In this paper, the consolidation of ICT basic legislation and ICT special legislation concerning "Ministry of Science, ICT and Future Planning" and "Korea Communications Commission" which came on the back of governmental reorganization in recent years is discussed in the theoretical and practical aspect. Development of "data communication technology" innovatively changed the method of livelihood of mankind, the emergence of network under global dimension provided financial social benefit and posed a challenge and a threat at the same time. Form digital revolution human kind can expect to receive many important blessings. Nevertheless, there are many advantages of development of technology by digital revolution, cyberspace like online media, internet etc. has realistically many problems that must be solved. To maximum positive aspects like the expansion of freedom of expression and creating plan of economy by the advance of transmission technology is needed. And to minimize side effects of informatization is required more. The First, Special Act on ICT has an adaptation in normative standardization to be fit in media convergence beyond convergence of broadcasting and telecommunications. Henceforth, there must be established a legal basis for the achievement of protection of economic evolution and freedom of speech in digital media, information, communication technology and content development. The second, the government action is to accomplish economic development and freedom of information in structural aspect of norm. Therefore minimizing normative problem by reorganization of organization remains clearly unresolved in politics. The third, Special Act on ICT must be basic law covering info-communications field, pay telecommunication and media contents field. The forth, from a technical point of view, net neutrality, conflict of interest for digital content and so on can be fixed easily. Special Act on ICT must not only pursuit of development of industry. Special Act on ICT and pursuit of enhancing quality of life of people and preparing program to promote democratization. From now on, we need to make powerful nation of information& communications technology and in information human rights protection field got to be one step ahead of others with reference to appear all the various aspects must be brought together in the discussion of legislation process of Special Act on ICT.

Information technology. computers, networks, and the World Wide Web are ubiquitous. Academic libraries have applied information technology over the last ten years. The traditional role of the library as the scholarly information heart of the university is being questioned as information technology makes Information ever more easily accessible. 낙후된 도시를 정비하는 방법으로 새로이 등장한 거점확산형 주거환경개선사업은 전면철거방식인 주택재개발사업이내 공동주택 건설방식과 비교하여 지역주민의 재정착 비율이 높고, 기존 도시 조직을 고려하며 점진적으로 개발할 수 있는 기성시가지 정비수법으로 주목받아 왔다. 또한 지역의 침체된 경제를 활성화시키고 황폐화된 구시가지를 회복시키기 위하여 정부에서는 도시의 새로운 경쟁력을 찾고 지역 주민의 삶의 질을 보장하기 위해 지역 주민의 삶의 질을 보장하기 위해 지역 커뮤니티를 근간으로 하는 도시재생사업을 추진하게 되었다. 효과적인 거점확산형 주거환경개선사업을 위해서는 주민참여가 중요하며, 현재에 이르러서는 필수적인 요건이 되었고, 도시계획 역시 주민과 함께 하는 방향으로 변화하게 되었다. 이에 따라 GIS도 주민과 같은 비전문가의 의사결정을 지원하기 위한 도구로 확대되어 활용되고 있다 하지만, 현행 주민참여 방식은 형식적인 수단에 불과하며, 주민 참여도를 높일 수 있는 획기적인 방법은 아직도 연구해야할 과제이다. 따라서 본 연구에서는 커뮤니티의 재생을 목적으로 하는 거점확산형 주거환경개선사업에서 능동적 주민참여를 좀 더 효율적으로 이끌어 내고자 사업정보제공서비스, 주민의사반영 서비스, 쌍방향적 의견교환서비스, GIS 서비스를 제공하는 커뮤니티 재생을 위한 앱 기반 PPGIS 모델을 제안하였다. 최근 스마트폰의 보급률이 급증함에 따라 스마트폰의 활용은 주민들의 관심과 참여 비율의 변화를 크게 가져올 수 있을 것으로 기대되며, 커뮤니티 재생을 위한 스마트폰의 앱 기반 PPGIS 모델은 정책결정자, 전문가 그리고 주민이 서로의 생각을 교환하고 이해하는데 또 다른 유용한 의사소통 도구가 되어 주민의 참여도를 높여 줄 것이라 기대된다 특히, 스마트폰을 많이 사용하고 있는 젊은층의 흥미를 유발하여 참여도가 낮은 젊은층의 참여도를 높이는데 기여할 것이라 여겨진다,
Islands are vulnerable to outer influences due to their small size and isolation. Tourism often becomes an important development focus because of their unique culture and nature. Jeju-do, as well as other islands, has experienced such development mostly led by central government, and the regional change was understood as the outcome of global influences without much concern with the local response or strategy. Thus, vulnerability has been the key theme in island development studies. This paper examines the current state of island development as an outcome of locals' alternating strategy in which the islanders accept the central government's plan, but express their demands to modify them. It is reflected in the electoral preference for ruling or oppositional parties, local movements against central government's development plans, and the spatial organization of tourism sites from a few growth centers to more dispersed, balanced development. These suggest that the current state of island development is not derived from unidirectional global forces, even if islands are peripheral. Rather, it is the outcome of an alternating strategy of Jeju locals accepting the central government development plans while managing them for local benefits.
최근 공동주택은 보편적인 도시주거 유형으로 자리매김 하고 있지만, 성장 위주의 경제 산업 정책에 따른 안전의식미약, 사회구조개편에 따른 급격한 증가, 생활환경 변화와 에너지 사용 증가 등 화재 유발인자의 다양화로 인해 인적 물적 피해가 증가하고 있는 실정이다. 특히 다른 건물들과는 달리 공동주택의 거주자가 유아, 노인, 신체장애자 등 다양한 인적 구성의 형태로 이루어져 있어서 화재 발생 건수에 비해 인명피해가 월등히 높은 편이다. 공동주택에서의 화재에 대한 위험성을 인식하고, 그에 대한 인적 물적 피해를 최소화하기 위한 대책 마련이 시급하다. 본 논문은 CFAST(Consolidated Model of Fire Growth and Smoke Transport)를 사용하여 공동주택을 대상으로 실물 화재 실험을 실시하고 공간화재에서의 화재 성상을 파악하여 화재 시 개구부의 개폐 여부에 따라 발생되는 산소와 이산화탄소의 농도와 온도가 인체에 미치는 영향에 대해 알아본다. 개구부를 개방 했을 경우에 외부창문의 개폐 여부에 상관없이 모든 방의 온도 분포가 뚜렷하게 나타났지만 개구부를 폐쇄 할 경우에는 발화지점인 거실의 온도 분포만 나타났다. Flashover현상과 Back Draft현상은 개구부의 개폐여부에 상관없이 외부 창문을 폐쇄 했을 경우에 나타났지만 특히 모든 개구부와 외부창문을 폐쇄 했을 경우에 더욱 뚜렷하게 나타났다. 각 실은 점화 후 4분경에 최고 온도를 보였으며 다른 방에 비해 발화지점인 거실의 온도가 가장 높게 나타났다. 온도에 의해서는 두 가지 영향이 일어날 수 있는데, 하나는 비교적 장시간에 걸쳐 발생하는 열응력이고, 다른 하나는 짧은 시간에 발생할 수 있는 화상이다. 만약 피부온도가 $45^{\circ}C$에 이르면 인체는 고통을 느끼게 되며, 이보다 더 높은 온도에서는 깊은 피부조직까지 손상을 줄 수 있다. 움직이지 않는 사람에 대한 고통 유발 임계온도는 약 $200^{\circ}C$이며, 인체는 땀의 발산으로 온도에 대한 내성이 증가하지만 이체가 장시간 열을 받으면 사망에 이를 수 있다. 결론적으로 공동 주택을 대상으로 CFAST를 이용해 분석한 결과 플래쉬오버 현상으로 인해 화재가 성장하여 급격히 온도가 상승하다가, 산소 부족으로 인해 화재가 성장하지 않고 온도가 떨어지는 것을 알 수 있다. 화재 시 온도, 산소, 이산화탄소를 고려하였을 때 약 3분 이내에 대피해야 온도 및 가스로 인한 피해를 줄일 수 있을 것으로 판단된다.
Korean traditional Ondol with the sensible heat storage medium has been for a long time used as residential heating system, in these days the concrete Ondol without the heat storage medium was realized as the heating system in the private houses and the apartments. This floor heating system is good for our health. But the concrete Ondol is not desirable for the energy saving and for the maintenance of comfortable room temperature because the heat storage medium is not employed in the concrete Ondol. And as the hot water circulating pipes are buried under the concrete floor, the concrete Ondol system has some kind of problems to be improved. Therefore the new type of Ondol system was developed in this study. And the new Ondol was consisted of latent heat storage material as heat storage medium with a great heat capacity and bioceramics as medium to maintain comfortable room temperature. In this study, the heat transfer characteristics of latent heat storage-bioceramic Ondol was analyzed theoretically.

These demands for change in the art market are accelerating new opportunities for change by converting digital, expanding the online art market, expanding virtual space using VR(Virtual Reality) and AR(Augmented Reality) technology, and expanding the trading area of digital works NFT based on blockchain technology. In this study, the flow of change in the art market brought about by the Pandemic era is analyzed from the perspective of digital transformation. The contents of digital acceptance of the art market are identified through a summary of various types of digital transformation in the art market and a survey of perceptions following the introduction of digital transformation and NFT. Discuss major legal, economic, social, and transactional issues and countermeasures following the introduction of NFT based on blockchain technology in the art market.

Pleasure grounds, which were introduced during the Japanese colonial era, were places for organizing new amusement activities, and developed into a large-scale private spaces and a new type of public space at the same time. This study explores the scenery and accommodations of pleasure grounds and the changes of the amusement culture through the Wolmido Pleasure Grounds, which was a typical pleasure grounds of the time. At that time, Wolmido became a comprehensive amusement/entertainment place with many elements of both Western and Japanese pleasure grounds such as exotic buildings harmonized with trees, a beach, a seaside school, public playing field, and zoo constructed on the Island. Wolmido Pleasure Ground, which was connected with Kyungsung by Kyungin railroad during the Japanese colonial era, is a good example showing the process of the popularization and commercialization of the amusement culture. The process of popularization of amusement shows the spreading of the enjoyment of leisure time with amusement activities through appreciating the beautiful scenery of the pleasure grounds among various social classes. The caste system was broken and anyone could use the pleasure grounds by paying the fee, of which there were many kinds, so the distinction between genders and the different classes, such as the Chosun people and Japanese, regarding amusement in pleasure grounds disappeared gradually. Also, pleasure grounds were a place for Western hobby-sports activities and were the means to generalize collective and dynamic activities through summer school and various sport games. At the same time, there were places for deviation from the existing social norms when it was combined with entertainment facilities. The commercialization of amusement took place in the form of an artificial entertainment culture within an artificial environment. First, the scenery was artificially constructed and this scenery created the image of paradise such as 'captivating summer vacation spot' and 'water kingdom'. This was the result of the combined intentions of the colonial authority, the railroad company and the amusement corporation to produce economic profits and encourage development in the area. Second, an artificial spectacle was constructed using nature as the backdrop. Buildings of various styles created a modernized and exotic image when they were combined with each other. Artifacts such as breakwaters and arcades created new attractions for people that enabled them to view both nature and the crowds from a whole different perspective. Third, pleasure grounds contributed to the advent of passive users who would just follow the given use and instructions. In this way, one can find the prototype of popular entertainment places of today such as sightseeing complexes, amusement parks, and theme parks through the construction of amusement grounds as a place for providing dynamic activities.

In the glocalization a common phenomenon of several nations reveals knowledge innovation and growth by the important subject of region and state and is studied at theory and practice. the successful cases of regional development in an advanced country have leading innovation through regional innovation system and cluster. therefore we are necessary to analyse how the knowledge spillovers in innovative cluster as the reduced model of regional innovation system guide firm innovation and region growth. this article reviews theories and empirical studies of the knowledge spillovers in the regional innovation system and innovative cluster of innovative geography and proposes a new research issues for further explorations of the knowledge spillovers. Previous studies assist that knowledge spillovers exist in knowledge-based industries of specific local area and local innovation accomplishes through pure knowledge spillover. but limits of these studies include narrow region and technological area, few analytical variable and exclusion of rent knowledge spillover. therefore new research topics related with that exemplifies geographical dimension(concentration and decentralization), technological dimension(knowledge based industry), category of analytic variables(previous indicators, time, and social capital), conceptualization(appropriation means, markets for technology) etc.
As we cannot think of our lives without a nation, it is closely related to almost every part of our daily lives. The role of government is becoming more important in the complex modern society as an essential element of national authority even though the government has indirect and secondary characteristics in its functional performance. Therefore, the government has to be efficient in planning and executing its policies, and it needs to be representative and fair as part of a national authoritative community. In the 21st century when symbolic and cultural importance of images are becoming more important, it is crucial for the government organizations to have an integrated identity design system that can satisfy both of these requirements of the government. However, the C.I.(Corporate Identity) of each Korean administrative branch has been developed separately and sporadically, which resulted in lack of consistency as part of the government. Shape and material of their C.I.s that follow short term design trend and popularity also lack uniqueness which can be distinguished from those of any private corporation. This may show that our government lacks systematic administrative capability, since image of a feature represents its characteristics and reality, and their recognition and evaluation from others become identity of the feature. In this perspective, the purpose of this thesis is to suggest an identity design system that has certain rules and regularity with wide variety of possible alterations for the central administration in Korea. In order to represent this visually, identity design system with both integrity and variety of possible alteration is created based on traditional Korean culture, especially the concept of Umyang-ohaeng and Samjae.
