Comparison of Cost Performance for Delivery Methods on Public Construction Projects (공공 건설공사 발주방식에 따른 비용성과 비교연구)

  • In the delivery systems for public construction works, design-build methods such as turn-key and alternative have contributed to improving the quality of structures and developing the construction technology. However, it is pointed out that construction based on a design-build method is likely to waste a budget due to its higher contract price than construction based on a design-bid-build method. Other issues such as contract monopoly, bid rigging and deliberation irregularity in design-build. Since there are not much works have been accomplished to comparatively analyze the actual performance and effect based on delivery methods, discussing and judging the performance and effect of each deliver method with limited information could lead to an error. Thus, this study by extensively investigates the actual project cost data, ranging from contract price to the construction cost of the public construction works and comparatively analyzed the characteristics of each delivery method about cost structure and fluctuation trend. This work is expected to assist stake-holders in properly understanding delivery systems for public construction works and promoting their efficient management.

  • This paper focuses to identify and analyze the influence of product/market characteristics on the performance of new ventures. An empirical result points that some factors playa role. High channel dependence and made-ta-order supply have negative impact on venture performance, while high service requirements have a positive influence. Summing up the findings of this study, we suggested the implications for defining the battle-grounds where new ventures have a better chance.

  • The sharing of objects for authoring frequently occurs among participating users in a cooperative authoring system where many users can collaborate. Floor control is therefore needed not only for minimizing the race condition during object accesses but also for ensuring the exclusive use of objects. h floor is a temporary access right that is given to a participating user who wants to use a shared object. Although the floor control methods for a single session environment can be found in various literature, those methods for a multi-session environment can hardly be found. In a multi-session environment, an object can be shared by multiple sessions. As a solution to the problems due to object sharing in such an environment, this paper presents a floor control method based on the chair-of-chair guidance. This method is an extension of those based on traditional chair guidance; the chair-of-chair elected among session chairs exists in this method.

  • The global game market is growing evenly across a variety of platforms, but in the Korean game market is a decline in growth rates on PC and mobile platforms, which account for more than 80% of the total Korean game market, which requires an alternative. In this study, propose a multi-platform launch of IP-based games as a way to increase the growth rate of the Korean game market. It has been analyzed that multi-platform launch methods can be divided into Stand-alone Multi-platform method, Interlocking multi-platform method, and Upgrade-interlinking Multi-platform method, respectively, and the effect of expanding, providing more satisfactory game play environment and preventing them from escaping to competitive games. Given the limited case analysis in this study, further studies are needed to propose more effective multi-platform utilization measures.

Globalization of Korean Textile Design (한국텍스타일디자인의 세계화 방안)

  • The Korean textile industry contributed much to the country's economic success during the 1970s-80s. Since the end of the 1980s, however, most of the Korean textile industry has begun to suffer from both high labor costs and skilled-labor shortage. During this period, such countries as China, Indonesia, and Malaysia began to gain strong foothold in the global textile market, mainly owing to considerably low label costs. To maintain competitiveness in the global textile market, the Korean textile industry should undergo a structural change. It should switch from the mass production of low quality design to selective praction of high quality and well-designed textiles. An cement of high value-added should be put into the textile product.: Usage of functional material, new processing technology, automation, pro-environmental dye shes, and strategic marketing is required. In this appear, I suggest ways and means to make the Korean textile design be good enough to compete in the global market.

  • Turnkey and alternative-design contracts was introduced operation in the country from january 2004 to February 2010. this was introduced operation. The selecting method of contractor for turnkey projects has being operated by an open forum type that consists of technical committee and appraisal committee in an integrated design approach deliberations. But to improve the operation of the problems, the government is operating design review committee consisting of the central, local and special design advisory committee in march 2010. But this system has also been suggested as still problems, too many contracts by large companies, increasing of design cost and excessive competition. This study is intended to contribute that turnkey and alternative-design contracts can be well operated in domestic construction markets. In this paper suggests some improvement methods and operational problems caused from application of an open forum type for selecting contractor of turnkey project.

A Study on the International Transfer of Retail Know-how: A Case of 7-Eleven (소매 노하우의 국제이전에 관한 연구 : 7-Eleven 사례를 중심으로)

  • This study investigated the international transfer of retail know-how via the prism of Learning Organizational Theory. As a case, 7-Eleven, a worldwide chain of convenience stores was examined. Its international transfer of retail know-how occurred when 7-Eleven, originally founded by Southland Corporation in Dallas, Texas, was introduced in Japan in 1973 in the form of 7-Eleven Japan. Our analysis shows that both strategic core learning and adaptive learning played a significant role during the international transfer of retail know-how. Our findings reveal the evidence of the following elements of strategic core learning such as the convenience store concept, the three principles of store management, the minimum profit guarantee system, and the margin-based royalty system. On the other hand, the retailing mix such as store type, store location, store size, and merchandising acted as the acting agents of adaptive learning. The hypothesis verification methods acted as the main methods for adaptive learning. Through the persistent adaptive learning, inimitable innovations could be brought forth. However, the elements of strategic core learning should provide the direction for the adaptive learning.

  • Recently the trade patterns of the entire economy are rapidly changing on development of IT. The field of port logistics is enforcing a competitiveness through preliminary offer of information and a batch process for improving the structure of logistics management which is apparently high cost and the low efficiency since 1990. But a previous EDI is insufficient in process ability. Bemuse it costs for the purchasing and maintenance of the expensive communication devices which is operated on the VAN environment. A web based EDI operating on an open network environment is needed to improve these problems and to handle transaction efficiently among many and unauthorized personals. Therefore, this study is willing to present a new web based model of the pull process which extracts the data when the receiver is needed to improve the push process which is transmitting data unilaterally.

자기핵융합과 KSTAR

  • 핵융합에너지는 1930년대 한스 베테에 의해 태양과 별 에너지의 근원임이 밝혀진 후 소핵 폭탄실험 성공으로 그 위력적인 에너지를 인공적으로 만들 수 있음을 세상에 드러내게 된다. 그 뒤 이 에너지의 평화적인 이용 노력이 시작되었고 1958년 스위스에서 핵융합에너지의 평화적 이용에 대한 첫 국제회의가 열리게 되면서 에너지원으로서의 연구를 통해 냉전시대의 경쟁 대상의 과학기술의 하나로 부각되면서 눈부신 성능 향상을 보여주게 되었다. 아직 여러 어려운 관문이 남아있지만 기후변화와 에너지원 고갈에 의한 새로운 에너지원에 대한 강력한 필요성이 제기되면서 ITER와 같은 대형 국제공동연구시설 건설이 시작되었고 2030년대에는 최초의 핵융합발전소를 건설하려는 꿈도 그려가고 있다. 핵융합에너지를 얻는 방식에는 여러 방법이 시도되었는데 현재는 자기장을 이용해 플라즈마를 핵융합반응이 일어나기에 충분한 시간동안 가두는 자기핵융합방식과 관성으로 플라즈마를 가두는 관성핵융합방식으로 크게 구분할 수 있다. 자기핵융합방식의 경우 플라즈마를 만들고 가열하여 핵융합반응 확률이 높은 고온으로 가열하고 그 조건을 오래 지속시키는 기술들이 필요한데 이 기술들은 오늘날의 거의 모든 극한기술들이 망라되어 적용되는데 초전도, 고주파/ 초고주파, 대전력 공급, 대형 시설 실시간 제어기술, 대규모 신호처리기술, 고온 플라즈마 진단 기술, 대규모 시스템 시뮬레이션 기술 등이 그것이다. 여기에 또한 중요한 기술의 하나로 초고진공 기술이 필요하다. 이러한 기술이 집약되고 서로 통합되어 하나의 목적을 위해 쓰여지도록 고안되고 만들어진 장치가 자기핵융합 장치이며 따라서 현대의 자기핵융합장치들은 굉장히 복잡하며 대형 시설로 지어질 수밖에 없다. 우리나라는 1970년대 말부터 소형의 플라즈마 연구시설을 시작으로 자기핵융합 연구를 시작하면서 인력 양성을 시작하였으며 가속기 등 대형 연구시설이 본격적으로 지어지던 1990년대에 세계적으로 유래가 없는 초전도 자기핵융합장치인 KSTAR장치 건설 프로젝트를 시작하게 되었다. 총 11년이 넘는 건설기간 동안 여러 학교와 연구기관, 그리고 산업체가 참여하여 성공적으로 시운전을 실시하였으며 당당히 세계적인 장치를 통한 핵융합연구 대열에 동참하게 되었다. 이를 통한 기술 개발의 결과로 국제적 공동연구장치 ITER의 건설사업에 참여하게 되었고 KSTAR와 ITER를 통해 핵융합 에너지 상용화 기술 개발을 국가적인 기술개발의 목표로 결정하고 연구개발계획을 전략적으로 세워 진행하고 있다. 이번 논문에서는 자기핵융합의 특징과 연구 동향을 통해 우리나라의 기술 수준을 조망하고 특히 진공 기술 분야와의 상호 의존적 영향 분석을 통해 공동의 발전 방향을 모색해 보려고 한다.

Comparative Analysis of Seawater Desalination Technology in Korea and Overseas (국내 및 해외의 해수담수화 기술 비교분석)

  • Climate change has increased the need to secure a new water resource in addition to the traditional water resources such as surface water and ground water. The seawater desalination market is growing sharply in accordance with this situation in Korea, "seawater engineering & architecture of high efficiency reverse osmosis (SEAHERO)" program was launched in 2007 to keep pace with world market trend. SEAHERO program was completed in 2014, contributed to turn the domestic technology in evaporative desalination technology to RO desalination technology. Currently, it is investigated that the average specific energy consumption of the whole RO plant is around $3.5kWh/m^3$. The Busan Gi-jang plant has shown $3.7{\sim}4.0kWh/m^3$, including operational electricity for plant and maintenance building. Although not world top level, domestic RO technology is considered to be able to compete in desalination market. Separately, many researchers in the world are developing new technologies for energy savings. Various processes, forward osmosis (FO), membrane distillation (MD) process are expected to compete with RO in the future market. In Korea, FO-RO hybrid process, MD and pressure retarded osmosis (PRO) process are under development through the research program in Ministry of Land, Infrastructure and Transport (MOLIT). The desalination technology level is expected to decrease to $2.5kWh/m^3$.
