본 연구는 북한이탈주민의 경제적 자립과 안정적인 정착을 지원하는 하나의 방안으로서 창업을 촉진하기 위한 지원 정책과 제도 개선 방안을 제시할 목적으로 수행하였다. 정부는 현재 생활밀착형 북한이탈주민 정책 추진 기조하에 북한이탈주민의 삶의 질을 높여주는 방향으로 맞춤형 정책을 추진하고 있다. 다만, 창업지원 프로그램은 여전히 소규모로서 지원 분야를 다양화하고 예산을 증액 하는 한편, 지원 체계도 중앙-지방-민간 간 유기적으로 협업이 효율적으로 이루어지도록 개선이 필요하다. 본 연구는 북한이탈주민의 창업의지 결정요인에 대한 실증적 연구를 목적으로 하며, 북한이탈주민들에게 잔존하는 사회주의 가치체계와 이들의 사회적응성 요인을 기존 연구에서 확인되었던 개인의 성격적 특성, 경제적 지지, 자아성취욕구 요인들과 함께 분석모형에 포함하여 실증 연구를 수행하였다. 이를 위해 하나원에서 교육 중인 18세 이상 북한이탈주민 223명을 대상으로 2019년 10월 설문조사를 통해 자료를 수집하였고, 선형회귀분석과 이분형 로지스틱 모형분석을 이용하여 실증분석을 수행하였다. 2개의 분석 모형에서 일관된 결과가 도출됨에 따라 분석결과의 강건성을 확인하였다. 결과적으로 사회주의 가치체계가 약할수록 창업의지에 긍정적인 영향을 미칠것이라는 가설은 지지되었다.

지난 9월 28일, 지식경제부 박영준 차관 주재로 '제2차 온실가스 에너지 관리위원회' 회의가 열렸다. 이번회의에서 지식경제부는 소관분야인 산업 발전분야의 '10년 온실가스 에너지 목표관리 업체로 374개를 지정 고시한다고 발표하고, 중소기업의 부담완화를 위해 대 중소상생, 자금 인력지원 등 종합적 지원체계를 마련했다. 목표관리제 시행에 따른 지원체계와 지자체의 효과적인 대응 전략을 살펴본다.

For the purpose of carbon mitigation, Korea needs to introduce stronger market-based economic incentives to promote environmentally-friendly behaviors of consumers. In particular, the government could consider introducing tax benefits on income taxation for green consumption, as well as public education and campaign, to stimulate environmentally-friendly consumption behaviors. In this respect, using an analysis of Input-Output and Household Income and Expenditure Survey in Korea, this paper designs four major scenarios related to income tax benefits for green consumption, and then explores the economy-wide effects of those proposed policies.

The aim of this paper is analyzing the economic outcome of development aid project on closed mine and submitting the policy alternatives to seek for substitute industries which lead independent growth of that area. Despite the aid project deployed from 2001 to 2010, the economic result appears to be fragile. It is obvious that the contents and magnitude of aid projects has its own limitation to build independent economic structure in closed mine area. Conclusively, to overcome the regional restrictions, it is important to establish the aid project scheme to make a strategic and systematic resource distribution under the regional circumstances.

국내 대학은 연구 및 교육 기관으로서의 중요성과 함께 창업에 기여해야 할 사회적 책무를 지고 있다. 대학이 축적한 각종 지식 성과와 함께 연구와 개발 인프라를 활용하고 대학생 및 대학원생의 창의적 아이디어의 활용 가치를 높여 경제 활성화를 위한 새로운 성장 엔진을 개발해야 한다. 또한 창업연구와 창업지원 사업에 대한 사회적 요구에 맞추어 대학은 창업기능을 구조 혁신의 도구로 삼을 기회를 가지게 되었다는 점도 주목해야 한다. 본 연구는 한국 대학의 창업지원 기관의 역할 정립을 위한 학술적 지식을 되짚어 보고 창업을 중심으로 한 대학의 적극적인 창업지원단 구축 모델에 대한 논의를 담고 있다. 창업교육과 창업지원에 관한 기존의 연구와 2차 통계자료를 기반으로 창업지원 방향에 관한 시사점을 획득하고 대학 혁신을 위한 창업지원 모델인 WoW! Valley Model을 제안한다. 본 모형은 창업지원단의 역할 정립에 도움을 주고 대학 창업지원의 정책 수립의 기초를 제공할 것으로 본다. 국내외 경제 여건의 악화와 글로벌 경제 침체 속에서 창업의 사회적 중요성은 점차 커지고 있다. 이러한 상황에서 대학의 창업 활성화는 시대적 과제라 할 수 있다. 체계적인 창업 지원 정책을 대학이 주도하고 현실 학문적 성격을 강화하는 방향으로 체질을 개선하는 일이 시급하다. 본 연구는 대학의 창업지원단 활동의 새로운 모델을 제시하고 있다. 이미 국내의 많은 대학들이 창업지원을 위한 센터나 지원단을 운영하고 있으며 독자적인 체계를 갖추고 있다. 그러나 창업지원을 중심으로 대학의 기능을 재편하는 등의 혁신 체계로서의 창업지원단 운영 모델은 수립 및 시행된 경우가 드물다. 본 연구는 창업교육과 창업지원에 관한 기존의 연구 성과를 되짚어 보고 국내 대학의 창업지원을 위한 새로운 시각을 제시한다. 창업 지원단의 수립 및 운영 모형에 관한 논의가 절실한 시점에서 본 연구는 연구자와 대학 운영자 및 정책 입안자에게 의미 있는 시사점을 줄 것으로 기대한다. 한편, 본 연구는 개념적 디자인을 제시하는 수준이므로 디자인을 평가하여 새로운 지식을 얻는 등의 후속 과정을 거쳐 보완될 필요가 있다. 다중 사례 연구와 실행 연구(Action Research) 등의 실증 방법을 통해 본 연구의 후속 결과가 요구된다.

Although social economy organizations have achieved quantitative growth in various types and fields, they have been mainly promoted by the government, and there is still room for qualitative improvement, such as institutional reorganization, support systems and support methods, compared to advanced countries. In this study, the problems of social economy organizations, the current status and actual analysis of social economy organizations, the policy delivery system, obstacles to the development of social economy organizations, and problems of activation, etc. were reviewed through previous studies. Through this, policy directions and tasks for revitalization of future social economy organizations were presented. As a result, the policy direction for revitalization of social economy organizations requires private and local government initiatives, expansion of fields, customized support for the creation of a growth ecosystem, and various linkage cooperation. Organizational capacity development and education, reinforcement of various linkage cooperation systems, creation of an investment ecosystem, and joint market development are necessary.

과학기술계 정부출연연구기관(이하 출연(연))은 과학기술의 연구개발을 통해 국가 및 산업계 발전에 기여하기 위해 정부가 설립하고 운영을 재정적으로 지원하는 기관으로 1966년 한국과학기술연구원 설립 이후 2017년 현재까지 50년에 걸쳐 총 25개의 기관이 설립되어 운영 중에 있다. 설립 목적에서도 확인할 수 있듯이 출연(연)은 연구개발 성과를 활용하여 기술이전 지원을 통한 기업체 경영 성과 달성, 전문 연구 인력 배출, 정부 정책 수립 및 지원을 통한 산업 경쟁력 강화 등의 다양한 경제적 파급효과를 창출해왔다.. 그러나 출연(연) 연구개발 성과의 경제적 파급효과를 종합적이고 체계적으로 파악하기 위한 논의는 비교적 미흡한 실정이다. 이에 따라 본고에서는 기계분야 K연구원의 사례를 중심으로 출연(연) 연구개발 성과의 경제적 파급효과 산출을 위한 분석 틀을 제시하였다. 경제적 파급효과 분석의 틀은 크게 출연(연)의 연구개발성과가 이전 확산되는 산업의 경제적 성장에 대한 기관의 기여도를 산출하는 '하향식 접근'과 기술이전 지원, 전문 연구 인력 배출 등 기관의 연구개발 활동의 경제적 파급효과를 개별적으로 산출하여 더하는 '상향식 접근 방법'을 제시하였다. 이러한 '하향식 접근'과 '상향식 접근'의 활용은 두 방식을 통해 산출한 경제적 파급효과를 상호 비교함으로써 출연(연) 연구개발성과의 경제적 파급효과를 종합적이고 체계적으로 분석할 수 있는 기반을 마련하는데 그 의의가 있다. 향후 본 연구결과가 다양한 출연(연) 연구개발 성과의 경제적 파급효과를 산출하는데 활용되기를 기대한다.

Integrated logistics support activities is to comprehensively manage the logistic support elements in the whole pro cess, from the design, development, acquisition request from the time it takes, operating and disposal for the efficient and cost-effective logistics support equipment. The Southeastern economic zone was centered on small and medium-sized manufacturing, but industrial changes and corona 19 caused the local economic downturn. This study presented the difficulties of companies related to the aviation specialization industry and suggested ways to revitalize the local economy in order to revitalize the local economy in the southeast region. First, aeronautical specialized parts companies need various support to improve the structural problems of passive industries. Second, the industry needs a systematic education system that develops products and technologies that meet international standards and conducts international certification education to support stable supply and demand of human resources by cultivating professional manpower for systematic project performance. Third, the industry needs financial and administrative support from the government to develop technologies and products that meet high standardization standards. In addition, it is necessary to provide support to systematically improve the limitations and difficulties of companies, such as finding and expanding customers of small and medium-sized companies and supporting investment for cost reduction.

현재 4차산업혁명시대에 창의적인 아이디어와 적극적인 도전정신으로 무장한 스타트업이 글로벌 산업을 주도하고 있다. 정부에서도 지역별 스타트업 생태계 활성화를 위해 전국 17개의 창조경제혁신센터 운영을 지원하며, 각 센터별로 '개방성, 자율성, 다양성'의 운영 원칙 하에 지역별 스타트업 창업 생태계 허브, 공공 액셀러레이터, 그리고 오픈 이노베이션 플랫폼 역할을 담당하고 있다. 최근 수도권 스타트업 생태계는 활성화되고 있는데 비해, 지역의 스타트업 생태계는 인력, 자금 등 스타트업 성장에 핵심적인 요소 확보에 큰 어려움을 겪고 있다. 특히, 부산은 일자리를 찾아 수도권으로 떠나는 등 청년층의 이탈로 고령화가 가장 빠른 도시로서, 지역 일자리 문제를 해결하는 주요 방법 중의 하나로 스타트업 생태계 활성화가 중요한데, 스타트업 지원기업 중에서도 초기 스타트업 창업 및 성장 지원 업무에 집중하는 부산창조경제혁신센터의 역할이 매우 중요하다. 본 연구에서는 부산창조경제혁신센터의 운영 개선 방향을 내부 직원 설문조사로 도출하고, 타겟 고객을 창업가/초기 스타트업(Creator), 교육기관(Campus), 대기업(Company), 그리고 커뮤니티(Community)의 4C로 정의하였다. 부산창조경제혁신센터의 일관된 방향성 정립을 위해 미션과 비전을 각각 정의했으며, 그것을 달성하기 위한 전략 및 실행 방안을 도출하였다. 마지막으로 센터와 직원들이 공동 성장할 수 있는 센터 업무 협력 체계와 역량 강화 교육 체계를 제시한다.
