A Study on the Attitude of CEO in Private Security Company (시큐리티기업 CEO의 민간경비에 대한 의식조사 연구)

  • This study is concerned on how much effect to activate private security officers from the attitude of CEO in private security companies. Of course the philosophy of CEO at the work is much important element on the company activity. And in small-medium size private security company the effect of CEO is tremendous because most of decision making comes from CEO and company is operated. The result of the analysis of the survey on the CEO in private security business is as belows. a) Most of them are not satisfied and negative from current situation of private security industry because too many companies are scattered and the expected social understanding is too low even though the company was established by their own decision due to it was fit to their aptitude. b) The job position is estimated not high by socio-economical perspective, which would be improved to get higher because this industry is very future business. c) Most of members of the korea security association are in negative on the policy of the korea security association but to enhance of the activity all the members should be in union. d) Must make and settle down a channel to communicate and cooperate each other between public and private sector of security business.

Modernization Project of Korean Society and Family Politics: on the Basis of Family Planning Programs (한국 사회의 근대화 기획자 가족정치 : 가족계획사업을 중심으로)

  • This paper focuses on the process of national family politics through the project of family planning which became one of the main factors that brought the structural change in Korean families after 1960's. The family planning was established under the national project which was tightly driven by the government, and the new families were built artificially and coercibly by the plan rationality. The various and diverse forms of the national family politics were revealed in the process of the project. For example, the image of the modern families was forcedly adopted in order to justify the project, the families in this period were under microscopic surveillance in order to accomplish th e project effectively , etc. Modern nuclear families were derived through the economical and social support on the families only with a few number of children, and the structural change was made through the medical technique and support. Consequently, during the forty years after the project, the size of the families were reduced drastically, various and diverse forms of families were generated, and the modern family action and value were wide spread and generalized. Through the project, the government has been establishing th family patterns and norms which were so suitable to the modernization project that the families were able to be pulled into public sphere. The family problems in this process became very serious. However the government repeatedly forced the families to be the reoresentative of welfare state through new-modern political discourses. The welfare through the family is coerced to replace the weakness of welfare state. However the family is not the subject of the welfare, but the object of the welfare. The governmental family politics must make more efforts to gave the families to be the object to the welfare.

Hydrological Assessment of Different Phase of ENSO through Estimation of Integrated Risk Index: A Case Study of the Han River basin (통합위험지수 산정을 통한 서로 다른 ENSO의 수문학적 영향 평가: 한강유역을 중심으로)

  • 본 연구에서는 우리나라의 중 소규모 유역의 수문학적 위험도 분석을 위하여 한강유역을 대상으로 통합위험지수(IRI: Integrated Risk Index)를 산정하였으며, El Ni$\tilde{n}$o-Southern Oscillation (ENSO)에 의한 대규모 대기순환 패턴의 변화가 한강 유역의 통합위험지수 변화에 미치는 영향을 평가하였다. ENSO자료는 전통적인 El Ni$\tilde{n}$o에 해당하는 Cold-tongue (CT) El Ni$\tilde{n}$o와 중앙태평양 부근의 이상적인 해수면 온도 상승에 의한 Warm-pool (WP) El Ni$\tilde{n}$o, 그리고 해수면 온도가 이상적으로 낮게 관측되는 La Ni$\tilde{n}$a 기간으로 구분하였으며, 각 기간 중 가장 강한 ENSO가 발생한 해(CT El Ni$\tilde{n}$o, 1998; WP El Ni$\tilde{n}$o, 2005; La Ni$\tilde{n}$a, 2000)를 대상으로 통합위험지수를 산정하였다. 통합위험지수는 수문학적 요인(Hydrologic Components), 사회 경제적 요인(Socio-Economic Components)과 생태적 요인(Ecological Components)으로 구분하였고, 엔트로피(entropy) 기법을 통하여 각 인자와 요인별 가중치를 적용하였다. 중권역별 통합위험지수의 평가는 5개의 계급구간(Very High, High, Medium, Low, Very Low)으로 구분하였다. 분석결과, CT El Ni$\tilde{n}$o해의 유역평균 IRI 값은 0.58, WP El Ni$\tilde{n}$o해의 IRI 값은 0.57로 비슷한 결과를 보였으나, La Ni$\tilde{n}$a해에는 IRI 값이 0.41로 낮게 나타났다. CT와 WP El Ni$\tilde{n}$o해에는 한강 서쪽일부 중권역에서 통합위험지수가 높게 나타났으며, La Ni$\tilde{n}$a해에는 한강 중 동부 대부분 유역에서 낮게 분석되었다. 향후 유역별 통합위험지수 산정과 더불어 서로 다른 형태의 ENSO에 따른 수자원 변동 예측이 이루어진다면, 수자원의 효율적인 관리와 안정적인 용수공급에 도움을 줄 것으로 사료되며, 이는 유역별 수자원의 취약성 평가 및 위험도 분석을 위한 기초자료로 활용이 가능하리라 사료된다.

  • 최근 중국과 인도는 공유하천인 야루짱부(중국명: 아로장포(雅魯藏布), 인도명:Brahmaputra)강 유역 내 수력발전용 댐 건설을 놓고 갈등 중이다. 발단은 중국이 2010년 9월에 정식으로 착공한 짱무수력발전댐(장목수전참(藏木水電站))의 건설이다. 총길이 3,848km, 유역면적 71만여 $km^2$인 야루짱부강은 중국과 인도, 방글라데시, 부탄 4개국이 공유하고 있다. 야루짱부강의 발원지는 히말라야 산맥 북쪽 기슭의 지에마양쫑 빙하(걸마앙종(杰馬央宗) 빙천(冰川))이고 중국내 길이가 2,057km에 달한다. 강은 중국의 씨짱(서장(西藏))지역, 인도의 아루나찰 프라데시(Arunachal Pradesh)주와 아쌈(Assam)주를 경유하여 부탄, 방글라데시로 흐른다. 야루짱부강은 티베트로 잘 알려진 시짱자치구에서 발원하여 중국과 인도의 영토 분쟁지역인 아루나찰 프라데시주를 관통함으로 인해 지정학적으로 중요한 의미를 갖고 있다. 짱무수력발전댐은 시짱 지역 최대 수력개발댐으로, 인도와 방글라데시는 중국의 댐 건설로 인해 자국의 수자원의 감소와 생태계 파괴가 발생할 것을 우려하고 있다. 그러나 최근 중국과 인도의 관방은 이 같은 우려를 부인하며 인도의 아루나찰 연방당국 또한 5개 주요 지류에 1,750MW 규모의 수력발전댐을 건설할 계획을 발표하였다. 이와 같이 수력발전댐 건설과 수자원확보를 놓고 중국과 인도가 팽팽하게 경쟁하게 된 데는 중국과 인도 간의 역내 힘겨루기와 자국 내 정치적 이해, 영토분쟁지역의 존재 등이 원인으로 작용하고 있다. 본 연구는 중국의 짱무수력발전댐(장목수전참(藏木水電站)) 건설원인을 중국정부가 가진 시짱지역관리 및 개발의 필요성에서 찾고 짱무수력발전댐(장목수전참(藏木水電站)) 건설에 드러난 중국의 표면적, 내재적 의도의 분석을 통해 중국의 공유하천 접근 방식의 특징과 원인을 규명하였다. 발원지에 위치한 중국이 수자원확보경쟁에서 유리한 입장을 점하고 있는 가운데 중국에 비해 상대적으로 정치적, 경제적 열세에 놓인 하류국가들은 공유하천의 동등하게 이용할 권리를 쟁취하기 위해 필요한 협상력을 갖고 있지 못하다. 따라서 하류국가들은 중국의 의도를 파악하여 이를 토대로 적절한 대안을 마련해야 할 필요성이 있다. 중국의 공유하천접근방식의 원인과 특징에 대한 분석은 남북통일 후 중국과 하천을 공유하게 될 우리나라에 시사하는 바가 클 것이라 생각된다.

Development of Traffic Accident Prediction Models by Traffic and Road Characteristics in Urban Areas (도로 및 교통특성에 따른 계획 단계의 도시부 도로 교통사고 예측모형개발)

  • The current procedure of estimating accident reduction benefit shows fixed accident rates for each level of roads without considering the various characteristics of roadway geometries, and traffics. In this study, in order to solve the problems mentioned in the above, models were developed considering the characteristics of roadway alignments and traffic characteristics. The developed models can be used to estimate the accident rates on new or improved roads, In this study, only urban highways were included as a beginning stage. First of all. factors influencing accident rates were selected. Those factors such as traffic volumes. number of signalized intersections, the number of connecting roads, number of pedestrian traffic signals, existence of median barrier, and the number of road lane are also selected based upon the obtainability at the planning stage of roads. The relationship between the selected factors and accident rates shows strong correlation statistically. In this study, roads were classified into 4 groups based on number of lanes, level of roads and the existence of median barriers. The regression analysis had been performed for each group with actual data associated with traffic, roads. and accidents. The developed regression models were verified with another data set. In this study, in order to develop the proposed models, only data on a limited area were used. In order to represent whole area of the country with the developed models. the models should be re-analyzed with vast data.

An Empirical Analysis of Optimal Size Combination in the Small Crop-Livestock Cycling Organic Farm (소규모 경축순환 유기농가의 경제적 최적규모 조합 실증 분석)

  • Organic agriculture seeks sustainable agriculture. Organic agriculture is based on circulating agriculture of a family farm unit. However, as of the end of 2016, only 33 out of the total organic farming farms were implementing Crop-Livestock cycling organic farming. The reason seems to be a matter of income after all. The optimal size combination refers to the scale by which family farms can maintain their quality of life while engaging in farming activities. In other words. it is a farm scale that maintains optimal income through stable labor costs. In the meantime, there has been no previous study on the optimal economical combination of Crop-Livestock cycling farming. Choi (2016) analyzed whether the economies of scope (EOS) were realized in the combined production by using the management data of the farmers who practiced Crop-Livestock cycling organic farming for four years. As a result, it has been revealed that the EOS measurement value is 0 or more so the economies of scope are being realized. Therefore, the purpose of this empirical analysis is to identify farm incomes under this circumstance. It is assumed that the optimum production is achieved by balancing the total income curve and the total cost curve in the optimal scale production range. The results of the analysis are as follows. First, the income after the conversion to Crop-Livestock cycling farming was 44,789,280 won, the sum of the seedling-livestock sector, which was 17,873,120 won higher when the non-Crop-Livestock cycling farming was assumed. The same is true for 2014 and 2015. The reason for this is that pig droppings were composted from organic seedlings, and the cost of selling pork was 150,000 won/per pig more expensive even though the manufacturing cost of organic feeds was higher than the purchasing cost. Secondly, this study simulated the result that the economic index varies when the farm size combination is changed by the farm size of 100% standard (S100) as of 2014. S130 is the increase in size from 100% of 2014, whereas S30 is the result of 3ha crop and 66 livestock (pigs). As a result of this simulation, Crop-Livestock cycling farming income decreased more than non-Crop-Livestock cycling farming as the farm size decreased, whereas the income decreased as the farm size increased. When the size was reduced below S50, the income tended to decrease. In this situation, EOS changed in the same direction. The results showed that when the farming size was reorganized and reduced to 50% compared to 2014, the income and income difference was the highest. At the same time, economies of scope (EOS) were the highest at 0.12985. In other words, it was found that the income of farm houses in a family farm unit sector was the best in the combination of 1.5ha crop agriculture and 110 livestock (pigs).

Nitrogen Budget Analysis Using a Box Model for Hajeon Tidal Flat in the West Coast of Korea (Box model을 이용한 서해 곰소만 하전 갯벌의 질소 수지)

  • To estimate the nitrogen budget and assess the purification function of a tidal flat ecosystem, a field survey was carried out at Hajeon tidal flat in Gomso Bay, the southern part of Byeonsan Peninsula, Chollabuk-do, Korea. A study area of 3.0$\times$4.5 ㎢ was established on the tidal flat and the concentrations of chlorophyll-a, DIN, DON, and TN were measured in the water column during the period of April 17-18, 1999: From the budget analysis, the loss rate of Chl-a was estimated to be -0.05 mg Chl/㎡/hr, which is approximately 7% of that at Issiki tidal flat in Aichi Prefecture, Japan. The lower loss rate of Chl-a in the study area was attributable to the lower standing crop of phytoplankton, the lower temperature that may reduce metabolic rates of biotic components and the lower biomass of macrobenthos in the study area. Over the 13.5 ㎢ of study area, Hajeon tidal flat removed 8.36$\times$10$\^$2/ kg N/day of TN, 5.36$\times$10$\^$3/ kg N/day of PON and 1.62$\times$10$\^$2/ kg N/day of phytoplankton-related PON, showing that the tidal flats may play an important role in removing nitrogen in coastal waters. The removal rate of PON, compared to the removal cost of the existing waste water treatment facilities, indicates that the economic value of the purification function of Hajeon tidal flat (13.5㎢) may be more than that of two large facilities.

  • 새로운 지능기반사회(ubiquitous society) 패러다임이란 전제 아래 미국을 비롯해 일본, 유럽 등 세계 각국에서는 모바일, 브로드밴드, 극소형 컴퓨터, IPv6의 기술이 창출해 내는 컴퓨팅 혁명의 실체를 유비궈터스 IT로 파악하고 각 국의 걸부, 기업, 연구소들이 주도권을 잡기 위해 많은 노력을 기울이고 있다. 현재 유비쿼터스 IT를 활용한 u-비즈니스를 활성화하고 관련 시장을 선점하기 위한 전 세계적인 경쟁은 매우 치열한 양상을 보이고 있다. 주요 국가들은 서로 지향하는 영역은 다르지만 궁극적으로 지능기반사회 구현이라는 대명제 아래 독자적인 산업 구축을 위해 노력하고 있다. 이러한 이유는 기본적으로 지능기반사회로의 이행과정에서 발생하는 경제적 파급효과, 예컨대 디지털 가전, 이동통신기기, 전자의료기기, 디스플레이, 2차 전지, 보안 등 관련 산업에 미치는 영향 및 새로운 시장 창출의 기회가 있기 때문이다. 기존의 많은 연구 및 문헌에서는 아직도 유비쿼터스 IT에 대한 개념적인 논의에 치중되어 있고 시장 중심적 또는 수요자 중심적 사고의 논의가 부족하다. 성공적으로 유비쿼터스 산업을 육성하기 위해서는 유비쿼터스 IT자체기술 개발사업(tangible service) 뿐만 아니라 비가시적(intangible) 서비스, 그리고 컨버전스(convergence) 서비스에 대한 상용화 모델과 성공적 사업 전개 방법론에 대한 깊은 연구가 수행되어야 한다. 본 연구에서는 먼저 유비쿼터스 IT의 기술동향과 시장 동향 및 산업 규모에 대한 문헌연구를 통해 u-비즈니스의 가능성을 고찰해보고, u-비즈니스 추진 전략을 탐색적으로 제시하고자 한다.되었다. SPME-GC/MS에 의한 휘발성분 분석 결과, 기능성 유지에서 홍국쌀 에탄올 추출물로부터 기인되는 특유의 휘발성분은 관찰되지 않았으나, RT=12.1 min인 hexanal의 함량이 control에 비하여 유의적인 감소 경향을 나타내는 것이 확인되었다(p<0.05).히지 못하여, 이의 기전을 밝히기 위한 추후 연구가 필요하다./TEX>로서 p<0.01 수준에서 현저히 증가하였다. 혈청의 인지질과 콜레스테롤 에스테르의 지방산 조성에서 vitamin C를 혼합 투여한 3,5,7군에서 PUFA 함량이 증가한 반면, SFA 함량은 감소하여 P/S 비율, n-3P/n-6P 비율은 증가하는 경향이었으며 이는 간장의 인지질, 콜레스테롤 에스테르, 총 지질의 지방산조성에서도 같은 경향을 볼 수 있었다.X>$(C_{18:2})$와 n-3계 linolenic acid$(C_{18:3})$가 대부분을 차지하였다. 야생 돌복숭아 과육 중의 지방산 조성은 포화지방산이 16.74%, 단불포화지방산 17.51% 및 다불포화지방산이 65.73%의 함유 비율을 보였는데, 이 중 다불포화지방산인 n-6계 linoleic acid$(C_{18:2})$와 n-3계 linolenic acid$(C_{18:3})$가 지질 구성 총 지방산의 대부분을 차지하는 함유 비율을 나타내었다.했다. 하강하는 약 4일간의 기상변화가 자발성 기흉 발생에 영향을 미친다고 추론할 수 있었다. 향후 본 연구에서 추론된 기상변화와 기흉 발생과의 인과관계를 확인하고 좀 더 구체화하기 위한 연구가 필요할 것이다.게 이루어질 수 있을 것

Simulation Study of Hydrogen Liquefaction Process Using Helium Refrigeration Cycle (헬륨 냉동사이클을 이용한 수소액화 공정모사 연구)

  • Compared to gaeous hydrogen, liquid hydrogen has approximately 1/800 volume, 800 times higher volumetric energy density at the same pressure, and the advantage of lower explosion risk and easier transportation than gaseous hydrogen. However, hydrogen liquefaction requires larger scale facility investment than simple compression storage method. Therefore, the research on energy-saving hydrogen liquefaction processes is highly necessary. In this study, helium/neon (mole ratio 80 : 20) refrigeration cycle was investigated as the main refrigeration process for hydrogen liquefaction. Process simulation for less energy consumption were carried out using PRO/II with PROVISION V10.2 of AVEVA. For hydrogen liquefaction, energy consumption was compared in three cases: Using a helium/neon refrigerant cycle, a SMR+helium/neon refrigerant cycle, and a C3-MR+helium/neon refrigerant cycle. As a result, the total power consumptions of compressors required to liquefy 1 kg of hydrogen are 16.3, 7.03 and 6.64 kWh, respectively. Therefore, it can be deduced that energy usage is greatly reduced in the hydrogen liquefaction process when the pre-cooling is performed using the SMR process or the C3MR process, which have already been commercialized, rather than using only the helium/neon refrigeration cycle for the hydrogen liquefaction process.

An Empirical Study on the Effect of public Construction Industry by Expansion of New Budget System (계속비 사업 확대로 인한 공공건설사업 파급효과 분석)

  • Domestic construction industry accounts about 15% of Gross Domestic Product(GDP) and Korean government spends approximately 50 trillion won per year for public infrastructure projects. Effective management of public construction projects would result in cost saving and enhance financial stability of the government. In doing so, the government promoted a new budgeting system, Continual Budget Method(CBM) as a part of public project performance enhancement program published in 1999. This research mainly attempted to investigate and analyze the impact of new budgeting in term of cost and schedule performance. Based on the analysis result of n2 projects. The new budgeting system could save project cost by 9.83y. Due to the saving of indirect costs from reduction. Although limited government budget cannot allow all the projects to be excuted with the new budgeting system, the new budgeting system should be more-widely utilized in the public sector because of its proven benefits from this research.
