물부족 국가인 우리나라에서 댐은 중요한 사회적 기반시설로서 안정적인 용수공급, 홍수조절, 발전 등의 다양한 측면에서 편익을 주고 있다. 하지만 이러한 편익의 대부분은 댐 관리주체 및 하류지역 주민들에게 주어지는 것이며, 오히려 댐이 위치하고 있는 지역의 지자체 및 상류지역의 주민들은 일방적인 피해를 보고 있는 입장이다. 이에 댐 주변지역 주민들을 대상으로 소득을 증대시키고 복지를 증진시킨다는 목적 하에 댐 주변지역 주민지원사업을 시행하도록 하는 법적 근거에 따라 지원사업을 시행하고 있으나 지역 주민들의 사정을 제대로 반영하지 못하고 있으며, 피해정도에 비하여 지원이 부족한 실정이다. 또한 지원되고 있는 사업의 내용면에서도 주민들에게 실질적인 도움을 주지 못하고 있다. 이렇듯 댐 주변지역 주민들은 지역간 편익과 피해에 대한 불공평한 배분과 댐으로 인한 피해, 불편, 경제적 손실 등으로 불만과 피해의식이 증가되어 사회적 문제로 나타나고 있다. 본 연구에서는 댐으로 인한 편익과 피해를 분석하고, 현재 시행되고 있는 지원 사업에 대한 현황 및 주민의식을 조사하여 실제 댐 주변지역의 주민들에게 실질적 도움이 될 수 있는 제도를 마련하기 위한 방안을 모색하였다.

Using the case of Taegu city, this study analyses benefits and costs related to the construction of GIS to local government. For this purpose, the study uses a case study selecting Taegu Metropolitan city. In this study, four discount rates(5%, 8%, 10%, 12%) are used for sensitivity analyses. According to this benefit-cost analysis, Taegu city government could get positive net present benefits from the year of 2004 which is 6 years after its GIS construction. This a result, Provides the economical and financial validity of GIS Construition in local government. In this study, analysis of invisible benefits are excluded. If these invisible and potential benefits are included in the analysis, GIS could produce more net benefits and the even break point of GIS construction in local governments will come earlier. For the further study, the study needs to develop new benefits and utilize cost-effectiveness analysis to catch these invisible benefits.

국가개발연구원(KDI)에서는 새만금에 40MW 용량의 국산 풍력발전단지 조성을 위한 예비타당성 조사를 실시하였다. 본 사업에 대한 KDI의 비용편익 분석 결과 순 현재가치가 0보다 작고, B/C 비율은 0.73으로 경제적 타당성이 나타나지 않았다. 하지만 모든 비용과 편익을 화폐가치로 환산해 내는 비용편익분석은 여러 가지 외부효과로 인해 사업의 타당성 연구자들에 의해 주관적인 결과물이 나오기도 한다. 이에 따라 본 논문에서는 새만금 풍력발전 시범단지의 경제성 평가 재검토 연구를 실시하였다. 본 논문에서는 기존 경제성 평가 항목에 대하여 여러 가지 쟁점을 제시하고, 그 중에서 대기오염물질 저감 비용과 학습효과(learning effect)로 인한 비용 절감 편익을 추가적으로 산정하였다. 여기서 학습효과의 학습속도(learning rate) 를 세 가지 시나리오로 나누어 분석하였다. 두 가지의 추가 편익을 KDI의 기존 예비타당성 조사 분석에 추가한 순 현재가치는 상당한 양의 값이 나왔고, B/C 비율은 8.8 로 편익이 비용에 비해 크게 증가했다. 이러한 항목들의 포함 여부에 따라 타당성 결과가 현저하게 달라짐을 알 수 있다. 향 후 비용편익 분석이 정책 결정에 적절히 반영되기 위해서는 외부효과를 고려한 환경 비용, 그리고 학습효과와 같은 추가적인 사항들이 면밀히 검토되어야 한다. 시장에 기반하지 않은 이러한 외부효과로 인한 항목들은 대상과 시기에 따라 매우 다른 결과를 보여주기에 이에 대한 세부적인 연구가 필요한 시점이다.

전 세계적으로 인공습지는 도시화, 기후변화 및 생활수준 향상으로 인한 홍수와 가뭄, 하천생태계 변화, 수질오염과 같은 환경문제의 해결방안으로 제시되고 있다. 이에 따라 국내에서도 여러 목적과 형태의 인공습지가 조성되고 있다. 인공습지의 경우 특정 기능을 목적으로 하여 조성하더라도 인공적 생태계가 조성되므로 복합적 기능을 갖게 된다. 하지만 현재까지의 인공습지 조성 효과에 관한 연구는 한가지 기능에만 초점을 맞추어서 실제 인공습지 조성의 가치가 저평가되고 있다. 본 연구에서는 하천변 인공습지 조성에 따른 여러 효과 중 가장 주가 되는 홍수저감 및 수질개선 기능에 대한 효과를 분석하고 이에 따른 편익을 산정하였다. 먼저 인공습지의 적용 대상 유역을 선정하고 유역 내에 입지를 결정하여 이에 맞는 인공습지를 설계 및 적용하였다. 인공습지 조성에 따른 홍수저감 효과 및 수질개선효과를 각각 분석하였다. 분석 결과에 대해 MD-FDA를 통해 홍수피해액을 산정하였고 대체비용법을 통하여 동일한 수질개선 효과를 갖는 하수처리시설의 하수처리비 및 운영관리비에 해당하는 수질개선 편익을 산정하였다. 본 연구를 통해 인공습지의 홍수저감 효과뿐만 아니라 수질개선 효과를 확인하였으며 정량적인 분석방법을 통해 두 가지 기능에 대한 효과를 분석하여 보았다. 또한 산정된 홍수저감 및 수질개선 효과를 경제적 가치로 환산하여 보다 객관적인 지표로 나타내었다. 본 인공습지 조성에 따른 종합적 편익 산정 연구 결과는 다목적의 인공습지를 적재적소에 적용하는데 기여할 것이다. 추후 생태적 기능, 레크레이션 기능 등에 따른 기타 편익 산정 방법론 조사를 통해 각 기능의 편익을 추가한다면 인공습지 조성에 따른 편익을 종합적으로 고려할 수 있을 것으로 판단된다. 또한 인공습지 조성의 소요사업비 및 유지관리비를 산정하여 인공습지 조성에 대한 경제성분석을 한다면, 실제 인공습지 조성 사업 시 사업의 타당성을 평가하는 기초자료로 활용할 수 있을 것으로 기대된다.

In recent years, the state of the water quality of Han river has been among the top public concerns. This paper measures economic value of multiple environmental impacts of improved water quality of Han river using a choice experiments approach. The choice works that take into account trade-offs between price and environmental attributes for a preferred option turned out to be within respondent' ability to reveal their preferences, and the willingness to pay estimates were statistically significant. This study allows policy-makers to provide useful quantitative information that can be referred to as a benchmark for upcoming water projects.

This study is about the suggestion of reduction method for social insurance cost of startup SMEs Based on the study abroad and the current status of Korea we suggest several methods such as direct and indirect support, exemption, deferment/loan. For the economic effect analysis, we derived benefits and costs. Employment, value added, and revenue increasing effects are considered as benefits. Costs are analyzed by each method. In case of exemption, the analysis is impossible. Analysis results show that direct and deferment/loan case have an effect of 563,469 jobs creation, added value of 26.82 trillion wons, and increase in tax revenues about 82.4 billion wons. In case of exemption, There are 105,368 jobs creation, 5.02 trillion wons of added value, and 15.4 billion wons of increase in tax revenues. And for each case, there are costs 9.58 trillion won, 5.42 trillion won, 1.79 trillion won.

This study analyzes the effect of applying hyperbolic social discount rate onto the results of benefit-cost analysis of environmental public investment projects in Korea. In order to check the application possibility to the actual feasibility study, the discount factors generated by hyperbolic function, rather than traditional exponential one, would be applied to the benefit and cost data from the pre-feasibility studies which peformed for environmental public investment projects. The results of this study shows that using hyperbolic social discount rate is effective for enhancing test results, only under the condition of which the full expansion of the time periods of analysis is satisfied. According to the simulation results of this study, to achieve higher benefit/cost ratio by using hyperbolic social discount rate, the period should be increased up to 120 to 150 years at least.

The purpose of this study is to investigate and analyze the feasibility of relocating and building the Wando-gun Library into a multicultural library. For this purpose, the results of policy and economic feasibility, including locational feasibility, related laws, high and related plans, and surveys were examined. As a result of the analysis, it was found that policy feasibility was secured and economic feasibility was insufficient, but it is judged that some of it was secured because the ripple effect was calculated by the occurrence of social benefits. The results of this study can be useful data to prepare for a project to promote the construction of a library as a multicultural space.

This study evaluates the economic benefit of the project constructing the international riding arena having been built at Sangju in Gyeongsangbuk-Do by the willingness to pay (WTP) of residents in the province. As the evaluation method, the dichotomous choice contingent valuation method (CVM) is adopted with the additional questions of whether his/her WTP is zero, to improve the statistical accuracy of evaluation results. Considering the arena's administrative location, the population of the surveys for analysis is confined to residents of Daegu and Gyeongsangbuk-do. The survey is conducted through personal interviews. It turns out that the WTP per household per year is evaluated as 1,847 won and the total yearly benefit of the Sangju international horse riding arena is estimated as 3.56 billion won.

The purpose of this paper is to analyze economic adequacy by estimating the benefit-cost for bird eco-park, eco-center, eco-river, and eco-waterway, which will be built in the new town of Kimpoo, Yangchon. This paper attempts an economic analysis for the development of an eco-friendly new town. The rates of B/C (benefit-cost) in all scenarios are over one. Especially, the B/C rate of the eco-center is the most efficient of the four eco-facilities by 5.02 - 3.75. In addition, the construction costs of the five eco-facilities are assumed to be 50 percent higher, though their economic soundness is maintained. This paper implies that providing ecological variety is one of the core components in constructing housing complexes and suggests that the construction of housing be harmonized with zero-carbon and energy efficient methods.
