In the developed countries, the private investigation system which is part of private security has developed together with police, and OECD countries except South Korea has developed the private investigation system establishing by the Private Investigation ACT. In Korea, there was several attempt to establish the Private Investigation ACT but it was not accomplished because of private security circumstances. In this study, the chapter Iis introduction, theoretical background is in chapter II, chapter III is the operation of private investigation of the developed countries, analysis and direction of the Private Investigation ACT in chapter IV, and conclusion in chapter V. To introduce the private investigation system, it is required to discover the problem of the Private Investigation ACT mentioned in this article and to develop the private investigation system by collecting the opnion of citizen, academic world, and the related agency. It is necessary to associated interest and effort of citizen, academic world, and the related agency for introdection of the private investigation system.

The purpose of this study is to find significant activities in human resource management (HRM) to solve growing-pains caused by the rapid external growth in private security business. To this end, we applied the HRM factors suggested by the National Job Capability Standard (NCS) to the private security and investigated the relative importance using the Analytic Hierarchy Process (AHP). The results were as follows. First, the importance of 4 HRM criteria in the private security was ranked in order of recruitment, operation, benefit, and retirement. Particularly, the relative importance of recruitment reached 63.8%. Second, the composite importance was calculated by dividing the 4 HRM criteria into 14 capability sub-criteria and 46 capability alternatives. As a result, personnel planning and hiring at the recruitment turned out as the areas that needed the most improvement. In addition, the operating and planning of education involved in the highest rank, 8th and 10th respectively. Based on these results, we suggested critical HRM factors for developing the private security business as well as proposed research directions and methods for further studies.

Shoplifting causes serious losses to not only stores but also to consumers and society as a whole. There need to be effective society-wide measures to control shoplifting due to its characteristic of playing the role as a stepping stone to induce more serious crimes. However, there is a lack of research on shoplifting in Korea, especially the research analyzing situational factors to suggest effective alternative measures for shoplifting prevention. Therefore, the current study surveyed teenagers, the group known to be the most frequent shoplifters, to see their perception of effectiveness of the situational crime prevention methods used in stores. The result showed that the teenagers found only some of the prevention methods effective, including CCTV, Electronic Article Surveillance(EAS), minimization of blind areas, and watchful clerks. However, factors such as the number of doors and their accessibility and presence of security guards were not perceived to be very effective. Using the result of the survey, this study suggests ways to utilize situational crime prevention methods more effectively to deter shoplifting.

In modern society, citizen's expectation about policing levels have been rising over time and it limited resources of the police to deal with the security services are insufficient. Until now, the state monopoly of the police activity was changing to subject of a variety in cooperation with public security system. The citizens considers community not the destination to police enforce the law but space for effective policing partners. Japanese police focus on cooperation oriented policing to strengthen the police and local residents with crime prevention for a long time. Also, the community through a variety of problem-solving policing activities to identify problems such as anxiety and anguish of the people. The legal basis for cooperative policing activity is that Nagaoka city crime prevention regulation in 1979. In recent years, Tokyo local government legislated the safe town development regulations(東京都安全 安心まちづくり條例) and set up the hot-spot area to promote the safety of public facilities. Cooperative policing not police intervention for crime prevention but national policy for the city reclamation in Japan. Police as well as the Ministry of Land and Transport, Ministry of Justice, Ministry of Education, Prime Minister and all government departments thread safe city, crime prevention, and has been working to make the safe city. Japan's cooperative policing is a system that receives the most attention and greater implications.

This study is to propose the improvement of security related regulations to reinforce security activity and actualize constitutionalism in the National Assembly. For the purpose, some improvements could be considered as followings; First, legislating of regulations including some articles on the scope of security activity such as order preservation at assembly hall, facility security, security agents' right and protection of personal is necessary. Second, changing the organization and command system of security management is necessary for the unification of security activity and efficiency of the job. Also clear definition of terminology on the security job is need. For the shake of above object, one officer in charge of situation management and three section such as the personal protection section, facility security section and order preservation section could be substructured under security department. Third, elimination of unnecessary article on the arrest of red handed criminal in the assembly hall and on the physical checkup of audience by security agent is need. Also legislating of regulations on the hoarding of person who could disorder is necessary. Forth, legislating of regulations on the cooperation with government branch, judicial police power, carry and use of weapon and uniform and equipment to reinforce practical efficiency of security activity. For the proper legislating of the regulations, comparition with other public organizations such as presidential security Service, police, private security could be considered.

The changed environment on marine security and the security activities such as coast guard and sea patrol in civil domain are analyzed. In order to respond diverse threats and requirements of sea petrol, the system of civil patrolman and coast guard's auxiliary are discussed. The civil boats and aircraft and civilian's security activities make an important role to enhance the effectiveness and the efficiency of coast guard and patrol.

Recently the demand for civil bodyguards and security guards shows rapid growth. However the supply and training system have some limitations. Educational and training systems for civil body and security guards are on the basic level and private organizations trained in the professional work force. University level training started recently. To protect individual life and property, body and security guards have to be trained professionally. For it the role of professional training organizations is emphasized. The purpose of this article is to analyse current situation of civil body and security guard training industry and to seek and educational model. For it, the following questions will be examined. ${\cdot}$ Do the professional training organizations meet social demand for the body and security guards? ${\cdot}$ What kind of training has to be provided for the body and security guards? ${\cdot}$ What are the qualifications of the trainers? ${\cdot}$ What are the differences in training courses between private organizations and universities? ${\cdot}$ Is there any differences in the job placement among the trainees of private organizations and universities? In summary to meet the social demand common curriculum for the body and security guard will be drawn from the analyses of diverse training organizations with different training courses in contents, training periods, educational value, and social aim.

Recently, alarmed by the frequent international terrorism or safety accidents, the host countries of world sports events are focusing on security activities for the sake of the participants, facilities, events and competitions. They are alarmed because in case any happenings like international terrorism or safety accident, the contest itself can be criticized to be a failure as much as the international reliability of the host nation may well crash. We can see that any failure in coping with terrorism or safety matters can lead to a nation-wise crisis in the case of Indonesia where the October 12th of 2002 terrorist bomb attack in Bali damaged the image of the nation followed by the similar case in Philippine (Oct. 20th, 2002) where the same terrorist attack dramatically scared away the tourists to the nation. Korea is scheduled to hold the World Championship in Athletics in Daegu Metropolitan City in 2011. Also, it is slated to host various world sports events such as Yeosu International Exposition and Incheon Asian Games. In these contexts, this study analyzes counter-terrorism cases related with the recent international sports events that have been organized in a variety of manners in the era of globalization. This study aims to show alternatives for the safety management in these events. In other words, it is focusing on giving directions to the safety policies of the nation -which may become the future hub of north-east Asia and the world - for more perfect guard and defense, and counter-terrorism activities in all the conferences, sports events and international festivals where any private defense and guard companies are allowed to cooperate with the police force or public security agencies.

This study is concerned Meaning of the certificate of qualification and Prospect of the certificate of qualification in private security in korea. Now, private security area is need the certificate of qualification, and the first examination in 2006' in Korea has meaning that open the period of the certificate of qualification. The 40 university(include colleges) applied the first examination. This exam is enforced 11. 25. 2006. in six part area in Korea. The 822 students are applied and 763 students(the ratio of successful applicants 92.8%) passed this exam. This apply exam is meaning the start of new development and specialization in private security area. I hope that this exam is a opportunity of cooperation between industry and the academic world. Also, this exam is a opportunity of student in private security are more hard training before take a job. As my understanding this exam is the confirmation by an authority, this exam is only neutral evidence to get the confidence and credit from the clients.
