national security. And punctual, accurate information supply capability helps policymaker's decision-making. Hence, information of punctuality and accuracy should be given to policymakers. And without two above written factors, it will result in failing. Information concoction on policymaker's pressure, biased informant, inaccurate information and lack of assembly means under the extensive organization and technologized spying means, Fail to keep information objectivity, leads to information failure. In the context of a series of facts, we shall cover the position of government and reasons of calamities. Two incidents deem as information failure by national security service, but concoction of Iraqi mass destruction weaponry is believed as bush administration's deception on account of political gains. For fully functional government role, governing body should reinforce all aspects of gathering, analyzing, and making use of information more objectively in the first place. In particular, information concoction involving policymakers post massive stumbling block to organized outcome. The thesis presents a prospective view of government position under the U.S. secret agent over 9.11 terror and Iraq war.

The purpose of this paper is to introduce the industrial security policies in Germany and to look for the implication for the development of korean industrial security. Due to highly developed economy and industrial technology, Germany has become the main stage for the industrial espionage for a long time. In Germany industrial espionage is classified into two categories; Economy-espionage and Competition-espionage. While economy-espionage is related to the Espionage of foreign intelligence agencies, Competition-espionage means the act of espionage, that is implemented by the private sector. When it comes to economy-espionage, prevention of economy-espionage is the duty of the State, because it threat the national interest. Otherwise, the private sector has to take the responsibility of prevention of competition-espionage. It goes without saying that, the state has to investigate the crime, when espionage happens. But Prevention is more important than investigation in this regard. For the realization of Public-Private-Partnership, the private sector should be the genuine counterpart of the Public through the sharing responsibility of industrial-espionage prevention. Another talking point this paper suggest, is the national ethic in connection with economy-espionage. The State could be not only a actor of espionage prevention, but also a perpetrator. The economy-espionage for the purpose of national interest would not be justified, unless it has nothing to do with national security.

The purpose of this study is to investigate the gender discourse of Korean newspapers. For this, the study analyzes the frames of frames of crime news on Chosun Daily and Hangyurae Newspaper for 2 years. The data are collected using KINDS, and include 265 crime articles involving woman. According to the results of this research, the episodic frames are used in the most of crime news. The five frame devices are founded in the episodic frame articles; the male subjectivity and the female objectivity, the male-oriented perspectives which reporters have, the abused sexual details and sensationalism, the emphasis of women body's fragility which imply woman's unavoidability as victims, and finally, blaming women who are victims of crimes. And in the articles of thematic frames, the similar frame devices are found. In particular, they only emphasize the problem of crime and fail to suggest a concrete resolution. Finally, the study discusses the findings relating to the patriarchal news making convention and the commercialism of newspaper industry. The two newspapers have been pursuing quite different political lines in Korean society. It is generally considered that Hangyurae newspaper is progressive and Chosun Daily is conservative. However, this study reveals that the way dealt with women in the crime news are not different. It is concluded that Korean newspapers still produce the gender discourse based on male-centric perspective and patriarchal ideology.

International society got a severe shock from terrorism of hostage, abduction and murder that was committed on a target of Israel athlete delegation in Munich Olympics, West Germany by Black September, a Palestine terrorism organization. Korea with 1986 Asian Games and 1988 Olympics ahead was directly and indirectly exposed to threats of North Korea's nation-support terrorism, a military provocation and a local war limited warfare. This study explores the roles of the police at the time of the National Police Headquarters with regard to counter-terrorism, and analyzed academic research trends of Studies of Counter-terrorism published by the same office between 1983 and 1990. Looking into them shows a fact firstly, that the most frequently appearing key words in common were "terrorism," "hostages," "measures," and "international," etc. Secondly, before and after 1988 Olympics, the key word "Olympics" was frequently addressed. Thirdly, looking at the difference by the year, the key word, "policies of defense and borderlands" was frequently addressed between 1983 and 1984, "terrorism against South Korea," and "civil aircraft" frequently addressed in 1985, and "corporate" in 1986. In 1987, the key word "terrorism trends" was addressed, and in 1990, "international terrorism," and "separatism" were used.
