Neoliberal Urbanization and Projects of Entrepreneurial City (신자유주의적 도시화와 기업주의 도시 프로젝트)

  • Despite the process of neoliberalization has made a decisive influence on our society as a whole, there seems little interests in neoliberal urbanization and entrepreneurial urban projects promoting it. This study is to see relationships between neolibealization process and recent urbanization and urban policies in terms of entrepreneurial city mediating them. In particular, this paper tries to reconceptualize entrepreneurial city as corresponding to privatization and commodification, financialization, state redistribution, and management and manipulation of crises which Harvey(2005) suggests as four main features of neoliberalization process in general and 'accumulation by dispossession' in particular, and to characterize it in terms of 'creative destruction' and of 'entrepreneurial governance'. As examined in the later part of this paper, recent cases of these entrepreneurial urban projects in S. Korea include volatility of land and housing price in the Capital region and urban regeneration and newtown projects, project for free economic zones construction in Incheon and other 5 regions, project for SOC construction heavily relying on private investment, in particular project financing pursued nationwidely including Daegu, and project of urban cultural marketing to promote capital inflow tacitly as well as to enhance urban imagine explicitly.

Spatial Structure Change of Triangle-Cities in Gwangyang Bay Region: From Central Place Structure to Network City (광양만권 트라이앵글 도시의 공간구조 변화: 중심지형에서 네트워크형으로)

  • The purpose of this study is to examine the effects of industrialization and urbanization of Gwangyang Bay Region on the change of urban system and spatial structure between triangle-cities located in Gwangyang Bay, Yeosu City, Suncheon City, and Gwangyang City, one of the famous industrial zones in Korea. Large-scale development projects carried out by the central government in the Gwangyang Bay Region such as construction of the Second Oil Refinery in the mid-1960s, completion of the POSCO Gwangyang Steelworks in the mid-1980s, construction of the Gwangyang Port Container Terminal in 1987 and designation of the Gwangyang Bay Area Free Economic Zone in 2003, and EXPO 2012 Yeosu Korea, affected to changes of the urban system and spatial structure between triangle-cities in Gwangyang Bay Region. The above four-development projects transformed the urban and spatial structures between the three cities in the Gwangyang Bay Region from a mononuclear urban system centered on Suncheon to a network city system. Historically, Suncheon has served as an exclusive center in the eastern region of Jeonnam, including the Gwangyang Bay Region. However, the hosting of the 2012 Yeosu Expo Korea is reorganizing the three cities into a network-type spatial structure with the strengthening of connectivity and integration in the region. And this trend is expected to intensify in the future.

Change in Migration and Population Structure of the Firm City: The Case of Gwangyang City in Korea (기업도시 인구이동과 인구구조의 변화: 광양시를 사례로)

  • The growth and development of Gwangyang city was a result of the POSCO Gwangyang Works, and Gwangyang city is one of typical firm citys in Korea. The objective of this study is to identify and examine the change of migration and population structure in Gwangyang city from 2001 to 2010. Since 1981, total number of population of Gwangyang city increased from 78,478 in 1981 to 145,512 in 2010. The population structure by age was changed with population increase since 2001, and 30-40 aging group was 35% of total in 2010. During 2001-2010, the netmigraion showed -2,925 people, however, the number of inmigrants were overtaking the number of out-migrants since 2008. The most common reason of in-migrants was occupation(49.5%). Factors influencing Gwangyang City's population growth and oversupply are the location of POSCO Gwangyang Works and steel-related enterprises, opening and construction of Gwangyang container berth, the related development projects and establishment of Gwangyang Bay Area Free Economic Zone, and the local policies of Gwangyang City connected with these large-scale national projects. As a result, the number of manufacturing-related businesses increased due to various regional development projects conducted in Gwangyang City, and the growth of the business continued to increase due to the increase of younger people and births.

Development of the Seepage Flow Monitoring Method by the Hydraulic Head Loss Rate (수두손실률에 의한 침투류 감시기법 개발)

  • In this study, the seepage flow monitoring method by the hydraulic head loss rate was developed for the purpose of application to offshore construction site enclosed by cofferdams in which seepage force varies periodically. The amount of the hydraulic head loss rate newly defined in this graph was in a range between 0 and 1. The zero of the rate means the existence of flow with no seepage resistance. The 1 of the rate means no seepage flow through the ground. The closer to 1 the coefficient of determinant in the hydraulic head loss graph is, the more the ground through which seepage water flows is stable. The closer to 0 the coefficient of determinant in the hydraulic head loss graph is, the more the ground through which seepage water flows was unstable and the higher the possibilities of existence of empty space or of occurrence of piping on the seepage flow pass in the ground is. The hydraulic head loss graph makes it possible to monitor sensitively the situation of seepage flow state, and the graph helps to understand easily the seepage flow state at the specific section on the whole cofferdam.
