Critical Assessment of Productive Welfare and Several Policy Alternatives (생산적 복지정책의 평가와 향후 정책과제)

  • This paper is a critical assessment of 'productive welfare policy' of the Kim Dae-jung adminstration and I tried to make several recommendations as alternatives. Quite contrary to concept of 'productive' welfare, which promotes less government intervention and more market-friendly approach, the Kim Dae-jung adminstration seems to have been moving in the opposite direction. As alternatives, I suggested i) work-fare rather than cash assistance, ii ) Employment Insurance Account to cover non-regular workers, iii) Medical Savings Account for minor medical services to reform medical insurance, and iv) enhancement of labor market flexibility by abolishing mandated retirement allowances in Korea I finally proposed the tuition and fellowship support program to the low-income group to enhance their economic status in a knowledge-based society.

  • This study purports to empirically examine the potential effect of the level of social trust on their welfare consciousness level. Although previous studies in the field have focused on socio-economic or class-oriented variables, the accumulated results have shown that the effects were inconsistent at best in Korean context. In order to overcome the limits of theoretical assumptions from mainstream Marxists and institutionalists, this study suggests the relative autonomy of social consciousness and its independent effect on welfare consciousness. The analysis shows that both foundational variables, income levels and labor market participation, and the level of social trust have significant impacts upon the respondents' level of welfare consciousness.

Economic development, Social Condition, and Social Welfare Development : An International Comparison of Social Welfare Development (경제수준, 사회수준, 그리고 사회복지수준 : 국제간 사회복지수준 비교)

  • This paper compares two indicators, economic development and social condition, to find a better way to measure the level of social welfare development. The results show that social condition is more adequate indicator than economic development. The social condition has high correlation with the development of social welfare in all the 78 countries as well as in five groups of countries when the economic development is controlled. The comparison of two indicators reveals important findings. Among other things, the higher the level of social condition compared with economic development, the larger the social welfare expenditure. This tendency is particularly strong among the western European countries and former socialist countries. This result implies that the macro-level policy of social redistribution is also important for the development of social welfare in addition to micro-level policy of income redistribution. As we expected, the results show that the level of Korean social welfare development is very low. Considering our levels of economic development and social condition, predicted social welfare expenditure from regression model is at least 17% of GDP, but we are spending only 30% of this predicted expenditure. Another serious problem in Korean social welfare is unbalanced expenditure between social insurance and public assistance. On the basis of these results, this paper suggests three implications for social policy to improve Korean social welfare: First of all, the gap between predicted and actual expenditures should be closed to improve the minimum level of social welfare. Secondly, the level of social condition itself should be improved to increase the public awareness of social welfare. Finally, the wide difference in expenditure between universal and selective social welfare programs should also be removed to decrease the relative deprivation of the poor.

Definition of Child and Youth Welfare and Proposals for the Reform of Legal System (아동·청소년 복지의 개념과 법체계의 개선방안)

  • Child and youth welfare law in Korea is vague and complex. In a narrow sense it means the research on the provisions of the Child Welfare Act. In a broad sense it embraces all of the social welfare system regarding to the protection for children and youth. Regardless of the scope of child and youth welfare law it should be cleared what the term of child and youth means in Korean legal regulation. Historically, child protection in Korea was based on the good intentions of individuals to protect war orphan children from poverty or danger after the end of the Korean War. It is the story of the evolving status of children from being viewed as dependant of the parents to becoming rights-based citizens, even not in Constitution. In Korea neither parents nor children have constitutionally recognized right. According to Korean Constitution the parents have only the obligation to educate their children. And the state ist obliged to improve the welfare of the youth(section 34). In compliance with this article there are lots of statutes regulating youth welfare. This article reviews the legal definition of child and youth to test the uncertain definition of child and youth welfare in relation to the treatment of children's and youth's legal status in Korea. According to the Child Welfare Act child is the person under age of 18, while the legal definition of youth oscillates between the person under the age of 19 and the person over the age 9 to the age of 23. As a result child welfare is often used as the synonym of youth welfare, and vice versa. The lack of the arrangement of the legal definition of child and youth is based on the historical reasons that the legal definitions of youth (under the age of 19 or over the age 9 to the age of 23) newly appeared in the statutes regulating youth welfare, whereas the Child Welfare Act still maintained the definition of child under the age of 18. In order to get rid of the confusion of the definition of the child and youth, a part of certain statues should combine with another Act according to the purpose of the individual amended statutes. And the definition of child and youth should be subdivided into 3 or 4 classes, namely infant(0-6), child(7-13), youth(14-18) and young adult(19-26). Furthermore this article proposes a reform of the existing legal system pursuant to the nature of the law, i.g. whether the issued or amended Act takes on a selective(residual) or universal character.

Effects of Socioeconomic Deprivation in Single-Person Households on Depression: The Moderating Effect of Age (1인 가구의 사회경제적 박탈이 우울에 미치는 영향: 연령의 조절효과)

  • The purpose of this study was to examine the effect of socioeconomic deprivation in single-person households on depression and to identify the moderating effect of age. To achieve this, data from 2,969 individuals aged 20 and older living in single-person households were analyzed using the 17th wave of the Korean Welfare Panel Study(2022). Socioeconomic deprivation was measured by 15 items related to six domains: food, housing, social security, economic status, social exclusion, and health and medical care. Depression was measured using the CESD-11 scale, while age was considered a continuous variable. The results showed a significant relationship between socioeconomic deprivation and depression, with age playing a moderating role. Specifically, socioeconomic deprivation had a stronger negative influence on depression thean older single-person households. Based on these findings, it is suggested that policy and practical interventions should take into account age-related changes in the life course when addressing the impact of socioeconomic deprivation on depression in single-person households.

  • 물복지라고 하는 것은 국민들이 사회적 지위, 경제적 능력, 주거위치 등등에 상관없이 평등하게 물 서비스를 받는 것이다. 그러나 사회가 변화하고 고도화됨에 따라 단지 물공급만의 문제가 아니라 수환경, 물의 사용에 따른 비용지불 등 여러 가지 요소들이 물을 사용하고 물환경을 이용하는 측면에 있어 평등하게 제공되고 있는지 검토하여야 한다. 대도시와 소도시 그리고 시군구 지역들이 대도시와 공평한 물공급과 물환경을 제공받고 있지는 않은 것이 사실이다. 또한 경제적 수준에 따라서 물공급에 대한 부담감을 느끼는 것도 당연한 사실이다. 이러한 물복지는 최근에 들어서 과거 물스트레스, 물빈곤과 같이 물을 사용하는 데 있어 부족한 측면에 대한 연구에 비해 부족한 현실이다. 우리나라는 빠른 속도로 인구가 변화하고 있다. 이러한 인구변화 속도는 과거 용수공급계획을 수립함에 있어 지속적으로 인구가 증가함에 따라 물 수요도 증가하여 물부족이 될 것으로 예상했지만 수자원기술과 물처리능력 등의 발달로 인해 우리나라는 걱정한 만큼의 물부족은 발생하지 않고 있다. 그러나 앞으로 빠르게 변화하는 인구감소에 따른 물 복지수준에 따른 평가가 필요한 시점이다. 단지 물을 사용하는 것뿐만 아니라 물을 사용함에 있어 느끼는 부담감, 만족감 등에 대한 연구가 필요하다. 본 연구에서는 물복지를 평가하기 위해 여러 통계자료를 이용하여 인구수의 변화와 상수도 요금, 하수도 요금등의 변화와 물공급 기반시설, 그리고 물환경의 변화등을 검토하여 물복지를 평가할 수 있는 인자를 검토하였다. 그리고 향후 인구변화에 따른 물이용에 따른 변화를 살펴보고자 한다.

Indebtedness and Socioeconomic Deprivation : A Study of Debt Relief Program Users (과중채무자의 사회경제적 박탈에 관한 연구)

  • This study examined the degree of socioeconomic deprivation in the areas of material hardship, health, housing, employment, and social network among people using debt relief programs. The sample, 209 individuals, was recruited from major agencies offering debt relief programs, including Seoul Bankruptcy Court, Credit Counseling and Recovery Service, and Seoul Welfare Foundation. Data were collected through in-person interviews in 2016. The sample was compared in terms of the level of deprivation with the general population and the low-income group, extracted from the Korea Welfare Panel Study. The debtors group demonstrated a substantially higher level of deprivation on all the dimensions examined. For example, the proportion of people who suffered from hunger was 37.8% in the debtors group compared to 6.7% in the low-income group. The proportion of people who had suicidal ideation in the last 12 months was 57.9% compared to 19.2% in the low-income group and 2.7% in the general population. The level of deprivation was different by chapter choice of consumer bankruptcy. Policy and practice implications of the results were discussed.
