  • Recently, diversification of social environment forces a fire administration new works. It is the development of Blue Ocean that a vision and substantive object the fire authority should pursuit. Now I recommend a variety of alternatives from the analysis of a survey of students who major in the fire or related fields, through the example of 120 service call program and police unit to discover new works. We should reclaim the name of department and promote life-contractive business with utilizing infra in the organization to get an remarkable success and reclaim Blue Ocean.

Impact of Emotional Labor on Job Burnout Marine Police Officials (해양경찰공무원의 감정노동이 직무소진에 미치는 영향)

  • Due to paradigm shift in administration, the field of police administration, like its civilian counterpart, is spending effort to improve customer-oriented civil complaint service system, and this is leading to a negative factor in service providers, emotional labor, among police officers. This study examines amount of emotional labor of maritime police officers, and verify the effects of emotional labor on exhaustion. Results show maritime police officers experience about the same amount of emotional labor as other public workers, and emotional labor has effects on work exhaustion. In other words, perception of incongruity of emotion has positive effects on exhaustion on cynical attitude. Attention to emotional expression has negative effects on decrease of job effectiveness. As such, if the problem of emotional labor is neglected, it leads to exhaustion and can become a significant obstacle to performance due to negative organizational influence. Also, it can lead to serious physical and mental problems on the individual level. Therefore, policy implementation to prevent this problem is necessary.

Effect of Social Capital of Coast Guard on Work Satisfaction and Stress (해양경찰의 사회자본이 직무만족과 스트레스에 미치는 영향)

  • This study examines causal relationships between social capital, works satisfaction and work stress in Korean Coast Guard For this reason, this study conducted review of literature for relevant theories. As a result trust, participation and network were set as factors of social capital. Work satisfaction and work stress were set as subvariables. First, social capital and work satisfaction are high, but work stress is low among Coast Guard officers. Second, social capital of Coast Guard officers impact work satisfaction positively. To be more specific, in order of significance, trust, network, participation have impact on work satisfaction. Third, when examining relationship between social capital and work stress, while participation decreases work stress, network on the other hand causes increase in work stress. Based on these findings, there is a need to promote social capital which impacts work satisfaction and stress of constituents of Coast Guard.

  • Recruitment and selection are separate but mutually reinforcing processes. The goal of recruitment is to attract the largest number of applicants possible to apply to the agency, and selection is the process of weeding out unqualified candidates and identifying qualified candidates. In this context, the recruitment and selection system of police officials is an important issue because it affects their future performance as police officers on the job, especially their policing skills, perception of society, occupational ethics. This study suggested the characteristics of U. S. recruitment and selection system of police officials. In the U. S, each police agency sets up its own recruitment and selection standards and procedures. However, recruitment and selection process follows a certain sequence : receiving application, psychological examination, background check, polygraph test, drug screening, interview, physical agility, and medical test. Special characteristic of American police system regarding recruitment and selection is that many law enforcement agencies use a polygraph test to ensure the integrity of the candidates. Another interesting screening process is a drug test because many Americans abuse illegal drugs. A candidate officer must submit urine or a hair sample for screening test. Police human resources specialists should continually identify the most innovative tests and approaches recruit and select police officers. Recruitment and selection strategies should increasingly attract and retain those officers who have the attributes to work in a community-oriented policing environment.

Diagnostics of Police Officers' Unethical Behavior: According to Individual Characteristics & Work Environment (경찰공무원의 비윤리적 행동 진단 - 개인적·근무환경적 특성별 차이를 중심으로)

  • The Police force and other public sector organizations do not like non-ethical evaluation of their members and disclosure of evaluation results. However, it is essential for survival and growth of the organization to identify, measure and resolve accurately the non-ethical behaviors of their members. In this study, the dimensions of police officers' unethical behavior were categorized as negligence, personal use, dishonesty, and misconduct of police officers, and the level of those dimensions were measured. After that, the differences due to the individual and work environmental characteristics were explored. The result showed that the level of non-ethical behavior was lowerer than the average. And the differences was statistically significant according to gender, rank of organization, deployed department of the work, and the period of work duration. This implied the necessities of education of police ethics, ethical atmosphere, and establishment of ethical system per differences in individual and work environmental characteristics. Also, considering the fact that the low level of ethical behavior did not lead to ethical action in actual and the inherent problem in research method how frankly the respondents answered the negative self-evaluation, continuous interest in non-ethical behavior and further systemic research are needed in a dimension of personnel management.

Role of Police for Enhancement of Elderly Safety (노인안전 강화를 위한 경찰의 역할)

  • South Korea already became an aging society, and is now in the process of becoming an aged society. With increasing elderly population, elderly safety issues such as traffic accidents and elderly suicides are becoming important problems. Elderly victimization are increasing, and elderly safety accident is also becoming an imporotant social problem. The police is doing various activities for elderly safety. The police is conducting programs for the elderly, such as a prevention program for fraud against elderly, and safety checks and traffic safety education for preventing elderly traffic accidents. Also, there's a program of providing regular visits for a lone elderly, expansion of CCTV network and fingerprint registration to prevent elderlies with Alzheimer's disease going missing. However, these programs are not done on a national scale, but rather limited to local police stations. The purpose of this study is to seek police roles for enhancing elderly safety, due to lack of police activity in this area. Recommendation for police roles in enhancing elderly safety is to first conduct routine crackdowns on fraud against elderly and also conduct education programs for preventing fraud. Also, crimes such as elderly abuse is lead by elderly protection agencies, but considering elderly abuse is a crime, the police should take a leading role. Also, to prevent elderly suicide, meticulous management of elderlies with high suicide risk is necessary, and elderly protection areas should be designated to prevent traffic accidents. Also, elderlies should be induced to turn in their driver's license. To conduct these matters of elderly safety, an organization exclusively charged with elderly safety is necessary. Elderly safety is a broad concept, and since police alone cannot handle the task of ensuring elderly safety, the police should take on a leading role in cooperative efforts with various institutions of the government, non-profit organizations and the community to establish a social saftey net for elderly safety.

  • Questionnaires were deployed total of 320 and the recovered 259 questionnaires were used in the analysis. The collected questionnaires were analyzed by using SPSS21.0, Amos21.0. Statistical analysis was to test the hypothesis through reliability analysis, factor analysis, and structural equation modeling analysis. Statistical significance level was set at .05. These results obtained in this study according to the method and procedure is as follows. Safety needs has a significant impact on job satisfaction and organizational commitment and organizational commitment has a significant impact on job satisfaction. And organizational commitment was investigated as part of a mediating role in the relationship between job satisfaction and safety needs.

  • The fleet crew of Korea Coast Guard(KCG) have a wide range of roles to perform. It is already recognized that they carry dutie in inferior working conditions. Therefore, a research on leadership that concerns organizational effectiveness seemed necessary for them. This study examines whether transformational leadership style is appropriate in job satisfaction for the fleet crew of KCG. This study also proves the effect of a leadership style on job satisfaction by suggesting a hypothesis from preceding studies. In this study transformational leadership is fixed as independent variables and job satisfaction as dependent variables and six factors as demographic characteristics. It is found that Intellectual stimulation is the most influential factor, but individualized consideration is an uninfluential factor concerning job satisfaction.

  • The purpose of this study is to provide basic data for policy making by understanding preparation plans and awareness of nuclear accidents and radiation terrorism among police officers in the vicinity of nuclear power plants. 221 police officers working in Busan metropolitan city were surveyed and their perception of disaster response was analyzed by organizational structure, command ability, and opinion management. As a result, there was no significant difference in disaster response perception by gender and command class (p>.05). There was statistically significant difference in the ability of command in age and ability according to work experience. As a result of the correlation analysis, there were statistically significant correlations among the three items of organizational structure perception, command ability, and opinion management (+0.5) (p<.01). Overall, it was positive for the police system, and it was well aware of the police work in case of radiation accidents and terrorist attacks. The purpose of this study is to provide basic data for policy making by understanding the coping and awareness of nuclear accidents and radiation terrorism among police officers in the vicinity of nuclear power plants.

Building Cooperation Policing Systems and Roles of Private Security (협력치안체제구축과 민간경비의 역할)

  • Today, the police alone can not prevent a crime. And the police is limited to meet for people's the increased needs on public safety. So the police and the community needs the cooperation of a variety of resources. Police in cooperation with community resources to respond to the crime's most professional and the private sector is a private security. However, the role of private security for cooperation policing is insufficient in South Korea. So for this study to build a cooperative policing in South Korea as private security for the following four kinds of directions are presented. First, as a private security of the United States and Japan, specializes in diversified business sectors. Simple human-oriented private security of the building security get out. Instead, take the high-tech crime prevention or industry complex security should be changed to a professional organization. Second, the interaction between police and private security should be increased. Police and private security through regular meetings between the need for mutual interests and build consensus is needed. The role of private security companies to be represented on the Security Association of South Korea's active role in the matter. Third, efforts to improve the image of private security activities and the publiciy activity of private security is needed. Some of the private security in an effort to escape a negative image to the people and actively promote a positive image is necessary. Finally, for South Korea to the level the cooperation between the police and private security are required to develop system models. Front-line policing priority in the field and the mutual understanding between the police and private security in an effort to have a positive perception is needed. Equal partners, especially the police and private security to private security companies to have recognized experts in their own recruitment and training should be improved by strengthening the expertise.
