This study was aimed to research the problems of business in Special Economic Zone, Kaesong Industrial Complex to relieve the tensions of politics and military ties in the Korean Peninsula and revitalize the Economic Cooperation between South and North Korea, and to suggest the needs of policy alternatives to resolve the problems, and to propose the sustainable developmental strategy to carry forward a enterprise successfully in the view points of companies and Kaesong Industrial Complex. Through the survey of Kaesong Industrial Complex, we reviewed the expected effects of the business. Besides, through this survey, we became aware deeply the actual conditions of the companies that are occupied in the Kaesong Industrial Complex and their mother companies, and the statistically important factors of difficulties in management.

본 연구에서는 충북 남부 3개군 지역(옥천ㆍ보은ㆍ영동)의 중소 제조기업의 경영실태 및 애로기술을 대상으로 실증조사 되었다. 지역의 특정상황의 전제 하에 지방 중소기업들의 실질적인 문제점들을 발견하고, 그 개선 방안을 탐색함은 물론 산ㆍ학ㆍ연 컨소시엄 사업의 성공적인 수행을 위해 시도되었다. 세부적으로는 중소 제조기업의 경영 및 애로기술 특성을 일반적 사항, 경영애로요인, 경영전략, 현장개선기법, 정보화, 제품 및 공정 기술상의 애로기술 현황파악의 6개 영역으로 조사되었다. 조사결과들은 추후 산ㆍ학ㆍ연 공동기술개발 사업에 있어 창의적, 틈새적 과제발굴 및 신제품 기술개발의 토대마련이 될 뿐 아니라, 지역경제 발전을 위한 산ㆍ학ㆍ관의 지원 전략 수립에 적극 활용 될 것으로 판단된다.

석탄산업은 서민생활보호와 에너지 안보 등 국가정책 목표달성을 위하여 매우 중요한 역할을 하고 있다. 또한 태백지역의 경우에는 석탄산업의 존립이 지역사회의 생존과 직결되고 있어서 이의 활성화가 매우 긴요하다. 그러나 석탄산업은 작업환경이 나쁘고 임금수준 등의 제반 여건이 좋지 않고, 사양산업이라는 인식이 만연되어 있는 관계로 근로자들의 이직율이 높고 신규인력의 유입율도 낮아서 탄광의 운영에 커다란 애로요인으로 등장하고 있다. 본 연구는 이러한 상황에 직면해 있는 태백지역 탄광업체의 인력난을 해결해 보기 위하여 탄광근로자들을 대상으로 설문지를 배포하고 이를 분석하여 그 해결책을 모색해 보고자 했다. 이를 위해서 경로분석과 이원분산분석을 통해서 이직요인을 발견하고 이를 위한 다각적인 대응방안을 구상해 보았다. 연구결과 태백지역 인력난을 완화시키고 노동인력의 정착성을 제고시키기 위해서는 1) 기업내적(企業內的)인 방안(方案)으로 근로생활의 보람(quality of working life) 조성, 기업문화의 조성, 임금제도의 개선과 생산성 향상, 후생복지시설의 개선, 내부적 제도의 개선과 회사운영의 공개, 대외적 홍보, 2) 정부(政府)의 지원방안(支援方案)과 논의사항(論議事項)으로 석탄산업에 대한 재정적 지원, 소비성 서비스업에 대한 노동력 유출억제, 교육여건의 개선 그리고 해외광원수입에 관한 문제는 장애요인이 많으므로 가능한 신중한 검토가 수반되어야 한다는 것 등을 고려할 수 있을 것으로 사료된다.

This study analyzed and compared the importance and priority of location decision factors in Foreign Direct Investment Firms managing the manufacturing business in the nation's southeastern economic zone, and in expert group by using AHP analytical technique based on examining the location theory and the prior research of real estate for industry. Also, it analyzed difference in importance and priority for location factors by corporate scale, by business category, and by location type targeting only foreign direct investment firms, and offered references necessary for location decision-making. In addition, to elicit useful information for policy related to location decision factors for foreign direct investment firms, the implications were elicited by analyzing the results recognized between foreign direct investment firms and expert group on information elements regarding investment satisfaction, business bottlenecks, and location decision process. The considerable gap was indicated in importance and priority of location decision factors considered between the nation's foreign direct investment firms and real-estate expert group for industry. As a result of analyzing by reflecting the corporate characteristic variable in location assessment model unlike before, the importance of the competitive advantage factor and the business strategic factor was indicated to be very high.

Previous researches on technological innovation have several limitations such as lack of general mechanism for technological innovation(inputs, throughputs and outputs of technological innovation), large company oriented studies, and ignoring importance of technology management capabilities. So, this study suggested a new model using resource-based theory and system theory, and empirically applied that to SMEs. Structural equation model analysis by using 223 SMEs in Daegu region provided a support for most of hypotheses. Research results showed that all of factors on technological innovation were significantly and positively related with each other: inputs(R&D leadership, innovation strategy, R&D investment, R&D human resource management, external network), throughputs(portfolio management, project management, technology commercialization) and output(technological innovation). In case of technological innovation inputs, R&D leadership influenced on innovation strategy positively and significantly. And R&D leadership and innovation strategy had positive and significant effects on R&D investment, R&D human resource management and external network. R&D human resource management and external network exerted positive and significant influences on technological innovation throughputs such as portfolio management and project management. But R&D investment did not significant impacts on technological innovation throughputs. Among technological innovation throughputs, both portfolio management and project management had positive and significant effect on technology commercialization. In addition, technology commercialization acted positively and significantly technological innovation output. This study suggests necessary of efforts to implement innovation strategy and manage R&D human resource effectively based on CEO's innovativeness and entrepreneurship. Also, if SMEs want to develop technology and commercialize it, they have to cooperate with external technology resources and informations. Research results revealed that proper level of R&D investment, internal and external communication, information sharing, and learning and cooperative culture were very important for improvement of technological innovation performance in SMEs. Especially, this research suggested that if SMEs manage technological innovation process effectively based on resource-based and system approaches, then they can overcome their resource limitations and gain high technological innovation performance. Also, useful policy support for technological innovation of central or regional government by this research model is important factor for SMEs' technological innovation performance.
