An Evaluation of N.Korean SEZs through Comparing with China's and Vietnam's Initial Cases (중국과 베트남 초기 경제특구와 비교를 통한 북한 경제특구 평가)

  • North Korea(NK) has designated the special economic zones(SEZs) since the first one in Rason. But, why have the SEZs in NK still not been developed successfully? This study comparatively evaluated the SEZs in China, Vietnam and NK, with respect to 'context/purpose', 'development/management system', and 'location/infrastructure.' NK's strategies for the SEZs were different from those of China and Vietnam in terms of historical context and development purpose. China and Vietnam chose the market opening policy aiming to reform their national economy, while NK tried the opening policy without the economic reform. This difference made NK's decentralization and location strategies marginal. In spite of the positive land system and tax benefit of NK, the strategies couldn't make a successful result. The implications of this comparative study are as follows. Firstly, NK needs to establish a strategy for the SEZs in accord with the comprehensive and long-term plan for economic development and 'trustworthy and substantial market-systems' being compatible with outside world. For that, NK has to secure the regime stability in political and diplomatic dimensions. Secondly, NK has to carry out policies of decentralization and location of the SEZs more positively. Thirdly, in order to solve the problem related to lack of infrastructure capital, NK needs to utilize a BOT scheme.

Status and Participation Plan of Economic Coorperation in Border Region of N.Korea and China (북·중 접경지역 경제협력 현황과 참여방안)

  • North Korean leader Kim, Jung-Il visited Beijing, China, May 2010, when he made a common recognition with Chinese President Hu Jintao on construction of the Rasun SEZ and the Hwanggumpyong-Wyhwado SEZ for development of Economic cooperation between N.Korea and China and accelerating establishment of SEZs in N.Korea. However, after N.Korea's third nuclear test on Feb. 2013, the relationship between N.Korea and China became a little worse. Recently, three nations' border region near Rasun in N.Korea is reconsidered that it is very important place for collaboration between and among 2, 3 or 4 countries, S.Korea, N.Korea, China and Russia. This thesis examined these changes of cooperation and plans among the countries near the border region and proposed some measures for participation of S.Korea on the projects in the Rasun region.

  • 한국천문연구원에서는 남북 천문분야 과학기술협력 활성화를 위하여 전파천문학을 포함하여 몇 몇 천문학 분야에 대한 협력방안을 모색하고 있다. 전파천문학의 경우, 현재 운영중인 한국우주전파관측망(KVN)의 확장을 통한 남북협력 방안을 고려하고 있다. KVN 초기 계획에서는 북한의 평양과 나진-선봉 경제특구 인근에 2기의 전파망원경을 건설하는 것이 고려되었다. 현재 3기의 전파망원경 구성된 KVN에 북한 2기가 추가된다면, 3배 이상의 기선수 증가와 2배의 분해능 향상, 그리고 전체적인 VLBI 감도가 30% 이상 증가할 것으로 예상된다. 특히, KVN의 가장 큰 특징인 고파수 VLBI 관측은 현재 협력 가능한 전파망원경이 거의 전무하기 때문에, 이러한 확장을 통하여 독보적인 전파간섭계 시스템 구축과 함께, 이를 활용한 과학연구에 크게 기여할 수 있을 것으로 생각된다. 본 발표에서는 남북 전파천문학분야 협력의 현실과 미래를 전망해보고, 가능한 방안을 논의하고자 한다.

  • This study was aimed to research the problems of business in Special Economic Zone, Kaesong Industrial Complex to relieve the tensions of politics and military ties in the Korean Peninsula and revitalize the Economic Cooperation between South and North Korea, and to suggest the needs of policy alternatives to resolve the problems, and to propose the sustainable developmental strategy to carry forward a enterprise successfully in the view points of companies and Kaesong Industrial Complex. Through the survey of Kaesong Industrial Complex, we reviewed the expected effects of the business. Besides, through this survey, we became aware deeply the actual conditions of the companies that are occupied in the Kaesong Industrial Complex and their mother companies, and the statistically important factors of difficulties in management.

Operating Strategies for Education and Training Programs for Nurturing North Korean Construction Workers (북한 건설기능인력 양성을 위한 교육·훈련 프로그램 운영 전략)

  • This study was conducted to pave the way for the development and operation of education and training programs to nurture skilled North Korean construction workers. Such programs would help to meet the expanded demand for setting up infrastructure, which is the backbone of the two Koreas' economic cooperation and mutual development. To achieve this initiative, the targets and scopes of education and training were determined by classifying business types for education and training purposes by construction sector. Furthermore, each education and training course and their allocated time frames were analyzed. Issues related to inter-Korean economic cooperation in the border area were also analyzed to determine regional characteristics. Education and training programs were thus classified into three types of infrastructure units: society, industry, and life infrastructure units. Social infrastructure units are the common demand of the whole border area, including construction of roads, railways, and harbors, as well as inspection and maintenance. Industrial infrastructure units are programs for industrial facilities centering on the designated special economic zone in the western part of the border area. Life infrastructure units are programs for infrastructure facilities such as large, complex facilities and residential facilities for the eastern tourist belt side.

A Study on Evaluating Tourism Value and Presenting Development Strategies for the Saemangeum Project (새만금지역의 관광자원 가치와 개발방안에 관한 연구)

  • This study was carried out to investigate how the basic plan of the Saemangeum development project that has been developed by the government since 1991 has been changed and to present a new development strategy by analyzing the future value and tourism resource value of Saemangeum development. The research methodology is based on the in - depth analysis methodology of the time series research materials and press releases published by the Saemangeum Development Administration, which oversees the development of Saemangeum. The government announced a plan to significantly reduce agricultural land and increase the proportion of non-agricultural land to 70% in order to create a multifunctional complex. After that, the government revised the basic plan of Saemangeum in 2014 and changed the plan to tailor the investment demand in order to cultivate investment demand, and introduced the special economic cooperation system for global economic cooperation. Therefore, the purpose of this paper is to analyze the process of Saemangeum development to date and to evaluate the value of Saemangeum development as a tourism resource, centered on the Master Plan of the Saemangeum Development Project changed by the government. Based on the results of this analysis, I would like to present the vision of Saemangeum tourism development considering Saemangeum 's environment and characteristics of the surrounding scenery by referring to trends and similar cases of international tourism.

동북아 과학기술 허브로 육성을 위한 과학기술 정보인프라 구축 방안 : 유럽연합(TTU)의 과학기술 협력 및 정보인프라 정책의 벤치마킹

  • 참여정부의 출범과 한께 과학기술계에서는 동북아 과학기술 허브 구축방안 논의가 활발히 진행되고 있으나, 현재까지 이러한 논의는 법제도의 정비 및 과학기술특구 건설 등의 이슈에 한정되고 있는 실정이며, 더욱이 이를 뒷받침할 실증적 연구는 미미하다. 허브란 개념이 네트워크에서의 중심성(centrality)을 의미 하며, 현재 및 미래의 과학학기술협력 네트워크 발전에 정보통신기술이 중요한 역할을 수행함을 고려할 때, 우리나라의 초고속통신망 인프라를 십분 활용한 차세대 과학기술 정보인프라의 구축을 통한 동북아 사이버 연구네트워크상의 허브화(궁극적으로는 e-Science의 허브화를 지향)는 지역 클러스터 건설을 통한 물리적 허브화 못지 않게 중요하다 하겠다. 본 연구는 먼저 네트워크 분석기법을 동아시아의 과학기술협력 네트워크에 적용하여 주요 네트워크 지수를 실증적으로 진단하고, 특히 이를 유럽연합의 과학기술협력 네트워크의 패턴과 비교 분석하였다. 유럽 연합은 1984년부터 과학기술 협력 프로그램인 Framework Program을 시작하여 일찍부터 역내 과학기술협력 프로그램을 운영해 온 경험을 가지고 있고, 2000년부터는 자발적 협력과 네트워킹을 통해 유럽의 연구 개발 활동을 통합·조정하기 위해 새롭게 제안된 유럽 연구개발권 (European Research Area) 형성이 구체화되고 있어, 동북아 과학기술협력 네트워크를 건설하는데 좋은 벤치마킹 대상이라 할 수 있다. 이 보고서에서는 유럽 연구개발귄이라는 우산 아래서 유럽의 과학기술 활동이 조정 및 통합되는 과정을 살펴보고, 이를 위한 과학기술 정보인프라의 주요 기능을 컨텐트 (연구정보서비스와 메타데이터 표준), 시스템 (슈퍼 컴퓨팅, 광대역 네트워크, GRID), e-Science 응용연구 별로 살펴보았다. 끝으로 유럽의 경험을: 교훈삼아 동북아 e-Science 네트워크의 건설을 위한 정책적 시사점과 동북아 연구개발정보 Portal 및 APEC APGrid 연구망 등의 구체적인 정보인프라 구축방안을 도출하였다.

  • This study proposes to secure the necessity and possibility of creating a footwear-only district utilizing the Kaesong Industrial Complex, a special economic zone in the North Korea. This is a policy proposal to explore strategic values for revitalizing the Korean footwear industry through a win-win cooperation model between the South and North Korea. With SWOT-AHP analysis method, we are planning to establish a strategy to utilize the footwear-only complex in Kaesong Industrial Complex for sustainability of the footwear industry. It presents a direction to overcome the industrial structural problems that the domestic footwear industry is facing with the aspect of the possibility of inter-Korea cooperation. As a result of the analysis, the 'SO strategy' is a proposal to establish inter-Korea cooperation K-shoe belt through footwear clusters in the two Koreas. The 'WO strategy' is an internationalization strategy of the Kaesong footwear-only complex. The 'ST strategy' is the use of flexible governance in the creation of a footwear-only complex for the relief of sanctions against North Korea. The 'WT strategy' is a paradigm shift in the perception of the peace economy in the footwear industry of inter-Korea for the re-opening of the Kaesong Industrial Complex.

A Study on the Smart Region Strategy in Yellow Sea Rim (환황해권 스마트리전 구축방안 연구)

  • Smart cities are expanding their spatial scope to urban areas and regions. Linking regional economic development strategies beyond the borders with smart city planning can lead to cooperation and economic development between regions and countries as well. The purpose of this study is to suggest cooperation and regional development of the three nations - Korea, North Korea and China - through the Yellow Sea Rim Smart Region. To this end, smart city strategies and economic development plan with implementation status in the three countries including special economic zones have analyzed that could be the spatial basis of the smart region. On the west coast of Korea facing the Yellow Sea, lots of projects related to smart cities are actively underway in Saemangeum, Yellow Sea Free Economic Zone(YESFEZ), and Incheon Free Economic Zone(IFEZ). Although the political situation is still uncertain, North Korea is analyzed to have economic and technical potential in the west coast connecting Haeju, Nampo, and Sinuiju. In Liaoning and Shandong provinces of China, smart city projects have been actively promoted in recent years especially in the state-supporting industrial cities. Restoration of economic cooperation between South Korea and China, linkage of transportation networks, vitalization of cross-border cooperation projects between China and North Korea centered on Dandong and Sinuiju, and the connecting of smart city infrastructure and services for China and South Korea's economic cooperation process will make the Yellow Sea Rim as a world prosperous economic region. However, it is necessary to establish and operate a governance system through long-term planning for transnational consultation and establishment of a promotion organization.
